Police Is ‘Broke’ - Okiro Bankole Makinde, Abuja Saturday, November 8, 2008 THE Police High Command on Friday declared that the Nigeria Police (NP) is ‘broke’ and so will not be able to fund the training expenses of the rank and file numbering 545 who were recently promoted. The Inspector-General of Police, Mr. Mike Ahamba Okiro, decorated the newly promoted officers at a ceremony performed on the 4th Floor of the Force Headquarters, Louis Edet House, Abuja on Friday. Okiro, in a highly-classified document exclusively in possession of Saturday Tribune with Reference Number CH:4640/A’DEPT/FHQ/ABJ/VOL.4/79, directed that all beneficiaries of the promotion exercise are “to attend a non-residential three-week refresher course at the Police College or Training School in or at the nearest to their Command or Formation,” to their base. He however, added a caveat that “all the beneficiaries are to therefore attend the training programme from their homes as the Force Headquarters is not in a position to provide funds for it.” In the release, Okiro promoted 176 Sergeants to the rant of Inspector on special consideration given the meritorious and unblemished service they rendered the country. 130 Corporals were elevated to the rank of Sergeants and 137 Police Constables moved to the next step of Corporals, while one Traffic Warden (Grade I) was elevated to the post of Senior Traffic Warden with effect from November 1, 2008 and all Police formations were ordered to treat the directive as very urgent and important. Health worries: Yar'Adua sues Leadership newspaper for ''malicious rumours'' From Madu Onuorah Abuja PRESIDENT Umaru Musa Yar'Adua yesterday directed his lawyers "to take appropriate legal action" against an Abuja-based newspaper, the Leadership, for publishing alleged "malicious rumours and outright falsehoods" about his state of health. Specifically, the President is accusing the newspaper of "libel, defamation of character and publication of falsehoods." President Yar'Adua said that he has personally addressed "the so-called ambiguities" about his health on national television, affirming that while, like all humankind, he was by no means immune to ill-health, he was fit enough to lead Nigeria effectively. But he said, "the political opposition and their cronies in the media have willfully refused to let the issue go." The newspaper had written in its yesterday cover that, "once again, the President, Umaru Musa Yar'Adua, has fallen critically ill. This is the second time in as many months that the President is in need of serious medical attention and is subsequently staying away from public functions." The newspaper also alleged that, "a team of medical personnel had been flown into the country from Saudi Arabia to attend to Yar'Adua, whose condition had been 'unstable' since late Thursday." "Yar'Adua has not attended any public function in the last two days. By staying below the radar once again, friends and family are worried that the president's deteriorating condition may yet again be a subject of speculation, since the Villa is not forthcoming with information about the president's situation. "His deteriorating health prevented him from attending yesterday's Jumma'at prayer at the National Mosque. Earlier, he had also failed to show up at Sheraton Hotel, where he was billed to attend a function along with the visiting German president. No excuse was advanced for the president's absence on both occasions." However, the Special Adviser to the President (Media and Publicity), Mr Olusegun Adeniyi, has debunked the newspaper's claim. He noted in a press statement that the President was in good health and had been attending to all his official duties in full view of the media in the past week. "Yesterday, he (Yar'Adua) participated in the International Investors Forum chaired by Baroness Lynda Chalker at the Banquet Hall of the State House before going to the National Mosque for Jummat prayers. "He arrived at the Sheraton Hotel at about 3.30pm to receive President Horst Kohler of Germany and other Heads of State participating in the Germany-Africa Forum and was there until well after seven o'clock in the evening," Adeniyi said. The statement reads: "Since the inception of the present Administration, its political opponents and their allies in the media have persistently assailed the nation with malicious rumours and outright falsehoods about President Umaru Musa Yar'Adua's state of health. "Well after President Yar'Adua had personally addressed the so-called ambiguities about his health on national television, affirming that while, like all humankind, he was by no means immune to ill-health, but fit enough to lead Nigeria effectively; the political opposition and their cronies in the media have willfully refused to let the issue go. "The regular fare of baseless rumours, speculations and malevolent lies about the President's health and its alleged effect on his ability to govern came to a head this morning when the Leadership newspaper published on its front-page, a manifestly false report titled: 'YAR'ADUA SICK AGAIN.' "There is no truth in the entire report and the lies on which it hangs are so easy to disprove that the only reasonable conclusion is that the publishers of the newspapers ran the report in furtherance of their reprehensible efforts to embarrass the President and destabilize his Administration. "If it had any regard for the truth at all and made the least effort to confirm the veracity of the assertions in its report, Leadership newspaper would know that the claim that 'Yar'Adua has not attended any public function in the last two days' is a big lie." While noting that one of the creeds of the journalism profession is that comment is free but facts are sacred; he stressed that if the newspaper subscribed to this creed at all, "it would not have published a patently false report about the President's 'absence' from yesterday's Jumma'at prayers at the National Mosque or from the ongoing Germany-Africa Forum at the Sheraton Hotel, Abuja." His words: "President Yar'Adua was at the Sheraton Hotel again this morning (yesreday) for today's session of the Forum. All these events were covered by the media and President Yar'Adua will attend a State Banquet for participants in the Forum later this evening. "This is hardly a schedule that could be kept by a man who 'has fallen critically ill,' as alleged by Leadership newspaper," he said. He continued: "While President Yar'Adua fully believes that a free and unfettered press is essential to the growth and entrenchment of democracy in Nigeria, he is equally of the view that the propagation of spiteful and malicious falsehoods must not be allowed to become an acceptable weapon of political opposition in our country. "The President has graciously tolerated over twenty months of false rumours, speculations and innuendoes about his health, but the Leadership newspaper report of today (yesterday) crosses all acceptable lines of professional ethics, decency, decorum and respect for others' rights and feelings. "There are laws against libel, defamation of character and publication of falsehoods in our statute books.
