Airport security bars Bankole, escorts from airside By Oyetunji Abioye and Mudiaga Affe advertisement Drama unfolded at the presidential wing of the Murtala Muhammed International Airport, Lagos, on Thursday when airport security officials stopped the Speaker of the House of Representatives, Mr. Dimeji Bankole, and his security details from breaching safety rules at the airport. Bankole, who arrived aboard one of the presidential jets with registration number 5N-FGP had wanted to pass through the airside to link the hajj camp where he was meant to address the 2008 Muslim pilgrims. A heavy downpour earlier in Lagos during the day had caused heavy traffic at the airport as the access roads between the international wing and domestic were all flooded. On getting to the airport tarmac gate, which led to the airfield, Bankole was refused entry by the Federal Airports Authority of Nigeria security men stationed at the gate. Controversy, however, ensued between the Speaker's entourage and the FAAN security officials when the Speaker and his cars stood still at the gate for about 15 minutes while the argument lasted. However, when the Speaker's aide could not prevail on the FAAN men, they eventually left as aviation correspondents were already gathering at the scene. Our correspondent gathered that the Speaker and the protocol officials were not ready to listen to the safety and security implications of such moves. The airside is a special place where vehicles that do not carry amber light are not allowed to enter. Aviation professionals said this was because aircraft landing could mistake such vehicles to be something else. The Media Adviser to the Speaker, Mr. Kayode Akkinmade, said he was not at the scene in Lagos, but promised to get further information on the issue. Soyinka rejects Abuja street FRIDAY OLOKOR NOBEL Laureate, Professor Wole Soyinka, yesterday advised the Federal Government to jettison its plan to name a street after him in the Federal Capital Territory (FCT), Abuja. He said he would only take the offer if government cancelled the streets named after late former Head of State, General Sani Abacha. Soyinka, who made the rejection at a press conference in Lagos, also said if he accepted the offer to name a street after him in Abuja, former President of the Movement for the Survival of Ogoni People (MOSOP) and fellow writer, Ken Saro-Wiwa, killed by Abacha, would be shedding tears in his grave. He recalled that sometime during the regime of ex-President Olusegun Obasanjo, former Minister of the FCT, Abuja, Mallam Nasir El-Rufai, held a conference on corruption which he attended. "I asked El-Rufai, you are talking about corruption and you named a street after Abacha who was himself corrupt and through the street, we all came to the venue of this conference. He promised to change the name of Abacha from the street. Till day, Abacha still has a street named after him in Abuja. Is there any sense in accepting a street after we. No. "As long as no symbolic statement has been made about changing the name of his (Abacha’s) street, I do not want to be honoured in Abuja; I am satisfied with the one name after me in my village. I reject the offer in totality," Soyinka stated. The 1986 winner of the Noble Prize for Literature also said he was rejecting the plan to name a street after him in Abuja because Abacha’s loots and those of his cronies were heavily documented and recovered by General Abdulsalmi Abubakar and Obasanjo. He said for dazing to hang Ogoni civil rights activist/writer, Saro-Wiwa after a Kangaro trail, accepting the offer would mean offending Saro-Wiwa in his grave. Soyinka also spoke on the controversial Presidential Library of ex-President Olusegun Obasanjo, saying it was illegally established in a corrupt manner. Plans, according to him, are on to persecute him on account of the library project and his other misdeeds while in office. He also reflected on what he described unjust demotion of former Executive Chairman of the Economic and Financial Crimes Commission (EFCC), Mallam Nuhu Ribadu by the Police Service Commission (PSC) and the Inspector-General of Police, saying it was good that he has zone to court to challenge the illegality. Soyinka commended Ribadu for the gallantry displayed by him in fighting corruption in Nigeria and advised Nigerians to give his successor, Mrs Farida Waziri a chance to prove himself. "I believe in giving people chance. She should be given a chance to fight the war against corruption," he stated. Speaking on the historic victory of the Democratic Candidate, Barack Obama in the United States Presidential election, Soyinka said it is a very big lesson for Africa and Nigeria because he was elected irrespective of religious and ethnic creed which did not affect his chances. Car Saga: Protest Rocks N’Assembly From Onwuka Nzeshi in Abuja, 11.07.2008 Friday, November 7, 2008 Crisis in the House of Representatives assumed a different dimension yesterday, as two groups took the National Assembly Complex by storm, distributing handbills on the allegations of fraud levelled against leadership of the House. The first group, Coalition Against Corrupt Leaders (CACOL) arrived the National Assembly in the early hours of the morning in a chartered bus, armed with leaflets and banners denouncing the leadership of the House and demanding that Speaker Dimeji Bankole steps aside to allow for thorough investigations into the crisis. The group, numbering about six, was however, restricted to the first gate by security operatives.Armed with a megaphone, the group said the allegations of fraud against the House must not be swept under the carpet, but must be exposed, as it was during the era of the immediate past Speaker, Patricia Etteh. The group aligned itself with the testimony of Keyamo during his appearance before the Ethics and Privileges Committee, and challenged the House to prove the lawyer wrong. It also faulted the argument and defence of Peugeot Automobile Nigeria (PAN) that the company had the right to rename the model of its cars. “Ït reasons to follow that the House earmarked money for a more expensive model and had an inferior quality supplied at the price of the model quoted in the offer letter by PAN and this is fraud, which the House doesn’t want Nigerians to know about, rather they engaged Keyamo in a shouting competition that we cannot help but wonder why they weren’t at the ringside of Samuel Peters when the Ukranian beat him blue black.” This present crop of leaders in the House rode on the label of integrity, claiming to be righteous and above the murky waters that drowned Mrs Olubunmi Etteh , the first female Speaker of Nigeria. The second group, Coalition for Stable Democracy, circulated a two paged leaflet warning Nigerians against the antics of those it described as enemies of the Nigerian state and people. The group alleged that six lawmakers and members of the House of Representatives have been contracted to pull down the leadership of the House for some selfish political reasons. It gave the names of the lawmakers as Honourables Independence Ogunewe, Festus Adegoke, Solomon Ahwinahwi, Austin Nwachukwu, Gbenga Oduwaiye and Kayode Amusan. Obama: Nigeria must change or collapse By Pat Utomi THIS election in America will change the world and it will be a new world less tolerant of corrupt men of power and those who seek power but lack the knowledge to put forward a vision of a robust change in which the people are connected to their leaders who care for them and serve them selflessly. As America will be renewed and reinvigorated in its role as a preferred partner in building a just and prosperous new global order by this election outcome, I thank the United States for showing the light and pray that all will see through the darkness that will holds part of the world hostage." I believe that transparent governance is also possible here and so Nigeria must now change or collapse. So, as we celebrate the great triumph of America's democratic ethos, we must challenge the Nigeria spirit to rise to the fact that true democracy can give us leadership that can transform Nigeria for the good of all Nigerians whether they live in Birnin Kebbi, Oloibiri, Ihiala, Awe or Gboko, or whether they be young or old, animist; Christian or Moslem. Just as Americans responded to Obama's vision of a fair and prosperous economy in the face of economic melt down, Nigerians should tackle poverty, job creation, and rapid economic growth that are evenly distributed. All political engagements at local, state and national level must confront, through ideas and clear action plans that are measurable, and for which political actors can be held accountable. Obama's victory is not only a historic moment and comparable, in my personal experience, only with Nelson Mandela walking out of prison; it is a testament to the extraordinary nature of the American spirit. For us, I urge all, whether they profit from the current suboptimal system that makes poverty the dominant condition in a country so richly endowed in talents and other resources, or they be victims of our challenged enterprise at nation-building, to reflect on the lessons from the elections. It is important we note that unless people can locate their self interest in the context of the Common Good, what apparent gains they assume will come to them as individuals taking advantage of the system and can not be sustainable and will be a sabotage of their own long term best interest. I call for enlightened self-interest to move us towards issues based politics and away from do-or-die, violence-infested politics that becomes a scramble for the booty of war rather than opportunity for service. I also urge young Nigerians to learn from their American counterparts and recognize that the idealism and passion of youth breaks the old obstacles to progress and nation-building." Nuclear power: FG chooses four sites in the North, three in South By Obinna Ezeobi Four sites in the northern part of the country and three in the south have been selected tentatively as locations for the nuclear power stations through which the Federal Government hopes to generate electricity. Speaking at the end of the review workshop/expert mission on the Nigerian National Nuclear Power Programme by the International Atomic Energy Agency, the Director-General, Nigeria Atomic Energy Agency, Dr. Erepamo Osaisai, explained that the sites were currently undergoing evaluation and characterisation, adding that there was the need to do further work. Although he refused to disclose the particular towns where the nuclear facilities would be sited, Osaisai admitted that a lot of technical work needed to be done, adding that the legal framework had been developed and improved upon. Meanwhile, a senior official of IAEA, Mr. Ian Facer, who participated in the workshop, noted that building a nuclear power programme required a three-phase approach, saying that Nigeria was in the first phase and had satisfied many of the standards for the stage. He, however, stressed that there were some issues, which needed to be straightened out, particularly the need for efficient collaboration between relevant agencies, particularly NAEC and the Nigerian Nuclear Regulatory Agency. This, he said, was necessary to achieve synergy in action plans and synchronise the timing of the various activities. He also charged Nigeria to step up communication with the public and other stakeholders in order to communicate the benefits of the project as well as the concomitant risks. He assured that IAEA would help Nigeria in its quest for electricity generation through nuclear sources, noting however, that the bulk of work would be done in Nigeria by Nigerians. A copy of the communiqué issued at the end of the workshop noted, that "implementation of a nuclear power programme is an enormous responsibility, which requires high level of coordination with all relevant stakeholders working in tandem to achieve set national objectives. NAEC should strengthen the national coordination and implementation of the nuclear power programme by constituting a more wholesome and operational working group, involving all stakeholders at the senior management level. "Active participation of all stakeholders in the programme implementation is the key to the success of the programme." The participants also charged NAEC to encourage the participation of Nigerian professionals, including those in the diaspora in the project, and if possible create appropriate institutional linkages for their effective involvement in the implementation of the nuclear energy programme. Osaisai assured that the observed lapses in collaboration between agencies were being addressed so as to ensure that Nigeria achieved the objective of generating electricity through nuclear sources. He said, "You cannot approximate or defer any activity in the nuclear power programme. You must identify and address them. We can address all the issues that have been raised and resolve them in a few months, at most, by the first quarter of 2009 so that we can be on the same page with the IAEA. The director-general further explained that there were 19 milestones published by the International Atomic Energy Agency, which any country that planned to build nuclear power infrastructure must meet. According to him, "You need to satisfy them to different degrees at various stages. Nigeria is in the preliminary stage. After the preliminary stage, which is the development of a robust nuclear power programme, you now get on to implement the infrastructure development component, which will enable you to order for a nuclear power plant. You need to have the needed infrastructure in place and the needed manpower. That is what we need to do after the first phase. Bankole stopped from breaching airport protocol By Gboyega Adeoye, Correspondent, Lagos An attempt by the House of Representatives Speaker, Dimeji Bankole, to breach airport protocol was blocked on Thursday as he attempted to drive through the airside of the Murtala Mohammed Airport in Lagos. He arrived the airport in an Air Force aircraft at about 4.30 p.m., and had wanted to avoid the heavy traffic on Airport Road. His convoy was heading to the gate of the airside but aviation security and policemen stopped it. He and his team were held up for more than 20 minutes while his security details talked to the security personnel who, in the end, refused to yield to pleas to open the gate. Bankole, who as usual had shunned journalists, remained inside his black jeep and looked embarrassed. Experts say driving on the airside contravenes the regulation of the International Civil Aviation Organisation (ICAO), which does not allow firearms into the airside. There is special training for drivers who ply the airside and they carry amber light. Any vehicle without such light is not allowed.
