Nigerian Shippers Council awaits 20 coaches at Kaduna inland dry port ON APRIL 11, 2018 Abuja – The Nigerian Shippers Council (NSC), says it is awaiting deployment of 20 coaches to enhance service delivery at the Kaduna Inland Dry Port. NSC said the deployment to be made by the Nigeria Railway Corporation, (NRC) would commence operations next month. Mr Hassan Bello, the Executive Secretary of NSC disclosed this in an interview on Wednesday, in Abuja. He said that though activities had commenced at the port before, but with the expected coaches, transportation of cargoes in and out of the port would increase. “Kaduna Dry Port has come to stay since the inauguration in January; a lot of activities have been going on. Most importantly is to make the Kaduna Port an international port. “A place where an importer can consign his goods and exporters can use the same facilities to export, in other word, Kaduna Port is a port of origin and port of destination. “So far, there has been usage, but because of lack of coaches, NRC is about to issue 20 coaches for the use of cargoes, to convey cargo from the port. “We are looking at May 2018 for the coaches to start, activities are already on, but enhanced activities will resume. We just want the locomotives and wagons to start bringing these goods, “ he said. According to him, some institutions are already opening offices at the port, including the Nigeria Customs Service, which he said had issued a station code for operations at the port. “NSC being the economy regulator, has been working assiduously to see to the proper take-off of the port in other to do this, we have to work with other regulatory agencies. “Nigeria Customs Service has been of tremendous support to the Kaduna Dry Port, it has issued a station code for Kaduna dry port. “Already there are certain institutions there like SON, NAFDAC, freight forwarders are moving to Kaduna for freight businesses, so full activities will resume“ Bello noted that the Jos Inland Dry Port had reached an advanced stage with 75 per cent completion. He stated that by May 2018 the port would be ready and commissioned for use. “ Jos Dry Port has reached advanced stage, the laying of railway tracks will commence in three weeks’ time. FG clears air on whereabouts of recovered loots APRIL 11, 2018 By Luminous Jannamike ABUJA – The Federal Government has made clarification on the confusion trailing the whereabouts of recovered loots, insisting that they were being paid into dedicated accounts with the Central Bank of Nigeria (CBN) . Vanguard reports that discrepancies in the figures released to the media by the Acting Chairman, Economic and Financial Crimes Commission, EFCC, Mr Ibrahim Magu, and the Minister of Finance, Kemi Adeosun, have raised suspicions over the whereabouts of the recovered funds. Magu had announced the sum of N739bn as the amount recovered in the first two years of his stewardship. While, Adeosun said records available to the Office of the Accountant-General of the Federation, OAGF, had only N91.4 billion as amounts recovered since 2015. She consequently requested the EFCC to clarify where the cash recoveries were deposited, with documentary evidence. But the Special Assistant to the President on Justice Reform, Mrs. Juliet Ibekaku, speaking at press conference in Abuja, said all stolen public funds recovered so far; were paid into special asset recovery accounts with the CBN, which in turn, transfers such funds into the Federation Account, from where they have been utilised to fund the budget since 2017. Ibekaku-Nwagwu, who is also the coordinator of Nigeria’s Open Government Partnership (OGP), said: “As many of you may be aware, government has made significant efforts in asset recovery. A recent MoU on the co-monitoring of the expenditure of Abacha loot repatriated from Switzerland has been described by stakeholders as model for other countries on how to utilize looted funds when they are returned to their countries of Origin. “However, when the federal government under President Muhammadu Buhari began the recovery of looted funds, the President personally authorized the issuance of guidelines on the channeling of the looted funds. He specifically directed that all recovered fund be kept at special asset recovery accounts in the CBN. “From there, the funds should be moved to the Federation Account for the purpose of funding the national budget. That was the case last year. We can see that even the 2017 budget was partly funded with the recovered loot. “As we speak, the President has appointed auditors to examine all the CBN asset recovery accounts. Customs seize 10 trailers loaded with rice, other contraband worth N1.6bn Published April 11, 2018 The Federal Operations Unit, Zone `A` of the Nigeria Customs Service intercepted 10 trailers loaded with parboiled rice and other contraband goods with Duty Paid Value of N1.62 billion, from March 9. The Area Controller of the command, Comptroller Mohammed Garba, made the disclosure to newsmen in Lagos on Wednesday. According to him, the unit also generated N166. 20 million from March 19 to April 9 from duty payment and demand notices on general goods from seaports, airports and land border stations. “The command also intercepted contraband with DPV of N1.46 billion between March 19 and April 9. “The seized items include Indian hemp (cannabis sativa), 64 exotic vehicles, 6,003 bags of foreign parboiled rice (equivalent of 10 trailers loads) 963 cartons of frozen poultry products. “Others are: 431 jerry cans of vegetable oil, 163 bales of used clothing, 569 pieces of used tyres, 69 bags of sugar and four containers, among others. Garba said that the 570 parcels and 98 sacks of cannabis sativa weighing 1,550kg were intercepted on the Olorunda axis of Ogun State, following a tipoff. “These Indian hemp was the highest seizure of such hard drugs in the history of the command. “Such a drug will have negative effects on consumers if it escapes to the public. “In the spirit of inter-agency relationship, the seized Indian hemp will be handed over to the National Drugs Law Enforcement Agency for further investigation,” Garba said. According to him, the command evacuated 2, 671 bags of 50kg parboiled rice from nine storage houses in Ilogbo, Abeokuta. He said that the evacuation was done by the Lagos Roving Team complemented by other teams of the service. The controller said that there were mob attacks on customs operatives but the officers were not deterred from performing their statutory responsibilities. He that said the seized 64 vehicles, including Toyota Land Cruiser, 2018, 1 Escalades 2017 Cadillac, 2014 Range Rover and 2014 Toyota Highlander, had DPV of N258 million. Garba said that the command intercepted three 40ft containers and one 20ft container classified CSNU 106087/4 containing 2, 260 cartons of Gonca Spagetti and 530 packages of Rifle Energy drinks. He said that the goods were intercepted as a result of false declaration, adding that they were declared as baking powder. “A 40ft container No. PCUI 865957/1 was seized for carrying 200 cartons of ladies shoes, 134 cartoons of children shoes, among others. “Another 40ft container No. FCIU 80992/0 was seized for carrying 2,300 cartons of tiffany chocolate, 385 cartons of tiffany crunch cream biscuit as against tappet for pump. “A total of 10 suspects were arrested in connection of these seizures,” Garba said. He commended the support of the Comptroller-General of Customs, Col. Hameed Ali (rtd) and his management team for providing adequate logistics for the command to succeed. He also commended the Nigerian Army and the Nigerian Police for their support. He pledged that the command would not relent in its efforts to bring down smugglers and improve government revenue. While receiving the intercepted cannabis sativa from customs, Mr Lawal Opeloyeru, the NDLEA Principal Officer (Operations and Intelligence), hailed NCS for the feat. He promised that NDLEA would carry out further investigation on it. Opeloyeru acknowledged the contributions of NCS in the fight against illicit drug peddling. He said that the NDLEA could not win the fight without the support of other agencies and members of the public. Oyegun, others must resign if they want to contest again —Buhari Published April 9, 2018 Niyi Odebode President Muhammadu Buhari has said that he is not sure that current officers of the All Progressives Congress can meet the conditions for their re-election While he noted that the current executives of the party at all levels are free to re-contest their positions, he said he was not sure of the “practicality of present serving officers’ ability” to meet the conditions prescribed for their reelection. Article 31(1)(iii) of the APC Constitution requires any serving officer desirous of seeking re-election to resign from office 30 days before election. He therefore advised party chairman, John Odigie-Oyegun, and other party executives to resign if they want to contest again. Buhari stated this at the party’s National Executive Council meeting in Abuja on Monday. The tenure of Odigie-Oyegun led National Working Committee will end on June 28, 2018. The President stated, “I also believe that the current executives should be free to vie for elective positions in the party if they so wish, as permitted by our Party constitution. “However, considering the provision of Article 31(1)(iii) of the APC Constitution, which requires any serving officer desirous of seeking re-election to resign from office 30 days before election, I am not sure of the practicality of present serving officers’ ability to meet this condition. “Accordingly, the party may consider granting waivers to party executives at all levels so that they are not disenfranchised from participating in the elections should they wish to do so, provided this does not violate our rules. “Necessary waiver(s) should also be extended to executives at the Ward level whose tenures may have elapsed, and indeed to anyone knocking at our doors from other political parties. APC: Oyegun surrenders By: Yusuf Alli April 9, 2018 Opponents of tenure elongation have carried the day in the All Progressives Congress (APC). Its National Chairman, Chief John Odigie-Oyegun, last night bowed to pressure from governors and party leaders to forego tenure extension. He has summoned an emergency meeting of the National Working Committee (NWC) for 8am today to draw the timetable for state congresses and National Convention. The meeting will hold before the National Executive Committee (NEC) session begins at 11am. A member of the NWC said: “We were all shocked to get a text message inviting us for NWC meeting by 8am on Monday when all we were preparing for was the NEC session. “Some of us inquired and we were told that the NWC meeting will draw the timetable for state congresses and the National Convention for consideration by NEC. This was what we told him to do last Thursday. “We suspect that the latest development must have accounted for Oyegun’s U-turn. From the horse-trading so far, all the APC governors have backed out of tenure extension for Oyegun and the NWC. “We learnt the last governor to ditch him yesterday was Governor Nasir el-Rufai of Kaduna State.” Another NWC member said: “I think summoning NWC meeting very early in the morning before NEC amounted to panic on the part of the national chairman. “Some of us were really amazed when we got the text message. This was the same Oyegun who did not allow us access to the report of the Governor Simon Lalong Committee which was set up by the NWC. “We had the whole weekend, he did not call for any meeting. Now, he wants to hold a pre-emptive meeting. “We will go there and listen to what he has in stock for us.” There were talks last night that Oyegun might seek to recontest based on some governors’ advice. But, it was not clear if he would heed the advice. If he does, he would have to jostle for the seat again with former Governors Adams Oshiomhole (Edo) and Clement Ebri (Cross River). Investigation by our correspondent revealed that pro-Buhari governors reached out to NEC members to accept his proposal for elective congresses and National Convention. As at Friday, no fewer than 21 governors and their state chairmen had conceded that the party should conduct fresh election into party offices in order to avoid running into legal technicality on the nomination of APC candidates for the 2019 polls. A governor said he and his colleagues chose to rally round President Muhammadu Buhari because his proposal is the first major advice he would give to the party. The governor said: “To me, I believe the President is facing a major vote of confidence at the NEC meeting. The issue is not about Oyegun or NWC members but it borders on the extent to which we have respect for the President’s views.” He went on: “Unlike other past Presidents who will force their views on party members, Buhari was democratic enough to render advice and ask party leaders to consider the pros and cons. “If Buhari’s advisory is accepted, it will be a sign that his voice counts. But where NEC rejects his proposal, he would have lost the confidence of a key organ of the party. “You can see why we have regarded the NEC meeting as make or break. An endorsement of Buhari’s idea will also foretell his chances in the party if he chooses to seek a second term ticket in 2019. “So, some of us do not see it as one person hijacking the party structure or not but as a major test of a vote of confidence in Buhari. “This is why we have prevailed on him to stay behind and be part of the NEC meeting. We do not want any upset for him as designed by some forces. The President has taken his political fortunes for granted because of his new found democratic disposition but we have asked him to take his destiny in his hands.” Another source said: “The NEC meeting will chart a new course for APC by confirming our ability to look inward to address our challenges without rancour. “If we get it right at the NEC meeting, it will strengthen the party to prepare for the 2019 polls. Otherwise, we may end up being divided. “For a party that has barely existed for four years, we cannot afford the luxury of derailing. This is why we are saying that wise counsel must prevail.” Our correspondent learnt last night that pro-Oyegun governors and party leaders may be seeking “soft-landing” by coming up with the concept of a “guided national convention” which will lead to the return of some NWC members. Another source said: “A few governors are calling for a guided national convention by which the return of some NWC members will be negotiated and delegates will be advised to vote for them at the convention. “They do not want to throw away the baby with the bathwater. They believe some NWC members have done fairly well and if their zones still want them, delegates should be asked to endorse them. “So, instead of a complete overhaul of NWC, the bad elements should go.” But a NEC member said: “We won’t accept guided convention in view of the manipulation we have gone through in the past few weeks. “At least, we have secured two-thirds in support of Buhari’s proposal; we will go full blast for state congresses and national convention. “Any NWC member interested in seeking re-election should canvass for votes. We have also decided that all suits against tenure elongation will be withdrawn if Oyegun and the NWC members concede to elective national convention.” Another governor, who responded to The Nation’s enquiry said: “We are no longer bothered about the tenure extension debate, we are comparing notes among ourselves on the appointment of the National Convention Committee. “To some extent, the governors and some leaders of the party have reached a consensus on the list of the convention committee which will be presented to NEC.” As at press time, it was learnt that some governors were still making a case for Oyegun’s return to office. A source in Oyegun’s camp said: “Some governors have approached Oyegun to re-contest but he has not made up his mind. I think the outcome of NEC session will determine his next step.” But there were indications that Oyegun’s return has been rejected by Edo APC which is insisting that he must quit. “The APC leaders in Edo actually do not want Oyegun. In fact the state branch has filed a suit to oppose tenure elongation. “If Oyegun decides to re-contest, he might fight for the slot with ex-Governor Adams Oshiomhole and ex-Governor Clement Ebri. “I think Oshiomhole has an edge at present,” said a Northwest governor. Meanwhile, six APC governors have been urged to support the President’s bid to reposition the party. The Northcentral Media Support Group for Buhari made the plea in a statement by its National coordinator, Ahmad Tukur. Tukur said the governors should support the President at the NEC meeting. He said: “We are confident that the Northcentral will give the President every support that is why we are urging our governors to go to NEC meeting with one voice to ensure that the decision of Mr. President is supreme as the leader of the party.” “Supporting the President from Northcentral is a support from the country because the zone constitutes a mini Nigeria.” The group said the President was doing his best to “ ensure that the right thing is done in accordance with the provision of the law to see that APC leadership is legally put in place. “Buhari as the leader of the party deserves every commendation for his effort to place the country among the comity of nations that respects rule of law and the constitution.” http://thenationonlineng.net/apc-oyegun-surrenders/

Jonathan should be docked, says Oshiomhole Posted By: Osagie Otabor, Benin On: April 8, 2018 Former Governor of Edo State, Comrade Adams Oshiomhole, has said that President Goodluck Jonathan should be docked if the Peoples Democratic Party (PDP) insists that prosecution of suspected looters is selective. According to Oshiomhole, Jonathan should be docked for approving money beyond his powers and spending same in a way that was not accounted for. Oshiomhole spoke to newsmen in Benin City at the weekend shortly after attending the wedding of the daughter of the member representing Ikpoba Okha/Egor federal Constituency, at the national assembly, Hon Ehiozuwa Agbonayima. The former Edo Governor also faulted the calls by the PDP that the National Assembly should approve the $1bn the federal government wants to spend on security. He said the PDP spent well above that sum without going to the national assembly. On the condemnation that trailed the release of looters’ list, Comrade Oshiomhole said names of looters should be made public as it was the right of Nigerians to know the level of rot that transpired. Oshiomhole urged President Muhammadu Buhari to be ruthless in going against those alleged to have looted the nation’s resources. He alleged that hired writers were made to challenge him when he first raised alarm over the money that was looted from the treasury. “I hear them say prosecution is selective. Maybe they are right because if they are not, maybe President Jonathan should be on the dock. He approved money beyond his powers and spent it in a way that is not accounted for. “I think that if other Nigerians don’t understand the power of transparency, the right to know, the media should uphold that right and defend it. What was stolen was not from private purse; the house that was destroyed was not a private residence. ‘You Are Inconsequential…Go Contest For Councillor,’ Nigerian Minister Tells Sowore BY OLADEINDE OLAWOYIN, PREMIUM TIMESAPR 08, 2018 There was heated exchange between Nigeria’s communication minister, Adebayo Shittu, and a presidential aspirant, Omoyele Sowore, on a public affairs radio programme in Ibadan on Saturday. Mr Sowore, publisher of SaharaReporters, was in Ibadan in continuation of his campaign efforts. He arrived Lagos from the UK earlier in the week. The programme, monitored by PREMIUM TIMES’ correspondent, held on Fresh FM, Ibadan, owned by foremost broadcaster and musician, Yinka Ayefele. Sowore received by supporters at Lagos airport PREMIUM TIMES The interview had barely kicked off when the debate became heated. “Minister, it is great to see you. This is the minister of an outgoing regime; the Buhari regime will be kicked off power by 2019,” Mr Sowore said shortly after the programme began. He had barely concluded his introductory statement when Mr Shittu fired back, saying the Sahara Reporters’ publisher is a dreamer. “By your wish or by God’s wish? You are just dreaming. You are a day dreamer” he said in response to Mr Sowore’s claim to which the presidential hopeful replied saying, “By the wish of the people of Nigeria, Sir. It is not a dream. It is the realisation you’d wake up to on February 15.” Mr Shittu retorted: “Sowore, what’s your electoral worth? Whether in your Ife (sic), home or any part of this country.” Mr Sowore replied: “My electoral worth brought you to power in 2015. Nobody even heard about many of you in 2014.” The minister thereafter said the Sahara Reporters publisher didn’t know about him because he was inconsequential in politics. “You are inconsequential…” he said. In defence, Mr Sowore said he was consequential because Mr Shittu and others came to power by the efforts of young Nigerians like him. He said, “I am consequential because you came to power on my back, on our back… on the back of young people who invested a lot of hope.” In response, the minister described the publisher as a mere noise-maker. “What did you invest? Did you invest more than me, No? I will not sit here and allow someone make noise…You are just a noisemaker. You are just a noisemaker.” The Sahara Reporters publisher thereafter warned that the minster’s conduct was typical of the same way handlers of former President Goodluck Jonathan treated Nigerians before they were defeated at the polls in 2015. “This was the same way Jonathan people were sounding in 2014… you are gonna be shocked in 2019,” Mr Sowore said. On accusations by the minister that he was a dreamer and that his statements were politically motivated, he said: “The Nigeria of the future is for dreamers like me.” Apparently angered by Mr. Sowore’s statements, Mr. Shittu said: “You think the presidency is for people like you? Go and start from being a councillor. I have been a member of the House of Assembly, I was a commissioner twice, I was already a lawyer… you wouldn’t know, you were too small. How old are you? How old are you? This is not a platform for minions like you to come… you think the presidency is something you can just buy in a market place? You are a giant in university politics (and) by the grace of God you will be put to shame.” The anchor of the programme, Isaac Brown, momentarily brought the situation under control but the coordinated conversation didn’t last long before it turned into a shouting match yet again. When asked to explain the rationale for vying for the presidency, the 47-year-old publisher said he had been around for thirty years fighting for the betterment of the country. He also said he had built a media platform whose reportage help bring the present government into power. You are a day dreamer. Who will make you president? You will be president of your Ife… not Nigeria. Go and be president in Ife. You think it is cheap as that? We will see…” On the #NotTooYoungToRun initiative, Mr Sowore said it was not enough for the youth to simply contest on the basis of their being young. “You have to take power because we are responsible and should be responsible for it. That’s why we are having a heated argument here. I have been doing this for thirty years; by next year, it will be thirty years. We are the ones that fought for the democracy they are enjoying today,” he said. Few weeks back, an ex-aide to Mr Shittu had in an open letter accused the minister of gross abuse of power, accumulation of ill-gotten wealth and refusal to pay his aides’ allowances. The long letter, which was circulated widely online, was also published by SaharaReporters. The minister would later refute the allegations and challenge the aide to publish evidences of his alleged ill-gotten wealth. How N671m APC funds were moved into private accounts[b][/b] April 8, 2018 It is now clear why more members of the National Executive Council of the ruling All Progressives Congress (APC) backed out of the tenure elongation gambit championed by the party leadership. It followed the unearthing of the party’s financial records indicating a breach of all known rules and personalization of party funds in “the most opaque manner.” A top leader of the party allegedly authorized the disbursement of party funds into personal account of another senior member of the NEC. It was discovered that savings of over N1b handed over in 2014 by the interim executive headed by Chief Bisi Akande was “hastily decimated without care for transparency.” State chapters of the party were equally short changed in the disbursement of fund they are statutorily entitled to. Hopes of party officials from the national to the ward levels having their tenure extended by a year suffered a setback last week when President Buhari bluntly described such a move as a breach of both the party constitution and the provisions of the 1999 constitution. The President’s new position is at variance with the NEC’ resolution in February which had favoured tenure elongation on the grounds that extending the stay of the current executives (whose subsisting four-year tenure ends by June) would spare the party of possible internal acrimony that might jeopardize its chances ahead of the 2019 general polls. Some members of the party national executive committee were said to have become crest-fallen when they got wind of the classified reports detailing consistent transfer of party funds running into billions of naira to personal bank accounts of a party chief over the years for purposes not stated in the covering memo. It was further discovered that there was no clear paper trail on what all the funds were used for. Said one member of the national executive committee who craved anonymity: “My brother, someone like me who initially was among those canvassing tenure elongation became dumb when I saw the reckless way party money was being used. If you don’t have anything to hide, why put party’s money in personal accounts? As if that is not bad enough, once money got released, no one bothered to explain for which purpose and no retirement was made in line with the principles of book-keeping. “So, the conclusion one could draw is that these people asking us to support the extension of their stay in office by all means are only out to continue this financial recklessness.” For instance, in the report sighted by The Nation, two “suspicious” transactions on a single day resulted in the transfer of N143.8m via two letters addressed to the manager of the Maitama, Abuja branch of a leading new generation bank. The cash moved in two instalments of N100 million and N43,880,000 ended up in the account of another member of the party’s executive committee who hails from the Southeast. In another transaction, a letter entitled “Authority to Transfer the Sum of N50,000,000 from our account number (figure withheld)” was issued with the instruction to transfer the said amount to the same official. On yet another day, another transfer of N48,470,000 from the party’s account with the Area 3, Abuja branch of a First Generation bank was carried out involving the two top executives of the party. In total, the report indicated that “a whopping N671,640,000 was transferred to the personal account of the party executive alone under such suspicious circumstances”.
