Police Confirm Militia Groups ‘Armed With AK-47’ In Benue

Police have confirmed the existence of armed militia groups in Benue State which they said investigations would reveal soon.

Speaking on Thursday during an interview on Channels Television, the Force Public Relations Officer, Mr Jimoh Moshood, countered claims by Governor Samuel Ortom that there was nothing of such.

“Yes, they were armed with AK-47 (riffles); we have records, we have footage and you can’t just start arming people,” he said when he appeared on Sunrise Daily.


“There are a lot of militia groups equally in Benue and we are looking at all those areas to ensure that the actual perpetrators of this mayhem are promptly arrested.

“People who are supposed to ensure that when they observe (you say you have a guard) and report back to the police that would probably do the appropriate thing; if such a guard is armed with AK-47 rifle, how do you control that, how do you prevent such AK-47 (riffle) from going into wrong hands?” Moshood questioned.

He also disputed claims that the ranch guards who were inaugurated by the state government were unarmed, insisting that the police have their evidence.

The Force spokesman noted that it was unlawful for any person to be in possession of arm without the consent of the Federal Government.

He added that the said ranch guards were meant to take note of any suspicious activity and report to the police, stressing that investigations had revealed that they were carrying prohibited weapons.



On Ortom’s claims, Moshood said: “Yes, I’m disputing that because we have evidence that they were armed with AK-47 rifles.”

“It is equally important for people to know that we are investigating that, we must know the source of these AK-47 rifles.

“Any organisation that you are setting up before you can carry firearms must be approved by the President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, and it shouldn’t be a prohibited firearm.

“When you don’t draw the police into this and you arm people, you turn them into militias because you don’t control what they do with these firearms,” he added.

The Force spokesman, however, said the police have been supporting the Benue State government in terms of implementing the law on prohibition of open-grazing in the state.

According to him, the police have a responsibility to support any law made at all levels of government, as well as the ones made by the leadership of any community towards keeping the peace in the society.

Moshood said, “Even when you look at the international law, it’s like picking a cutlass and cutting a footpath and everybody is compelled to pass the footpath; so if that is the norms of the people, we should enforce it for them.”

The power arm of the Ministry of Power, Works and Housing, under the supervision of Babatunde Fashola, did not implement any capital project in the 2017 budget.
The minister cited “low passage of the budget” as the prime reason for the non-implementation.
He made this disclosure on Wednesday when he appeared before the Senate committee on works to defend the 2018 budget of the ministry.
Responding to questions from Barnabas Gemade, Benue-APC, who asked why there was zero performance of capital projects in 2017, the minister said the late passage of the budget delayed procurement plans in most cases.
“The 2017 budget was passed in June. The procurement law requires a procurement plan which took till September. In following this law, the first release was in August.
“Most of the projects were going through procurement formalities such as tax identity, contract terms and even construction companies went on holidays so there were so many things.”
The minister however could not mention how many of the projects were not implemented stating that even his Director of Planning could not give a definite answer.
He further pleaded with the committee to allow him bring a detailed report.
“It is a tough task,” Mr. Fashola said. “We may be allowed to submit those details. The ending solution which has not found favour is the one that should be appropriated. Once you appropriate a project in a particular budget, it should not be lined up in another year.”

The former Governor of Lagos State told the lawmakers that Nigeria could not finance new projects every year due to its “enormous nature.”
He added, “Most of these roads are 50 km to 100km. I ask in your states, 5km takes 24 months then if we have more in a budget, we cannot finish it. It is not what we want. Our resources are not increasing in an exponential manner to our projects.”
In its resolution, the committee agreed that the ministry roll over projects that were not procured in 2017 to 2018 budget and represent a new report in a week’s time.

Nigerian equities scored a double yesterday as sustained scramble for quoted shares ballooned the aggregate market value of all quoted equities to N15.783 trillion, the highest in the 57 years of trading at the stock market.

The All Share Index (ASI)-the benchmark index that tracks share prices at the Nigerian Stock Exchange (NSE), also rallied to its nine-year high at 44,054.72 points. The ASI had hit 66,000 points at the height of the unprecedented stock bubble in 2008.

The NSE was established as Lagos Stock Exchange in 1960 but it started formal trading in 1961. The NSE began trading with 19 securities; there are more than 160 quoted companies now.

With nearly three gainers to every loser, bullish trend gathered momentum as the management of the NSE yesterday unfolded its strategic plan for the new business year. The ASI recorded a day-on-day increase of 2.17 per cent to close at 44,054.72 points as against its opening index of 43,119.00 points. Aggregate market value of all quoted equities also rose from its opening value of N15.447 trillion to close at N15.783 trillion, representing a net capital gain of N336 billion.



With this, the average year-to-date return jumped to 15.2 per cent, equivalent to net capital gain of about N2.17 trillion so far this year.

At a review of 2017 and preview of 2018 yesterday at the NSE, Chief Executive Officer Mr Oscar Onyema said the outlook for the Nigerian capital market is encouraging.

”Indeed, to some extent, political activities and currency movements will have some effect on the market, but we expect that such impacts will be short lived and the performance of the underlying business activities will ultimately determine market performance,” Onyema said.

He added that the NSE was on track to become a more agile and flexible demutualised securities exchange.

“We are hopeful that the Demutualization Bill will be signed into law in 2018, and are working assiduously with our advisers to fine-tune outstanding aspects of the demutualization project as well as providing clarity and transparency on the process via regular engagement with all our valued stakeholders,” Onyema said.

In 2018, Onyema said the NSE will launch Exchange Traded Derivative instruments and continue to engage with the government on privatization and listing of state owned enterprises in collaboration with the private sector.



The Exchange will also maintain its role as an advocate for the adoption and implementation of market friendly policies.

According to him, in keeping with its objective of taking a vigorous and adaptive approach to strategy execution, the NSE re-assessed its strategic agenda in the light of changing dynamics in both the operating environment and the global exchange landscape against the backdrop of the fourth industrial revolution. This culminated in a new corporate strategy for the 2018 – 2021 period.

“Our efforts will be geared at satisfying our customers, boosting our domestic retail segment, and enhancing our organisation for a demutualized structure,” Onyema said.

There was severe fuel scarcity last Christmas. The price of fuel is still high.This should be the 3 time this regime is increasing fuel price in disguise. As I speak the price of things had gone up in many locations. For the case of electricity ,it is nothing but the truth. 7,000 mw can not go round the whole country. That some areas are experiencing improved power supply doesn't mean the whole is as you try to paint it. Nothing seems to work in this country. Things had turn from bad to worst. During corruption regime as this government call it, a bag of rice was about N9,000 but in change regime it is about 16k.The worst Christmas holiday is from this regime
The last xmas fuel scarcity was not as severe as the ones experienced under Jonathan. Prices of goods has gone up because Nigeria major source of foreign exchange is the oil. Nigeria being an import consuming Nation and with the drop in oil revenue, prices of goods and foreign exchange are bound to shoot up. This is simple economics of demand and supply. Things can only get better from now on. We have exited recession and the economic index are beginning to look upward. Emphasis is on producing locally what we consume and the Govt has demonstrated this in may ways. Example is the purchase of equipment by the Nigeria Army from Innosson Motors.
Prices of food will further crash if more youths gets into Agriculture.
A situation whereby we sell crude oil, then use the money to import food that we consume, including refined fuel is not a good economy policy.
Yes 7.000 MW of electricity is still little for a country the size of Nigeria. But you have to start from somewhere. The Admin inherited about 3,700 MW and they have almost double that number. That is a good sign of many good things to come. If we have seen that kind of increase in the past, then we will not be where we are now. With our little resources, this Govt is doing a great job.

At least oil price is still not as high as under Jonathan and FG workers are being paid without borrowing to pay their salaries. States Govt has been bailed out many times and Projects are getting completed / ongoing.

Those stations were in Lagos I suppose whereas many stations were not shut down. How can few stations be used to judge ? Channels TV,Tvc, nta and other stations didn't shut down either.

Nigerian Govt Lauded For Improving Electricity Transmission Network

Mr Sunday Makinde, an expert in the power sector, on Wednesday lauded Federal Government’s effort at improving electricity transmission network across the country.

Makinde, a former Chairman, Nigerian Institution of Electrical and Electronics Engineers (NIEEE), gave the commendation in an interview with the News Agency of Nigeria (NAN) in Lagos.

He said that prior to this development; the Transmission Company of Nigeria (TCN) did not have the capacity to evacuate energy generated by Generation Companies (GENCOs).

President Muhammadu Buhari in his New Year address to the nation said generation of electricity had now reached 7,000Megawatts (MW).

Buhari said that as at Dec. 8, 2017, the country had achieved 5,155MW of power delivered to its consumers, the highest level ever recorded.

According to the President, TCN can now distribute all the 7,000MW that can be generated.

“TCN and the Niger Delta Holding Company have added 1,950MVA of 330 down to 132KV transformer capacity from 10 transmission stations.

“Also, it has added 2,930MVA of 132 down to 33KV transformer capacity from 42 sub-stations that include: Ikot Ekpene, Aba, Alagbon, Ajah, Ejigbo, Funtua and Zaria.

“This administration is working with the Distribution Companies (DISCOs) to overcome the continuing challenges of distribution,” he said.

The former chairman said that the government had succeeded in solving the problem of energy evacuation from GENCOs to DISCOs with the improved transmission network.

“Over time, we have witnessed a situation in which when GENCOs generate above 4,000mw, it will be difficult for TCN to evacuate them.

“But from the President’s speech, I am delighted to hear that our TCN has the capacity to evacuate all the energy generated.

“This is a big plus to the present administration.

“This has shown that the government is aware of the challenges in the power sector,” he said.
Makinde also commended the present administration in resolving the litigation involving some power plant projects.

According to him, if the power plant project is completed, it will contribute more megawatts to what the country is currently generating.

He, however, pleaded with the Federal Government to compel DISCOs to carry out an up to date maintenance of their equipment.

“Consumers are having challenges of getting improved power supply if the DISCOs’ cables and transformers are faulty.

“If all these loopholes can be plugged, consumers will enjoy improved power generation,” he said.

Makinde also urged Federal Government to embrace the use of renewable energy, adding that many countries were generating energy through solar and wind energies.

Court orders forfeiture of N6bn, $222,000, N2bn shares linked to Jonathan’s cousin, ex-aides

– The Abuja Division of the Federal High Court, on Tuesday, okayed interim forfeiture of N6,584,785, US$222,000, and N2,028,800,000 worth of shares of Aso Savings Ltd, that were allegedly secured fraudulently from proceeds of the sale of Power Holdings Company of Nigeria, PHCN.

The court, in a ruling that was delivered in chambers by Justice Nnamdi Dimgba, granted the interim forfeiture orders following an ex-parte application that was filed by the Economic and Financial Crimes Commission, EFCC. Aside the shares and monetary assets, Justice Dimgba equally ordered interim forfeiture of 12 houses, as well as, two pieces of land located in Lagos, Ibadan and Abuja, which EFCC alleged were bought with looted funds. The anti-graft agency alleged that some former aides and a cousin to former President Goodluck Jonathan, illegally diverted and shared a total sum of N27,188, 232, 208.20 proceeds of the PHCN Severance Insurance Premium, among themselves. EFCC, through its lawyer, Mr. Ben Ikhani, told the court the forfeited assets were uncovered during investigations into PHCN Severance Insurance Premium. EFCC had, in its ex parte application, named top government officials involved in the alleged scam to include the then Chief of Staff to the then President Goodluck Jonathan, Brig.-Gen. Arogbofa (retd), the then Accountant-General of the Federation, Mr. Jonah Otunla, and the then Permanent Secretary in the Ministry of Power, Dr. Godknows Igali. Others equally named in the alleged fraud were a cousin to ex-President Jonathan, Robert Azibaola; a former Director-General of Bureau for Public Enterprises, Mr. Benjamin Dikki; and a former Minister of State for Power, Mohammed Wakil.


Meanwhile, Justice Dimgba ordered EFCC to publish the court order in any national daily within 14 days, following which any persons or organisations interested in the assets would be entitled to challenge the court orders. EFCC, via an affidavit it filed in support of the motion, told the court that through proxies, Arogbofa got N150m; Dikki N1bn; the ex-Permanent Secretary, Ministry of Works, Igali N475m; Otunla N3.6bn; Jonathan’s cousin, Azibaola N2.5bn; and Wakil N118m. It said that a total sum of N27,188,232,208 allegedly misappropriated by government officials, the sums of N6,584,785, US$222,000, and N2,028,800,000 worth of shares of Aso Savings Ltd had been recovered from the suspects. The Commission said it kept the recovered money in its Recovered Funds Account domiciled at the Central Bank of Nigeria. Besides, it told the court that apart from the shares and the sums of money, 12 houses and two pieces of land located in Lagos, Ibadan and Abuja, allegedly bought with proceeds of the loot, had also been recovered. The seized properties include two units of 4-bedroom detached duplex (Houses 12 & 14) at Alexander Miller Estate, Lekki-Lagos; one unit 4-bedroom semi-detached terrace duplex (block C11, Unit 7) at Lekki Garden Estate Paradise 3, Lekki, Lagos; one unit of 4-bedroom semi -detached(House 4b) at Olive Court, Agodi, GRA, Ibadan, Oyo State; and two units of 3-bedroom flat with 1-room boys quarters at 6a & b, Ogedengbe Street, Apapa, Lagos. Others include, 1 unit 4-bedroom terrace duplex with one 1-bedroom flat boys quarters (House 23, Flat 6) at Plot 100/101,Gudu District, Isa Mohammed Street, Cadastral Zone, B01,FCT, Abuja; and one unit bedroom detached (House No. D1077) at House No. D1077 at Brains & Hammers Estate, Apo, Dutse, Abuja. They also include, one unit 6-bedroom detached (House No.D1069) at house No.D1069 at Brains & Hammers Estate, Apo Dutse, Abuja; one unit 3-bedroom flat (Flat 4A, Hyde Tower) at 16a Akin Olugbade Street, Victoria Island, Lagos; a five-bedroom (detached) and 3-bedroom bungalow both at Plot 145, Tarkwa Close, Wuse II, Abuja.

The rest are one unit plot of land measuring 921.26 square meters at Plot 1086 Cadastral Zone, B10 Daki-Biyu, FCT, Abuja and one unit plot of land measuring 2486.12 square meters at plot 2317, Nbora District, Cadastral Zone C06 FCT, Abuja. Justice Dimgba adjourned the matter until February 6.
