Former governor of Jigawa state and presidential aspirant, Sule Lamido has revealed that president Muhammadu Buhari has been dumped by two leading members of the ruling APC, ex-vice president, Atiku Abubakar and former governor of Lagos, Bola Ahmed Tinubu.

According to Lamido, the president is now left with his 'tiny' CPC members having lost the total support of those that brought him to power in 2015. He told Sun;

 “That is my business if they endorse him or if he runs? Buhari came from a very small party called the CPC. Without the influence of the ACN and the governors who left the PDP, there was no way he would have won because he came from a very tiny party. If those who came together to make him what he is, are no longer in the party, then he has my sympathy for failing to understand this. Look here, Buhari is no threat to the PDP.

In PDP, we do not give a damn on whoever the APC presents for 2019 because we are more than two-thirds. We know that as a party, we have made some mistakes and we apologise to Nigerians. If the likes of Tinubu and Atiku feel concerned about what is happening in APC and those who were originally in PDP leave, what will become of him? He would only be left with his tiny CPC, I don’t know how he would do it, but that is his problem, not mine. In any case, the Buhari of today is not the Buhari of 2015.

The Buhari of today is fatigued; he is faced with what you call political party management in a democracy. It is not where you give orders; here, you have to build some consensus. You can see he cannot even relate well with the Senate President of his own party.

So, the Buhari of today is not the Buhari of 2015. Before 2015, he was Buhari the puritanical. Buhari, who they saw as the only man at the helm of 20 million people that Nigerians in the APC were ready to surrender their trust, their reasoning, their honour and everything because they are so lazy. Look at what (Professor Itse) Sagay said about the APC. He said they are all thieves."

The All Progressives Congress (APC), South-East, says the era of abandoned projects contained in budgets and dashed hope of development is over.

The APC South-East Publicity Secretary, Chief Hycienth Ngwu, stated this in his reaction to the 2018 Budget Presentation by President Muhammadu Buhari on Tuesday in Abuja.

Buhari presented the N8.612 trillion 2018 Appropriation Bill to the joint session of the National Assembly.

Ngwu told the News Agency of Nigeria (NAN) in Enugu on Wednesday that the Federal Government, through the budget presentation, had given assurance of completing all ongoing projects and projects abandoned by past governments.



“There is no gainsaying the fact that Nigerians will be better and happier in 2018, if all stakeholders work in synergy with the Executive arm in seeing to the actualization of the estimates as contained in the 2018 Budget of Consolidation as presented by President Buhari.

“Budget 2018 is a follow up to 2017 budget and aims at consolidating the gains achieved in 2017.

“The expected 2018 expenditure of N8.612 trillion, to be financed by N1.699 trillion as loans, out of which 50 per cent will come as external borrowing, while more than 50 per cent of the balance from the original estimate will be financed through non-oil revenue, is quite a realistic and a welcome development.

“This is a clear testimony that Nigeria has exited a mono-product economy.

“Also, with a pledge to reduce our domestic debt from 79 per cent to 60 per cent and massive injection of about 30.8 per cent of the total funds to finance capital projects, will, in no small measure, lighten the tight liquidity in our economy and make Nigerians happier and better.”

He also noted that the budget pledged to consolidate on the positive impact of the social intervention programme by maintaining N500 billion funding for it in 2018.


According to him, civil servants are equally carried along with a total of N260 billion for their overhead costs.

He further said that with a projected oil price of 45 dollars per barrel and daily oil production at 2.3 million barrels as well as external reserves currently at 34 billion dollars and robust diversification of the economy at an exchange rate of N305 to a dollar, the expected GDP growth of 9 per cent was achievable and sustainable.

He also commended the plan to work on the Enugu-Port-Harcourt, Enugu-Onitsha and other critical roads in the South East as well as the 2nd Niger Bridge just as it is expected that the Enugu coal mines would benefit from the N300 billion Solid Mineral Development Fund.

The APC publicity secretary said that what was required most now was good synergy among major stakeholders.

“Nigeria will be economically stable for the betterment of all people, states and regions of the country.

“Bureaucratic bottlenecks and official competitions should give way for quick service delivery and harmony,’’ he advised.

NAN reports that the proposed budget increased by 16 per cent over the 2017 appropriation of N7.298 trillion.

Buhari said that 30.8 per cent of the budget proposal was as against N3.5 trillion earmarked for recurrent expenditure.

According to him, N2 trillion of the budget has been set aside for debt servicing.

The President said that the size of the 2018 budget was a reflection of his administration’s determination to consolidate and sustain the nation’s economic growth. (NAN)

The Economic and Financial Crimes Commission ( EFCC ) has tendered documents in court showing how funds allegedly diverted by former Minister of Petroleum Resources Mrs Diezani Alison-Madueke was allegedly shared.

The commission said Alison-Madueke allegedly shared $115,010,000 (about N35billion) to different individuals in 36 states ahead of the 2015 general election.

A Senior Advocate of Nigeria (SAN) Mohammed Belgore and a former minister of National Planning Prof Abubakar Suleiman are on trial before Justice Rilwan Aikawa of the Federal High Court in Lagos.

EFCC accused them of directly receiving N450million in cash from Alison-Madueke without going through a financial institution. They pleaded not guilty.

The money they received, the commission said, was shared to electoral officers and others in Kwara State.

Suleiman and Belgore, according to documents tendered by EFCC, collected N450million on behalf of Kwara.

Every other state also got part of the cash, according to documents sighted by our correspondent Wednesday.

For instance, two Peoples Democratic Party (PDP) chiefs received N500million for Cross River State; two party chiefs got N650million on behalf of Lagos State; while two party men received N450million for Taraba State.

Two PDP chiefs collected N700million for Kaduna State; two party chiefs got N450million for Gombe State; four party chiefs got N700million on behalf of Imo State, while two men collected N450million for Anambra State, among others.

The commission tendered two documents marked as Exhibits 7 and 7A, with breakdown of how the monies were to be shared.

According to one of the documents entitled: Kwara State, four polling booth agents in 2,406 units got N10, 000 each (amounting to N96, 240,000), while presiding officers got N20, 000 each (totaling N48, 120,000).

Fifteen electoral officers received N250,000 each (totaling N3,750,000); 15 supervisors got N100,000; 15 returning officers were given N50,000 each; 193 ward returning officers got N20,000 each (totaling N3,860,000), while the state returning officer allegedly got N1million.

According to the document, a total of N155, 220,000 was shared among the electoral officers in Kwara.


Another document entitled: Security and Transportation Per State, also tendered by the commission, contains a breakdown of how some of the money from Mrs Alison-Madueke was allegedly shared.

The breakdown is follows: Resident Electoral Commissioner (N10million); Administrative Secretary (N5million), Head of Operations “and his boys” (N5million), other officers (N2million), Resident Assistant Inspector-General of Police (N2million), and Commissioner of Police (N10million).

Others are: Deputy Commissioner of Police Operations (N2million), Assistant Commissioner of Police (ACP) Operations (N1million), ACP Administration (N1million); Officer in Charge, Mopol and “men in the state” (N7million), and “21c Mopol” and unit commanders (N10million).

The rest are: Director of the State Security Services (SSS) and his men (N2,5million), military officers (N50million), other security agents (including the Nigerian Security and Civil Defence Corps and the Federal Road Safety Corps (FRSC) (N20million).

In the charge, EFCC accused Belgore and Suleiman of conspiring to make cash payment of N450million, which exceeded the amount authorised by law, without going through a financial institution.

They were also accused of making cash payment of N450million to one Sheriff Shagaya without going through a financial institution.

The alleged offence, to which the defendants pleaded not guilty, contravened sections 1 (a), 16 (d) and 18 (a) of the Money Laundering (Prohibition) (Amendment) Act 2012 and punishable under Section 16 (2) (b).

The trial will continue on November 13 and 14.

The President, Institute of Fiscal Studies of Nigeria, Mr Godwin Ighedosa, has commended the Federal Government for making non-oil sector as the centre of its revenue projections to execute its plans in 2018.

Ighedosa said in Abuja that the proposed 2018 budget of N8.612tn showed a remarkable shift from over-dependence on oil revenue.

“For the first time, we are projecting that non-oil revenue is going to overtake oil revenue which obviously is a welcome development because since the 1970s our economy has been largely dependent on oil revenues.

“But the concern right now is where do the government expect to make this much from the non-oil sector?

“I ask this because the major drivers of employment and commercial activities in the country, which is manufacturing and agriculture, are not doing so very well in percentage to GDP.

“Also if it’s on taxes, it’s still unachievable because our tax to GDP ratio remains one of the lowest in the world at about six per cent and I don’t see government raising it so much to make that much difference in 2018.

“So getting the non-oil revenue projects would be a long stretch,” he said.

Ighedosa expressed concern about the government’s oil projections for the year 2018.

He said that the problem from the Niger-Delta region was far from over, thus it would continue to impact negatively on oil production.

“Yes, some kind of agreements have been reached between the government and the groups in the Niger-Delta which has helped raise the production level a bit. But it’s not enough.

“However, 2.3 million barrels per day for 2018 is a bit of a stretch because some of the groups in the Niger-Delta are already threatening the government.

“They want to break the agreement unless the government implements as quickly as possible some of their key demands and I don’t see the government meeting some of these demands anytime soon.

“So it may mean that we won’t be able to achieve the revenue projected,” he said.

Ighedosa said the N2.005tn budget deficit, which translates to additional borrowings in 2018 fiscal year to finance part of the budget may pose a challenge as any mention of borrowings is perceived negatively by Nigerians.

He, however, said that borrowings for investment was good for the county as it would improve the balance sheet of the Federal Government.

He advised the government to continue to keep a close tab on the ratio of revenue to debt servicing.

President Muhammadu Buhari earlier presented the 2018 budget proposal, tagged “Budget of Consolidation’’, which is expected to reinforce and build on recent accomplishments of the government.

The key parameters of the budget include a crude oil benchmark price of $45 per barrel, oil production estimate of 2.3 million barrels per day, and the exchange rate of N305 per dollar.

The Budget had a projected oil revenue of N2.442tn and non-oil projection of N4.165tn.

The Budget had a Capital expenditure projection of N2.428tn, Recurrent expenditure of N3.494tn, Debt Servicing,N2.014tn and Fiscal Deficit of N2.005tn.

President Muhammadu Buhari on Tuesday formally presented an N8.6 trillion 2018 budget to a joint session of the National Assembly.
Dubbed the ‘budget of consolidation,’ the budget was about 16 per cent increase from the N7.44 trillion appropriated in 2017.
Mr. Buhari announced that the budget is projected at an oil price of $45 per barrel and an estimate of 2.3 million barrels per day.
He added that the budget is further projected on an exchange rate of N305 to $1, a real Gross Domestic Growth of 3.5 per cent and inflation rate of 12.4 per cent.
At present, domestic debts account for about 79% of the total debt. We will reduce this to 60% in 2018 and increase external to 40%.
