I advised AGF Malami to meet with Maina abroad – SSS DG Lawal Daura November 30, 2017 Nasir Ayitogo The Director General of the State Security Services, Lawal Daura, said on Thursday that he advised the Attorney General of the Federation, Abubakar Malami, to meet with Abdulrasheed Maina abroad Mr. Maina is wanted for alleged pension fraud and is currently on the run from the anti-graft agency, EFCC. Mr. Daura, while giving his submission on Thursday to the House of Representatives ad-hoc committee investigating Mr. Maina’s controversial reinstatement and promotion in the civil service, however said he advised him to do so in presence of a third party. “The attorney general of the federation sometime in 2016 or 2015 (can’t remember the exact day) because it was not through a formal document, placed a call to me when he was outside the country and requested me on a request he got through a source that Maina wanted to meet him.” “He wanted me to advise him whether to agree to see Maina or not in that foreign country.” “I responded to the attorney general that he should accept to see Maina but he should not see him alone” “He should see him with a third party,” Mr. Daura said. The security chief said the attorney general complied and met Mr. Maina in the presence of a third party. On the accusation of the SSS shielding Mr. Maina, Mr. Daura said Mr. Maina had approached the service with a letter alleging threat to his life and therefore requested for protection. He said “the letter was scrutinised and fears expressed by Maina were also to a large extent established” He said the service decided to look into the matter so as to protect Mr. Maina. “Because of the right to life which is guaranteed by our constitution universally recognized, Maina’s case was directed to be looked into so as not to allow his life to be in jeopardy.” Mr. Daura said no agency, including the EFCC, wrote the SSS seeking to arrest Mr. Maina. He added that the service has nothing to do with the reinstatement of Mr. Maina and his subsequent promotion. Unlike the SSS, however, the Nigeria Immigration Service, NIS, said it was notified in 2013 to put Mr. Maina on a stop list and prevent him from travelling abroad, which it complied with. The NIS chief, Mohammed Babandede, also told the committee that the NIS has no record of Mr. Maina leaving the country since 2013. PREMIUM TIMES on October 20 broke the story of Mr. Maina’s controversial return to civil service after years of being on the run, sending shockwaves through the nation and placing the administration’s conduct under renewed public criticism and scrutiny. Bank claims ownership of Ikoyi flat where N13bn was discovered Joseph Jibueze November 30, 2017 Union Bank of Nigeria Plc has claimed ownership of Flat 7B in Osborne Towers, Ikoyi, where huge cash was found earlier this year. The money which has been forfeited to the Federal Government on June 6, included 43,449,947 (about N13 billion), N23, 218,000 and £27,800 (about N10.6 million). In its pending application, the bank is praying the Federal High Court in Lagos to vacate an interim order forfeiting the flat to the federal government. The Economic and Financial Crimes Commission (EFCC) had accused a former Director-General of the National Intelligence Agency (NIA), Ayodele Oke, of fraudulently converting the agency’s funds. It alleged that Oke’s wife, Folasade, used part of the funds to buy the flat. The court, on November 9, ordered the flat’s temporary forfeiture to the federal government. Justice Saliu Saidu ruled that it would bepermanently forfeited if no one turned up to justify ownership within 14 days. Union Bank’s lawyer, Chief Ajibola Aribisala (SAN), said on Thursday he filed an application seeking to vacate the interim forfeiture order. In a supporting affidavit, the bank said the flat was part of 16, Osborne Road, Ikoyi, belonging to the former National Chairman of the Peoples Democratic Party (PDP), Alhaji Adamu Mu’azu. It said the property was covered by a Certificate of Occupancy dated September 27, 2009 and registered as 97/97/2009 in the Lands Registry Office, Alausa, Ikeja, Lagos. According to the bank, Alhaji Mu’azu mortgaged the property to it by virtue of Tripartite Deed of Legal Mortgage dated November 1, 2011. Union Bank said the property was a security for a loan granted to Tripple A Properties & Investment Limited. The bank further claimed that the property’s original titled deed had been vested in it (the bank). Besides, it said the loan was yet to be liquidated despite its tenor expiring. The bank claimed it sold the property to Chobe Ventures Limited to liquidate the loan. Breaking: Maina never received salary since Feb 2013 - Adeosun By Musa Abdullahi Krishi Publish Date: Nov 30 2017 Finance Minister Kemi Adeosun has said that the last time Abdulrasheed Maina received salary as a civil servant was in February, 2013. Testifying before a House of Representatives panel investigating Maina's reinstatement, Adeosun said there's no where that Maina's record is still existing in the government's payment system. Similarly, the Accountant General of the Federation, Ahmed Idris, corroborated Adeosun's position. Idris said: "with respect to salary, from my records, I'm saying this categorical that Maina received the last salary in Feb, 2013. He was removed in March. I don't know from where Maina was getting salary." "I checked the system with different combinations of his names, but I didn't see that. Payment of salary isn't done just like that. There are slips and other evidence. I think these things should be tendered before you. Adeosun also said: "we use two platforms to pay salary: IPPI and Gipmis. There was no any record that Maina was paid. His records have been moved to PTAD, and all the data of PTAD staff were captured. Tax amnesty: FG gets N33.6bn from two firms Published November 30, 2017 Minister of Finance, Mrs. Kemi Adeosun Olalekan Adetayo, Abuja The Minister of Finance, Mrs. Kemi Adeosun, on Wednesday said the Federal Government was targeting a revenue of $1bn from its tax amnesty programme, adding that the target might be exceeded as two companies had already paid $110m (N33.6bn at the official exchange rate of N305 per dollar). “On the amount expected, we projected $1bn and we have already got $110m and that is just from two companies. So, we feel we might exceed that target,” the minister told State House correspondents at the end of the weekly meeting of the Federal Executive Council presided over by Vice President Yemi Osinbajo. Adeosun said she presented a memorandum on the Voluntary Asset Declaration Bill to the council. She disclosed that N1.5bn would be spent on advertising campaign for the Voluntary Asset Declaration Scheme for nine months. The minister stated that the sum would cover advertisements on radio, television, online and in newspapers. On the tax amnesty programme, she said the government had sent out over 500 letters in the first batch, and that there were thousands of Nigerians being targeted. The minister said many people had reached out to the government, pleading for more time to pay. Adeosun stated, “Most of the governors have agreed to give more time for people to make arrangements for payments. “This is indeed a very good news for Nigeria as it will help reduce over-reliance on oil. It will improve our tax revenue so that whether oil prices are high or low, we will be able to provide basic services for our people. “Very high net worth people are now being brought into the tax revenue profile. We hope to exceed the target that has been set.” As part of the criteria used to get the first 500 who had received their letters, Adeosun said the government got information on land registry details from state governments and the Federal Capital Territory Administration. She stated that information was also obtained from the Bank Verification Number and registration with the Corporate Affairs Commission. The minister added, “If someone lives in Lagos and has properties in Kaduna, London etc., but only declares part, with these information, we will get them. We also looked at people who had come out in the Panama and Paradise papers. We looked at people who have companies being paid by the government but are not paying the right taxes. “Even if you have not got a letter yet, do not think we have forgotten you. Malami links 270 missing recovered assets to Maina Posted By: Onyedi Ojiabor, Abuja On: November 23, 2017 Startling revelations are emerging from submissions made to the Senate ad-hoc Committee investigating the circumstances surrounding the surreptitious re-appearance and re-absorption into the civil service of former Chairman, Presidential Taskforce Team on Pension Reform, Mr. Abdulrasheed Maina. The Attorney General and Minister of Justice, Mallam Abubakar Malami, in a 13 page memorandum dated November 14, 2017 which he submitted to the committee linked over 270 allegedly missing recovered properties and assets to Maina. The 270 properties which are yet to be accounted for, Malami said, were recovered from pension fraudsters when Maina headed the Task Team. The weighty document said to have been submitted to the Chairman of the investigative panel, Senator Emmanuel Paulker personally by Malami, listed the properties to include real estates and high class motor vehicles. The AGF raised posers which tacitly indicated that the recovered properties and assets were likely to have been fraudulently shared by top government officials and their cronies. He specifically mentioned a property situated at No. 42, Gana Street, Maitama Abuja which he claimed is worth N1 billion but was allocated to senior lawyer to buy. The No. 42 Gana Street, Maitama property was said to have been recovered from Dr. Shaibu Teidi, a former Director of Pensions Accounts, Office of the Head of Civil Service of the Federation. The AGF said Nigerians were “blind folded” from getting answers to the following two pertinent questions: “a. What happened to the monies recovered from the syndicate? What about the 270 properties comprising of real estate and motor vehicles one of which is a mansion worth N1 billion situated at No 42 Gang Street Maitama Abuja allegedly given to a senior lawyer meant to crave for his ‘ “buy in” in maximizing media hype aimed at distracting the attention at the public pension fraud? “The perceived compromises in the investigation, prosecution and charges of real syndicate over the pension related matters. “Let me conclude by commending the committee led by its Chairman, Distinguished Senator Emmanuel Paulker for the opportunity afforded me to speak to Nigerians directly by rising above the conspiracy of the pension predators that set in aggressive press negative campaign against me and allowing me an opportunity to address Nigerians there by upholding the national interest as against the interest of the chain of pension predators.” In what appeared a twist in the investigation, the AGF is said to have told the committee that his signature on the memo which sought the re-instatement of Maina into the civil service was forged. Malami, a source close to the committee which is sitting behind closed door said, insisted that he did not author the memo seeking the reabsorption into the civil service. The AGF was said to have claimed that desperate people bent on smearing his image might have been behind the alleged forgery. Another document also submitted to the committee, a group of concerned pensioners claimed that the 270 properties recovered by the Taskforce Team were in the custody of the Economic and Financial Crimes Commission (EFCC). Part of the document read: “These properties are under the custody of the EFCC. The properties as we speak, have been shared among top officials of the commission, friends and family members, including lawyers of the agency.” The group which went ahead to list over 63 estates and properties with names of the original owners prayed the Senate to dig deep to unravel how the recovered properties and assets were shared and who got what. Malami who is said to be central to the investigation has so far appeared before the Senate ad-hoc committee three times. A source said that the AGF is expected to put up more appearances to respond to allegations made against him in some documents. He is also expected to provide answers to what the EFCC did with the recovered properties and those who benefited from the sharing of the assets. The Senate Thursday extended the sitting period of the ad-hoc committee. The upper chamber also expanded the scope of work of the committee to include tracing the whereabouts of recovered properties and assets. The approval followed a point of order, by Senator Paulker. Paulker, whose committee was given one month to submit the report of its findings, asked for an additional time of two weeks. Constitution amendment: N’Assembly sends 29 clauses to state lawmakers Published November 22, 2017 Members of the National Assembly Leke Baiyewu, Abuja The National Assembly has transmitted proposed amendments to the 1999 Constitution to state Houses of Assembly for concurrence, The PUNCH learnt on Tuesday. It was gathered that the “clean” copies of the amendments had been made ready for transmission as of Monday, while the process for the referral to states began on Tuesday. The Constitution Review Committee of the National Assembly had proposed 33 alterations in the Constitution which were drawn from 27 bills, with 29 of them approved by the federal parliament. The four rejected proposals were devolution of powers to states; deletion of Land Use Act from the Constitution; state creation and boundary adjustment; and 35 per cent affirmative action for women. Each of the proposals needs the approval of not less than two-thirds or of the 24 states. The National Assembly will no longer vote on the proposals but will collate the approved alterations from the state for presidential assent. A source in the Senate, who spoke on condition of anonymity, said the process was delayed due to harmonisation of positions of the Senate and House of Representatives on the proposed amendments as well as duplication of copies for the 36 states of the federation. “Cleaning up the copies was to ensure that what you have in the Senate is also what you have from the House of Representatives,” the source said. The source further disclosed that the state assemblies were expected to turn in their resolutions to the National Assembly in the first quarter of 2018 for further legislative process and onward transmission to President Muhammadu Buhari for assent. According to the official, the state assemblies will find it easy to come up with their resolutions of the proposed amendments as they were carried along in the process by the National Assembly. “It is not expected that the state assemblies will unduly delay the transmitted copies, especially when they were carried along at every stage of the Constitution amendment process,” he said. More Africans are coming to Nigeria for surgeries – UCH CMD Published November 21, 2017 Bukola Adebayo The Chief Medical Director, Prof. Temitope Alonge, has said that the University College Hospital, Ibadan, Oyo State has fulfilled its mandate to train the best specialist doctors and health professionals in Nigeria. Alonge spoke on the various achievements of the teaching hospital during a walk organised as part of the activities to celebrate its 60th anniversary in Ibadan on Monday. The CMD also said the hospital was set to improve on its achievements and reverse medical tourism in the areas of neurosurgery, nuclear medicine, cardiac and orthopaedic surgery so as to encourage more Nigerians and Africans to seek medical treatment at the premier hospital. Wondering why many people still prefer to travel abroad for treatment, even as a majority of the medical services offered in foreign hospitals are available in the country, he urged Nigerians to trust their local hospitals. “We must know that many Africans are now coming to Nigeria for surgery and treatment. So, medical tourism is not only outward. We have attended to presidents, kings, ambassadors, technocrats and diplomats from different parts of Africa in the UCH. I vividly remember that the father of a former President of Gambia had treatment here. “People have come from the Gambia, Sierra Leone for treatment in the UCH. People are going to foreign hospitals not because Nigerian hospitals don’t have the facilities or the expertise, but because travelling abroad is an ego thing for them. Some Nigerians travel abroad because they get estacodes. I once offered to do a surgery that won’t take me more than 35 minutes, but the patient opted to travel abroad for it. “We must also let Nigerians know that these people are not going to public hospitals for treatment. Instead, they go to private hospitals abroad because it used to take 18 months to get an appointment for knee replacement in the public hospital where I worked in the UK. “There is also the lack of information because we are not allowed to advertise our services but that we are working on.” Alonge explained. According to him, the hospital has beefed up its expertise in nuclear medicine, palliative, geriatric care and was now performing awake craniology, a type of brain surgery whereby the patient is awake. He added that the UCH doctors were consolidating and acquiring more surgical skills and training in the area of foetal surgery to reduce the number of newborn babies dying of congenital defects or diseases. “We want to start operating on fetuses that will not survive outside the womb. We have the equipment and expertise in our radiology department to pick these conditions early. So, we don’t have to wait till the baby is born before we operate. We can reduce the number of new-borns dying.” Also, speaking at the event, the Chairman, UCH 60th Anniversary Committee, Prof. Ope Adekunle, said the hospital would be leveraging on its relationship with philanthropists, traditional rulers and its alumni to establish a cancer centre at UCH. The professor said it was shameful that Nigeria, with a population of over 170 million, did not have a designated cancer centre. Adekunle said, “India has over 200 cancer centres and we cannot boast one. We are calling on philanthropists to contribute towards this initiative. We will also enlist the help of traditional rulers to provide some funds and facilities which would be named after them.
