That's called a Ransomware. There are a lots of variants on Windows although we in Nigeria are not usually targeted in the attacks probably due to the payment options.
I'm guessing you'll have to flash your phone and lose your data or you pay the ransome.
You probably got it by installing a fake app like the kind they prompt you to install on porn sites and the lot.
