We have 36 states governors and the majority will always have their way. Am convinced that only the killer governors like orji, udaughan etc who are in the majority would have approved it. Reasonable ones like fashola and oshiomole were never in support and they must have expressed it in their meeting. Unfortunately, the satanic views from the killer party had their way.
