If he comes around, more soldiers will be deployed to his detail and location, soldiers who would have been busy security-wise elsewhere in the beseiged areas.
If he is killed, who will restrain the armed forces from a spree, reminiscent of Odi '99? In case you have forgotten, read up how tens of thousands of civilian lives were sacrificed when some of their own were killed around that time.
