You can't take huge loans without collateral, there always a collateral....
AMCON had to buy over 3trillion worth of toxic debts to ensure banking sector stability and save thousands of jobs which would have resulted had the banks not been bailed out. Having bad and toxic loans is NOT a bad thing as banks make provisions for it in their books, what is alarming in Nigerias case is the huge level of non performing loans.

Ask yourself why the drivers pay for those tickets? Like I said all unions have a way of levying it's members. The drivers only complain of money collected by the touts at different bus stops which are illegal and are extortions. such money cannot be collected by government. Like I said earlier it's corruption that made government not realise enough money from parks NOT NURTW. with the advent of park managers the government will only able to collect all that should go to it and not union dues as they have been proscribed.

Let us leave all this semantics and say the reality on ground, they collect revenue via ticketing and harassment, by the way I didn't mention "for government", if they are unions then they should fix a date for their union meeting, then the members go there, drink beer and pay meeting contribution money as it meant to be, not sitting in the park, harass drivers, collect loading money, that is only used for the enjoyment of their leaders for a position gotten by violence. They should not collect money and leave the park and drivers. If oyo state wants to increase their igr via transport, how would it be if nurtw is also collecting illegal money. There so much misconception about the revenue at the motor parks and how it's generated.
Inside approved standard motor parks the local government generates revenue, the state government gets its own while the transport union(s) also collect.
Because of corruption, little of what is supposed to go the governments get there but the NURTW gets most of its revenue intact which makes it earn most from motor parks...What NURTW is doing in parks is what tailor association or barber associations do, the only difference being some NURTW tickets are daily, mostly for the unit a driver belongs.
Some of these tickets are daily, weekly, monthly or annually

Why my epistle, the only thing that will be different when park managers begin to manage the parks is that the government will make more money as the corruption loopholes would have been blocked. The government CANNOT collect union dues......... All those millions unions collect daily are actually union money NOT state government revenue

Exactly why the old law need to be amended or repealed. Do you remember the case of a pension thief that was sentenced to some months in prison with an option of paltry sum as fine?
He was given such by the judge because he was prosecuted under that law despite having a new law that has a more severe punishment.
If that law had been repealed or amended, there won't be opportunity/loophole for the prosecutor to charge him under such archaic law.
What makes you think a person of interest might not be subjected to processes of such archaic law in academic institutional environment?

The new law will repeal the old law and enact the new one to replace the old one that usually the practice. The case you reference can only happen if the court case was instituted before the commencement of the new law.

I think he makes sense. Our law makers should try review existing laws. We still have laws which deterrent is ₦10000 fine or 3months in jail for criminal offence.
Law making should be devoid of emotions or rave of the moment, amend existing laws to take away the process of investigation from the institutions if that is what has been impending proper investigation of previous cases.
