In a move to improve security across the communities of Rivers State, Governor Nyesom Ezenwo Wike has approved the release of security stipends to traditional rulers to assist them enhance community security. Addressing the 102nd Quarterly General Meeting of the Rivers State Council of Traditional Rulers on Wednesday, Governor Wike said that the security stipends will assist the traditional rulers to generate intelligence which will be forwarded to the security agencies for necessary action. He said : “The security stipend to traditional rulers which will be disbursed to recognised traditional rulers will start from 2016. This stipend should not be used outside of gathering security intelligence. “We shall also introduce special awards to traditional rulers who maintain peaceful communities. We believe these awards will encourage communities to take steps to improve security across the state”. Governor Wike charged the traditional rulers to insulate themselves from partisan politics by ensuring that they remain neutral in all political matters. He stated that being involved in politics diminishes the respect people accord to traditional rulers. According to him : “You are custodians of customs and traditions and not custodians of politics. Your duty is to bless anyone that comes to you and not to make political pronouncements". Speaking further, Governor Wike said that the support of traditional rulers played a key role in the achievements of his administration. He noted that his administration has restored the dignity of traditional rulers, noting that he will continue to liaise with them to attain greater development. In his address, the Chairman of the Rivers State Council of Traditional Rulers, King Dandeson Douglas Jaja, Jeki V, Amanyanabo of Opobo , commended Governor Wike for restoring the Quarterly General session of the council’s meeting. He said the last meeting was held over two years ago. The Traditional Ruler commended the Governor Wike administration for the execution of pro-people development projects and the release of logistic support to security agencies. …Says N1.84trn borrowing amounts to Nigeria borrowing N5bn per day THE national leadership of the Peoples Democratic Party, PDP, yesterday took a swipe at President Muhammadu Buhari and the All Progressives Congress, APC-led government, saying with government’s proposed N1.84 trillion borrowing as contained in the 2016 budget, Nigeria as a country was going the way of Greece. Speaking with journalists, yesterday, in Abuja, PDP National Publicity Secretary, Chief Olisa Metuh, noted that a breakdown of the N1.84 trillion shows that Nigeria would be borrowing N5 billion a day for the next 365 days, starting from January I, 2016, without what he termed, a corresponding provision for economic production and a clear repayment plan, adding that the scenario would spell doom for the future of the nation. According to PDP, President Buhari must explain to Nigerians why the N6.08 trillion 2016 federal budget would not be considered a huge fraud, designed to mortgage the future of the country, just as it challenged the Federal Government to a public and open debate on the budget devoid of sentiments of the APC-controlled National Assembly and who are minded against any cuts in their own allocation. Metuh said: “Some people may be wondering why we raised an alarm about the budget. The reason is simple. When we analysed the budget, we discovered it is a misshapen attempt at a Keynesian economics of applying deficit spending to stimulate growth even when studies have proven that GDP growth rates decrease by over 50 per cent when debt goes from low or moderate to high. But then we know the borrowing here is to pay huge campaign debt and fund a political war chest. “By every standard, this budget is a booby trap against the nation. When you break down the proposed N1.84 trillion borrowing, you discover that it amounts to borrowing N5 billion everyday for the 365 days in 2016. The questions are: for what specific projects are they borrowing N5 billion per day and how do they intend to pay back? “The President should explain to Nigerians how they intend to pay back the loan. Is it by continuous borrowing to service the interests, and does he intend to accumulate colossal debt for future generations of Nigerians? “The truth is that this administration cannot justify this proposal. There is no known economy in the world where you can justify borrowing N1.84 trillion without specific projects and precise repayment outline. This is worse still in an oil-driven, mono-economy at a time crude oil is selling at $30 per barrel and is speculated to go down to about $20 or even lower in the next one year. By Henry Umoru President of the Senate, Senator Bukola Saraki has described his Deputy, Senator Ike Ekweremadu, as a perfect example for Nigerian politicians, saying that he has no regret working with him. Senator Saraki spoke as Senator Ekweremadu described his re-emergence as Senator and Deputy President of the Senate as an act of God. The two spoke at a civic reception at the country home of Senator Ekweremadu, in Mpu, Enugu State, shortly after a special thanksgiving service, where Ekweremadu rededicated himself to service to Nigeria and mankind. Senator Saraki in his address, described Senator Ekweremadu as a man, who every Nigerian politician should look forward to working with. He said: “For we politicians, it is always better to get close to know somebody because in our meetings in the 7th Senate, myself and him were far apart, but in this current Senate, I am the first person to tell a few people that Senator Ekweremadu is a perfect gentleman. You are a perfect gentleman and I repeat that many times and you are a good example for we politicians. “He is the type of Nigerians that we will want to continue to serve because he only sees things for the good of Nigeria. I am grateful to be working with you and I will continue to assure you that we will continue to work closely for the interest of this great country.” Earlier at the special thanksgiving service by his family, Ekweremadu recalled his journey back to the Senate, saying, “about two years ago, nobody would have believed that we will be here talking about Ike Ekweremadu being a Senator again, let alone being the Deputy President of the Senate. But, by the grace of God, I am today not only the Senator representing Enugu West, but also the Deputy President of the Senate. “We went through very tumultuous primaries that almost divided our state along the line, but we thank God that today Enugu is united and peaceful. “After the elections, PDP lost control of the National Assembly and many people thought we were finished, but we went into political engineering and I want to thank my colleagues for that long night. We decided that when we got to the chamber in the morning, we were going to perform wonders and when the time came for the inauguration of the Senate, I was re-elected Deputy President of the Senate. President Muhammadu Buhari yesterday committed a gaffe in protocol during his presentation of the 2016 proposed budget to a joint session of the National Assembly. Immediately after acknowledging Vice President Yemi Osinbajo, Mr. Buhari bypassed both Senate President Bukola Saraki and Speaker of the House of Representatives Yakubu Dogara to mention Governor Umar Tanko Al-Makura of Nasarawa State. SaharaReporters learned that the gaffe has led to recriminations at the Presidency, with some of Mr. Buhari’s staffers blaming the blunder on Lawal Kazaure, a diplomat recently appointed as the president’s chief protocol officer. A director at the National Intelligence Agency (NIA), Mr. Kazaure was appointed as the president’s chief of protocol based on what one Presidency source described as Mr. Buhari’s habit of trusting only people with whom he has one form of relationship or another. “Ambassador Kazaure’s only qualification is that he is married to Mr. President’s niece. He is married to the daughter of Lawan Daura,” said the source. Mr. Daura has emerged as one of the most powerful figures around President Buhari. Mr. Kazaure was a deputy director at the NIA before he was redeployed to the Presidential Villa. Two officials at the Presidency accused the new chief of protocol of having little or no knowledge of how protocols work, adding that he had to be first named “Ambassador” on the recommendation of the Director General of the NIA before he could validly be appointed State House Chief Protocol. Typically, protocol heads are appointed from the Ministry of Foreign Affairs, with appointees drawn from among the ranks of senior ambassadors seasoned in protocol matters. One source at the Presidency said Mr. Kazaure had in the last two weeks transferred numerous competent officials of the Ministry of Foreign Affairs out of the Villa and replaced them with NIA officials he “trusts to do his bidding.” The source added that the newly recruited officials’ lack of experience had contributed to the president’s gaffe during his budget presentation. “They [the newly recruited officials] did not know that, in the order of protocol, the Senate President comes after the VP, followed by the Speaker and the Chief Justice of the Federation.” A state governor occupies the 10th spot on the protocol list at official state functions, one of the irate Presidency officials told our correspondent.
