The Kogi State Government has reaffirmed commitment to clear the backlog salaries of all the genuine workers and pensioners in the state by 20 December. The Director General, Research and Development, Kogi State, Mr. Moses Okafor, on Wednesday said that the screening exercise which hitherto had been causing delay in the timely payment of salaries was completed last month. Moses, who is also the Official Speech-Writer of the Governor, said, “Though the screening exercise was painful for a while but it has finally been completed. I can assure you that Governor Yahaya Bello is committed to making good his promises to pay all genuine workers and pensioners in the state on or before Dec. 20. “Any genuine civil servant and pensioner who has not been paid would be paid including all the outstanding allowances and remuneration of political appointees who are already thanking the governor for the gesture. “The ghost workers have been weeded out and the governor is committed to his word that no genuine civil servant would be adversely affected, that is why adequate time was given to workers to come and defend themselves.” He noted that some genuine workers had started receiving payment alert for their salary arrears, adding that all the Local government Administrators have been directed by the governor to do the same. Governor Yahaya Bello met four months unpaid salaries when he assumed office and what is left at the moment is three months arrears. John Ameh and Olalekan Adetayo President Muhammadu Buhari will today (Wednesday) present the 2017 Appropriation Bill to a joint session of the National Assembly. The document will be the second one to be presented by the President after his inauguration in May 2015. Buhari, who will be accompanied by top government officials, is expected to present the document at 10am. The Federal Executive Council had on November 30 approved the document for presentation to the National Assembly. Speaking to State House correspondents at the end of the council’s meeting, the Minister of Budget and National Planning, Udo Udoma, refused to give details of the budget proposal as approved by the council. He said it was only the President who would unveil the document on the floor of the National Assembly. “The 2017 budget has been approved by the Federal Executive Council and the details will be revealed when the President presents the budget to the National Assembly,” Udoma said. The budget of N6.07tn for 2016 was predicated on a benchmark price of $38 per barrel of crude oil and N197 to a dollar exchange rate. Meanwhile, members of the House of Representatives have said that the key parameters of the 2017-2019 Medium Term Expenditure Framework upon which the budget will be based are not sustainable, asking the Federal Government to seek more realistic solutions to the economy. They voiced their opinions as they debated the MTEF in Abuja on Tuesday, less than 24 hours to the presentation of the 2017 budget estimates to the legislature by the President. The development came as the Speaker, Mr. Yakubu Dogara, declared a public hearing on the controversial Oil Prospecting License 245 open, saying that the House was prepared to assist the government to resolve the issues surrounding the lucrative oil well. Nigeria is believed to have lost over $1.1bn on the OPL 245, better known as Malabu oil deal. The MTEF’s crude oil production, benchmark and exchange rate projections for 2017 did not receive the full backing of members. The government plans to spend over N7tn next year, but revenue projection is around N4.9tn, a figure that also accommodates a huge deficit. The Majority Leader of the House, Mr. Femi Gbajabiamila, while leading the debate, urged his colleagues to accept the projections. Gbajabiamila argued that a sudden rise in oil price by about $20 in the past few days suggested that the government could sustain a benchmark of $42.5 proposed in the MTEF. He also stated that ongoing negotiations between the government and militants in the Niger Delta were indications that peace could return to the region to make the 2.2 million barrels’ daily production projection realisable. But, other lawmakers called for a review of the projections. For instance, the Chairman, Committee on Financial Crimes, Mr. Kayode Oladele, said the fact of oil price gaining extra $20 did not justify retaining $42.5 as the benchmark price for the 2017 budget. He said the price could suddenly drop below $60 or $50, making whatever gains achieved useless. Oladele said, “Let us look at the daily oil production of 2.2 million barrels; it has not been achieved this year and there are no signs that things will change. “We can’t even rely on the $42.2 benchmark price because prices are likely to drop.” Oladele also said the exchange rate of N290 to $1 was not sustainable, adding, “The market rate today is N490/$1, which makes the projection in the MTEF unrealistic.” Another member, Mr. Shehu Garba, described the MTEF as a document that contained “so many illogical issues.” “We cannot continue to use figures that are unrealistic. Which of the three exchange rates will be used for investment in Nigeria?” Garba queried. The Minority Leader of the House, Mr. Leo Ogor, also faulted the MTEF and asked how the government planned to finance the budget deficit. Ogor noted, “We have not achieved 2.2 million barrels per day of crude in the last five years. Then, there is the budget deficit. We are looking at a revenue of N4.9tn or so, but we want to spend more than N7tn. “Where is the money going to come from to finance the budget?” However, the Deputy Speaker, Mr. Yussuff Lasun, advised members to downplay emphasis on the benchmark and the exchange rate, and focus more on the government’s plan to diversify the economy. “What is more important to us is that this government is serious about diversifying the economy. Let us allow the government to use whatever proceeds from oil to diversify our economy,” Lasun said. The document was later passed for second reading. Speaking at the hearing on the OPL 245, Dogara recalled that efforts by successive governments to resolve the controversies had failed, making Nigeria to appear before the international community as a country that was not serious with its anti-corruption crusade. A soon-to-wed man simply identified as Adakole is currently between life and death after allegedly taking insecticide following the alleged crash of Ponzi scheme, Mavrodi Mondial Moneybox, famously known as MMM. The incident happened in Otukpo, Benue State, after promoters and participants were thrown into confusion on Tuesday following the news that the ponzi scheme has been frozen. Reports had it that all confirmed accounts, as at early hours of Monday, were frozen. DAILY POST gathered that Adakole, a native of Ai Okpe in Okpokwu LGA whose wedding is slated for December 28 had earlier invested 300 thousand into the scheme last month and was expecting to get his 30 per cent income before his wedding. An eyewitness told our reporter that when the news broke out Tuesday morning, Adakole, who was introduced into the business literally went mad. “Kole is my childhood friend, we all grew up in Ugbokolo but when he traveled to Abuja to meet with the pastor of his fiancée, he said someone introduced him into the MMM thing but I and his babe warned him but he told us the scheme was not a scam. “This early morning, he called me to check the internet if the story of the alleged crashed of the scheme was true, I told him so I heard and he screamed and hung up. “When I heard him, I knew it was no longer funny, so I had to rush to his house around Sabon Gari to discover that he had taken Raid insecticide. I had to call the fiancée to inform her. “I had to take him to the clinic where he is currently battling for his life. The babe is already on her way from Abuja,” he added. When our reporter contacted the Benue State Police Public Relations Officer, Moses Yamu, he said the incident has not been reported. “We are yet to receive the report as we speak but I promise to get back to you as soon as I get the report,” he assured. Meanwhile, the founders have announced that the scheme has not crashed as widely being speculated, adding that it was only in pause mode. Ade Adesomoju, Abuja The Federal Government on Tuesday decided not to oppose the bail applications filed by Justice Adeniyi Ademola of a Federal High Court in Abuja and his wife, Olabowale, who is the Head of Service of Lagos State, following the arraignment of the duo before a High Court of the Federal Capital Territory, Maitama. The couple were arraigned before Justice Jude Okeke on 11 counts including being in possession of firearms without valid license, conspiracy to receive gratification and receiving gratification of N30m from Joe Agi and Associates, between March 11 and March 26, 2015. Shortly after the arraignment of the defendants, Justice Ademola’s lawyer, Dr. Onyechi Ikpeazu (SAN), and another lawyer representing the wife of the judge, informed the court that they had filed their applications for bail. In response, the prosecuting counsel, Mr. Segun Jegede, said he would not oppose the bail applictions but urged the presiding judge to impose terms and conditions that would make the defendants attend their trial. He said, “In principle, we are not objecting to the applications. Given the circumstances of this case, the standing of the defendants, and the rapidly approaching christmas. “However in doing that, I will apply that the court imposes condition that will make the defendants to attend trial. “They must be made to give undertaking that they will attend trial. They must not interfere with witnesses and they must not destroy evidence.” In addition, Jegede urged the court to compel the defendants to drop their passports and other travel documents with the registrar of the court. But the defence lawyers urged the court not to impose bail conditions that were in excess of the bail conditions imposed by the Department of State Service after their arrest on October 8, 2016. The judge is about to rule on the bail conditions. Only the first four counts which border on the alleged N30m gratification involve the wife of the judge.
