Nigeria's corruption-ridden giant state oil firm NNPC is bankrupt, owing debts running into hundreds of billions of naira, junior finance minister Remi Babalola said on Tuesday in Abuja.

"NNPC (Nigerian National Petroleum Corporation) is insolvent as current liabilities exceeded current assets by 754 billion naira (5 billion dollars) as at December 31, 2008," Babalola told a meeting of state finance commissioners, referring to the latest account figures available.

The accounts of NNPC are often not audited.

Babalola, an accountant, told the meeting that the corporation wrote him a letter on Monday to explain that "NNPC is facing financial difficulties evidenced by, amongst others, the inability to pay for the domestic crude as and when due and delays in settling bills for fuel imports."

"The financial difficulties essentially stem from disequilibrium between costs and cash inflow streams," Babalola said, quoting from the letter.

The minister said that in the same letter, NNPC said it was "incapable of repaying 450 billion naira (3 billion dollars) which it owed the Federation Account," referring to the account to which monies made by all government institutions, including customs and ports, are paid.

President Goodluck Jonathan, who has vowed to tackle corruption, recently sacked some officials of the NNPC and ordered that a "comprehensive audit" of its accounts be carried out by a world-class auditing firm.

He has also promised to reform the oil sector to make it efficient and profitable.

A law aimed at sweeping reforms in the oil and gas sector, currently before the parliament, is expected specifically to transform the corruption-ridden, loss-making and inefficient NNPC into a purely commercial outfit.

Nigeria, although the world's eighth oil exporter, imports most of its refined petroleum products to meet local needs.

Its four refineries, with a total installed capacity of 445,000 barrels per day, is grossly underperforming due to corruption and poor maintenance.

I'm not really sure about where I stand on this okada or no okada issue but what I have seen an accident where a woman had a baby on her back (not more than 3-4 months old) on a bike. A street hawker selling in-car mobile phone charger got one of his wires entangled on the handle-bar of the bike as he was trying to avoid it when this woman with her baby and the okada all fell between the front wheels and rear wheels of a petrol tanker. The only thing that saved them was that the traffic warden a few meters away stopped traffic on that lane. If that lane were moving, it would have been another story of mother and child death cos the trailer would have run over both of them including the okada man without them knowing.

I think restriction and ensuring they comply with traffic laws is what is important. Whether we like it or not, okada is a part of life in Lagos and it'll be difficult for so many people in this town if there's no okada. I stil feel the only solution to Lagos' traffic problem is an underground rail system. So many people would think it is impossible n all but I don't know anywhere in the world where people have decided that they really want to do something and they don't achieve it. It wouldn't be done in one day, but a journey of a thousand miles starts with one step. If the will is not there, then things can't work and i think this is one of the issues we have.

Its good you've been able to love your current partner now but if you're not sure about how he feels or if you know he doesn't feel the same way, I'd advise you to step back and think it through properly. Its not worth it being in sth wen you're sure you're not getting back wat you deserve.

I can partly relate to your situation, but in this case, it was me who didn't love the girl as much as she did me. I tried for some months to see if the relationship could work and for her she was loving me more everyday, but I didn't feel anything for her and one day I told her I had to break it off cos I had tried and it just wasn't working for me. She cried, got angry and said some nasty things for breaking her heart n all. I did it cos i know she was a good person and deserved better. I couldn't give her wat she deserved and I believe I did the right thing by telling her the honest truth. I know she hates me now, but I'm very positive she would thank me for doing what I did in the future.

So madam you need to be very sure about this before taking any major decision,

I quite agree that that was their point but if you read further in that chapter (if i'm not mistaken), Paul also mentioned that his words shouldn't be taken as a rule that must be obeyed cos that was just his own personal opinion and doesn't mean you're a sinner if you don't do what they say.

So many churches (esp in Nigeria) totally misinterpret what so many passages say and get so many people confused.

Nigerian police and military units carried out extrajudicial killings last year in the aftermath of clashes with members of a Muslim group in the north of the country, footage obtained by Al Jazeera appears to confirm.

An estimated 1,000 people were killed as Nigerian government forces fought Boko Haram in Borno, Yobe, Kano and Bauchi states in July and August of 2009.

But the footage obtained by Al Jazeera shows that many of the deaths occurred once the fighting was over.

Elements of the police and army staged a follow-up operation in which house-to-house searches were conducted and individuals were apparently selected at random and taken to a police station.

'Shoot him in the chest'

In the video, a number of unarmed men are seen being made to lie down in the road outside a building before they are shot.

As one man is brought out to face death, one of the officers can be heard urging his colleague to "shoot him in the chest not the head - I want his hat".

As the executions continue another man is told: "Sit properly we want to take your picture."
The shootings continue as a crowd gathers further up the street in front of the police station.

Voices can be heard saying: "No mercy, no mercy."

After the executions, the army officer who appears to have been in charge of the operation is seen to be handing over command to a senior police officer. Both men are clearly identified by the name tags on their chests.

The family of Baba Fugu Mohammed, a respected community leader, told Al Jazeera that he was among those put to death outside the police station.

"He was killed, he was killed, that's what we believe. He was shot by the police," one relative said.

Fugu Mohammed was the father-in-law of Mohammed Yusuf, the Boko Haram leader whose group had battled the police, but the two had become estranged.

His family said that he had come to help police restore order, but was shot.

'Killings of the innocent'

In the days following the clashes between the police and Boko Haram, the government, police and military repeatedly denied that civilians had been killed by their personnel.

he was among those killed But Nigerian officials have since acknowledged that extrajudicial killings took place and an inquiry was set up to investigate the incident.
"It was obvious [from] what we have seen and from the eye witnesses that the government police were doing the killings of the innocent," Abubakar Umar Garda, a senator and a member of Nigeria's ruling People's Democratic Party party, told Al Jazeera.

"The government is investigating the incident and as we go along the perpetrators will be put in front of the law and the law will take its course , the government acknowledged that this was a crime against humanity , you cannot shoot an unarmed civilian."

Fugu Mohammed's family have given their story to the government commission set up to investigate the events that took place, but they are still waiting to receive an official explanation for the deaths.

Senator Umar Garda could not confirm to Al Jazeera whether there had been any arrests relating to the killings and there have been few tangible signs of the inquiry bringing anyone to account.

Boko Haram leader killed

Aster Van Kregten, a Nigeria expert with rights group Amnesty International, told Al Jazeera that the group's research suggested extrajudicial killings were widespread in Nigeria.


An estimated 1,000 people died as police and soldiers battled Boko Haram fighters [AFP] "Our research shows that the Nigerian police are getting away with murder, they killed hundreds of people a year without any investigation - any investigation on whether the use of force was lawful or not," she said.
"What we saw on the footage happened seven month ago and we haven't heard anything from the government whether they have arrested anyone and how far the investigation is going."

Among those killed in the aftermath of the clashes between Boko Haram and the police, was Boko Haram leader Mohammed Yusuf.

In the Al Jazeera footage, he is seen wearing handcuffs and surrounded by heavily armed police officers.

Nigerian police have said that Yusuf was killed while attempting to escape, but he died still wearing the handcuffs.

In another video, which was made available shortly after last year's fighting, Yusuf is shown inside the police station, his body covered with marks and bruises, as he is questioned about the organisation that he led.

It is not known whether the injuries were caused during the fighting, arrest, or detention.

'Extrajudicial killing'

The New York-based Human Rights Watch described Yusuf's death as "an extrajudicial killing".

"The extrajudicial killing of Mr Yusuf in police custody is a shocking example of the brazen contempt by the Nigerian police for the rule of law," Eric Guttschuss, the organisation's Nigeria researcher, said.

Boko Haram, which means "Western education is prohibited" in the local Hausa dialect, has called for the nationwide enforcement of a strict interpretation of Islamic law, or sharia, even among non-Muslims.

Last year's clashes took place after suspected Boko Haram members, armed with machetes, knives, bows and arrows, and home-made explosives, attacked police buildings and officers.

Nigeria's 140 million people are nearly evenly divided between Christians, who dominate the south, and the primarily northern-based Muslims.

Islamic law was implemented in 12 northern states after Nigeria returned to civilian rule in 1999 following years of military rule.

Let me end this discussion once and for all. I started with PES (International supersstar soccer) on Super Nintendo back in the dayz before it metamorphosed into PES and Winning Eleven.
PES used to be the best. It no longer is. FIFA has finally caught up with PES.
Those of you still on ps2 and the likes may not know this but if you move up to PS3 you will realize the difference.
FIFA became better from the release of 08 on the PS3. PES 2008 on the other hand was a disaster. THe online play was riddled with problems and a lot of people were dissapointed.
I used to be a PES fan. The truth is that FIFA is now better. PES has lost a lot of fans due to their lack lustre performance on NExt Generation Consoles
Dude you're spot on, I was really disappointed with the PES games on PS3. Before playing it myself, i would have bet a whole lot of money that the konami games are better but after playing it i realised that those guys had missed it. Lets hope they get their act together for the next one

Konami PES games outclassed all fifa games up until the PS3, Since then its like they just started moving backwards, So my personal opinion is: Pre-PS3 was better, Post-PS3 fifa is better

From all indications, you seem like someone who's spent too much time outside Nigeria or you don't live or work in Lagos. I would happily welcome this to be done in Lagos. You ask if we're animals, we're not but most of us behave like we are and I guess some of the people really are cos as someone said earlier, its working. I would actually support building a huge prison facility where people who misbehave get taken to. When they spend 5 weeks and suffer small when they come back out, they'll think twice before doing any rubbish again. Agbero, danfo, area boys, and even some so-called respectable citizens wouldn't be spared. If after going through all that and someone doesn't change, then they should be sentenced to a longer, tougher spell in d prison, After a few months, you'll see the changes in people, The only way to create sanity in nigeria as per traffic wise is to instill fear into the people and after a while, it becomes a way of life
