President Muhammadu Buhari has ordered all his ministers and heads of government agencies to remain in the country till the defence of the 2020 budget at the national assembly is over.


Willie Bassey, director information in the office of secretary to the government of the federation, made this known on Friday via a statement.

The decision was taken to enable the ministers and heads of agencies provide information to the legislature on the passage of the budget.

The federal government on Thursday, October 10, signed a deal of $3.9 billion with China Railway Construction Corporation (CRCC) for the construction of the Abuja-Itakpe railway.

The Chinese firm, according to Rotimi Amaechi, the minister of transportation, will also handle the construction of a seaport in Warri, Delta state, Daily Trust reports. S :Ppeaking in Abuja during the signing ceremony, Amaechi said that the Public-Private Partnership (PPP) agreement states that Nigeria will take care of 15% of the cost, while CRCC will handle 10% of it.

The minister also stated that the remaining 75% will be borrowed by the Special Purpose Vehicle (SPV) which the federal government will pay back in a period of 30 years after which it will take back ownership of the assets.

He said: “We will give them a sovereign guarantee and they will give us a performance bond that protects our sovereign guarantee

When they finish construction, they will manage for 30 years. “The entire railway for now in Nigeria is constructed 100 by CRCC. I think that the good working relationship we have had with CRCC is the reason we have not been able to engage other companies.”

Governor Ifeanyi Okowa of Delta on has said that he owes no one in the state or elsewhere any apology for appointing his daughter as aide in the state government.
Governor Okowa affirmed this position on Tuesday, October 8, adding that he knows the quality of his daughter.
He also rejected claims that he has two daughters and the child of his he appointed for girl child education in the state is very qualified for the position, The Nation reports.

The news of how the BBC exposed the culture of sex-for-grades popular in some African universities in Africa.

The 13-minute documentary which targeted a university in Ghana and the prestigious University of Lagos, brought to light the ill practices. Following this, the journalist behind the documentary, Kiki Mordi, has revealed that she has been receiving threats since the documentary went viral on the internet. She revealed this in a recent interview with Sahara Reporters.

Mordi who was inspired by her personal experience in university which saw her had to dropping out of school due to being harassed by a lecturer, revealed that the threats don't move her and she is happy with the changes that are beginning to occur.

In her words: “I have received subtle threats since this work was completed but I am not bothered because the BBC takes the security of employees seriously. Before embarking on this project, the team prayed a lot and also sang because it helped to calm the nerves. But I had to go through the trainings I received over and over again because I wanted to get it right. The biggest goal of this work was to be louder than the aggressor because sexual harassment is very loud. I wanted it to be silenced.

I am happy that a lot is changing already since the documentary was release and I can confirm to you that one of the lecturers at the University of Lagos caught sexually harassing a prospective student has been dismissed by the institution. I believe it doesn’t stop there until there is a conviction. We have to break that culture of impunity.”

At least 6,000 members and loyalists of the All Progressives Congress (APC) defected to the Peoples Democratic Party (PDP) in Bayelsa ahead of the state's governorship election.

Receiving the defectors, Daily Sun reports that Governor Seriake Dickson boasted that the APC will not win a single ward in the state on November 16, despite its reliance on federal might.

The governor urged the APC to be ready to face defeat even in the face of intimidation and killing of thousands of Bayelsans.


He expressed optimism that, like in 2015, the people of the state would still reject the APC and its candidate in the election.

“We are presenting a ticket of stability, a ticket of development and not a ticket that will turn this state to a gathering of hooligans and criminals where people will be running away as they were doing before.

"That is why we are presenting this ticket and by the grace of God, your next governor in 2020 will be Senator Douye Diri.

"Just as we defeated them with their so-called federal support in 2015, we will defeat them with bigger margins in November," he told the crowd.
