They're on punishment. If you've ever lived in the army barracks you'll know what I'm talking about. When soldiers commits an offense, they're locked up in a guard room for some weeks or months depending on the gravity of the offense. Sometimes they'll bring them out of the guardroom and given some chores by senior officers as punishment. The chores varies, it could be sweeping, washing officers cars, mowing lawns, cutting grass after which they'll return to the guardroom. I saw these things while living in the army barracks. Forget about the banner you see there, there's no way officers will come out for sanitation when there're able bodied offenders in the guardroom. NO WAY

To me the message you trying to send across is that you lived in the barracks and you know so much about soldiers and how they operate. and that doesnt make you anything more special than you already are.
because i dont see the relevance of all this jargons you put up there. whether its the prisoners or not, the key thing there is the banner and who they represent, who is responsible for bringing them out of the guard rooms to clean the streets? definitely someone in authority. not you or me. are they redcross? no! are they lastma? no! are they students? no! are they market women? no! are they soldiers? yes! have you ever cleaned your street or ordered your junior ones to do so? no!
