The controversy over the N255 million BMW bullet proof cars yesterday took a new turn when the Lagos State Government denied requesting for the vehicles, saying “it didn’t use such cars during the 18th National Sports Festival hosted in 2012.” But the state government also maintained that it only requested for regular saloon cars, four wheel drive vehicles and buses, which it got from Coscharis in its capacity as the official vehicle providers for the sports. The denial came in following amid public outcry and condemnation trailing the role the state government in the purchase of two armoured cars by the Nigerian Civil Aviation Authority (NCAA) for the Minister of Aviation, Princess Stella Oduah. A source close to the Commissioner for Youths, Sports and Social Development, Mr. Enitan Oshodi said that the state government duly made a request to President Goodluck Jonathan. He explained that “the state government requested for waiver of destination inspection charges and duty exemption on 300 vehicles, which were to be used for the festival.” According to the source, “Following the offer of sponsorship of and provision of vehicles for the festival by Coscharis Nigeria Limited, the state government made a formal request to the president as requested by the sponsors, which was granted. The source said “The request was duly granted by the president to the issuance of a Certificate of Waiver in respect of the duty payable on the importation of the cars by Coscharis Nigeria Limited,” The source further explained that the state government have documents to show the vehicles were supplied and used during the 18th National Sports Festival. According to the source, the vehicles requested from Coscharis Nigeria Limited, which was the sponsor of the festival, were limited to saloon cars, four wheel drive vehicles and buses to convey the 14,000 athletes and 10,000 officials who attended the festival across the country. He noted that the state government did not request for any bulletproof vehicle BMW Level 7 or any other bulletproof vehicle for use during the festival hosted between November 27 and December 9, 2012. Niger State Governor Babangida Aliyu has expressed his readiness to take a shot at the Presidency in 2015, if he the people want him to join the race. The governor spoke yesterday in Minna, the state capital, when he hosted delegates of the Conference of Nigeria Political Parties (CNPP), led by its Chairman, Alhaji Balarabe Musa. Aliyu said: “I always prepare myself for eventuality. I have never declared for anything. I didn’t declare to be governor; I was called upon. So, if my people call upon me, I won’t hesitate to contest.” The governor cautioned against political intolerance of the ruling Peoples Democratic Party (PDP) at all levels of government to opposition. He noted that a one-party state was undemocratic. Aliyu maintained that a multiple- party system at any level would encourage healthy competition and enable the people to choose the best to be their leaders. He said: “Every ruling party wants to have a one-party state. I encourage a multiple-party system so that there would be peer review and for the people to have choices of ideology and style. We need to show the people the differences in what is to be done and how we can run the affair of governance. “A one-party state is undemocratic as it makes one to want to crush another over a little disagreement.” Aliyu condemned the undemocratic forces in Rivers State, where the people were restricted from holding meetings or gatherings. The governor stressed that this should not be allowed to continue. He said: “Undemocratic forces are very active in Rivers State. People cannot meet or gather for activities. Even during the military era, people were still allowed to meet. This has already happened and, if we allow it to continue, it will ruin the peace in the country.” Musa said he and his team were in Niger State for CNPP’s annual conference. He said the CNPP was not an opposition party but an umbrella of smaller political parties and political organisations. IneedSource |
The Nigeria Police in Kano state has disrupted a peaceful protest by the Academic Staff Union of Universities (ASUU) in Bayero University, Kano (BUK). The protest was thwarted by armed policemen, who joined those stationed at the University gate as they blocked the entrance, forcing the lecturers back into the university campus. Although an argument ensued when a police officer made threats, the lecturers marched back to the university premises where the protest held peacefully. The leader of the ASUU in BUK, Dr. Mahmud Lawan, said although they had been denied the opportunity to express their grievances, the strike will continue because the federal government is not ready to listen to them. Although the protest was peaceful carried out despite the presence of armed police officers, the protesters said there will be no going back on the struggle for a better university system. The Inspector- General of Police, Mohammed Abubakar, has threatened to withdraw police accounts domiciled in some commercial banks for deliberately delaying payment of monthly salaries to police personnel. The affected banks are First Bank, Skye Bank, UBA and Zenith Bank. Abubakar was said to have summoned officials of the banks to the Force Headquarters to register his displeasure. In a statement on Wednesday by Force spokesman, Frank Mba, the IGP described the failure by the banks to release the salaries as a conspiracy against the Force. Abubakar said the situation has continued to expose police officers and men to undue pressure and extreme difficulties. “The IGP warned the banks and their personnel of the dire consequences, including, but not limited to a reconsideration of the existing relationship between the Force and the banks if the situation persists,” the statement said. The police boss was particularly irked that the Federal Government has been releasing police salaries early enough, only for the banks to deliberately delay payment. The statement added that with the e-payment system currently in place, all police officers receive their salaries directly through the banks. Nation Online |

The Senate yesterday disagreed with the Federal Government over the whereabouts of the N18 billion meant for the payment of 110, 000 beneficiaries of the Subsidy Re- Investment and Empowerment Programme (SURE-P) scheme across the country. The Chairman of the Senate Ad- Hoc Committee on SURE-P, Senator Abdul Ningi, claimed that the cash was diverted into infrastructural projects after it was passed in the 2013 Supplementary Budget. But the Director of Budget Office, Dr. Bright Okogu, said the fund was not earmarked for SURE-P by the Senate. Chairman of SURE-P Dr. Christopher Kolade had cried out two months ago, that the agency would no longer be able to pay the N10, 000 monthly stipends to beneficiaries of its empowerment programme from the end of September due to lack of funds. Kolade attributed his committee’s inability to honour its obligations to the 111, 000 youths it engaged across the country to the reduction of its N27 billion budget proposal for that purpose to N9 billion by the Senate. However, Ningi, at an interactive session with the SURE-P Committee and the Budget Office, said that the National Assembly had restored the shortfall of N18billion in the Supplementary Budget passed in April. Ningi wondered why there was a communication gap between Okogu’s office and the SURE – P Coordinators because Kolade’s team had yet to be briefed about the restoration of the money. The lawmaker said that the fund, based on available information at the disposal of his committee, had been diverted to other infrastructural projects by the executive, contrary to the position of the National Assembly. He, however, said his committee would write the Senate President and the Speaker of the House of Representatives on the development. Ningi said that the Senate Ad-hoc Committee would invite the Finance Minister, Dr. Ngozi Okonjo-Iweala, to explain details of the exact amount being deducted from the total sales of petrol as subsidy, and how it amounted to N15billion monthly. He lamented that the previous efforts of the committee to invite Dr. Okonjo-Iweala were not fruitful because letters of invitation sent to her were not honoured. He said since Okogu was under the supervision of the Finance Ministry, the attention of the minister was needed to explain the anomaly. But Okogu claimed that the N18 billion restored by the National Assembly in the Supplementary budget was not specified for the payment of the unemployed youths but for infrastructural development. According to DG Budget Office, many Federal highways were in dilapidated conditions when SURE – P was conceived, hence it was the opinion of the Federal Government that a considerable amount of the money be spent to repair the roads. Okogu listed some of the roads to include the Abuja-Abaji-Lokoja Road, Benin-Ore-Sagamu Road, Kano-Maiduguri Road, Port- Harcourt -Enugu Road, East-West Road and the fixing of the railways. He lamented that the committee could not effectively coordinate the activities of the programme at the states and local governments level because of the autonomy of the two tiers of government. He, therefore, advocated a summit where the various challenges confronting the programme could be presented before the public for people’s contribution on how to tackle the problems. Source |
