Revenue earned by Nigeria this year may be as much as $12 billion short of budget estimates as theft of crude and output disruptions persist in the oil-rich Niger River delta, Finance Minister Ngozi Okonjo-Iweala said. The government will draw down its oil savings in the Excess Crude Account to compensate for the drop in revenue to keep the budget deficit under control, Okonjo- Iweala said in an interview with Bloomberg in Abuja. Savings in the special crude account have dropped by half as President Goodluck Jonathan’s government tries to make up for the drop in oil revenue and fund a deficit that has reached 2.5 percent, according to the central bank. With a 2013 budget based on a daily output of 2.53 million barrels and an oil price of $79 a barrel, Nigeria expected revenue of almost $80 billion from exports. In the first half of the year, oil receipts amounted to $ 28.2 billion, more than $7 billion below the estimate, according to central bank figures. “What is amazing now is that we’ve had this quantity of shock and we were able to weather it,” Okonjo- Iweala said. “You can say theft, but it’s still a quantity shock.” Nigeria depends on crude exports for about 80 per cent of government revenue and 95 percent of export income. Criminal gangs tapping oil from pipelines for illegal sale have posed the biggest threat to output since a government amnesty in 2009 reduced armed attacks led by rebels fighting for greater control of the region’s resources. The revenue shortfall due to output disruptions will probably be between $6 billion and $12 billion, said Bright Okogu, director of the Budget Office, who sat in on the interview with the finance minister. The government saves the balance of oil revenue above the budgeted price in the Excess Crude Account, which had a balance of just under $5 billion, down from about $9 billion at the beginning of the year, according to the minister. Nigeria’s vulnerability to shocks is heightened because of lower government revenue from oil, putting pressure on the currency, central bank Governor Lamido Sanusi said in an interview in Oslo. “The great challenge now is that the fiscal buffers are not as strong as they would be because of the revenue shortfall,” Sanusi said. “If there are any adverse external developments that would feed into this weak revenue profile and put pressure on exchange rates.” The central bank draws down its foreign-currency reserves to sell dollars at twice-weekly auctions to keep the naira within a band of 3 percent around 155 per dollar. The naira gained 0.2 percent to 158.73 against the dollar on the interbank market as of 2:09 p.m. in Lagos, the commercial capital. “This increases the pressure on the external balance which means the external reserves and exchange rate will be under pressure,” Bismarck Rewane, chief executive officer at Financial Derivatives Co., said by phone from Lagos today. “Once the external balance is under pressure, there is an underlying threat that will manifest in speculative attack against the currency.” Okonjo-Iweala is seeking to meet a budget deficit target of 1.9 percent of gross domestic product this year. The shortfall reached 2.5 percent in the second quarter during the peak of the output outages, according to data from the central bank. President Goodluck Jonathan is due to present his 2014 budget to lawmakers on Nov. 12. ”When there’s a breakage the impact is that the pipes are shut down, the effect is that 400,000 barrels are shut down,” Okonjo- Iweala said. “The actual theft is like 70 to 80,000 barrels a day.” The average price of Nigeria’s light, sweet crude has stayed above $100 a barrel this year. The official selling price of Nigeria’s benchmark Qua Iboe crude for November loading was set at $3.50 a barrel more than dated Brent, the European benchmark, according to state-run Nigerian National Petroleum Corp. Dated Brent was priced at $108.92 a barrel at 9:18 a.m. in London. Income earned by Nigeria from crude exports, taxes and other sources are shared among the three tiers of government, including the federal, 36 state governments and 774 local councils. At allocation meetings in August and September, funds received were not enough to meet expected allocations, prompting complaints from some state officials. The disputes over allocations “are over,” Okonjo- Iweala said. “Everybody realizes that we have to allocate what comes into the coffers.” |

A RECENT study of obesity or excess weight prevalence in some Nigerian communities has suggested that over 30 per cent of Nigerian population may actually be obese – a much source of concern for health practitioners. The attendant challenge, experts would say, is that the obese group is more at risk of expensive disease conditions like stroke, cancer, hypertension and diabetes, far more than other Nigerians with moderate weight. Consultant Obstetrician and Gynaecologist, University College Hospital, Ibadan, Dr Imran Morhason-Bello, observed that though obesity is global problem, but it is still assumed to be a problem of European society than it is in Africa. But going by current nationwide systematic review and their findings, he said, “then Nigerians and our policy makers have reasons to be worried, especially for the young generation.” Morhason-Bello, who spoke at the Cambridge Weight Plan Nigeria (CWPN) Wellbeing Seminar, held in Lagos recently, noted that a collection of studies in Nigerian communities between 2006 and 2010 has shown that obesity is as high as 35 per cent, “and a problem spread across Nigeria.” In northern part of the country, he observed, obesity is prevalent among one in every 10 men and one out of every five women. In Abuja, one out of every three kids is either overweight or obese. In south-south, obesity rate is one out of every five – male or female. Obesity is a medical condition in which excess body fat has accumulated to the extent that it may have an adverse effect on health, leading to reduced life expectancy and/or increased health problems. People are considered obese when their Body Mass Index (BMI), a measurement obtained by dividing a person’s weight in kilograms by the square of the person’s height in metres, exceeds 30 kg/m2 According to the World Health Organisation’s (WHO), those that have BMI less than 18.5 are underweight; 18.5-24.9 normal weight; 25.0-29.9 overweight; 30.0-34.9 are in class I obesity; 35.0-39.9 class II obesity and BMI greater than 40.0 are in class III obesity. Morhason-Bello added that Nigerians indeed have reasons to be worried going by the WHO projection that the current 1.5 billion worldwide obese population would have doubled by 2030. The predisposing factor, he observed, is that Nigerians, and Africans at large, are faced with problems of malnutrition and obesity in their wannabe quest to be like the Whites and adopting western lifestyles. While he did not rule out the fact that 25 per cent population of “padded people” have the obesity risk in their blood, but there are others that have been exposed to foetal undernutrition and childhood malnutrition trying to “adjust the clock.” According to him, “with foetal undernutrition, the cells have been programmed for slow growth process. Attempts to adjust the clock force the body cells to overblown, leading to obesity. And for every weight gain or loss, there is an effect on the body and longevity. “Apart from infections, all other diseases known today are linked to weight gain. WHO has said that after smoking, obesity is the next problem to fight if we must tackle cancer. Just imagine the rate of obesity among the young generation and the health challenges they risk as they age. The economic effect will be too huge for the nation to cope with, and that is the concern,” he said. Morhason-Bello said further that besides the need for improved awareness on healthy lifestyle and good diet, it was high time policy makers see to the design of good environment and conducive road networks that encourage regular exercise. He said there is also the need for families to take responsibility of weight management, and ensure balance between what their wards eat and how they are put into physical activities. Weight management expert and CWPN Consultant, Folake Odunsi blamed the overweight challenge in Nigeria on “our lifestyle excesses and extravagance at gatherings, which cause a lot of people to have four or five course meals within a short time.” “But this is one of the attitudes we have to change. There is better awareness out there about obesity. People are showing up at our clinics saying ‘my doctor insist I must lose some weight to conceive, or improve my health.’ “What we need more is eating for health and dieting, the Cambridge Weight Plan way, which has no sinister side effect and 80 per cent success rate,” she said. Odunsi stressed that there is nothing wrong with local diets, but must be rightly cooked and eaten in moderate portion. Besides intake of lower calories, Chief Executive Officer CWPN, Eniola Karounwi added other tips, which include having a meal plan; never skip breakfast; stay active with physical exercise; regular weight check and seeking professional support. Another speaker, Arinola Adeniyi, observed that today’s fast-pace world is sufficient to make the weight management tips look unrealistic, but “balance must be maintained to live a healthy life.” Adeniyi said: “Our life is like running emergency services and for legitimate reasons too. We get overstretched and the quality of our life is not too fantastic. But in all, we need to find balance like what spa therapy gives. There should be a balance in spiritual, social, physical, environmental issues,” she said. Guardian |
Abuja – The Supreme Court has upheld the election of Mr Tony Nwoye as Peoples Democratic Party’s (PDP) candidate for the Nov. 16 governorship election in Anambra. Delivering the judgment, Justice Clara Ogunbiyi held that the Court of Appeal in Port Harcourt was right in holding that the Federal High Court in Port Harcourt lacked the jurisdiction to entertain the matter. “After a careful perusal of the record of the court’s proceedings, we so hold that the appellant (Ukachukwu) was given sufficient fair hearing at the Court of Appeal. “We are equally convinced that the trial court lacked the jurisdiction to hear the case in the first place. “It is evident from the appeal that the appellant did not challenge the process leading to the election of Tony Nwoye as PDP’s candidate for the Nov. 16 Anambra governorship election. “The appellant has devoted this appeal to challenging the purportedly non-adherence of the third respondent (Nwoye) to the prompt payment of taxes. “It has, however, discovered that Ukachukwu failed to prove that Nwoye actually did not pay his taxes as at when due. “Consequent upon the above, the appeal fails in part and Mr Tony Nwoye is hereby upheld as the valid candidate of the PDP in the forthcoming Anambra governorship election. “The full reasons for this judgment shall be delivered on Jan. 31’’, she said. Ukachukwu had through his counsel, Chief Joseph Daudu (SAN), sought the reversal of the decision of the Court of Appeal which upheld the judgment of the trial court. Daudu had argued that his client was not given fair hearing in the matter, adding that “the Court of Appeal’s decision was one-sided. “The Court of Appeal did not use our brief of argument to arrive at its decision; we were shut out and that is why we have approached the apex court’’, he said. Daudu had canvassed that the Federal High Court Port Harcourt had the jurisdiction to hear the suit brought against Nwoye by his client. “At the trial court, we were able to prove that Nwoye failed to comply with the tax law by not paying his taxes as when due in line with the provision of the Electoral Act. “We urge the court to therefore reverse the decision of the Court of Appeal by staying the execution of its judgment which has bestowed credibility of the nomination of Nwoye as PDP candidate’’, he said. However, Chief Joe Gadzama (SAN), counsel to the National Chairman of the PDP and the PDP, urged the court to dismiss the argument canvassed by Ukachukwu’s counsel. Gadzama submitted that the appellant failed to seek the jurisdiction of the trial court based on the reliefs sought. According to him, the appellant did not challenge the election of the third respondent (Nwoye) as candidate of the party, but raised question as to whether he (Nwoye) paid his taxes as when due. “My Lord this is entirely outside the mark; in fact the action has come many days after the election was concluded and candidate announced. “Before an issue of tax evasion could be raised against Nwoye, it must be ascertained whether my client has an income generating venture. “The second aspect is that the tax officials must have written to him to inform about the consistent failures in the payment. “The third and fourth elements hinge on his equivocal refusal and a declaration from the tax office that he has finally failed to pay the taxes, respectively. “My Lord, none of this has happened and the appellant has not tendered documentary evidence to prove any of these elements. “I pray the court to dismiss the appeal as it is unmeritorious’’, he said. On his part, Mr Pwul Garba, counsel to Nwoye, aligned himself with Gadzama’s arguments. He, however, urged the court to dismiss the appeal on grounds of incompetence. Meanwhile, Mr Ibrahim Bawa, counsel to the INEC, told the court that the commission was bound by the outcome of the appeal. (NAN) Nigeria Vanguard |
