Governors on Monday described as unpatriotic the insistence of the Nigeria Labour Congress that N30,000 was the least it would accept as the national minimum wage. They added that it was an attempt to hold President Muhammadu Buhari and the nation to ransom.

The governors, however, said they would have loved to pay the N30,000 minimum wage being demanded by workers, but regretted that paucity of funds would not allow them to do so.


They also said that they were not under any obligation to open their books to the NLC, but had been doing so to show transparency in the running of affairs of their states.

The governors, under the aegis of Nigeria Governors’ Forum, made their position known in a statement they issued through the Head, Media and Public Affairs, Mr Abdulrazaque Bello-Barkindo, in Abuja.


They said that the claim by the NLC, through an interview granted The PUNCH by its Secretary General, Mr Peter Eson, that governors were merely refusing to pay the N30.000 national minimum wage, was not true.

Bello-Barkindo described Eson’s assertion as “not only mischievous, but misleading and made in bad faith.”

He said, “Governors have collectively made it abundantly clear that they would have been happy to pay workers the N30,000 but times are hard and because of financial constraints and other limitations, many states cannot afford it, for now.

“The NGF had offered workers an increment N22.500 from the current N18,000 after the submission of the report of the tripartite committee set up by the President and headed by a retired Head of Service, Ms Amma Pepple, on October 6, last year.

“The N22.500 was arrived at, after extensive deliberations among all 36 governors, outlining their financial capacities and liquidity, considering the economic situation of the country and the states’ other obligations to the majority of the people of their various domains.


“Governors also emphasized that N22.500 is a ‘baseline threshold,’ meaning that any governor who can pay more than N22.500 is therefore free to go ahead and do so.

“First, a batch of state governors, led by the NGF Chairman, Governor Abdulaziz Yari of Zamfara State, in company of governors Akinwunmi Ambode of Lagos, Ifeanyi Ugwuanyi of Enugu, Atiku Bagudu of Kebbi attended a closed -door meeting with the President where the financial standing of six states, one each from all the geopolitical zones in the country, were shown to the President, after which, on Mr President’s request, all the states forwarded their books, their revenues, both IGR and their earnings from the Federation Account along with their other sources of revenue, for examination. The President appears satisfied with the governors’ position, thus the decision to set up a new committee.

“To put the records straight, governors are not under any obligation, by law, to show their books to the NLC.”

Bello-Barkindo said that the governors had, in their pursuit of the understanding of the union, done so, not once, but several times over, with a view to letting the NLC know that what they were asking for was neither realistic nor sustainable.

“Yet, the NLC remains adamant that its will must be done, or the heavens will fall,” he added.

He said that President Buhari had at his last meeting with governors on December 15, 2018 admonished them (governors) to expect harsher economic tides in the New Year.

This, he said, further validated the governors’ fears that even those states that had hitherto looked comfortable financially, might in the course of the New Year falter.

He said since that last meeting between the governors and Mr President, the economists at the NGF secretariat had been working closely with the relevant departments in all the states of the federation, and looking into other ways of collating financial standing of states that could help the President in ameliorating the situation.

Already, he said revenue to states had dropped drastically while demands by competing needs kept rising astronomically.

For example, he said that last year alone, revenue to states dropped from N800bn when the Tripartite Committee was appointed (November 2017) to between N500bn and N600bn by the time Ms. Amma Pepple submitted the report in October 2018.

He added that governors were making concerted efforts to improve education, health and infrastructure and for this, would not therefore dedicate their states’ entire resources to workers’ salaries alone, knowing that workers constitute less than five per cent of the nation’s population.

“To therefore insist that states must oblige the NLC its demands, regardless of the economic gloom that stares the nation in the face is most unpatriotic and a deliberate attempt to hold the nation, especially the President to ransom, this being an election year,” he said.

He appealed to the labour unions not to destroy what he called the existing conviviality “that is already building-up between workers and their governors, especially in those states of the federation where governors are stepping up to the plate with the right decisions.”

Governors not sincere, says NLC

But the General Secretary of the NLC, Peter Ozo-Eson, told one of our correspondents that the NGF was not sincere in its claim. He stressed that the NGF had resorted to employing diversionary tactic because at no time did the governors open their books to the NLC or the tripartite committee.

He said, “The governors should either decide to exhibit the power given to them or give up and resign if they are not ready to rule. We are not interested in this back and forth game. Our position is that this has been concluded and what the Federal Government needs to do is to send the bill to the National Assembly and we will engage each state government on its implementation. The talk of opening their books to us at this stage is diversionary. Nobody opened his book to anybody, nobody did.”

On the NGF claim that revenue to states dropped from N800bn when the tripartite committee was appointed in November 2017 to between N500bn and N600bn by the time Pepple submitted the report in October 2018, the NLC spokesman said the committee at no time during the negotiation engaged the governors’ representatives in state-by-state allocations.

The Federal Government budgeted N1,001,318,171 for President Muhammadu Buhari’s local and international travels in the proposed 2019 budget.

The budget proposes N250,021,595 for the President’s local trips and N751,296,576 for him to travel internationally.

Meanwhile, N83,974,710 was budgeted for Vice-President Yemi Osinbajo’s local travel, while N217,060,883 was proposed for his international trips.

Under foodstuff/catering materials supplies, N98,306,492 was budgeted for the President and N50,888,218 for the Vice-President.

The Federal Government also proposed N416,668,229 for the construction of the presidential wing of the State House Medical Centre out of the Presidency’s total estimate of N49, 307,859,794 in the 2019 budget proposal.

Aside from this, N823,441,666 was proposed for the State House Medical Centre, including drugs and medical supplies (N208,350,424).

Meanwhile, the State House also budgeted N36, 787,354 for drugs and medical supplies, and N51,821,160 for medical expenses.

In the 2018 budget, the Presidency had proposed N1,030,458,453 for the State House clinic after the President’s wife, Mrs Aisha Buhari, criticised the medical centre for not having an “ordinary syringe.”

In the 2017 budget, N3.2bn had also been allocated for the upgrade of the state clinic, including “the completion of ongoing work as well as procurement of drugs and other medical equipment.”

The President and his deputy are also to spend over N7.5bn this year on “operations” and maintenance of office buildings, the breakdown of the 2019 budget showed.

The breakdown,on Monday night, indicated that the entire State House was allocated N49.3bn for general services, covering capital, recurrent and overhead costs.

However, the President’s office was given a dedicated vote of N10bn for the running of his office, out of which N7.5bn went for operations.

To maintain presidential office buildings will cost N4.7bn this year.

Similarly, the President’s direct overhead cost is N1.3bn, while his capital spending will consume another N416.6m, bringing the total figure for “operations” alone to N1.7bn.

On his part, Osinbajo is to spend N591.8m on operations.

Out of the figure, N448.6m goes into overhead costs, while the balance of N143.2m will be spent on capital provisions under operations.

A further breakdown of the presidential budget showed that the Presidency would buy vehicles worth N607.1m this year.

Aside from the N4.7bn budgeted for the maintenance of office buildings, the Presidential residential buildings will be rehabilitated with another N140.4m.

The item titled ‘Refreshments/Meals’ has an allocation of N135.6m and an additional N25.6m, meaning a total N161.2m.

Similarly, a provision of N65.4m was made for the animals in the State House for their “conservation.”

Well as a resident of Port Harcourt I think the government can do better with the way refuse is dumped and collected, residents on one hand seem to think the best place to dump refuse is by the road side or the middle of the road; that mentality has to change , refuse collection centres should be designated and appropriate waste bins should be provided by the community and government, on the other hand the government can do more by putting more pressure on contractors charged with cleaning up the state, in Rivers State waste collection contracts are one of the most juicy contracts and Governor's tend to give the position to their goons, it is counter productive because when they don't deliver the government cannot put adequate pressure on one of his closest ally's eg The sole proprietor of Rivers State waste management is the Rivers State PDP chairman Felix Obuah. The government of Rivers State is doing well don't get me wrong, but others in the state saddled with responsibility also have to live up to that. I recall one time the waste management contractors went on strike leaving Port Harcourt and it's environs looking like a dung Hill. But it turned out that all monies owed to them are being paid regularly. I want to charge our citizens, NGO's, Philanthropists not to leave everything for the government. In Finland citizens volunteer to clean their forests without pay from the government.

At least N121 billion of the N242 billion federal lawmakers approved for the 2019 general elections will be drawn from funds meant to cater for poor Nigerians.

The money is to be drawn from the N500 billion allocated to the Special Intervention Programme (SIP), a fund set aside for the social safety programmes of the Buhari administration. The decision to divert the fund for this use was the brainchild of Nigerian lawmakers who picked on the cash as the best source of funding for the elections, presidency officials say.

On November 7, the Senate approved a N242 billion virement for INEC and other agencies for the conduct of the 2019 general election. Virement means the funds are re-assigned to different subheads other than previously approved in the budget.

While granting President Buhari’s request on the matter, the lawmakers ordered that N121 billion be sourced from the capital allocations of 30 agencies while another N121 billion should be sourced from the SIPs.

Mr Buhari, in his letter to the Senate on July 17, asked the lawmakers to delete self-enrichment projects they smuggled into the 2018 budget to free funds for more important projects. The president also requested that part of the funds that would be recovered after the removal of the corrupt insertions be used in financing the elections. Mr Buhari had accused lawmakers of smuggling 6,403 projects of their own, amounting to N578 billion, into the 2018 budget.

In a letter to the Senate in July, the president said he would not submit a supplementary budget to fund priority projects or the election budget. Instead, he urged the lawmakers to remove their projects so that more money could be available for more important projects.

“Accordingly, I invite the distinguished senate to consider, in the national interest, relocating some of the funds appropriated for the new projects which were inserted into the 2018 budget proposal totalling N 578, 319, 951, 904 to cover the sum of N228, 854, 800, 205 required as noted above,” Mr Buhari wrote.

Social Intervention Programmes To The
Rescue
But in passing the 2019 election budget
virement, the senators acted contrary to
the president’s request.
Instead of approving funding for the
election by removing the frivolous
projects, the lawmakers directed the
president to cut N121 billion from the
special projects meant for poor Nigerians.
A presidency official familiar with the
matter said Mr. Buhari was ‘arm-twisted’
to accept the lawmakers’ action, and was
disappointed that “lawmakers could even
suggest that money should be taken from
the poor to fund INEC”.
The official said the presidency has
remained quiet over the matter because it
does not want to be distracted at this
time with any crisis with the National
Assembly.
If the president implements the
lawmakers’ resolution, the federal
government will be left with far less cash
for the N500 billion interventionist
projects targeted at indigent Nigerians.
Programmes such as Home Grown School
Feeding Programme for primary school
pupils; the Conditional Cash Transfer to
the extremely poor; the N-Power
volunteer Corps 500,000 jobs intervention
scheme for university graduates; and the
Government Enterprise and
Empowerment Programme, which is
essentially a loan scheme handled by the
Bank of Industry may suffer.
Idayat Hassan, the director of the Centre
for Democracy and Development (CDD)
frowned at the action of the lawmakers,
saying it showed the lawmakers always
act in their own personal interests.
“It tells us the nature of politics in
Nigeria,” Ms Hassan said “The politics is
such that the interest of the people are
never consistently followed. It is the
interest of the political class that actually
matters (to them). That is what is playing
out.”
Hamzat Lawal, the chief executive officer
of Connected Development (CODE),
accused the lawmakers of marginalising
the poor.
“Now the National Assembly is dipping
their hands into funds for social
programmes for poor people,” Mr. Lawal
said. “They did not dip their hands into
the recurrent expenditure that pays them
salaries and bogus allowances, that of the
executive or heads of parastatals.
“Now they want to take something that
benefits poor people. It tells you that
democracy as it is today and the rule of
law works for the elites, not for the poor
people.”
We Acted In Nigeria’s Best Interest
But lawmakers said they took the decision
with the best of intention and in the
interest of the Nigerian people.
Sabi Abdullahi, the spokesperson to the
Senate, said lawmakers adopted the
controversial virement proposal for two
reasons.
“We considered two things,”Mr.
Abdullahi said. “One was the ease with
which the virement descision could be
taken. The other is the historical
performance of the social intervention
projects.
“We realised that they (the executive)
have never exhausted the allocation made
to the SIPs in the past years. So we
believed that by viring some amounts
from the allocation made to it in the 2018
budget, we will not be infringing on the
SIP Projects.
“What we did was done with the best of
intention and to find a workable solution
for an urgent national problem. Besides,
all the projects in the budget are targeted
at the poor and other Nigerians and it is
wrong to create the impression that the
poor was targeted.”
Laolu Akande, the spokesperson for Vice
President Yemi Osinbajo, in whose office
the implementation of the SIPs is
domiciled, confirmed that releases for the
SIPs in the past two years have been low.
“The programme got N140billion out of
the N500billion budgeted for it in 2017,”
Mr. Akande said. “In 2016, only N80
billion of the budgeted N500 billion was
released. So the total sum so far released
is N220billion of N1 trillion budgeted for
the programme within the two-year
period.”
The presidential spokesperson, however
added, “The releases so far cannot be a
justification for cutting the budgetary
allocations to the programme.”
When asked if the budgetary cut effected
by the lawmakers will affect the
implementation of the programme this
year, Mr. Akande said that has yet to be
determined.
Buhari And The Social Investment Projects
Launched in December 2015 as part of the
2016 federal government budget, the SIP
is a social safety programmes targeted at
eight million Nigerians, under different
schemes.
In his anniversary speech on May 29, Mr
Buhari harped on the benefit of what he
called the most ambitious SIP in Nigeria’s
history.
He said,”The Social Investment
Programmes (SIP) has been created as a
means to graduating our citizens from
poverty through capacity building,
investment and direct support. The major
strategic objective is to restore livelihood,
economic opportunities and sustenance
for the poor across the country.
“The SIP programmes and projects
include:
a. Home Grown School Feeding
Programme – About 8.2 million pupils are
currently being fed from 24 States of the
Federation with over 75,000 Catering Staff
engaged under the programme.
b. The Conditional Cash Transfer has so
far recorded over 297,000 caregivers and
being trained by 2,495 Community
Facilitators in 21 states. Less privileged
Nigerians are now being paid N5,000
monthly stipend in 9 pilot States of
Bauchi, Borno, Cross River, Ekiti, Kwara,
Kogi, Niger, Osun and Oyo. Eventually the
scheme will cover all the 36 states of the
federation including the FCT.
c. Under the Government Enterprise
Empowerment Programme – About
264,269 loans had been disbursed to 4,822
societies in the 36 States and FCT, while
another 370,635 are awaiting release of
funds.
d. N-Power Job creation Scheme – is
targeted at providing jobs for
unemployed young graduates and has so
far recruited 200,000 youths while the
next batch of 300,000 have been selected,
verified and would soon be deployed
across the 36 States and the FCT.
Furthermore, 20,000 non-graduate
volunteers have also been selected to kick
off the N-Build programme in
collaboration with the National
Automotive Design and Development
Council and the Council of Registered
Builders of Nigeria.

The Nigerian Air Force (NAF), through the Air Task Force (ATF) of Operation LAFIYA DOLE, has commenced OPERATION GREEN SWEEP against Boko Haram Terrorists (BHT) in the Northeast.

The Operation, which commenced on Wednesday, 14 November 2018, is an Air Interdiction Operation targeting selected BHT locations within the fringes of Lake Chad as well as areas around the Alagarno Forest near Sambisa in Borno State, with a view to further degrading the remnants of the terrorists, curtailing their freedom of action and denying them bases from which they could launch attacks.

In the morning of Day One of the Operation, air strikes by NAF aircraft resulted in the destruction of a BHT hideout and neutralization of several terrorists at Sharama on the Lake Chad Green Fringes in Northern Borno. The attack was conducted following series of Intelligence, Surveillance and Reconnaissance (ISR) missions, that showed the presence of significant number of BHT fighters in buildings under trees spread across the settlement.

Consequently, the ATF dispatched 2 NAF Alpha Jet aircraft to attack the camp, leading to destruction of some of the structures and equipment as well as the killing of several BHTs.

I have lived all my life in Rivers State so I can categorically state that the FG and Media are always trying to paint a fake picture of insecurity in the state so as to divert funds to the other parts of Nigeria, without truely developing the lands where the funds are gotten to run the Nation. Rivers State is peaceful and filled with great potential. No wonder Gov Wike said during the commissioning of Port Harcourt Airport that Rivers State should be marketed as a peaceful state and not a lawless state.
