I will advice you to do your degree in Dubai and then further for your masters in the US because it will be hard to convince the Vo when asked this question what have you been doing since 2007?
That's my suggestion.

I graduated high school in 2007 , dropped out of Uni due to some circumstances and ever since . To cut the long story short, I have only the WARC result from 2007. I have been living in Dubai for a few years and now I'm ready to go back to school.
