After Buhari accused Senate of inflating states’ payable debts, lawmakers reduce approval for Taraba

The Senate has reviewed and approved N22.2 billion (22,254,062,330.08) as a refund to Taraba State for projects executed on behalf of the federal government.

The lawmakers had initially approved N34.3 billion for Taraba on December 5.

The new approval comes barely 48 hours after President Muhammadu Buhari accused the National Assembly of inflating debts to be repaid by the federal government to deserving states.

Mr Buhari’s letter, whose content has not been officially denied by the Senate, also showed that the December 5 approval for Taraba was not reflected in the approvals sent to the president for assent and implementation.

The president said the National Assembly did not approve any reimbursement for four states; Bauchi, Delta, Kogi and Taraba despite that the Federal Executive Council had approved reimbursement for them in the details sent to the lawmakers.

In his letter, Mr Buhari asked the National Assembly to review the amount it approved as debt repayment to the states.

The debt repayment in promissory notes is for projects executed on behalf of the federal government by various state governments.

A promissory note is a debt instrument which one party promises in writing to pay a determinate sum of money to the other, either at a fixed or determinable future time, under specific terms.

In a motion sponsored by Francis Alimekhena (APC, Edo North), he explained that the increase which led to the initial approval of N34.3 billion, was as a result of additional road projects executed by the Taraba State Government on behalf of the federal government submitted to the Senate committee – which was not captured in their submission to the House of Representatives.

“Taraba State was among the states that benefited from the approved payment of outstanding bills of 34,315,232,396.96.

“The increase was as a result of additional road projects executed by the Taraba State government on behalf of the federal government submitted to the Senate committee which was not captured in their submission to the House,” he said.

He thereafter, asked that the Senate resolves to rescind its earlier resolution of the payment of outstanding bills of N34,315,325,396.96 to the Taraba State Government and to approve the sum of N22,254,062,330.08.

The resolution was unanimously adopted. No lawmaker contributed to the motion neither did anyone make reference to the president’s letter.

Did i mention the four states... of course the four states can be omitted. What i want people to understand is there are senators and rep members of these states and anything that goes thru the NASS didnt go through one man but presented on the floor. So if they are omitted, the muat be a logical explanation why such is. As for the figures, i maintain it could be a typographic error; 488.7 and 487.8. However, if it is not, ofcourse there will be logical explanation for it too. The NASS is constituted by different parties with different interests in the floor of both chambers and at that level, to reach and agreement is difficult but where they do, there must be cogent reasons....

Chai, may this kind of character never be on my side in any argument, otherwise any gains with my arguments would be easily wiped away and turned into a bad negative by the involvement of this character.

President Muhammadu Buhari’s return bid would receive a hefty financial boost this evening as 12 million farmers that benefited from the Central Bank of Nigeria’s Anchor Borrowers’ Programme plan a grand reception for him at the Presidential Villa, Abuja with a pledge to contribute N100 each to the president’s campaign fund, insisting that the current agricultural revolution taking place at the grassroot across Nigeria must continue.

“Baba Buhari has been so good to us. So we think contributing N100 each will not be too much a way to appreciate him,” he said.

The Central Bank of Nigeria (CBN) had in line with its developmental function established the Anchor Borrowers’ Programme (ABP) and was launched by the president on November 17, 2015.

The farmers’ gesture would be the second of such by interest groups since Buhari declared his intention for a presidential rerun. The first was in September 2018 when a group, National Consolidation Ambassadors Network (NCAN), put together N45 million to purchase the All Progressives Congress’ presidential expression of interest and nomination forms for him.

President Buhari, through actions such as contained in the subject report — and his stated reasons for such decisions — is almost always proving that he consults widely and wisely while taking decisions.

Good stuff.

Watch out for any padding and manipulations by the NASS of the incoming budget to be like a camel passing through the eye of a needle when the passed version of the Budget is eventually sent to the President for his assent... The weapon of the "Public Procurement Act" as invoked in here, will make it extremely difficult for legislators to just throw in projects of their own that have not been previously subjected to studies or the Public Procurement Act rules.

Truly, we're getting somewhere - at least in terms of fiscal responsibility in this case.

President Muhammadu Buhari has rejected the National Assembly’s approval for refund of N488.7 billion to State Governments for projects they executed on behalf of the Federal Government.

Buhari communicated the decision through a letter read by the President of the Senate, Sen. Bukola Saraki, at plenary on Tuesday.

The president said he rejected the National Assembly’s approval because it violated the provisions of the Public Procurement Act, 2007.

He noted that whereas the Federal Executive Council (FEC) approved a total of N487.8 billion for the purpose, the National Assembly jerked up the figure to N488.7 billion.

He said the amount approved by the lawmakers was N890 million higher than that approved by FEC.

Buhari said a review of the NASS’ approval, communicated through a July 27, 2018 letter, also revealed discrepancies in the number of states submitted by FEC and those approved by the lawmakers.

He said, “While FEC approved reimbursement to 25 states, the National Assembly approved reimbursement to 21 states.

“The National Assembly did not approve any reimbursement to four states, that is, Bauchi, Delta, Kogi and Taraba, whereas FEC approved reimbursement for them.

“Note that the amount approved by the National Assembly for reimbursement to 21 states is higher than the amount approved by FEC for reimbursement to 25 states.”

The president added that the amount approved by the lawmakers for each of the 21 states was higher than that approved by FEC for each of them, except for Adamawa, Jigawa, Kano and Niger.

He urged the Senate to note that the Public Procurement Act 2007 empowers the Bureau of Public Procurement (BPP) to approve vendors for contract sums.

According to him, the amounts presented to the national assembly for approval were duly certified for reimbursement by the BPP before they were approved by FEC.

Buhari said this was after the projects had been inspected through a programme under the chairmanship of the Minister of Power, Works and Housing.

The president noted that there was need for compliance with the Public Procurement Act, 2007.

“I wish to request that you forward to us details relating to the amounts approved by the National Assembly for the 17 states in excess of what was certified by BPP, for necessary verification and approval.

“Furthermore, I wish to request for a review of the reimbursement earlier submitted in favour of Bauchi, Delta, Kogi and Taraba states,” the president said.

In the meantime, Buhari has told the lawmakers that the federal government will proceed with the implementation of the reimbursement on certain grounds.

First, he said where the amount approved by the national assembly is the same as the amount approved by FEC the jointly approved amounts would be refunded.

Second, the president said where the amount approved by the National Assembly was higher than the amount approved by FEC, the amount approved by FEC would be paid.

The benefiting states on this are Akwa Ibom, Anambra, Ebonyi, Benue, Edo, Ekiti, Enugu, Gombe, Imo, Kwara, Lagos, Ondo, Ogun, Osun, Oyo, Plateau and Zamfara.

He said the four states (Bauchi, Delta, Kogi and Taraba) excluded in the NASS approval would not be refunded until their consideration by the lawmakers.

The PDP governors in the South East will certainly squeeze as much political capital as humanly possible out of Atiku in the course of this campaign.

At the end of it all, it's my believe that the totality of the number of votes cast in 2019 in the South East for all candidates will prove rather underwhelming, for obvious societal and political reasons that tend to re-occur in the zone. And when the now permanent reality of the Card Reader is factored in?

That, my friends, is most probably not the best voter scenario the PDP would wish for in the South East.

As usual,running away from our problem, which is poor leadership which is fueled by corruption leading to mismanagement of resources that could have turn this nation around.

No matter how much resources Nigeria has, no matter how much potential we have and how much we make, as long as funds meant for development is mismanaged, as long as contracts are inflated, as long as we cannot face the elephant in the room, no matter how good your economic policies are, you can never develop.

This situation is like a father who is the bread winner that makes 1m per month but uses the money to drink, carry women, lavishes the money, irrespective of how much he earns, his house will never develop or thrive.
