Who was the president of Nigeria in 2003 and 2006 when the number of new cases of the polio wild virus skyrocketed.

For your information as it is very obvious you are ignorant; as of the time Jonathan handed over there has been no new case of the wild polio virus for the past one year approximately.
The last new case was in 24th July 2014.

Thus this is a sharp decline from 1143 new cases in 2006 during Obasanjo's era to zero new case on Jonathan's hand over in 2015.

Jonathan's aggressive campaign against polio was able to save Nigeria from a potential pandemic to zero new case.

My respect actually goes to Anambra and Kano only. Rivers is a Niger Delta state with massive allocation, while Lagos has a massive IGR. They are not supposed to be indebted in any way.
It's a big shame that we have states like Bayelsa, Delta and Cross River on that list. Their governors and former governors are not supposed to be walking free on our roads today. I didn't just say viper, I was specific with the type of viper cos several other snakes like rattlesnake and puff adders are vipers as well but the Gaboon viper like I said has this characteristic zig zag marking on their side which pythons don't have.

I think you are right.

Looking at the second picture closely it resembles a gaboon viper. The characteristic pale brown broken stripes on its back give it away.

That is a very venomous snake.

You don't actually need to see the head before concluding which specie of snake it is. Gaboon vipers are quite easy to identify; first of all they appear to look like dwarf pythons, I think the maximum length you can find is 1.8m, pythons grow way longer than that. However, the easiest way to identify them is the pattern on their body; Gaboons have this characteristic zig zag pattern on its side which runs the entire length of its body. The way the bulkiness of its midsection tappers abruptly at its tail is also another tell tale sign

For you to say that is a viper from that picture is nothing short of magic.

Vipers are very rare.

Most of what people brand viper are young pythons.

All those shouting viper, you did not see the head and you are jumping to conclusions.

You cannot for sure say that it is a viper without seeing the head.
It may well be a young python, their markings look alike, besides pythons are much commoner.
