For me, it should be LGA by LGA.. That way representation and power is given to the grassroot. The LGA contribute to the State and the state remit to federal. With strict laws enforceable by both state and federal govt.

That way, d state would check d LG and plug leakages and d federal govt would check d states.. Tax evasion should also be seen as a CRIME!
