The Nigeria Customs Service (NCS), Area 2 Command, Onne, Rivers State, has achieved a significant milestone by surpassing its 2024 revenue target by 103%. The Command also intercepted 12 containers of illicit drugs valued at ₦20.3 billion, concealed in various items.

This achievement was disclosed during a press briefing on Tuesday by the Customs Area Controller, Comptroller Mohammed Babandede, at Onne, Rivers State.

Highlights of Seizures

Speaking at the event, Comptroller Babandede provided a detailed breakdown of the contraband items intercepted:

1. 1,721,100 bottles of 100ml Cough Syrup Codeine

2. 510,000 tablets of 50mg Really Extra Diclofenac

3. 7,100,000 tablets of 225mg Royal Apple Tramadol and Tramaking

4. 3,461 pieces of sanitary ware fittings used for concealment

5. 840 pieces of chilly cutters used for concealment

6. 153 cartons of TVS rubber

The total Duty Paid Value (DPV) of the seized items was put at ₦20,309,890,800.

Commitment to Public Health and Security

Comptroller Babandede emphasized the Command’s commitment to combating smuggling and illicit trade, stating:
“This seizure demonstrates our unwavering resolve to protect public health, uphold import regulations, and secure the nation. The efforts of our officers and men remain focused on safeguarding the lives and well-being of Nigerians.”

He also expressed gratitude to stakeholders, including the media, for their collaboration in supporting anti-smuggling efforts, noting, "Together, we can build a safer and healthier nation."

Revenue and Anti-Smuggling Achievements

Babandede revealed that the Command was tasked with generating ₦618 billion in 2024. By December 31, it had generated ₦634 billion, exceeding the target by ₦16 billion. This marks a 98% increase compared to 2023, when ₦321 billion was collected.

In anti-smuggling operations, the Command recorded 76 container seizures in 2024, including arms, ammunition, illicit drugs, vegetable oil, footwear, donkey skin, and used clothing, with a DPV of ₦150.87 billion.

Export Milestones

On the export front, the Command processed 2,707,339.22 metric tonnes of goods, including sesame seeds, aluminum ingots, granular urea, wheat bran, and orange peel. These exports had a Free on Board (FOB) value of $952,986,490.99, equivalent to ₦1.26 trillion.

Recognition and Promotions

Babandede acknowledged the Comptroller-General of Customs, Bashir Adewale Adeniyi, for recognizing the Command's achievements. Eight officers were given special promotions for their role in intercepting 844 rifles and 112,500 rounds of ammunition in September 2024.

Additionally, 80 officers from the Area 2 Command were promoted in the 2024 general promotion exercise, including 14 Deputy Comptrollers elevated to Comptrollers, and others rising through various ranks.

Looking Ahead

The Customs Area Controller concluded by expressing optimism for 2025, stating, "These results reflect our dedication and the purposeful engagement of stakeholders. We aim for even greater achievements in the coming year."

Three Nigerian women—Hadiza Abba, Fatima Umate Malah, and Fatima Kannai Gamboi—who had been held in Saudi Arabia for almost ten months on drug trafficking accusations have been acquitted and released, according to the Nigerian Ministry of Foreign Affairs.

They were arrested at Prince Mohammad bin Abdulaziz International Airport in Madinah on March 5, 2024, and were later released after a protracted court struggle.

After two other Nigerian nationals were seized with 80 cocaine capsules weighing 900.28 grams and 70 cocaine capsules weighing 789.5 grams, respectively, the women were first detained on suspicion of aiding and abetting drug trafficking.

The ministry emphasized in a statement released by Acting Spokesperson Kimiebi Imomotimi Ebienfa that the women were connected to the previous arrests rather than being directly involved in cocaine possession.

According to the statement, the women were arrested by Saudi officials on suspicion of being complicit in the trafficking of the prohibited substance that was discovered on the Nigerians who were previously arrested.

Due to the case's widespread attention in Saudi Arabia and Nigeria, significant diplomatic attempts were made to secure their release.

The three were turned over to the Nigerian embassy in Jeddah after the ministry verified that they had been released and found not guilty following protracted discussions.

Ambassador Muazam Nayaya, the Nigerian Consul-General in Jeddah, greeted the women enthusiastically upon their release. In preparation for their return to Nigeria, where they will be reunited with their families, they are presently going through immigration formalities.

The proposed Tax Reform Bills of the President Bola Tinubu-led government have drawn severe criticism from the Northern Elders' Forum (NEF), which has called them defective and potentially detrimental to the economic reality of Northern Nigeria.

The forum called for an immediate suspension of the reforms and explained its concerns and recommendations in a press release signed on Saturday by NEF Board Chairman A.M. Al-Amin Daggash.

According to the forum, "It is terribly shocking, that, in this time and age, with nearly three decades of unbroken experimentation of democratic governance, our dear country will be so sadly saddled with a government that is working assiduously, to deny its citizens, the vigorous ventilation of democratic opinions and freedom of expression."

The four bills that make up the proposed reforms—the Nigeria Tax Bill, Nigeria Tax Administration Bill, Nigeria Revenue Service (Establishment) Bill, and Joint Revenue Board (Establishment) Bill—are intended to increase government revenue and improve the effectiveness of tax collection.

The NEF countered that Northern Nigeria, which struggles with issues like poverty, young unemployment, and insecurity, is disproportionately affected by these policies.

"The sudden and abrupt introduction of these obvious draconian Tax Reform Bills by the Federal government would certainly exacerbate rather than alleviate the unbearable existing harsh economic realities being faced by the poor and vulnerable people in Northern Nigeria," said the statement.

The Nigerian government was criticized by the forum for not following international best practices in policymaking, which include involving stakeholders and creating an open implementation process.

"These glaring failures necessitated the timely setting up of a Committee of Experts on the field, by the Northern Elders' Forum," they stated.

The NEF's suggestions included asking the government to pause the hasty implementation of the measures, give stakeholder consultation top priority, and reevaluate plans to raise VAT.

As they put it, "We strongly recommend that the status quo should be maintained by the government, so as to strengthen and protect these strategic national institutions." They also asked for the protection of important institutions such as TETFund, NITDA, and NASENI.

Given the substantial impact on the economy of Northern Nigeria, the forum also emphasized the necessity for equitable distribution of VAT revenue and argued in favor of exempting livestock and agricultural products from VAT.

In order to foster tolerance, they also suggested substituting the word "religious" for divisive ones like "ecclesiastical" and suggested exempting religious organizations and family inheritance riches from taxes.

According to the NEF, "The leadership of Northern Elders’ Forum holds the firm view that government’s interests will best be served by actively engaging in comprehensive dialogue with varied and critical stakeholders, in order to foster very admirable legislative outcomes that will respect the rights of all citizens."

The forum reiterated its dedication to helping create an open and fair tax administration system that puts the interests of economic development and national cohesion first.

Following his recent disparaging remarks against former Governor Peter Odili, a revered elder statesman and the founder of PAMO University of Medical Sciences, some Rivers State elders, acting through the Concerned Elders of Rivers State, have demanded an unconditional apology from Nyesom Wike, the Minister of the Federal Capital Territory, or FCT.

Former Governor Celestine Omehia, Prince Uche Secondus, former Deputy Governor of the state, Tele Ikuru, former Deputy Speaker of the House of Representatives, Austin Opara, Senator Ngoji Denton West, former Minister of Transportation, Dr. Abiye Sekibo, and Senator Lee Maeba all signed the strongly worded statement that made the demand.

Dr. Dam Jaja, Alabo David Briggs, Dr. Shedrack Akolokwu, Dr. Reginald Okeya, Ambassador Oji Ngofa, Emma Okah, Senator Adawari Pepple of Alabao, Ambrose Nwuzi, and Emeh Glory Emeh are among the other signatories.

During a gathering at a church in Ororgwe, the elders voiced their profound displeasure at Wike's recent insults to Dr. Odili, his family, and his medical facility. They added that such behaviour is not only disrespectful but also goes against the long-standing customs of respect for one another, particularly the reverence Rivers State places on elders and the deference to their knowledge and experience.

Regarding Wike's claims that Dr. Odili "chickened out" of the presidential contest, the concerned elders clarified that Odili just complied with Olusegun Obasanjo's order to resign in the party's best interests.

According to their analysis, Wike's statement implied that he would defy President Bola Tinubu if he were ordered to resign from any contest, as President Obasanjo had instructed Dr. Odili to do in 2006.
"Dr. Peter Odili didn't back down." In hindsight, we applaud Dr. Peter Odili's devotion for heeding the PDP's call to resign as the party's presidential candidate in the 2007 election in order to maintain North-South balance in favour of the late President Musa Yar'Adua.

Even though it was obvious that he would have won the primaries, Dr. Peter Odili bravely complied as a partyman and team member without demeanoring other Nigerians or tearing down the home. Despite being rejected as the vice presidential candidate himself, Dr. Peter Odili accepted his fate and enthusiastically supported his brother from the Niger Delta, Dr. Goodluck Jonathan, who emerged as the vice presidential candidate and, without any opposition, became the president of Nigeria. At the time, Dr. Odili stood for the Niger Delta's benefit. Nyesom Wike is not used to this kind of teamwork and statesmanship. Thus, it wasn't only about Dr. Odili; it was also about his party's directive for national stability," the statement continued.

The state's long-standing traditions of togetherness and respect are insulted by Wike's actions, according to the elders.

They emphasized that Wike should serve as an example as a former governor and national leader, particularly in regards to deference to elders and civility in public discourse.

According to the statement, "We condemn the regrettable statements made by Nyesom Wike and his persistent disregard for respectable people, such as former governors, traditional leaders, and clergymen."

Such conduct is inappropriate for someone who has held a prominent position in the government.

It should be mentioned that Dr. Peter Odili, as the founder of the 1998 Restoration Team and an elder, has the authority to bring any of his political children—including Nyesom Wike—to order. This team produced nearly all of the present leaders in Rivers State. In addition to serving as governor for eight years, Odili is a skilled physician who had a successful practice prior to his appointment.

He is currently the founder of Nigeria's first private medical university. Nobody needs to "resurrect like Lazarus" for such a man. Given his achievements as a family man, prosperous professional, outstanding politician, and renowned national statesman, Dr. Peter Odili, who is 76 years old and has been out of office as Governor of Rivers State for more than seventeen years, does not require any favors from others.

According to the worried elder, disrespecting elders is a major issue that cannot be disregarded, even though they believe in the value of courteous and productive communication and the necessity of resolving complaints in this way.

"Elders are stewards of our heritage, wisdom, and values, and any insult to their dignity is an injury to the entire community," the statement continued. For this reason, we firmly oppose Chief Nyesom Wike's regrettable statements and his tendency to disregard decency and caution by disparaging respectable individuals and organizations, such as revered traditional leaders and priests, whenever he feels like it. If not, how would anyone defend the present disdain for the Odilis, or would we fast forget how he disparaged Sir Celestine Omehia, a former Rivers Governor? Other leaders, such as Prince Uche Secondus or the King of Eberi, Omuma Barr Onyekachi Amaonwu JP, would also be affected.

We don't want to belittle Nyesom Wike because we are elders. Because of his position as a former governor, holder of the national honor of the Commander of the Order of the Niger, Life Bencher, and current Minister of the Federal Republic of Nigeria, he is expected to be a leader and a peacemaker in addition to being a high-ranking public official. It is significant because we are shocked that he finds no significance in all of these altitudes.

A woman from Gusau's Yammacin neighborhood named Shamsiyya was arrested by security personnel in Zamfara State for possessing ammunition.

While trying to deliver ammunition from Hanka to a terrorist hideaway, the female suspect was stopped by Nigerian troops at a checkpoint.

The suspect admitted in a video that The Bureau Newspaper was able to get that she received the ammo to deliver.

"I go by Shamsiyya. My spouse is named Umar, and I am a married woman. "This type of ammunition is something I have never seen before," she remarked.

She went on to say, "The person who gave me the ammunition, I don’t know his name, but he was a Hausa man, and I had never seen him before."

In response to a question about whether she was aware that the ammunition was lethal, she said, "I know it can kill, but I was only told to deliver it to someone."

"I didn't know what was inside the package they gave me to deliver, but I know the ammunition can kill someone," she stated. I don't want my two children to suffer any damage. But I didn't realize the package contained ammunition.

She claims that although she was paid to deliver the gift, she was not told what was inside.

The New Nigeria Peoples Party (NNPP) has cautioned President Bola Tinubu, forecasting a significant electoral loss in 2027 if his administration persists with "anti-people policies."

During a press briefing in Kano State on Thursday, the NNPP's Kano State Chairman, Hashimu Dungurawa, criticized Tinubu for implementing policies that have distanced Nigerians since he took office on May 29, 2023.

“Given your unwelcoming policies towards the masses and your position on these issues, you should brace yourself for a loss in the upcoming general elections.” "You either change them, or we Nigerians will come together to change you," Dungurawa stated.

Mercy’s nephew, Jude, speaking to journalists, explained that the man approached the girl on her return from the errand, seemingly to collect the sachet of water.

“The man had been visiting her store regularly to withdraw money and buy recharge cards. He had become friendly with the girl and would often buy her food and give her money. He doesn’t stay in the area. On Monday morning, which was December 23, the man visited the stall again and bought food for himself and the girl,” Jude said.

While the mother was busy attending to other customers, she briefly saw the man and her daughter interacting but became distracted. Moments later, both the man and Mercy were nowhere to be found.

“By the time she turned towards the daughter’s direction to check what was happening, the man and her daughter were gone,” Jude added.

The distraught mother immediately began searching for Mercy, but her efforts were in vain. Attempts to reach the man via phone proved futile as his line became unreachable.

The Federal Government has budgeted N6.21bn for salaries of workers of the moribund Ajaokuta Steel Company next year, according to the proposed 2025 budget.

This is an increase of N1.92bn or 44.76 percent, from the N4.29bn allocated in the 2024 budget despite the inability of the company to produce a single sheet of steel since its inception.

The Ajaokuta Integrated Steel Complex, conceived in 1979, was developed to establish a Metallurgical Process Plant alongside an Engineering Complex and various auxiliary facilities.

The complex is meant to generate important upstream and downstream industrial and economic activities that are critical to the diversification of the economy into an industrial one.

On its website, the company said it directly employed about 10,000 workers at the first phase of commissioning, while the upstream and downstream industries that would evolve all over the nation would engage no fewer than 500,000 employees.

Ajaokuta Steel Plant, aptly known as the bedrock of Nigeria’s industrialisation, is more than just a rolling mill—it’s an Integrated Iron and Steel Plant.

It boasts four distinct rolling mills: the Billet Mill, the Light Section Mill, the Wire Rod Mill, and the Medium Section and Structural Mill.

The plant utilises blast furnace technology, which is the most prevalent method for steel production, representing about 70 percent of global liquid steel production.

By 1994, the plant was estimated to be 98 percent complete in terms of equipment installation.

While some units of the plant were operational at various times, 40 out of the 43 planned units had been constructed.

However, due to mismanagement, the project remains incomplete over 45 years later.

At the Russia-Africa Summit in 2019, former President Muhammadu Buhari and Russian President Vladimir Putin agreed on a revitalisation of the steel mill with Russian support and project funding from the Afreximbank and the Russian Export Centre.

However, it was delayed due to the COVID-19 pandemic, and the agreement was abandoned.

In January 2024, Tinubu opened discussions with a Chinese steel company, Luan Steel Holding Group, to revive the Ajaokuta Steel Company.

That discussion has not yielded any results so far.

Despite its inactive status and reports of an ineffective workforce, the company continues to receive substantial annual budget allocations from the government.

The PUNCH earlier reported that the Federal Government paid workers of the moribund Ajaokuta Steel Company the total sum of N38.9bn as salaries and allowances in 10 years.

When the 2025 budget is approved, the Federal Government will have budgeted a total of N45.11bn for the moribund steel company in 11 years.

A breakdown of the company’s annual budget between 2014 and 2024 showed that a total of N29.11bn was budgeted in salaries and wages, and N9.8bn in allowances to its staff.

Further analysis revealed that the government budgeted N3.82bn for personnel costs in 2014, which was reduced marginally to N3.8bn in 2015, N3.55bn in 2016, and N3.84bn in 2017.

In 2018, an unverifiable number of workers at the company was allocated a total sum of N3.76bn for salaries and allowances, N3.2bn in 2019, and N3.5bn in 2020.

The cost increased to N3.89bn in 2021 and N3.94bn in 2022 but dropped significantly to N1.22bn in 2023.

At an investigative hearing recently, the lawmaker representing Kogi Central, Senator Natasha Akpoti-Uduaghan, took up the Sole Administrator of the Steel Company, Summaila Akaba, on several workers collecting salaries from the N4.2bn appropriated for personnel costs in the 2024 budget.

She said that being an indigene of the area and desirous of getting the steel company revamped and working, she made unscheduled visits to it and hardly found 10 people.

The lawmaker lamented further that despite spending money on personnel costs, no steel had been manufactured and no mill rolled.

She said, “The sum of N4.2bn was appropriated for personnel cost in 2024, but from several visits I’ve made to the complex, hardly 10 people were sighted to be around or doing anything.

“So, who are the workers collecting monthly salaries from the appropriated N4.2bn?”

In the 2024 budget, the National Assembly increased budgetary allocation from N4.45bn in the proposed 2024 budget to N5.18bn in the approved version for the dormant Ajaokuta Steel Company.

This is an increase of N730m as the Federal Government plans to revive the moribund steel plant, which has been dormant for over 42 years.

The Bureau Newspaper observed that the increase was due to the addition of community projects not related to the steel plant and outside Kogi state.

Personnel costs made up over 83 percent of the N5.18bn budgetary allocation for Ajaokuta Steel Company.

For the 2025 budget, personnel costs accounted for 91.19 percent of the N6.81 billion allocated to the firm.

The Federal Government budgeted N233.63m for overhead costs and N366.86m for capital expenditure for the firm next year.

The Bureau Newspaper further observed that the Ministry of Steel Development planned to spend N2.41bn on project preparation for investment mobilisation for Ajaokuta Steel Company Limited in 2025.

The ministry also budgeted N250.98m to revitalise Ajaokuta Steel Company Limited and the National Iron Ore Mining Company.

At a briefing earlier this year, the Minister of Steel Development, Shuaibu Audu, stated that the government was at an advanced stage of raising more than N35bn required to restart the Light Mill Section of the Ajaokuta Steel Company.

He also said data on technical analysis and evaluation by experts indicated that the government required between $2bn and $5bn to revive the Ajaokuta steel company within three years.

The Federal Government of Nigeria, through the Ministry of Steel Development, also signed a Memorandum of Understanding (MoU) with a Russian consortium for the rehabilitation, completion, and operation of the Ajaokuta Steel Company Limited and the National Iron Ore Mining Company.

The consortium, including Messrs Tyazhpromexport, Novostal M, and Proforce Manufacturing Limited, will spearhead the project to revitalise the steel industry in Kogi State.

However, experts earlier insisted that the best option was to privatise the company to effectively maximise its potential.

Casualties included five soldiers injured and a gun truck damaged. Casualties received first aid and await evacuation for further medical attention.

General security remains calm but highly unpredictable. Troop morale and fighting efficiency are satisfactory.”
