The more money they generate, the more work they can accomplish and also the more they can loot. If incentives are given, platforms offered - many states will key in. Take Dry-Season Farming for instance, many States were not involved under Jonathan. I see more States participating in it. Also if there is a monitoring arrangement in place to ensure that money collected is use appropriately, it will boost harvest and revenue to States. |
