Well, our leaders do not give a sh1t, so people can continue to die as long as they can afford to go abroad once they have a slight headache.what load of crap!!! Abuja – The Nigerian Army on Wednesday said it introduced the use of Optical Mark Recognition (OMR) machine to mark the scripts of candidates to ensure that its recruitment process was thorough. Over 200,000 candidates all over the country sat for the recruitment examination on July 5. Addressing a news conference in Abuja, the Chief of Administration of the army, Maj-.Gen.Garuba Wahab, said they decided to use the machine to ensure a hitch free recruitment. Wahab said the system was to let Nigerians know that nobody was cheated and that the recruitment would be based on merit. He assured the candidates that it would be impossible to influence the marking of the candidates’ scripts. “That is why, during the exams, we used computerised answer sheets. “The marks are recorded as the machines are marking the scripts, thereby making it difficult for anybody to influence. “At the end, the machines bring out all candidates names in the order of merit, and also inform the candidates how they have performed and also invite them for interview.’’ Wahab said the systems were reliable and efficient, adding that, “if those scripts were to be marked manually, it could take about 15 men to do. “The machine started marking the scripts on Sunday July 6 and hopefully by Thursday morning, the whole process would have been over. Nigeria’s non-oil exports are on the rise as official commodities exported by end of 2013 rose to 117, from 106 reported by year-end 2012, data from the Nigerian Export Promotion Council (NEPC) has shown. This indicates an addition of 11 products to the number recorded in 2012. Similarly, the NEPC in 2013 embarked on 13 export outings with 126 companies, mostly small- and medium-scale enterprises (SMEs). Total orders generated by these companies within the period were worth $3.716 billion, immediate sales totalled $627,108, while executed orders reached $763,247. The 11 new products include Robusta coffee exported to Spain, educational books shipped to Sierra Leone, double folded dust sheets exported to the United Kingdom, ice making machines bound for Ghana, and Mica Muscovite exported to India, according to information from Cobalt International Services, the Federal Government-licensed agent that calculates non-oil exports outings. Others are leather furniture to Benin Republic, reduced iron and iron pellets to Bulgaria, India and Ghana, high density polyethylene to several countries, cut flowers to the Netherlands, fresh produce to the UK, and garments (T-shirts and boxers) to the United States of America. These commodities are additions to traditional export products such as cocoa and cocoa preparations, copper, cashew nuts and edible nuts, prawns, shrimps, fish and crustaceans, tobacco products, plastics and rubber footwear, noodles and biscuits, poly bags, milk products, iron and steel, insecticides, beverages, tomato paste and fruit juice, among others. “Made-in-Nigeria products elicit great demand as customers marvelled at the quality and wondered if they were ever produced in Nigeria,” said Olusegun Awolowo, CEO, NEPC, in a document made available to BusinessDay. Nigeria’s non-oil exports totalled $2.97 billion in 2013, recording 16 percent increase from $2.56 billion recorded in 2012. NEPC data shows top export products and destinations as leather, rubber, wood and articles of wood, charcoal, plastics and articles to Italy; cocoa, wood and articles of wood, charcoal, prawns and fish to the Netherlands; leather, cocoa, prawns and fish to Spain; and cashew nuts, copper, aluminium and articles to India. Others are cocoa and Gum Arabic to France; cocoa, cocoa products, and rubber to the UK; cocoa, plastic, articles and rubber to Belgium; cashew nuts and edible fruits to Vietnam; leather, aluminium, articles, plastics, copper and rubber to China; and cocoa and Gum Arabic to Germany. Tunde Oyelola, chairman, Manufacturers Association of Nigeria Export Group (MANEG), believes non-oil exports could do better if the Federal Government reverses suspension on the Export Expansion Grant (EEG), an instrument meant to assist non-oil exporters so they can be competitive in the export market. “Since 2005, the EEG scheme has been suspended eight times. The situation has created uncertainty among non-oil exporters. Non- acceptance of Negotiable Deposit Credit Certificates (NDCCs), instruments used in the EEG scheme, prompts exporters to incur cost for duties which NDCC is meant to cover,” Oyelola said. Badaru Mohammed Abubakar, national president, Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA), said to push the non-oil sector further upwards, border markets must be developed, non-oil commodities funded, and infrastructural developed. 50 first class traditional rulers, leaders, stakeholders, elders from Osun State have written the Chairman, National Conference, Justice Idris Kutigi and the leadership to demand the inclusion of Oduduwa State as an additional state to those to be created from the South West geo- political zone of the country. Expressing dismay that Oduduwa State was not part of the 18 states proposed by the national conference committee on Political Restructuring and Forms of Government, the Osun traditional rulers and leaders said the demand for the new state had been a passion for the people of the affected area since 1983. Addressing journalists yesterday, stakeholders pushing for the new state led by Prof. Muheed Opeloye, President, Ife Development Board recalled that the request for state creation from the old Oyo State in 1983 included among others, Oduduwa and Osun States, adding that while the then proposed Osun State included Ede, Ejigbo, Ifelodun, Ila, Irepodun, Osogbo, Iwo and Odo Otin areas, the proposed Oduduwa State had Atakunmosa, Ayedaade, Ife Central, Ife North, Ife South, Irewole, Isokan, Oriade and Obokun. Prof. Opeloye was flanked by the Alayemore of Ido Osun, Oba Aderemi Adedapo, Prof. Steve Adewusi, member Ife Development Board, Alhaji Ajagbe Akewasola, member Ife Development Board, Prince Gbenga Omiwole, General Secretary, Oduduwa State and National Secretary, National Association of State Movement at the briefing. He said that after the eventual creation of Osun State, the clamour for the creation of Oduduwa state never stopped. According to him, in December 1995, the leaders from the proposed Oduduwa State submitted a memorandum to the National Conference holding at that time while the same was also done in March 1996 when traditional rulers, chiefs and community leaders from the area signed another memorandum requesting for the creation of Oduduwa State. He added that in 2009, the Osun State Council of Obas examined the agitation for the creation of a new state out of the present Osun State and found it desirable and justifiable. He explained that the Council was satisfied that both the new and what was left in the existing Osun State will be economically viable and sustainable adding that the endorsement for the creation of Oduduwa State was signed by 50 senior traditional rulers of Osun State Council of Obas, just as he explained that the proposed state covers a land area of 8,853,22 square kilometers with approximate population of over 1.7 million people based on the 2006 census figure. “The historical significance of Oduduwa as the progenitor of the Yoruba race and Ile-Ife as the cradle of Yoruba in Nigeria and the Diaspora are some of the compelling reasons for the endorsement by the Council’s call for the creation of Oduduwa State. “From the foregoing, it is evident that creation of Oduduwa State will bring benefit to all the communities in the new state in terms of development, and also more beneficial to the remaining Communities in Osun State in terms of more amenities. The job opportunities for the citizens of the area in the wake of more ministries and agencies cannot be overlooked. “The efforts of our delegates in the National CONFAB to make this dream realizable will be indelible in the minds of the people and be an everlasting legacy for the present stakeholders in the struggle. 17 cars were recovered from the gang. The Nigerian Police on Monday said it has busted an armed robbery syndicate that specialises in stealing state of the art cars. In a statement, the Force Public Relations Officer, Frank Mba, said police detectives attached to the Federal Special Anti-Robbery Squad, FSARS, Force CID Annex, Lagos, smashed the syndicate. Mr. Mba said the operation followed a “discreet, sustained and painstaking investigation,” resulting in the arrest of key members of the gang and the recovery of 17 exotic cars. Two locally-made single barrel pistols and assorted ammunition were also recovered. The spokesperson said the police commenced its investigations into the gang’s activities following a petition by one of the victims of the gang. The victim was robbed of two vehicles and other valuables on June 27, 2013 at his Ile-Ife home. The petition led to the arrest of Omoniyi Ajewole, a 28-year-old man from Ilesha, Osun State, whose evidence upon interrogation led to the arrest of other gang members. The other gang members include 20 year-old Oluseye Jacob, who is also from Ilesha, Oluwadamilare Rasaki, Ajisafe Olawale, Ogunniyi Sunday, Tolani Babatunde aka Biggy, Abubakar Umar aka Barry, Odeyemi Itunnu aka Gomina and Ayodeji Olumudi. Mr. Mba said that all the suspects connected with the crime would soon be arraigned before a competent court of law for criminal charges proffered against them. The Inspector General of Police, Mohammed Abubakar, called on citizens to support the police with relevant information on the case. He asked those who had lost their vehicles in the recent past to come forward with their proof of ownership so as to reclaim them. Maiduguri, the Borno state capital was on Monday thrown into apprehension and palpable fear as news filtered in that members of the outlawed Boko Haram sect were approaching the town to lay a major siege. Many residents of the town were forced to return to their homes early with some parents besieging schools to take their children back home in anticipation of the attack. There were fewer vehicles on the road as many motorists stayed off in order not to fall victims of the anticipated crossfire between the insurgents and the military. Many local hunters were also seen moving towards the area to engage the insurgents who were believed to be making an inroad into the fortified city from road leading into it from Damboa. It would be recalled that Damboa was on Friday under the siege of the insurgents and over 70 persons were killed. Sixty-eight per cent of urban dwellers in Nigeria have access to potable water supply with 40 per cent coverage in the rural areas, the World Bank said in a report on Monday. The report titled: “World Bank Group-Nigeria’s Country Partnership Strategy (CPS) 2014 to 2017’’ released by the bank in Abuja on Monday, noted that Nigeria has invested heavily in water supply and sanitation sector. It said significant challenges remained and water provision or service is intermittent in the country. “Currently, service coverage for potable water in urban areas is approximately 68 per cent and rural coverage is estimated to be 40 per cent of actual demand for water supply. “The water supply is still characterised by low level of coverage and access rate, low capacity with a poor and disorganised funding arrangement. “A recent analysis of the utility performance also indicates that there is lack of reliable management information system, low capacity utilisation of the water treatment plants and high unaccounted for non- revenue water,’’ it stated. The report explained that the World Bank’s CPS programme was aimed at supporting efforts aimed to improve governance in the water sector and increase access to improved water supply. “Building on the lessons learnt and the ongoing Urban Water 2 project, the Water 3, will address governance aspects such as institutional strengthening, policy and regulatory reform. “It will also track system for access to potable water, service standards for state Water Boards and the involvement of civil society in sector dialogue to increase transparency and accountability. “The CPS support will be anchored at the federal and state levels in order to promote synergies between state level reforms and federal awards of investment support,’’ the report stated. It further explained that the CPS programme intended to increase the number of people with access to water supply by four million. “It is also expected to gain a 45 per cent average increase in cost recovery for operation and maintenance,’’ it stated. Armed soldiers have taken over the residence of the Acting Chief Judge of Adamawa State, Justice Ambrose Mammadi, as the plot to impeach Governor Murtala Nyako and his deputy, Bala Ngillari, thickens. This came amid the allegation that the Acting Chief Judge made the list of the seven-man committee to investigate the governor and his deputy at gun point. When Sunday Vanguard visited the private residence of Mammadi, located at Masakare area of Jimeta, Yola, Adamawa State capital, yesterday, armed soldiers were seen patrolling the street. The soldiers kept away strangers, vehicles and pedestrians from plying the street. Our findings also showed that the seven-man investigation panel was selected and sent to the Acting Chief Judge by the House of Assembly for ratification and announcement. The other issue over the impeachment is the composition of the panel members. It was alleged that the panel is composed of five Christians and two Muslims, ostensibly to clear the deputy governor and cage the governor. Meanwhile, the tenure of the Acting Chief Judge expires today just as it was alleged that the process of the impeachment which is the inauguration of the investigation panel is scheduled for tomorrow. A source said: “The acting CJ had no choice but to carry out the ‘order from above’ and save himself from persistent intimidation and harassment from a Brigade Commander. ”What is happening is that they have made up their mind to strangulate everyone to ensure that Gov Nyako is thrown out and be arrested and treated as a common criminal for leaving PDP and joining APC and having the courage to speak out when it mattered.” It was learnt that the Adamawa governor was left with no option than to go on appeal against the decision of the CJ to raise the panel to probe him without being served as required by the law. DATING THE SENATE PRESIDENT: I don’t know David Mark personally —CHIKA IKE Long before now, it was as if Chika Ike were immuned to controversies and scandals because of her status as a married woman. No sooner had her marriage gone up in flames than messy stories began to emerge about her. She got married early at the age of 20 and had a long spell of scandal-free life until she dumped her husband and started seeing the other side of life. The first nasty story that crept up to haunt her was her dating the Senate President, David Mark. The story alleged the Senate President even bought her a car and got an Abuja shop for her. “I made this particular issue clear in several interviews. I don’t know David Mark personally. I only know him as the Senate President. David Mark did not buy me a car, neither did he help me with my shop in Abuja. All I’m thinking about right now is my divorce as I am officially separated”, Chika Ike said at the time. But she is beginning to learn that marriage has certain privileges as more and more nasty stories are coming her way. But Chika seems to be well oiled to ride this new development in her life. “Honestly, I have learnt to cope with them. I have developed a rhino skin. At one time or the other, most celebrities, especially those in the make-believe world, have had to grapple with one scandal or the other. While not all scandals about them are true, some scandals are actually courted inadvertently or deliberately by the stars for reasons best known to them. But do scandals, make or mar, stars? This is a question that would continue to attract diverse answers but the reality on ground is that different scandals affect different stars differently. I FELT LIKE GOING CRAZY —EBUBE NWAGBO Even though Ebube Nwagbo has told people times without number that she is just the girl next door, people have not ceased to see her as a trouble-maker, controversial and anything but the girl next door. She is probably the most scandalised Nollywood actress, but that doesn’t seem to have taken anything off the ‘Smile Again’ producer, who is rising in the trade day after day. Beautiful, sexy and curvaceous, Ebube has seen it all as far as scandals are concerned. The most recent is the story that she moved in with her old flame, the Limpopo crooner, Kcee. She was also said to have gotten in a fight with another actress, Anita Joseph,whom she claimed she had never met as at then. But the one that hit the base with her was the story that she went to church, praying and fasting for a man to marry. “Sometimes when I hear and read things about me, I feel like going crazy. But I have learnt to always put on a smile and take them with a pinch of salt. It is not easy for people to appreciate you and admire what you do. Take for instance, the story of how I went to church to pray and fast because of a man. I was born into a very strict Christian home, those who know me can attest to this. So I was brought up to go to church and do the things of God. I went to church on a Sunday, like every other person, and offered to do something for God. But some people blew it up into a silly story. It is a thing of the past now and it has not stopped me from helping or giving to the church or to the needy” she said, concerning the scandal.

THE FULL REPORT Recommend creation of 18 new states •Reject 100% resource control .Approve rotational presidency .Change of national anthem .Approve state merger Delegates to the National Conference yesterday rejected the recommendation for a single tenure of six years for the office of the president, but recommended that there shall be rotational presidency among the six geo-political zones of the federation. They also recommended that upon the death of the president, the vice-president shall only act for 90 days, following which an election would be held to chose the substantive president. The delegates also recommended the creation of additional 18 states and that there shall be a parity of states within the zones The delegates recommended that states wishing to create or reduce local government depending on the dictates of each state are free to do so, while rejecting the present zonal structure of Nigeria’s federation. All issues relating to local government councils were transferred to the states. The conference also approved the recommendation that joint state and local government should be scrapped and a state revenue mobilisation committee be set up. It rejected the adoption of a parliamentary system of government and a bicameral legislature. It also rejected adoption of the French system of government which has both prime minister and president. The delegates approved the recommendations that the office of the president shall rotate between north and south and among the zones. The office of the governor shall rotate among the three senatorial districts of the state. Also, the office of the chairman of local government shall rotate among the component parts of the local government and the INEC shall divide the local government for the purposes of this. It was agreed that the ministers should brief the National Assembly on a quarterly basis. The delegates rejected unicameral legislature and approved that the functions of local governments to the state Houses of Assembly On forms and content of government, it was agreed that a candidate for presidential election should run with a vice-presidential candidate as a ticket. The delegates rejected that the president shall exercise full responsibility for his or her government by appointing only 18 ministers from the legislature and six geo-political zones. It approved the recommendation that there shall be a referendum for states wishing to merge to be based on 75 per cent approval of affirmation and also that the National Assembly shall approve the merger of states with a simple majority, but the merged states shall not exist as a region. It further recommended that states that decide to demerge should follow the same process. The delegates approved that incase of death of the president that the vice-president shall only act for 90 days. This is against the status that brought President Goodluck Jonathan to office. On state creation, the conference voted almost unanimously in support of the new state to be created for the South-east as a way of assuaging the acknowledged injustice meted to the people of Igbo extraction. Similarly, the conference endorsed the recommendation that subsequently any new state shall have a minimum of one million population and the viability of the new states must be ascertained in order to put undue pressure on the existing ones. Following the clamour by various sections of the country for the creation of more states to balance up the current structural imbalance, the conference approved a proposal for the creation of 18 new states from the existing ones. The recommended states to be created include: Apa, Kainji, Katagum, Amana, Gorara, Ghari, Etiti, Savanna, Aba, Adada, Njaba-Anim, Anioma, Ogoja, Ijebu and New Oyo State. The new state to be created from the South-south would be named later. It further recommended that creation of state should be less tedious. This is apart from the additional state from the South-east zone. It rejected the recommendation for a modified presidential system. However, the Lagos based-lawyer, Femi Falana condemned the request for state creation. He said, "Having regard to the several resolutions of the national conference on the need to reduce the costs of governance, I found the recommendation for the creation of additional 18 states rather contradictory", Falana said. It recommended that government should set up a committee to address the settlement of the Federal Capital Territory (FCT) indigenes, but rejected that FCT should be delineated into two senatorial districts. The delegates recommended that the Nigeria revert to the old national anthem, which they also sang, but rejected that Nigeria revert to the old national flag designed by Akinwumi Michael Taiwo. As soon as delegates voted that Nigeria reverts to its old national anthem, the plenary erupted in frenzy with delegates all rising up on their feet and singing the old national anthem to the admiration of the conference leadership. It recommended that the armed forces should be recognised along the geo political zones, but ruled that states should be allowed to have their own constitution. It recommended fiscal federalism for the purpose of creating wealth as well as the need to enshrine the modalities for referendum and financial autonomy for State Houses of Assembly. It recommended that the vehicles in any government officials’ custody be reduced by 80 per cent. Though deliberations on resource control would commence next week, the delegates rejected the 100 per cent control of resource. |
