As part of its determination to encourage newly licensed automotive brands that aim to build assembly plants in Nigeria, the Nigerian Customs Service (NCS) has commenced the full implementation of the Federal Government automotive policy.
The automotive policy, allows for an importer to pay 35 percent duty and 35 percent levy on imported vehicles and Customs has started the collection of 35 percent levy on imported new vehicles, which was originally scheduled to commence in January 2015 after the implementation of 35 percent duty was flagged-off in July this year.
Also, the implementation of the new vehicle tariff is part of the Federal Government’s new national automotive policy which aims to discourage importation of vehicles in favour of local assembly plants.
BusinessDay investigation confirmed that the Customs’ management on Tuesday, September 16 directed the commands located at the Tin-Can Island port, which handles the nation’s roll-in and roll-out terminals, to commence the full implementation of the automotive policy.
Confirming this development, Chris Osunkwo, public relation officer of Tin-Can Island port command, told our correspondent that the Federal Government deemed it fit to direct that the 35 percent levy be implemented strictly on only imported new vehicles.
This, he said, was geared towards encouraging the automakers to come and invest in Nigeria, thereby creating an enabling environment for their finished products not to face stiff competition with the imported new cars.
According to Osunkwo, the 35 percent levy does not apply to imported used vehicles usually referred to as ‘tokunbo’ cars, which, according to the Federal Government may commence in January 2015.
Steve Okonma, public relations officer of the PTML Customs command, who confirmed that the command has also begun the implementation, said that it only applies on brand new vehicles and not used vehicles.
Reacting to the development, the chapter chairman of the Association of Nigerian Licensed Customs Agents (ANLCA), Bola Adeniran, said the agents were taken aback when they got to work to see that the 35 percent level had been inputed into the Customs system.
Adeniran said the implementation of the 35 percent levy was scheduled to take off in January 2015 but was hurriedly implemented by the Customs high command without consulting or informing them.
He said, “Agents are not satisfied with the 35 percent levy that was hurriedly implemented because the government said it will start by January but it was a surprise when we all came to work this morning to see that the Customs has already started implementing it. We were not informed and we believe that stakeholders should be duly informed before the commencement of such.”

For those of you proposing the plant would have been better sited in lagos than kaduna, should know that peougeot plant has been in kaduna since the 80s. They temporary went out of production due to bad government policies over the years. The plant is simply reactivated currently and probably upgraded which Is more cost effective than siting a new plant in lagos all over.

A damning report by the office of Nigeria’s Auditor General has
indicted a former Head of the Civil Service of the Federation,
Stephen Oronsaye, over an alleged N123billion fraud perpetrated
during his tenure, between 2009 and 2010, PREMIUM TIMES can
authoritatively report today.
The 169-page report, entitled “Special Audit of the Accounts of the
Civil Pensions”, found Mr. Oronsaye guilty of allegedly presiding
over the looting of the nation’s resources during his tenure.
The audit by the Auditor General arose from the work of a Special
Audit Team constituted by the Federal Government in May 2011 to
conduct a comprehensive examination of the accounts of the
Civilian Pension Department domiciled in the Office of the Head of
Civil Service of the Federation.
The audit, which covered the period 2005 to 2010, uncovered
monumental financial irregularities, opaque transactions, irregular
and abnormal running costs, and outright stealing and kick-backs
said to have reached its zenith during the 18 months that Mr.
Oronsaye served as Head of Service.
The Auditor General’s office, insiders say, completed its assignment
and submitted its report to government in 2012. But no action has
been taken to bring all those indicted to book.
This newspaper understands that there is a high-level lobby at the
highest reach of our government to suppress the findings and allow
those found culpable to enjoy their loot.
While allegations of massive corruption hangs around his neck, Mr.
Oronsaye remains very close to President Goodluck Jonathan, with
unhindered access to the presidential villa.
He also continues to occupy some of the most important positions
in the country. He is, for over 10 years now, chairman of the
Presidential Committee on Financial Action Task Force [FATF] and
is board member of both the Nigerian National Petroleum
Corporation [NNPC] and the Central Bank of Nigeria [CBN], the two
public organisations widely considered the most lucrative in the
country.
Looting Galore
Although top government officials are working hard to suppress the
damning report, PREMIUM TIMES has now scooped its content for
you. And it was simply shocking and mind-boggling.
The report found that the pension payroll was never subjected to
internal audit between June 2009 and December 2010; and that the
over N52billion paid as monthly pension under Mr. Oronsaye’s reign
remained largely unaccounted for. The payments, auditors say, were
not presented for internal and federal audits for prepayment audit as
required by Nigerian financial regulation.
The examination also documented evidence of payment for goods
running into hundreds of millions of naira that were not supplied.
For instance, about N700million was paid to 223 different
contractors for store items. However, no payment vouchers were
available for inspection as the investigators carried out their
assignments. The payments were also not recorded in the
cashbook, leading auditors to conclude that since store receipt
vouchers could not be traced, the items were most probably never
supplied.
Equally tainted with financial irregularities, the report says, was
pension remittance to states and industrial unions during Mr.
Oronsaye’s reign. A serious infraction was detected in the payment
of N2.08billion check-off dues to the Nigerian Union of Pensioners
in 2009 and 2010. When auditors computed and analyzed the
figures in accordance with the mandatory one per cent deducted
from statutory pension allocations, they found that N1.03bn was
overpaid. The report alleged the amount was passed to Mr.
Oronsaye as kickbacks.
The auditors also expressed shock at the absence of a single receipt
from any state government acknowledging the payments
purportedly made to them as five per cent federal government
contribution and reimbursements. Consequently, there was no
single shred of evidence to indicate that these remittances were
actually made, the report said.

1. I think it's left for the electorate to decide whether they want GEJ back or not despite his shortcomings, not for the opposition. The role of the opposition is to market themselves as better alternative.

No fewer than 75 members of the outlawed Boko Haram insurgents
have reportedly been killed by local hunters in Michika and
Madagali local government areas of Adamawa state.
The insurgents which had taken control of the two local government
areas of the state and parts of Borno State were reported to have
ran short of ammunitions, a situation which left them unprotected.
A source in the area said that on discovering that the insurgents
were dearth of ammunition, the local hunters pounced on them and
started killing them.
He said normalcy has begun to return in the affected areas as
Nigerian Soldiers have recovered the local government areas from
the insurgents.

Hore Socio-cultural Association on Tuesday canvassed for support
for President Goodluck Jonathan in the run-up to the 2015 election.
The pastoralists made their position known when they paid a visit to
the Special Adviser to the President on Political Affairs, Rufai Alkali,
in Abuja Tuesday.
Speaking on behalf of the group, its the national secretary, Saleh
Hassan, said his members are also ready to support the government
in bringing peace between the cattle breeders and farmers across
the country.
“We are willing to partner with the government in the transformation
agenda, especially in the area of agriculture,” Mr. Hassan said.
The group denied being behind most of the deadly clashes with
farmers in several states, and expressed appreciation to the
president for appointing Mr. Alkali as his political adviser saying the
presidential aide is one of their own.
“This government is our own. You are one of us and we are not shy
to openly identify with one who has excelled in service to this
country,” the group said.
Mr. Alkali expressed appreciation to the group for its support for the
Jonathan administration.
“The message of what they have said is that this is solidarity visit to
President Goodluck Jonathan. They have said it very clearly both in
Hausa, Fulfude and English that they have come here to identify
openly and clearly with what the government of this country under
our President is doing for all Nigerians,” he told journalists.
“They have also said that whatever they say comes from the heart
and not from the head, whatever they say they mean it.
“For those of us who know the wide network that this association
has across the country and indeed across West Africa and the way
and manner their messages move very fast, when they take a
decision to implement it is just a matter of minutes.
“They said that Mr. President is doing well and that he should be
supported, assisted and encouraged in every way possible,” he
continued.
“From what they have said they have pleaded that they should be
understood properly, that the popular misconception that the Fulani
are looking for trouble that they are not doing that.”
“My understanding is that there must have been a breakdown in
communication between the two otherwise brothers, the farmer and
the cattle rearers,” he said.
While thanking them for promising to vote for President Jonathan in
2015, Mr. Alkali also appealed to them to support all Peoples
Democratic Party candidates next year at all levels as the president
will need them to work in the National Assembly and at the state
level.
He advised them to obtain their permanent voters card which is the
ammunition they will use in supporting for the Jonathan
administration in 2015.

I first met Dr. Stephen Davis at the American Centre for Strategic and International Studies, Washington, in June 2009. At that time, the Australian was assisting the Federal Government of Nigeria to broker peace with the irate Niger Delta militants, who had taken up arms against the administration and almost rendered its oil-dependent economy comatose through oil theft, destruction of facilities and kidnapping of oil workers.

We lost contact until I got to know that he had been involved in the effort to free the Chibok girls. Some other reports claimed he was hired by government to negotiate with Boko Haram.
However, in this interview, Davies makes it clear he was never engaged by the Nigerian government to dialogue with the sect.

Excerpts of the interview:

What do you have to show that you were engaged by the Nigerian government to negotiate with Boko Haram?

I was not engaged by the Federal Government of Nigeria, any state government or any other party. I went to Nigeria in late April in an effort to facilitate a handover of the Chibok captives after discussing such a possibility with former commanders of JAS (Jama’atu Ahlul Sunnah Lih Da’awa wal Jihad otherwise known as JAS) and others close to Boko Haram.

Why did you release the report of your assignment to the media instead of sending it to government?

I did not construct a report of my efforts in Nigeria. As I said earlier, I was not engaged by any party and therefore had no obligation to report to anyone

Some Nigerians find it curious that you decided to give your report only to Arise TV, owned by a Nigerian, Nduka Obiagbena, who also owns Thisday Newspapers and may be sympathetic to some politicians in Nigeria.

I gave a radio interview to the ABC in Australia which subsequently told me that after the transcript was posted to their online site, it had been picked up in the UK and Sky News requested an interview. In the hope of bringing attention to the many other girls and boys kidnapped by Boko Haram, I agreed to a television interview. That interview took place in Channel 7 studios in Australia and it was at that point that I was told it was an interview with Arise TV. I had not heard of Arise TV and did not know it was owned by a Nigerian or indeed that it had any association with Nigeria. At the time of giving the TV interview, I was of the understanding that it would be broadcast by Sky News in the UK.

On Mr Obiagbena, I have not met him or ever been contacted by him.

Many Nigerians find it extremely difficult to understand how the former Chief of the Army Staff, Lt. Gen. Ihejirika, who actually fought Boko Haram elements and was accused of genocide could be linked with sponsoring the violent group.

It is much easier to understand Mr Sheriff’s alleged association with Boko Haram than any association of Mr Ihejirika.
Mr Sheriff was said to have a long history of promoting groups to assist in his past efforts to win the governorship of Borno State.

On 29 July 2009, there was a confrontation with security officers at Mamudo Village, along Potiskum/Damaturu Road, Yobe. 33 JAS members were killed. Later that night, there was a long battle with combined security operatives at Railway Terminus, Maiduguri, Borno State. Scores were killed and the JAS operational base was destroyed. Yusuf was subsequently captured by the military and handed over to the police.

The JAS alleged that it was on Sheriff’s orders that Yusuf was executed in Maiduguri on 30 July 2009. Shekau was presumed killed in the same battle and a corpse was identified as that of Shekau. Thus the remaining JAS leaders made it clear their intention was to kill Sheriff and so it is right that Sheriff claims he is a victim of JAS. The Boko Haram we see today is not the JAS that was operational under Yusuf. Shekau emerged in mid-2010 and publicly claimed the leadership of a reinvigorated JAS.

Shekau formed Ansaru which he used for kidnapping and beheading victims. This behaviour was a major departure from the original mandate of the JAS which was to purify Islam and return it to the behaviour example in the life of the Prophet. Many among the JAS leadership are no longer active and others have been killed. This has allowed Shekau to take the JAS to more extreme action and expanded the kidnapping, bombing and slaughtering.

The Boko Haram we have today is a much expanded Ansaru. What we see now is not the Yusufiya which wanted very much to settle scores with Sheriff. It is Boko Haram as a partner to ISIS and Al Shabaab.

Now I will offer an opinion as to the motives of the sponsors of Boko Haram. The political sponsors of Boko Haram seem to think that they can use Boko Haram to terrorise Nigeria to demonstrate that the current government cannot ensure the security of Nigerian citizens both Muslim and Christian. Therein the sponsors assume they can undermine any efforts of the current government to be re-elected in 2015.

Herein lies the flaw for the conflict and instability currently being fanned suits the aims of Al Qa’eda and the architects of terrorism. Should the sponsors of Boko Haram win government in 2015, they will likely find that they cannot turn Boko Haram off or that Boko Haram will demand control of at least Borno State in return for reducing their attacks. Borno State may be just the beginning of an expanding caliphate.

Several Boko Haram commanders and other persons close to and respected by Boko Haram have told me the names of some of the sponsors of Boko Haram. They have also described how some funds are transferred and arms made available. I have made public some of that information. I have also been told by some commanders that if one of the sponsors is arrested, they will surrender, release the girls and give information on the sponsors. Not all Boko Haram commanders will follow this lead but it may be a firm step towards dismantling or at least isolating Boko Haram.

Abeg tell me another story.
I don't think you've ever caught me posting "Buhari is BH sponsor". I am not one of those bunch of emotional GEJ supporters. I believe in evidence. BH has once included Buhari as one of their target including the Sultan and some prominent northern personalities. But Buhari's problem started when the named him as one of their negotiators with the federal government during thier early days making people to raise eyebrows. And with his subsequent persistance In defending their actions during does early period, it wasn't difficulty to see why pdp easily roped the whole thing round his neck.

When Senator Ali Modu Sheriff (SAS) wanted to contest the 2003 Borno governorship election, he needed thugs and youth organisations to serve as campaign machinery. So he contacted Mohammed Yusuf the late BH leader who agreed to campaign for him but with a promise SAS will implement total sharia in borno state. After he won the election SAS appointed a member of BH Buji Foi as commissioner but refused implementing total sharia in the state. That didn't go down well with Yusuf and BH. Buji Foi subsequently resign his position as commissioner in protest. SAS reacted by outlawing BH, demolish their mosque and started arresting their members. This led to escalation in the crisis with subsequent drafting of the military to quell it by late president Musa Yar’Adua. So BH always have this hatered for the dude, feeling betrayed by him.

Senator Ali Ndume represent Borno south federal constituency from Gwoza village. He is a Christian who converted to Islam. All is other four siblings, Daniel, Diana, Martha and Naomi with his mum magdalene are Christians. He was arrested by the SSS in 2011 of sponsoring BH cause one BH member Aliyu umaru Sanda kadunga name him as a source to some politicians fone contact. Note all these occurred after GEJ named him in august 2011 as a member of a presidential committee to find a solution to BH problem in borno. The dates of his contact and communications with certain members of BH started after he was named in the committee. He claimed his involvement with them was purely to find a solution concerning the crisis accordance with the resolution of the committee to dialogue with BH. Though the case is still in court, the SSS could not get any additional evidence to indict him other than does said fone contacts.

SAS may have used BH to win his reelection. But to say he is sponsoring BH activities just doesn't add up. BH have severally identify him as their number one enemy and always request for his arrest as a precondition for peace. With time more truth will unfold.

Former Borno State Governor, Ali Modu Sheriff has denied claims by Australian negotiator, Rev. Stephen Davis that he is one of the major sponsors of the sect.

Sheriff said he was instead one of the first victims of Boko Haram and that the Jihadist group started before his tenure as Governor.

He spoke in an interview with New Telegraph.

His words: “The Boko Haram war as we know it today, started in 2002 in Yobe State. The first attack of Boko Haram was in 2002 in Kanama, from there they ran to Borno State. And in 2002, where was I? I wasn’t a governor. There was a sitting governor in Borno State, and there was Boko Haram. They ran away from Kanama and moved to Gwoza hill.

“But come to think of it, who is Mohammed Yusuf ( first leader of the group)? Yusuf had been in Maiduguri, doing his preaching and later taken to court by the Federal Government, and prosecuted in Abuja, ever before I became a governor. And who was the first casualty of Boko Haram in Borno State? It is me.

“I was the first victim of Boko Haram in Borno State. In their first attack, they killed my brother, the same father and mother with me. That was when they fought with the military in Borno.

“The first casualty was me. Then, they killed my cousin. They killed my candidate for governorship; they killed my party chairman. Two of them were direct relations of mine. Why did they do that? Because I made a law prohibiting Boko Haram in the domain of Borno State.

“The law said anybody practising or associated with what Boko Haram was doing, was banned by law from so doing, and if caught, will be prosecuted and jailed for 25 years.”

Sheriff said Davis’s allegations were baseless and senseless.

“The man that purportedly gave the interview said he was an Australian, who said he came to Nigeria, and spoke to Boko Haram. Fifteen out of the 16 ECOWAS countries have ganged up against Nigeria’s industrialisation even as the Federal Government has sworn not to sign any trade agreements that will harm the Nigerian manufacturers.
This was disclosed by the Manufacturers Association of Nigeria (MAN) during their 42nd Annual General Meeting held recently in Lagos.
Chief Kola Jamodu, the immediate past President of the manufacturers, had in his speech told the gathering that 15 out of the 16 ECOWAS member nations don’t want the country to be industrialised and are working frantically to frustrate Nigeria’s industrial development plans.
“MAN believes that the federal government’s efforts to enlist the support of other members of the African Union to reject the Economic Partnership Agreement ,EPA in its present form to be sustained. We also appeal that the federal government should continue its effort to convince other ECOWAS member state of the potential dangers of EPA.
No country can develop without protecting its industries and Nigeria stands the risk of having its market flooded with European goods with resultant negative effect on our industries and economy, if EPA is endorsed in its present form.
This will also impact negatively on employment generation, which is one of the critical aspects of Government Transformation Agenda and the Nigeria Industrial Revolution Plan (NIRP)” he said.
In his response, the Vice President, Namadi Sambo, said that government has developed Nigeria’s first comprehensive plan to provide long term financing to industry and ensuring that any trade agreements signed will not threaten the Nigerian manufacturers.
“We must boost our industrial capacity; create more jobs and wealth in the economy. History has shown that no nation has ever become prosperous by relying only on export of its raw materials endowments without putting in place a vibrant manufacturing sector.
Therefore, value addition to primary commodities to produce intermediate and finished goods for domestic and export markets shall be one of the key areas of focus of our new industrial policy and we believe firmly that the Industrial Revolution Plan can help in achieving this goal,” he said.
In cement manufacturing, he noted that for the first time ever in Nigeria’s history, last year the country became a net exporter of cement, from a country that produced only 2 million metric tons of cement a year in 2003, today, have a capacity to produce 39.5 million metric tons per annum and have started selling to our neighbours.
Speaking during the event, the Minister of Industry, Trade and Investment, Mr. Olusegun Aganga, said that the Federal Government had already put structures in place to reduce the cost of borrowing for manufacturers.
He said, “For the first time in decades, the Nigerian government has decided to tackle the biggest challenges that you Manufacturers have faced for years.
This is to ensure that Manufacturing in Nigeria becomes truly competitive. In the area of financing, Nigerian manufacturers have always struggled with the high cost of funding in Nigeria, yet nothing was done.
But I am glad to inform you today that as part of the NIRP, we have put together our nation’s first comprehensive real sector funding intervention under a programme called the “Financing Value Chain Initiative”.

Unverify nonsense! And to even think some are making comments as if it's a statement of fact, shows how scarce common sense has become. In as much as Pastors are MOG, they are not infallible. The story of prophets like David, Samson, Jonah and lots more are ample example to show one is not call to be perfect but to walk towards it in which case there will be periods of weakness.
