Crime › Nigeria Lost N6.2 Bln To Cyber Crimes In 2014, Says EFCC Official by emamos(op): 2:23pm On Oct 20, 2015 |
About N6.2 billion was lost to cyber crimes in Nigeria in 2014, according to an official. Mr Ibrahim Shazali, an official of the Economic and Financial Crimes Commission (EFCC), Bank Fraud Section, disclosed this in Ilorin on Tuesday at the ongoing Nigerian Deposit Insurance Corporation (NDIC) workshop for financial journalists. He said the figure was grossly higher than the N485 million that was lost through the same channels in 2013. Shazali identified Point of Sales (PoS), ATMs and mobile banking as the major avenues where the cyber crimes were being committed. He, however, said that while the value of cyber crimes had been growing exponentially, it was comforting that the value of fraudulent transactions was less than one per cent of the total transactions. “This should not, however, lead to premature sighs of relief as the success rate of attempted fraudulent transactions rose from a mere three per cent to 80 per cent in the space of just one year.” Shamal said that although banks experienced more external than internal frauds, the actual loss to internal frauds was always far higher than those of external frauds. He said the lack of a well-defined legal framework for prosecuting cyber crimes and financial frauds had led to poor success rate in the fight against the crimes. The EFCC official said of the 1,461 suspected fraud cases reported in 2014 only fraudsters in 41 or three per cent of the cases were apprehended. Shazali said that it had finally dawned on global financial and business leaders that cyber crime was not merely a technology issue, but at the heart of it. “For the fight against electronic attacks to be effective, it is necessary to determine where exactly we need to focus our energies. “In other words, it is not enough to have the tools to fight the problem, we must also know where and how to use them. “Cyber crime is especially devastating because many times victims are completely unaware of the fact that they are being targeted and they do not only lose money, but also sensitive customer or organisational data,” he saidhttp://www.vanguardngr.com/2015/10/nigeria-lost-n6-2-bln-to-cyber-crimes-in-2014-says-efcc-official/ lalasticlala |
Politics › Why Amaechi Was Not Included In Tuesday’s Ministerial Screening – Dino Melaye by emamos(op): 2:11pm On Oct 20, 2015 |
The Chairman, Senate Committee on Information, Senator Dino Melaye has revealed why the erstwhile Governor of Rivers State, Rotimi Chibuike Ameachi was omitted from the Tuesday ministerial screening. It would be recalled that Dino had informed Nigerians on Monday that Amaechi will be among the ministerial nominees to be screened today by the upper chambers of the National Assembly. While speaking on why only three people were chosen for Tuesday’s screening, Melaye said it was due to popular demands by Nigerian’s on the need to avoid rush on the questions that will be thrown at the nominees. He said the essence was to do a thorough job to the satisfaction of Nigerians who are yearning for a better screening exercise. ”The reason why we reduced the number of nominees is because we responded to the agitations and yearnings and the aspirations of Nigerians. ”We have monitored the reactions of Nigerians on the issue of the ministerial screening and we found out that Nigerians believed that we are rushing the process and it was not as thorough as they would desire,” he said. Melaye further assured Nigerians that the senate was doing its best to ensure that the right people are picked as minister, adding that Nigerians will surely be proud of their efforts at the end of the exercise. He said ”We have agreed that we reduce to three or four per day so that the interaction and screening exercise will be more thorough and Nigerians will appreciate who is going to be their minister, ” he assured.http://dailypost.ng/2015/10/20/why-amaechi-was-not-included-in-tuesdays-ministerial-screening-dino-melaye/ |

Politics › Osinbajo Intervenes To Prevent Power Crisis Over Tariffs by emamos(op): 1:49pm On Oct 20, 2015 |
Vice President Yemi Osinbajo is currently intervening in the apparent crisis rocking the power sector in order to prevent the declaration of force majeure by electricity distribution companies that are seriously agitating for an increase in tariffs, The Punchreports. The chief executive officers of power distribution companies as well as the executive director of the Association of National Electricity Distributors (ANED) noted that some of the Discos were prepared to declare force majeure because they had been incurring losses due to non cost-reflective tariffs since they took over the power firms. The Executive Director, ANED, Mr. Sunday Oduntan, however noted that Osinbajo was intervening in the issue, so as to prevent this from happening but that all other stakeholders, particularly NERC, should get their acts together on the issue.http://energymixreport.com/osinbajo-intervenes-to-prevent-power-crisis-over-tariffs/ lalasticlala |
Politics › Nigeria: State, Others Lost U.S.$4 Billion To Shady Oil Deals - Global Witness by emamos(op): 12:15pm On Oct 20, 2015 |
International transparency group, Global Witness, yester-day, stated that Nigeria, Angola, Republic of Congo and the Democra-tic Republic of Congo lost about $4 billion (N800 billion) in shady oil and mining deals. Global Witness, in a recently released report, disclosed that anonymous companies facilitated the loss of national wealth on an epic scale, while it questioned the role of international oil companies that facilitate such deals. The report revealed how oil and mining assets worth $4 billion have been allocated to companies whose ownership is obscure. According to the report, in Nigeria, Democratic Republic of Congo and Angola, lucrative oil and mining licences were awarded to companies with hidden owners, diverting vast resource revenues to unknown private pockets. It added that in the Republic of Congo, a company whose beneficiaries remain uncertain - and which has historical connections to high ranking public officials -- has recently received lucrative stakes in several oil fields. Specifically,Global Witness put Nigeria's loss at $1.1 billion, which, according to the report, was the price agreed with an anonymous company for the OPL 245 oil block, of which Italian prosecutors claim $533 million was fingered to pay bribes. The report put the loss to Democratic Republic of Congo at $1.36 billion, which was the value lost from just five mining deals and which was almost twice the DRC's annual spending on health and education combined. Angola lost $1.3 billion which was the value of part of an oil field interest sold back to the state by a company secretly owned by top officials, while the Republic of Congo lost $20 million, being the estimated value of an oil field interest won by a company previously exposed for payments to offshore companies owned on trust for the ruling elite.http://allafrica.com/stories/201510200918.html lalasticlala |

Politics › How Adoke Misled GEJ Into Withdrawing Assent To Amended Constitution– Ekweremadu by emamos(op): 12:05pm On Oct 20, 2015 |
The Deputy Senate President, DSP Ike Ekweremadu has spoken up about how the immediate past Minister of Justice and Attorney General of the Federation, Mohammed Bello Adoke, misled ex-President, Goodluck Jonathan into withdrawing his assent to the amended 1999 constitution after he had initially assented to it.
Speaking as a guest speaker at the 2015 UNIZIK Faculty of Law Public Lecture, Ekweremadu explained that Adoke frustrated the constitution amendment process because of the National Assembly’s refusal to accede to his request to expunge the amendment seeking to separate the office of the Minister of Justice from that of the Attorney General.
The then Chairman of the Senate Constitution Review Committee, who spoke on the topic: “The politics of constitution review in multi-ethnic societies” blamed embedded ethno-sectional interests and considerations as major stumbling blocks to Nigeria’s quest for a more acceptable constitution.
He regretted that vital amendments, which should have helped to deepen Nigeria’s democratic experience, strengthen equity and justice and grow national development had perished at the altars of mutual suspicion and narrow elite’s interest masqueraded as ethno-sectional interests. While insisting that whatever scuttled the last constitution amendment process did so based purely on narrow ethno-sectional interest, not on national interest, Ekweremadu said, “It was very reliably gathered that former President Goodluck Jonathan indeed appended his signature to the Alteration Bill presented to him and had, thus assented to the Bill.”
He continued, “the former Attorney General of the Federation who was against assenting to the Bill subsequently persuaded him (Goodluck Jonathan) to veto it. The Presidency wrote to the National Assembly stating clearly that it was returning the Bill, but the Bill did not accompany the letter. This prompted the National Assembly to demand the return of the original Bill sent to the President for assent in light of his alleged veto, but the Presidency refused this request, ostensibly because there would have been no way of covering up the fact of the signing of the original Alteration bill by the President.”
The DSP went on to state that it was time the nation embraced the reality that the South-east deserves an additional state for the sake of equity in the distribution of resources and opportunities. http://dailypost.ng/2015/10/20/how-adoke-misled-jonathan-into-withdrawing-assent-to-amended-constitution-ekweremadu/ |

Crime › US To Conduct Counter-boko Haram Ops In Nigeria by emamos(op): 6:10am On Oct 17, 2015 |
WASHINGTON, United States - The United States will conduct surveillance and intelligence operations against Boko Haram inside Nigeria, sources familiar with the plan told AFP Friday, a significant escalation of Washington's role in combatting the Islamist group. The operations will be carried out as part of the recently announced deployment of up to 300 US military personnel to neighboring Cameroon, officials said. "This is going to be part of our Boko Haram efforts that will be operating throughout the region," one of the sources said on condition of anonymity. It will not include boots on the ground or offensive combat, but will see US military operations against Boko Haram in Africa's most populous country for the first time. "It's surveillance and intelligence gathering, not anything offensive," said the same source. US President Barack Obama on Wednesday announced he would send up to 300 military personnel to Cameroon. Approximately 145 have already arrived in the country. The White House has been at pains to stress that personnel would be armed only for self-defense. Nigeria greeted that announcement as a "welcome development." President Muhammadu Buhari took office in May vowing to end the violence that has killed scores and spooked much-needed investors in Africa's largest economy and foremost oil producer. The former general has replaced many of the military top brass and set an end-of-year deadline to nix a six-year insurgency featuring suicide attacks and mass kidnappings that have shocked the world. On Thursday 30 people died in a double bombing on a mosque in northeast Nigeria, underscoring the scale of that challenge and, experts say, the need for outside help. But US efforts to give him military assistance have been hampered by concerns about human rights abuses carried out by the country's military. And until now, Washington has largely shied away from engaging its own vast military assets to combat Boko Haram, with policymakers wary of fueling militant recruitment or fusing the group's ties with Middle Eastern Islamists. The group's leaders have allied themselves with the Islamic State group, but experts doubt the scale and scope of collaboration. However, there are growing fears that a once regional Muslim anti-colonial movement is now metastasizing into a regional jihadist threat. The US moves come as Boko Haram steadily expands operations beyond its traditional base in northern Nigeria, conducting attacks in Cameroon and Chad that have killed dozens. An uptick in violence is expected in the coming weeks with the end of the rainy season and amid growing resistance to a nascent multi-national joint task force bringing together countries in the region to fight Boko Haram. According to Pentagon officials, the US Department of Defense also has approximately 250 personnel in Niger and 85 in Chad conducting training and surveyance missions.http://www.abs-cbnnews.com/global-filipino/world/10/17/15/us-conduct-counter-boko-haram-ops-nigeria |
