This was announced at the FAAC meeting on Wednesday, chaired by the Accountant-General of the Federation, Ahmed Idris. From that figure, the Federal Government received N295.737 billion, while the States received N192.697 billion and the Local Government Councils got N144.987 billion. The oil producing states received N49.164 billion as 13% derivation revenue and the revenue generating agencies received N19.472 billion as cost of revenue collection. According to him, the N702.058 billion comprised revenue from Value Added Tax (VAT), Exchange Gain and Gross Statutory Revenue. He revealed that the balance in the Excess Crude Account was $ 324 million as at November 20. The gross statutory revenue for October 2019 was N596.041billion. It was lower than the N599.701 billion received in the previous month by N3.660 billion. Revenue from Value Added Tax (VAT) was N 104.910 billion as against N92.874 billion distributed in the preceding month, resulting in an increase of N12.036 billion. Exchange Gain yielded a total revenue of N1.107 billion. A breakdown of the distribution showed that from the gross statutory revenue of N596.041 billion, the Federal Government received N280.110 billion, the States received N142.076 billion, the Local Government Councils received N109.534 billion, the Oil Producing States received N49.044 billion as 13% derivation revenue and the Revenue Collecting Agencies received N15.276 billion as cost of collection. From the Value Added Tax (VAT), the Federal Government received N15.107 billion, the States received N50.357 billion, the Local Government Councils received N35.250 billion and the Revenue Generating Agencies received N4.196 billion. The AGF confirmed that for October 2019, revenues from Companies Income Tax(CIT), Value Added Tax (VAT) and import duty increased remarkably, while Royalties, Petroleum Profit Tax (PPT) and excise duty decreased significantly. |
FG Releases Circular on Minimum Wage Consequential Adjustment editor November 18, 2019 4:25 Am States, labour unions to begin talks. The federal government has finally released the circular on the implementation of the N30,000 new minimum wage to federal workers, setting the stage for the labour unions in the states to commence the negotiations on consequential adjustment to the new wage, THISDAY’s investigation has revealed. THISDAY gathered that the circular, which originated from the National Salaries, Incomes and Wages Commission, was released at the weekend. While Katsina and Borno States chapters of the Nigeria Labour Congress (NLC) have confirmed that they had received the circular of the new minimum wage consequential adjustment from the federal government, the Osun State NLC said the circular is expected to reach the state on Tuesday or Wednesday this week. The President of the NLC, Mr. Ayuba Wabba, who confirmed the issuance of the circular to THISDAY at the weekend, said that with the development, state governments that have been waiting to use the federal government’s minimum wage consequential adjustment template to negotiate with their labour unions will now effectively commence negotiations with their workers. He also said the release of the circular was an indication that the payment of the new minimum wage has commenced across board. “The new minimum wage circular was just released yesterday (Friday) by the National Salaries, Income and Wages Commission – that is the implementation circular for public service in the federal civil service. We received clear information that the circular was released Friday evening,” he explained. When asked if the states have been availed of copies of the minimum wage implementation circular, Wabba said that the leadership of the labour movement is following up, adding that it would be made available to them. According to Wabba the minimum wage consequential adjustment deal reached at the federal level is the benchmark that is supposed to guide state governments and other private sector employers of labour to also reach agreement with their workers. He also said that the circular directed that implementation will take effect from April 18, the day President Muhammadu Buhari signed the new minimum wage bill into law. Wabba said now that the circular for federal workers are out, labour will follow-up and ensure that states get copies to guide their negotiations. “State branches of the NLC, Trade Union Congress (TUC) and the Public Service Joint Negotiating Councils (PSJNC) are working assiduously with the state governments as a team and in many states process are ongoing. “We are following up. It is our duty to make the circular available to states and we will do that. Once the process starts, you will see that it will move from state to state until it is concluded,” he said. He cited Lagos, Katsina and Kaduna as states where the process of negotiations has already begun. Wabba assured workers that the leadership of the various centres, NLC, TUC and the Joint Negotiating Council were collectively working and monitoring the process to see that every worker gets the new minimum wage. He said it was not only in the public sector that the minimum wage issue was being taken up, adding that the private sector employers were also engaged in negotiations to comply with New Minimum Wage Act. The NLC president said that states have expressed the commitment to pay the new minimum wage except two states, adding that labour intends to dialogue further with affected states and make them understand that it has capacity to do some level of engagement. |
Minimum Wage: The labour unions in Nigeria will formally write state governments on Wednesday and ask them to begin negotiation on the consequential adjustments arising from the new minimum wage. The unions said this on Tuesday in Abuja at the end of a meeting of their states joint councils. They also said the percentages in the agreement they had with the federal government will be the minimum they would accept from any state. Under their agreement with the federal government, workers in the COMESS wage structure on salary grade level 7 got 23 per cent increment, grade level 8 got 20 per cent, grade level 9 got 19 per cent, grade level 10 -14 got 16 per cent while grade level 15-17 got 14 per cent. For those on the second category of wages structures, CONHES, CONRRISE, CONTISS etc, Level 7 got 22.2 per cent, Level 8-14 got 16 per cent, while Level 15-17 got 10.5 per cent. The secretary of the unions’ Joint National Public Service Negotiating Council, Alade Lawal, said the national leaders handed three documents over to the state negotiating council chairmen. ”The first one is the agreement we signed with the federal government on the consequential adjustment. We have decided to develop a table on consolidated public salary structure and the consolidated health sector salary arrangement.” He said the documents were given to state negotiating council chairmen as a guide in their own negotiations in their states. ”The document will not hinder their negotiation with state governments. It is for the personal use of our members in the states, we are not forwarding it to the state governments,” he said. “We are hopeful that by December 31, all negotiations should be wrapped up. In areas where we have difficulties, we have decided to move in as a group to shut down the space towards ensuring that implementation is done.” |

Minimum wage payment begins in December –FEC punchng.com Oct 24, 2019 12:55 AM Olufemi Atoyebi, Friday Olokor, Kamarudeen Ogundele, Abuja The Federal Executive Council on Wednesday directed the Minister of Finance, Zainab Ahmed, to effect the payment of the N30,000 new national minimum wage on or before December 31, 2019. The FEC also approved that the payment of the new wage should take effect from April 18, 2019. The Minister of Labour and Employment, Chris Ngige, said this while briefing State House correspondents at the end of FEC meeting presided over by Vice President Yemi Osinbajo at the Council Chamber, Presidential Villa Abuja. Ngige said he, in collaboration with the National Salaries, Income and Wages Commission, had been directed to send the consequential adjustments to states as a template in their negotiations with labour. He said, “Today (Wednesday), we sent to the Federal Executive Council our report and the conciliation that was done last week between the organised labour and the Federal Government of Nigeria on the issue of the new national minimum wage which has been fixed at N30,000 per month and the consequential adjustments that were meant for salaries and wage structures of the public service thereto. “You will remember that last week when I briefed the press, I told you that the salaries and wage structures are compartmentalised into four classes; health, armed forces service, research institutes and the paramilitary. “So, they have percentage increase in their wage structure and for emphasis the Grade Level – 07 compartment received 23.2 per cent rise, Grade Level 08, 20 per cent, Grade Level 09, 19 per cent, Grade Level 10-14, 16 per cent and Grade Level 15 to 17, 14 per cent in the CONPPS which is the pure civil service structure and agencies earning the same wages as those in the public service. “Council also approved for us that the financial implication be worked out and the payment should be completed on or before December 2019. Council further directed that the Minister of Finance, Budget and National Planning through the Office of the Accountant General of the Federation should effect all these payments before December 31, 2019. “Council further directed also that the National Salaries, Income and Wages Commission and the Ministry of Labour and Employment should send the consequential adjustments table down to the state and local governments as an advisory document for their information and guidance for their National Joint Public Service status in their respective states because the national minimum wage is a national law.” But the Nigeria Labour Congress on Wednesday in Enugu said it would not contend with the Federal Government over the decision of the Federal Executive Council to set December deadline for the payment of all arrears accruing from the new minimum wage. |

Please be reminded that 30k minimum wage is 66.67 % increase of 18k. it is 18k multiply by 66.67=1200060/100=12000.6 If you add 12000.6 to 18k it would give you 30000.6 which is the new minimum wage. However, our share of it is 20% which is 3600 as i illustrated above. |
The consequential adjustment was 20% increase of 18k. Now for level 8 step 3. it would be 18k multiply by 20 divided by 100= 3600. Then add the 3600 each to all items that the minimum wage would affect such as basic salary, utilities, housing, transportation and medical. that is 3600 multiply by 5=18000. Finally add the 18k to your current take home pay. example for level 8 step 3. it is 60k+18k= 78000. Note: You have 27% of your basic salary added to your salary, (If state Govt would maintain that) that's make our salary higher than those who work in the ministries (core -civil servants ). now the the basic salary is 24k +3600=27600. The 27% of your basic is 7452. Finally, your take home salary would be 78000+7452=85452k. Note: I worked it with Net pay since Labour agreed with FG not to increase Personal Income Tax. |

The ministry has their political head known as the commissioner (at state level) who heads the ministry while parastatal has a political head called the chairman who heads the board. secondly, The Boards are under the control of one ministry or the other. while ministry is on its own as part of the government itself. Note: parastatals workers (public servants) earn more than ministerial workers (civil servants) due to allowances in Nigeria. Although, all civil servants are public servants but not all public servants are civil servants. Hence, the nomenclature "core civil servants ". Some Civil Servants in Kaduna State on Friday commended Gov. Nasir El-Rufa’i for paying the N30,000 minimum wage as promised. El-Rufa’I had in a statement in August signed by his Special Adviser on Media and Communications, Muyiwa Adekeye, promised to pay the N30,000 National Minimum Wage in September.
