Ctorch: The apex northern group, the Arewa Consultative Forum, has dismissed the call for restructuring, saying it was not well defined by its proponents.
The group said the North could not be intimidated.
The ACF also said the North preferred a referendum to determine Nigeria's continued existence, adding that various parts of the country could go their different ways if its existence were no more desirable.
In an interview with Punch, the ACF secretary-general, Aliyu, said although the group was not afraid of restructuring, its proponents had not adequately defined it.
Aliyu stated, "The North is not afraid of restructuring. What we want is to define what is it that we want. If we want to be in Nigeria and if we don't want to be in Nigeria, let's sit down and agree."
According to him, the North is looking at all options and is leaving all options open.
He stated, "We can restructure. We can become a confederation. We can devolve powers. We can have state police and all that we want. But I can tell you that the thinking of the North now is that we should have a referendum if we want Nigeria or not. If we want Nigeria, then, we must sit down and see how Nigeria will work.
"If we need the country, let's sit down and decide that we need the country first. Then we can now sit down and decide on how our country can work for all of us. If we decide that we don't want the country as it is, then, I mean, countries have gone apart, Czechoslovakia and quite several other countries, including Sudan, had gone apart. We don't want to go to war."

Sadiya Umar Farouq says the ministry of humanitarian affairs, disaster management and social development has no link to the alleged N2.67bn school feeding fraud uncovered by the Independent Corrupt Practices and Other Related Offences Commission (ICPC).
The ICPC disclosed on Monday that N2.67 billion paid to some federal colleges for school feeding during the COVID-19 lockdown ended up in private bank accounts.
But in a statement issued by Nneka Ikem Anibeze, her special assistant on media and publicity, Umar Farouq said the school feeding in question is different from the home grown school feeding programme which is one of the humanitarian ministry’s social investment programmes (SIP).
The minister said in August that the federal government spent over N500 million to feed pupils during the lockdown imposed to curb the spread of COVID-19 in the country.
She said the home grown school feeding programme is for pupils in primaries 1-3 in select public schools across the country, and not for college students.
She also said other cases of fraud mentioned by the ICPC have nothing to do with her ministry.
“The Ministry of Humanitarian Affairs, Disaster Management and Social Development hereby informs the public that the Federal Government Colleges school feeding in question is different from the Home Grown School Feeding which is one of its Social Investment Programmes,” the statement read.
“That the School Feeding under scrutiny is feeding of students in Federal Government Colleges across the country and is not under the Federal ministry of Humanitarian Affairs which only oversees Home Grown School Feeding for children in Primaries 1-3 in select public schools across the country.
“That the over N2.5 billion which was reportedly misappropriated by a senior civil servant (name withheld) took place in a different ministry and not the Ministry of Humanitarian Affairs, Disaster Management and Social Development.”
The minister asked the ICPC to publish the names of persons complicit in the school feeding fraud and to freeze the accounts where the missing funds were found.
“The Ministry of Humanitarian Affairs, Disaster Management and Social Development calls on The Independent Corrupt Practices and Other Related Offences Commission, ICPC to publish the names of persons, federal colleges and school heads whose names have been found to be associated with the missing funds and also freeze the accounts where the said funds were diverted,” she said.

Richard, a Plateau State born aspiring musician and keyboardist, died on Sunday 27th September 2020 between the hours of 4:00pm to 5:00pm, Reports.
Richard, who played a prominent role in campaigning for Tricky Tee while he was in the Big Brother Naija house, was reportedly heading home from an outing when the Shagamu police patrol van started chasing the motorcycle he boarded, Reports.

Kani581: Nigerian Meteorological Agency (NiMet) had in January 2020 declared some LGAs in Imo and Abia States as highly probable flood risk areas. Among the places listed within Abia State as a highly probable flood risk location in 2020, is Umunneochi LGA while others are Osisioma-Ngwa, Isiala-Ngwa North and Ukwa West LGA.
The others are Ukwa-East, Umuahia-North, Umuahia-South and Obingwa LGA.
Before you share dramatic flooding pictures from Ariaria area, kindly note the following:
1. Ariaria International Market, Aba, which is more than 44 years old, is located within Osisioma Ngwa LGA which is included in the NiMet forecast
2. Aba, the commercial nerve center of the South East is located within a low lying heavy rain belt and the current location of Ariaria market is in the lowest lying area, west of the city, while Ngwa Road (Ndiegoro area) is located within the lowest lying point in the eastern axis of the city.
3. In its early days, the Ikpeazu administration noted the above (2) and promptly designed a plan to reconstruct Ariaria International Market (see 3D picture), brought in a foreign investor to deliver the project but the traders vehemently resisted it, followed that up by refusing to move and literally walked out on the latest meeting organized to offer them alternative accommodation and incentives to move pending when the proposed remodeled market was completed (This can be onfirmed from attached comment of the Chairman of the Market Committee, Mr Okeke Chigozie Stephen).

Yet, to support trading activities, tne government embarked on tne Ifeobara Pond flood management and the ongoing reconstruction of Brass-Faulks (Ariaria) project by Setraco Construction Company that has ensured that, for the first time in decades, vehicles can move from Express Junction through Faulks Road to Brass Street along Aba-Owerri Road, in addition to 3 other roads done by the administration to link up Ariaria market area.
6. There is an unoccupied brand new “Aba Mall” in Osisioma LGA done by private investors under the preceding administration that has been waiting for at least a segment of Ariaria market traders to move to and allow for full, partial or phased reconstruction of Ariaria market.
7. Under the watch of Governor Okezie Ikpeazu, some internal Roads in Ariaria were rehabilitated and new drains constructed to evacuate storm water through the new 6.5km underground drainage pipe done by the administration but the traders continue to block the internal drains by dumping wastes into them and putting up makeshift trading structures on the path.
If the prediction of heavy rainfall and flooding of Osisioma Ngwa area from hydrological and meteorological agencies hold true then Ariaria International Market and surrounding communities will definitely be heavily impacted.
Rather than hire pay per publication photographers to share real and fake dramatic flood pictures from the market, tne traders need to work with the government to ensure immediate evacuation to any of the alternative markets, or, in the least, commence immediate desilting of gutters and removal of illegal structures built on drainage ways.
Aside from the work already done at the Ifeobara-Faulks Road area, the Ikpeazu administration also moved to solve the perennial flooding challenge at the Ndiegoro axis by partnering with the World Bank to commence the ongoing N27.4bn flood control project that includes total reconstruction of Ngwa, Obohia, Ohanku and Uratta roads with a spur to PH Road as well as a massive underground drainage through Ngwa road to Aba Waterside. That is by far the biggest, the most ambitious and the most audacious effort made to solve the perennial Ndiegoro flooding problem that made late Chief Sam Mbakwe weep because of neglect by the federal government.
Unless Ariaria traders heed the warning from federal and state agencies and do the needful today, there will likely be more dramatic pictures from Ariaria area in the coming days and years. As we say in Igbo land, “Ukpana okpoko gburu nti tiri ya”, will definitely apply.
Abia State Government is ever ready to support long term solutions to the Ariaria flooding challenge with a ready plan to humanely relocate the traders without causing undue hardship to our people.
For now, it is to the credit of the government that while the administration has not been able to stop heavy rains from falling in Aba we have ensured that less than an hour after the heaviest of rains, flood water will seamlessly follow the newly constructed drains scattered around Aba to the natural storm water collection point in Aba Waterside.
If this is truly the real situation in Aba then no one should put the whole blame of the sorry state of ariaria market on ikpeazu. If it where to be a very radical governor like hell rufai he would have since used soildiers to bulldoze the whole market down even if the traders refused to relocate their goods.

Ababbio: Barely two days after some member of Book Haram insurgents group attacked Borno State Governor Prof. Babagana Umara Zulum killing sorces, another group of the insurgents has on Sunday, laid another attack on the Governor returning convoy long Monguno-Maiduguri axis, Vanguard reports.
Monguno is north and about 80km drive to Maiduguri, the town hosted thousands of Internally Displaced Persons (IDPs) mostly from Marte, Baga, Kukawa, Dikwa and other surrounding Local Government Areas.
Sources said, the attack led to the shooting of a back tyre of the vehicle/bus conveying Journalists attached to the governor, but the driver manuveared and drove the vehicle on the flat wheel to escape the scene.
Although, details were sketchy at press time, one of the occupants/Journalist in the affected bus who did not want his name mentioned confirmed to our correspondent that the convoy ran into another Boko Haram ambush about 50km away to Maiduguri.
