Yes, in your inbox with the said client, look to your top-right, you would see SEND OFFER, Click, and select stuff, base on your agreement.

I think it refreshes once in a while, it all depends on the niche(s) that you are in.
If it's a niche that Buyers don't post requests regularly, then nothing would show.
I also believe Fiverr programs the Buyers requests to show new requests in particular hour(s) of the day.

Hello guys. Could someone please tell me the steps to withdraw your funds to an exchanger, this would be the first time I will withdraw my earnings. I've already created a fresh email and added it as my PayPal email on Fiverr and I've also waited the mandatory 24hrs on Fiverr.

After clicking on withdraw with PayPal, I was sent an email to asking me to click a link. I haven't done so yet as I don't even which link I will be sending to my exchanger.

Meklex already answered. If the link is from Fiverr, click it, you could get a wait-for-24hours-message, or the withdrawal to your email could be immediately.
