The Governor of Niger State, Abubakar Bello, has signed an Executive Order restricting the movement of articulated vehicles across the state.

Briefing newsmen in Minna on Saturday, the Solicitor General and Permanent Secretary, Ministry of Justice, Adamu Mohammed, explained that the order known as ‘Trailers, Tankers and other Heavy motor vehicles Order no.2, 2019’, has since come into effect.

Mohammed said that the new order has repealed the old one and regulates the movement of heavy-duty vehicles and trucks to the hours of 10:00 p.m. to 6:00 a.m. daily.


He further stated that no trailer, tanker or any other vehicle loaded with inflammable and combustible products is allowed to park within residential areas.

Permanent Secretary warned that failure to abide by the new order will attract punishment as the order has some penal provisions to be applied to those who flout it.

The Order stated, “Any person who drives a trailer or other heavy-duty vehicle and abandons or fails to remove the said vehicle within a reasonable time and obstruct the normal flow of traffic has committed an offence and shall be liable on conviction to serve a term of not less than six months imprisonment and a fine of N500,000.

“If the relevant state agencies have to tow away the vehicle, the owner shall pay and defray all towing expenses and for each day that the vehicle remains unclaimed, he shall pay demurrage of N50,000, and if unclaimed for 30 days, the said vehicle will be forfeited to the government.

“Any person who harasses, threatens, insults, intimidates, obstructs, assaults, batters or disobeys any officer of the state or a security personnel in the course of enforcing this order, has committed an offence and shall upon conviction be liable to a term of imprisonment of not less than six months and a fine of N500,000.”

Mohammed said a Magistrate Court of any grade shall have the power to summarily try the offences.

He, however, pointed out that such vehicles discharging within Minna or en route to Kebbi State and vehicles carrying perishable goods for the purpose of offloading within Minna metropolis were allowed to move between 11:00 a.m. to 3:00 p.m. daily.

Scientists have trained rats to drive miniature cars.

Researchers in Virginia have created the rat-operated vehicle (ROV) to test the creatures’ abilities as well as the effect on them of learning a complex skill.

Eleven male rats and six females were taught to drive the electric ROV, which moved forward when the rat grasped wire “handle bars”.

In the first phase, the rodents learnt to enter the vehicle and drive forward in a straight line to retrieve a reward of Froot Loops cereal.


The researchers established that rats could then be trained to steer by touching different bars to move straight ahead and left or right, to reach a preferred snack 140cm away. The car reached a top speed of 1.1mph.

Researchers found that rats reared in better cages with more toys and items to provide stimulation were the first to pass their “driving test”.

Kelly Lambert, of the University of Richmond, said: “Most of [the rats] learnt to drive to the goal, but not consistently enough to pass the experimental driving test. When trained more often, however, even the rats housed in standard housing conditions learnt to drive.

“This reminds us that our brains are dependent on interactive, engaging environments to facilitate optimal performance. Our neural networks crave informative experiences like our lungs crave air to function.”

Julian Assange fought back tears as he lost the first bout of his extradition battle when a judge rejected his pleas for a full court hearing to be delayed.


The Wikileaks founder appeared in person in court for the first time since May this morning after illness prevented him from being at previous hearings in his battle against extradition to the United States to face spying charges.




Assange, dressed in a navy suit and light blue jumper, raised his fist to supporters in the public gallery. He was cleanly shaven in contrast to the long beard he had grown while holed up in Ecuador's embassy.


But he struggled to say his own name, mumbling, pausing and stuttering as he gave his name and date of birth at the start of a case management hearing.

A full hearing is due to start in February next year, but Assange's lawyers tried to have it delayed for three months because they need more time to prepare their case. Judge Vanessa Baraitser declined the request to delay proceedings.

When his case was adjourned, Assange complained that he had not understood proceedings. He said: 'I can't research anything, I can't access any of my writing. It's very difficult where I am.'

He told the judge he is up against a 'superpower' with 'unlimited resources' and appeared to be fighting back tears as he added: 'I can't think properly.'

The case will now begin in February, although legal experts have suggested that, if the case goes to a series of appeals, it could be 2025 before Assange is actually sent to the U.S.




He is likely to remain in jail for that time and it is estimated jail and court costs would run to nearly £600,000.

Assange, 48, faces 18 counts in the U.S. including conspiring to hack government computers and violating an espionage law. He could spend decades in prison if convicted.

“We met in the club through a friend and he was well presented and loving, humble and respectful and he spent a lot of money that night but after everything, to be honest, we went home separately.

The following day we hooked up and that was how it all started. He was taking good care of me and that was one of the reasons I fell in love with him. But what I found odd about him is the forceful way he has sex with. No pre-intimacy, nothing, just to jump on me and forces his way through. No affection, no cuddling, no romance just brutal sex. I was raped like this most nights, and usually followed by beating and insults,” she added.

Though not legally married, they lived together for two years with issues between them. But Bose Oladimeji would not want to drag the children into it.

Santana market in Benin has gone up in flames. Property worth millions of naira were on Saturday night gutted by fire at the market located at Benin-Sapele road, Benin city.


Details of the cause of the fire incident are still sketchy. A witness however says the fire outbreak might not be unconnected to a power surge which resulted in an explosion in one of the stalls.

By Sunday morning, traders and sympathisers had gathered around the market as many women were seen weeping uncontrollable.

Twenty people were killed early Sunday when a packed bus came off the road on a highway west of the DR Congo capital Kinshasa and burst into flames, a local official said.


“The provisional toll is 20 dead,” Didier Nsimba, deputy administrator of Mbanza-Ngungu territory told AFP.

The bus, laden with people and goods, was travelling from Lufu to Kinshasa when the brakes failed, he said.

An injured passenger who gave her name as Nacha said more than 100 people had been in the vehicle at the time, and many bodies were burned beyond recognition.


Mbanza-Ngungu is located about 150 kilometres (90 miles) west of Kinshasa on Highway 1, a road with a notorious reputation for deadly accidents.

Call him a victim of circumstance and you will not be far from the truth. All he did was go to his friend’s place to charge his mobile phone, an action that has seen him spend the last two years behind bars.


The above has been the fate of 28-year-old Rotimi Adeosebekan who was arrested on November 15, 2017 alongside others by Special Anti-Robbery Squad (SARS) operatives from Abuja at the instance of a lawyer alleged to be embroiled in a property tussle at 8, Agorodiyan in Victoria Island with one Segun Babaloye.

Following a Save Our Soul (SOS) appeal by Adeosebekan’s aged mother, Mrs. Folasade, The Nations correspondent made findings and discovered that the victim was being held alongside Olayinka John, Ismaila Fatasi, Joseph Adeniran, Thompson Emmanuel and Kolawole Seun at the Keffi Prison in Nasawara State on charges of armed robbery, kidnapping and terrorism.


But neither Adeosebekan nor his co-defendants understand why fate dealt them a huge blow and allowed the police to rob them of their freedom.

Narrating his ordeal to The Nations correspondent, Rotimi said: “The worst part is that I did not know anything about the fight. I learnt that the late landlord’s son and a tenant who’s a lawyer fought over property. I do not even stay there; I just went to charge my phone at my friends’ place. My friends were working as guards employed by the late landlord’s son.

“So, that day, policemen just came and packed all of us. They took us to Abattoir in Abuja and three days later, they took us to a Magistrate’s Court where they accused us of stealing jewellery and phone belonging to the lawyer. We denied it and then, the police took us back to Abbatoir and we were there for over two months.

“After that day, the man said unless we provided Mr. Segun Babaloye, he will not let us go. He said he bought the house from Segun’s father Pa Babaloye when he was alive and that Segun.

“It was after that period that they now took us before Justice Binta Nyako of Federal High Court III and charged us for armed robbery, kidnapping and terrorism. We have been in prison custody since that time.

“The police made such huge allegations against people without any evidence. The worst part is that I did not know any of these things and I am not involved. My friends are not involved either. Some of those arrested with me were eating yam outside, while others were security men.

“It is unfair how we have been made to suffer over a case that does not concern us. This is a typical case of the grass suffering when two elephants fight. I am appealing to President Muhammadu Buhari to order an investigation into this case so that the truth can come to light and we can go home.

“I am begging them to release us because we did not do anything. We are innocent. Our case is coming up on November 20 but November 15 will be exactly two years we were arrested and locked up.''

It was gathered Seun, an Oodua People’s Congress’ (OPC) Chief Security Officer (CSO) was arrested at his Ajegunle residence 15 days after the others were rounded and whisked to the same cell in Abuja were the others were held.

Poor processing and packaging are the key factors hampering patronage of locally produced rice, a cross-section of foodstuff sellers said in Lagos on Friday.


In an interview with the News Agency of Nigeria (NAN), they explained that the scarcity of imported rice after the closure of Nigeria’s borders would have boosted patronage of local rice but that poor processing of the Nigerian variety had forced many consumers to stick with foreign rice.

One of the foodstuff sellers, Mr. John Nwabueze, who operates a shop at Alimosho in Lagos, told NAN that Nigerian rice farmers needed to do more work on their produce to make their rice acceptable.
“The Nigerian rice industry is presently not doing so badly. It is just that our local rice processors need to improve on their final product. I believe that it is the increase in the demand for locally processed rice, following the border closure that has resulted in the recent poor processing of local rice.
“At the first week of the border closure, locally processed rice supplied to us was well polished without stones but with the increased demand, it is now poorly processed. After two weeks of border closure, we started getting supplies of rice with stones, chaffs and different species of rice mixture.

“It is indeed, a terrible situation. I am selling rice but it is not nice and that is the only choice we have for now. We are hoping it will get better before the borders reopen. If we can improve on our locally processed rice it will be more beneficial to Nigerians than reopening the border because the money will now be within the country,” Nwabueze said.

Henrik Olssen Lilja, the Swedish lawyer who first represented ASAP Rocky during his assault case in the nation, has been injured in a Stockholm shooting.



According to a report by Forbes, Lilja was shot in the chest and head on Friday, September 6th by an unnamed male assailant.


Lilja reportedly called the police himself and was promptly taken to a hospital. Police have since arrested several suspects for questioning, although as of right now it's being treated as an isolated incident.


Witnesses claim to have seen a person attack the lawyer and wrestle him to the ground in a stairwell shortly before he was shot at least twice.


One of the people brought in for questioning is a senior lawyer who was previously banned from contacting Lilja.


His current condition is unknown. Lilja has previously represented the likes of Qiao Jianjun, a wanted fugitive in China who has been accused of embezzling millions.

A foreign student newly admitted to the prestigious Harvard University has been denied entry into the United States of America because of social media posts his friends made.


According to Washington Post, Palestinian Ismail Ajjawi, 17, arrived at Boston Logan International Airport on Friday night, but immigration officials detained him for eight hours.

Ajjawi was interrogated for hours and his phone and computer were searched. Afterwards, they revoked his visa and sent him back home.

Speaking on the incident, an immigration officer said she “found people posting political points of view that oppose the U.S.,” though she discovered nothing Ajjawi had posted himself.

Narrating what happened, Ajjawi said, “After the five hours ended, she called me into a room, and she started screaming at me.

“She said that she found people posting political points of view that oppose the US on my friend list.

“I responded that I have no business with such posts and that I didn’t like, share or comment on them and told her that I shouldn’t be held responsible for what others post.”

Yet Ajjawi’s visa was revoked and he returned to Lebanon.

Harvard spokesman Jonathan L. Swain reacted in an emailed statement that reads: “The university is working closely with the student’s family and appropriate authorities to resolve this matters so that he can join his classmates in the coming days."

Reacting to the incident, spokesman for U.S. Customs and Border Protection, Michael McCarthy, said the department was “responsible for ensuring the safety and admissibility of the goods and people entering the United States.”

He added: “Applicants must demonstrate they are admissible into the U.S. by overcoming all grounds of inadmissibility, including health-related grounds, criminality, security reasons, public charge, labor certification, illegal entrants and immigration violations, documentation requirements, and miscellaneous grounds.
"This individual was deemed inadmissible to the United States based on information discovered during the CBP inspection."
