Requiem for Nigeria Air For those eager to celebrate the launch of a national carrier, let me warn that the stunt pulled off last week by the federal government through its transportation minister responsible for aviation, Mr. Hadi Sirika, at the Farnborough Airshow in England, was nothing more than a statement of intent. It was a cleverly choreographed political sound bite, complete with photoshopped images of an aircraft depicting Nigerian livery. It was targeted at fooling the public into believing that the administration was sticking to its campaign promise to establish a carrier flying the Nigerian flag. What was sorely missing from that presentation was the business case for the so-called airline to be named Nigeria Air, investors that had indicated interest in taking a stake in the airline, a lease/procurement plan with aircraft manufacturers and lessors for the acquisition of aircraft, management and technical services agreements with a prospective operator for the airline, a realisable blueprint for the actualisation of an airline hub possibly in Lagos, targeting first the West African sub-region, and a plan for the establishment of a maintenance, repair and overhaul (MRO) facility as an additional revenue stream for the proposed airline. It must be mentioned that at the presentation at Farnborough, Sirika’s audience was made up solely of officials of his ministry and the regulatory agencies in the Nigerian aviation sector. Not a single prospective investor, aircraft leasing firm or manufacturer, or advisory firm was in sight. The sole foreigner at the Farnborough event was the cameraman hired by the transportation ministry. At the very minimum, the so-called advisors led by Airline Management Group (AMG), which the federal government appointed a year ago at a princely fee of N1.5 million, should have been at the airshow to present their outline business cases for the airline, MRO, aerotropolis, and so on. AMG was named the lead in the advisory consortium after Lufthansa Consulting pulled out five months ago. Citing conflict of interest as one of the reasons for Lufthansa’s withdrawal, Sirika added last February that his ministry and the German firm were unable to agree on the contract terms for the advisory services, requiring an upfront payment of 75% of the contract fees that would have been payable in euros into an escrow account with a foreign bank. But I digress. Sirika clearly went to the airshow unprepared. He also failed to address the challenging Nigerian aviation environment characterised by under-capitalised airlines, safety concerns, jet fuel shortages, an unattractive fiscal regime, the absence of world-class aviation infrastructure, and shoddy regulation. Even outside Nigeria, the minister was unmindful of the litany of unprofitable, struggling airlines on the African continent and beyond. Examples abound of defunct, bankrupt and unprofitable national and government-owned carriers ranging from Sabena, Swissair, Alitalia, Iberia, British Airways (pre-privatisation), Air Afrique, South African Airways, EgyptAir to Kenya Airways. It would be futile using Ethiopian Airways and Emirates Airline as examples of state-owned airlines that have succeeded. They operate unique models that are difficult to replicate. Whereas Ethiopian Airways has a government-protected monopoly on its domestic routes, has benefitted from economic growth and stability averaging 10% over the past decade, provides a plethora of services including maintenance, catering and training to other airlines, boasts a young and modern fleet, purportedly pays zero landing fees at Ethiopian airports, and controls a large chunk of the air traffic in Africa; Emirates, supported by the government of Dubai’s investment arm, has been accused by its global competitors of benefitting from hidden state subsidies, maintaining a too cozy relationship with Dubai’s airport authority and its aviation regulator – both of which are state-owned entities – and benefitting from reduced borrowing costs by taking advantage of its government shareholder’s sovereign borrower status. But the allegations against Emirates have been debunked, with the airline pointing to the bailouts provided by the United States government to US-based airlines as a substantial form of state assistance. What was more bemusing was Sirika’s declaration that Nigeria Air would fly on 162 routes! How was this predetermined without the input of investors? Shouldn’t that be the responsibility of the advisers and investors to determine the viability of routes? Rather than dissipate energy on the establishment of a new national carrier that will never see the light of day, Sirika should focus on the low hanging fruit right in front of him. For all intents and purposes, Arik Air, Aero Contractors and the remnants of the defunct Air Nigeria (successor of Virgin Nigeria) currently belong to the Nigerian government. With the still operational Arik and Aero Contractors under the control of the Asset Management Corporation of Nigeria (AMCON), the latter, with the assistance of reputable international consultants, should begin the process of underwriting the liabilities of both airlines, hiving off and disposing of their non-core assets, and merging the airlines into one entity. After the corporate restructuring process, which must include a share restructuring strategy that leaves the owners of the legacy airlines with some minority stake in the emerging entity, the new airline should be sold to a core strategic investor capable of injecting fresh capital into it and expanding its fleet and operations. This avenue available to Sirika is a surer bet of getting an airline with a Nigerian identity off the ground. He needs to bury his ill-fated attempt to start an airline from scratch. The Nigerian government does not need a 5% stake in any airline, nor does it need to provide a take off grant of $300 million. Instead, more resources should be deployed in improving airport infrastructure and the concession of Nigeria’s viable airports to the private sector. As it stands, the Federal Airports Authority of Nigeria (FAAN) has proven to be a basket case. President Muhammadu Buhari is scheduled to meet with all the Senators elected under the platform of the All Progressives Congress, APC, tonight at the Presidential Villa, Abuja. The meeting, which is billed to take place at 9 pm, is coming barely 24 hours after 14 senators previously in the APC defected to the rival Peoples Democratic Party, PDP. It is not known whether Senate President Bukola Saraki will be attending. Mr Saraki is embittered over the security siege laid on his residence and that of his deputy, Ike Ekweremadu, on Monday. Presidency Illegally Moved N14bn -Auditor-General , The audited report of the federal government for the 2016 financial statement from the Office of the Auditor-General for the Federation (OAuGF), Mr. Anthony Mkpe Ayine, has revealed that the presidency illegally withdrew N14 billion from the Stabilisation Fund for the establishment of an Army barracks. The report, which is posted on the OAuGF’s website also indicated that one of the flaws among the agencies of government pointed out was poor bookkeeping practices, especially in the oil mineral sector, in the management of revenue generation and expenditure, and described it as a major challenge in the anti-graft war in public finance expenditure. The audit report cited one case of the discrepancy by the relevant government agencies, which culminated in the over-payment of two revenue generating agencies, including the Department of Petroleum Resources ( DPR) and the Federal Inland Revenue Service ( FIRS). According to the report, the overpayment stood at N837.082 billion as the cost of revenue collection by the two bodies. It said: “Our examination of the Accountant-General’s Transcript and FAAC figures revealed that the FIRS and DPR were over the paid cost of collection in the month of August 2016 in the amounts of N305,922,200.48 and N531,160,436.78 respectively totaling N837,082,637.24. “ It was observed that what was captured in the Accountant-General’s Transcript as payments for the month of August for FIRS and DPR as the cost of collection differs from what FAAC approved in the FAAC file. It is expected that only figures approved by FAAC are to be paid by the Accountant-General of the Federation. The difference resulted in overpayments of N837,082,637.24 by the Accountant-General to the two collecting agencies.” Also contained in the report was the fact that joint venture (J V) cash calls ( funds injected into JVs by the NNPC on behalf of the Federation could not be accounted for in the books of the OAGF and the FAAC. “These funds are obtained out of revenues accruing to the Federation that would otherwise have been paid into the Federation Account for allocation to the three tiers of government. INEC, tribunal frustrating my petitions –Olusola _Kamarudeen Ogundele, Ado Ekiti_ The candidate of the Peoples Democratic Party in the July 14 governorship election in Ekiti State, Prof Kolapo Olusola, has accused the Independent National Electoral Commission of frustrating his efforts to duly file a petition at the election petitions tribunal. Olusola is challenging the victory of the candidate of the All Progressives Congress, Dr Kayode Fayemi, as declared by the INEC. He alleged that his applications to INEC for the certified true copies of election documents and a motion ex parte made to the tribunal were rebuffed despite having fulfilled necessary steps. Olusola raised the alarm that the delay from INEC and the tribunal were plans to allow time to run against him in instituting the legal action within the 21 days. He urged the election petitions tribunal to expedite action on his two applications and allow the law to take its course. “We applied for certified true copies of election documents to assist in the preparation and presentation of my petition. “The application was filed on July 16 to the Ekiti State Resident Electoral Commissioner, Prof Abdulganiyu Raji, and upon approval of the application, we made payment on July 20. Till now, no document has been made available to us by INEC. “We equally made an application for certified true copies of the document to the INEC Chairman, Abuja, Prof. Mahmoud Yakubu, on July 17, and upon approval, payment was made on July 18.” Olusola added that no document had been made available to him despite repeated visits to INEC offices in Ekiti and Abuja. “I, therefore, make a passionate appeal to INEC not to frustrate me further as the damage it has done to me is enough. “The action of INEC is showing that they are out to frustrate me so that time will completely run out against me in line with the expectation of their task masters.” The Public Relations Officer of INEC in Ekiti, Alhaji Taiwo Gbadegesin, did not answer calls to his phone. The National Chairman of the Peoples Democratic Party, Prince Uche Secondus, has called on Nigerians to caution President Muhammadu Buhari, alleging that his actions are detrimental to the survival of democracy in the country. Secondus, in a statement in Abuja on Tuesday concerning the siege on the leadership of the National Assembly by security agencies, said it was unfortunate that President Buhari could allow such to happen under his administration. He said it was bad that the President, who he said was a beneficiary of democracy in 2015, has allegedly done nothing ” but destroy every fabric of democracy and the rule of law. ” He alleged that the All Progressives Congress-led Federal Government was using the security agencies to overthrow the leadership of the National Assembly in order to make it comatose. He said, “The APC government led by President Muhammadu Buhari is using state security apparatus like the Nigerian Army, Department of State Services and the Nigerian police to attack the National Assembly with the aim of forcibly overthrowing its leadership and rendering the third arm of government comatose. “The Senate President, Dr Bukola Saraki; his deputy, Ike Ekweremadu and other distinguished senators are have been under severe assault from security agencies. “It now a known fact that democracy have now collapsed in Nigeria and we are now under a totalitarian and fascist government with no appetite for opposition.
