The NBS stated this in its National Corruption Report, adding that 32.3 per cent of Nigerian adults who had contact with public officials between June 2015 and May 2016 had to pay bribes to the government workers.

The report, a copy of which was obtained by our correspondent in Abuja, was prepared by the NBS in collaboration with the United Nations Office on Drugs and Crime.

It said the majority of those who paid bribes to public officials did so more than once over the course of the year.

According to the survey, bribe payers in Nigeria pay an average of six bribes in one year, or one bribe every two months.

By combining the total number of people who paid bribes to public officials with the frequency of the payments, the NBS report estimated that a total of 82.3 million bribes were paid in the 12-month period.

This, the report stated, resulted in an average of almost one bribe paid by every adult Nigerian per year.

The report read in part, “Taking into account the fact that nine out of every 10 bribes paid to public officials in Nigeria are paid in cash and the size of the payments made, it is estimated that the total amount of bribes paid to public officials in Nigeria in the 12 months was around N400bn, the equivalent of $4.6bn in purchasing power parity.

“This sum is equivalent to 39 per cent of the combined federal and state education budgets in 2016.

The average sum paid as a cash bribe in Nigeria is approximately N5,300, which is equivalent to $61 – PPP.

“This means that every time a Nigerian pays a cash bribe, he or she spends an average of 28.2 per cent of the average monthly salary of N18,900.

“Since bribe payers in Nigeria pay an average of 5.8 bribes over the course of one year, 92 per cent of which are paid in cash, they spend an average of N28,200 annually on cash bribes – equivalent to 12.5 per cent of the annual average salary.”

The NBS report said 85.3 per cent of bribery cases in Nigeria were initiated either directly or indirectly by public officials, adding that almost 70 per cent of bribes were paid before any service was rendered.

“With such a large portion of public officials initiating bribes, which are paid upfront, it seems that many public officials show little hesitation in asking for a kickback to carry out their duty and that bribery is an established part of the administrative procedure in Nigeria,” it added.

While money is the most important form of bribe payment in Nigeria, the report stated that other forms such as the provision of food and drink, the handing over of valuables or the exchange of another service or favour also existed.

The report further revealed that 42 per cent of bribes in Nigeria were paid to speed up or finalise an administrative procedure that might otherwise be delayed for a long period or even indefinitely.

According to the report, the second largest proportion of bribes is paid to avoid a fine through frequent encounters with police, while 13 per cent of all bribes are paid to avoid the cancellation of public utility services, an indication that the provision of the most basic amenities, including water and sanitation, can be subject to abuse of power by public officials in Nigeria.

The report stated that law enforcement agents such as the police and judiciary workers such as judges and magistrates were the highest takers of bribe in Nigeria.

It stated, “Police officers are the type of public officials to whom bribes are most commonly paid in Nigeria. Of all adult Nigerians who had direct contact with police officers in the 12 months prior to the survey, almost half paid the officers at least one bribe, and in many cases, more than one since police officers are also among the three types of public officials to whom bribes are paid most frequently in Nigeria.

“At the same time, the average bribe paid to police officers is somewhat below the average bribe size.

“Although fewer people come into contact with judiciary officials than with police officers over the course of the year, when they do, the risk of bribery is considerable: at 33 per cent, the prevalence of bribery in relation to prosecutors is the second highest, closely followed by judges and magistrates.”

Other public officials with a high risk of bribery, according to the report, are car registration/driving licence officers (28.5 per cent); tax and customs officers (27.3 per cent); road traffic management officials (25.5 per cent); public utilities officers (22.4 per cent); and land registry officers (20.9 per cent).

“This shows that corruption takes place across a number of different sectors of the public administration and that certain public officials have a disproportionate impact on the daily lives of Nigerians,” it added.

National Chairman of the All Progressives Congress (APC), Chief John Odigie-Oyegun, has declared that President Muhammadu Buhari remains the party’s best bet for the 2019 presidential election.

Odigie-Oyegun, who gave the verdict, yesterday, in an exclusive interview with New Telegraph, allayed the fear that the president will not seek re-election.
He said the Buhari he saw during a recent meeting between the president and some leaders of the party in London informed his conviction.

He therefore described the boast by the Peoples Democratic Party (PDP) to return to power as a dream, stating that APC is on ground and will retain power in the next general elections.
Former President Goodluck Jonathan had in his address at the PDP national convention on Saturday in Abuja, said the party’s achievements while in power would rekindle the confidence of the electorate to vote it back to power in the 2019 general elections.

“The party is indeed back to reclaim its prime position as the party to lead Nigeria to greatness. As a human institution, we cannot claim to be perfect and as a political party, our accomplishments up to 2015 are clear for every Nigerian to see,” Jonathan had said.

But Odigie-Oyegun mocked the former president and the PDP, describing them as dreamers.
He said: “Whether the president seeks re-election or not, that is a decision only he (the president) can make. And when he makes it, in the unlikely event that he makes that decision, he is not just going to walk away. If Jonathan, a defeated president who wants to rule this country, can be talking about coming back or his party coming back, what of a very charismatic president, who even without money had 12 million votes behind him. So, the comparison is odious.

“APC will still retain power, but we pray that he (Buhari) contests because he is our best card right now. Everything is in the hands of God, but if for any reason he decides not to contest, but I don’t foresee that, he is still President Buhari and he will still work for the party and we will have a candidate that he still blesses. But, that is an unlikely event because the Buhari I saw is building up strength and energy. Let us keep decisions into the hands of God.”

Oyegun had earlier told New Telegraph that he would do everything possible, including “fasting and prayer,” to ensure that Buhari re-contests in 2019.
He said: “I will pray, fast to God that Buhari agrees to contest in 2019. If he contests, Nigeria will be better for it. My prayer is for us to get Buhari to re-contest in 2019. We don’t know his mind yet, but I will do anything in my power to ensure that he re-contests in 2019. Why? There is no other Buhari in this country. Buhari is the only man who can command 12 million votes even without any major campaign.”

Wondering where PDP derived its bravado from, he insisted that Nigerians are not ready to hand over power to a party that decimated the country.
He further said of the former ruling party’s boast: “They have a right to dream because you don’t have to pay anything to dream.

We are on the ground, we are working and the people are aware of the atrocities they have inflicted on this nation. It is clear that there is no going back to PDP, but if they want to dream and bask in false hope, we cannot deny them.


“Jonathan lost an election, how does he think he is coming back? We haven’t even got to the bottom of the injury and damage they inflicted on this nation. If we could defeat him as a sitting president, what of now that he is in opposition and not just opposition, but a fractured, guilty and condemned opposition, which brought this country to its knee. I don’t know where they got their bravado from?”
When reminded that the former ruling party is talking tough and saying that it is ready to take over power in 2019, the APC national chairman said: “That is not the point. The point is whether the people of this country are ready to hand over power to a party that decimated the country.


“Nigerians are no idiots, they may be suffering economic hardship now, but they are not idiots. They know what happened to this country. Of course, they wished their condition today was better, but they are not going to hand over power to those who were responsible for decimating the country.

“Stories are coming out every day and these are facts. There is nothing giving them confidence. It is just bravado. And bravado doesn’t depend on strength; it means making the world to think that you have strength. Look at Korea and United States; the United States can wipe Korea out of the face of the earth, but when the Korea leader speaks, he gives the impression that they can wipe US out of the face of the earth. These things happen every day.

“So, we are not losing any sleep over PDP at all because they are yet to find their feet. I even pray they find their feet because we need them to keep us on our toes. We don’t want a country without a reasoning opposition, but they shouldn’t get their ambitions too high.”

The APC national chairman also expressed optimism that nothing will make Nigerians to dump APC for PDP in 2019.
According to him, the ruling party has made tremendous progress in rebuilding the damage done to Nigeria in 16 years by PDP in its just about two years in power.
His words: “It took PDP 16 years to damage this country. Don’t forget that it is easier to damage than to construct. So, the damage PDP did in this country for 16 years, we have had only two years to rebuild and things are beginning to look up.

“By the end of this year, we will be self-sufficient in most of our agricultural needs, by next year, we will be a net exporter of rice. These and more are the building blocks of a nation that is prepared for greatness and prosperity. The people are seeing this and recognising it. We know things are hard, but thank God that people are seeing through. They realise that things are hard and we are doing the best we can.”
On alleged plot by some chieftains of APC to defect to PDP ahead of the 2019 elections, he said: “I hope those we expect, will be the ones to go to PDP because there are some who are more of a cancer to us than anything. When they go, depending on who they are, we will be consoled.

“This is not the first time they have gone and come, we are watching. To take fewer people away may affect the party, that is normal, but we are still receiving people into the party on a daily basis.”

The General Superintendent of the Deeper Life Bible Church, Pastor Williams Kumuyi, has warned church members and the general public against donating money to a fictitious Facebook account bearing his name and photograph.

The announcement was made on behalf of the 76-year-old church leader during worship service on Sunday.

The church revealed that some unscrupulous persons had opened social media accounts, one of which is a Facebook account, soliciting money from members of the public, purportedly “for the work of God.”

In the announcement, the church was categorical in its denial, saying the church does not even print envelopes for non-members to contribute towards any church project, much less coming on the worldwide web to ask for donations.

“We hereby urge church members and the general public to disregard such solicitations, as they’re meant to dent the image of the church and that of our revered pastor,” the announcer said.

Former President Goodluck Jonathan on Saturday inAbuja announced that the Peoples Democratic Party had returned from limbo and would reclaim power in 2019.

Jonathan asserted this in his address at the party’s a special national convention. He said that the party’s achievements while in power would rekindle the confidence of the electorate to vote it back in power in the 2019 general elections.

"The party is indeed back to reclaim its prime position as the party to lead Nigeria to greatness. "As a human institution, we cannot claim to be perfect and as a political party, our accomplishments up to 2015 are clear for every Nigerian to see,’’ he said.

According to Jonathan, the achievements of the party while in power are ample evidence to demonstrate that PDP is a party of vision and accomplishments.

Highlighting achievements of the party, he said that elections conducted from 2011 by the government controlled by PDP met globally-accepted standard. "We succeeded in doing that because of the leverage and the autonomy we gave to the Independent National Electoral Commission (INEC).

"PDP is a party that wants to place Nigeria in a position to compete favourably with other countries,’’he said.

On the economy, the former president said that PDP provided focused leadership through institutional and sectoral reforms which impacted positively on the country, especially in the last four years of our tenure.

"We tamed inflation at a single digit, maintained price stability, and drove the economy to become thelargest in Africa.

“We also made Nigeria to be the number one foreign direct investment destination in the continent,’’ he said.

According to him, in 2012, PDP ensured that prices of food remained stable in spite of flood which affected 50 per cent of farmlands along the flood plains of river Niger and Benue.

Jonathan said that the country was able to regain its goodwill internationally because the PDP pursued programmes and policies that were not only rewarding but were copied by other countries across the globe.

"We can recall that our agricultural transformation agenda transformed key agricultural value chains, boosted local production and created a new generation of young commercial farmers.

"The introduction of electronic wallet checked corrupt practices in the distribution of fertilizer andenabled farmers to get fertilizer like all other agro inputs.

“In the same vein, the YouWin programme empowered a crop of young Nigerians to go into entrepreneurship and in turn employed others,’’ he said.

Jonathan said that though his administration did not block all the loopholes, it came up with strong innovations to fight corruption. According to him, we introduced the Bank Verification Number (BVN) and the Treasury Single Account (TSA) which has helped to reduce corruption.

“Government is run by policies, the creative thinking, brains in the executive council and in the civil servants were harnessed to get to where we are. “If elected in 2019, PDP will fight poverty and ensure that food prices are reduced,’’ he added, andurged Nigerians to partner the party to restore good life in the country.

Governor of Ekiti state and Chairman of PDP Governors Forum, Mr. Ayodele Fayose, has officially unveiled his presidential ambition at the Peoples Democratic Party, PDP’s National Convention currently taking place at the Eagles Square, Abuja.

Govenor Fayose who arrived the arena wearing his 2019 presidential campaign shirt and cap equally had his entourage carrying his 2019 presidential campaign posters while the crowd gave him a roaring welcome.

Recall also that Fayose had earlier set his words to action in July when a Facebook page claimed to be one of his displayed his 2019 presidential campaign banner with the inscription, “Fayose for president 2019,”and a sub-slogan that read, “Strong, Reliable and Rugged.”

The banner had Fayose’s pictorial drawing, with a pair of glasses to match and a friendly smile. It also had its major slogan reading, “Together, we can make Nigeria work again.” However, today’s public unveiling at the PDP’s national convention has further removed any doubt as to whether Oshokomole, as he is fondly called, will wrestle presidential power with President Muhammadu Buhari in 2019.

A FORMER President, Chief Olusegun Obasanjo has said that his decision to suddenly retire 93 officers in a day ensured that the Nigeria Army was rid of officers capable of staging coup d’état, saying the action is responsible for the survival of the Fourth Republic.

He also said that even though the measure was not ideal, it was the only option at that time that was capable of making the military a truly professional institution. Obasanjo Obasanjo, who said this in a book he co-authored with three other people entitled: Making Africa Work, explained that he specifically retired officers, who had either participated in coups or enjoyed the benefits of coups.

His words: “A coup is a treason punishable by death only if it fails, and yet it puts the plotter in the State House if it succeeds. It was a destructive and destabilising practice, wasteful for the military itself, and undermining in terms of discipline, good order, and military conduct.

“A junior officer takes a gun and looks at his political boss and senior officers through its sights, bumps them off and puts himself in the State House. “He instantly becomes superior and senior to all political and military officers. Such was the situation existing in Nigeria between 1966 and 1999.

“On assuming office as President, I decided to put an end to these incessant coups. I asked the military to submit the list of all officers who had either participated in coups in the past or benefited in the dividends of coups by being appointed to political office as governors or ministers.

“Not knowing what the list was meant for, the military faithfully compiled it and submitted to me as the Commander-in-Chief and chairman of the council of each of the arms of service. Ninety-three officers in all were given six hours notice of retirement on a Friday and ordered not to spend the Friday night in uniform or in barracks to prevent an adverse reaction.

“The following Monday, the service council met to ratify the retirement of all the officers. From my vantage position and background as a battle-tested and war-victorious general, I knew that an officer out of uniform and barracks is like a fish out of water, and their power and influence would be greatly diminished.

“The retirement of these 93 officers all in one day was salutary. It meant that taking part in a coup and benefitting from one could catch up with you, no matter how long it would take, and for as long as you are alive. “Some of them later entered politics and became elected governors; some went into parliament; others got appointed as ministers and ambassadors.

“The idea was not to punish them for life but to exclude them from positions in the military where they could be coup planners, coup plotters, coup executors or coup beneficiaries.

“And once an officer has tasted the trappings of a political life, of living in a government house, with free food and so on, he would easily look for excuses to want more if he is in a position to make it happen.

“The fact that since 1999, there has not been a coup or an attempted coup in Nigeria speaks to the effectiveness of the measures taken to put an end to the destabilizing influence of coups on the political life and dispensation of Nigeria.

“Before 1999, and since independence, the longest that a democratic dispensation had lasted was six years –from 1960 to 1966. “It has neither been easy nor perfect, but there are improvements and evidence of learning among the political class. Any bad signs and misconduct would have to be carefully monitored.”

‎The Peoples Democratic Party (PDP) said so far, there is no legal encumbrances stopping today’s non-elective convention.

The party however, said some people tried to obtain court order to stop the convention but failed because the court declined to grant them the order.

Chairman, sub-committee of the special convention planning committee, Prince Dayo Adeyeye who disclosed this at a pre-convention press briefing yesterday, however, refused to provide further information regarding this.

According to Adeyeye, ‎”Since the plan failed, there is no need speaking further on this. What we have to say is that there is no legal encumbrances stopping the convention.

‎”The convention is going to hold legally and constitutionally.‎” A source in the party however, disclosed that the attempt to stop the convention came from South West‎ PDP.

The zone has remained in crisis even after the Supreme Court judgement that resolved the protracted leadership crisis‎. The two factions led by Governor Ayodele Fayose and Senator Buruji Kashamu respectively, held parallel meetings few days ago.

‎Chairman of the National Caretaker Committee, Senator Ahmed Makarfi, on Thursday, promised that the party would wade into the crisis in the zone.

“In politics there are always issues but what is important is that we sit down and resolve the issues in a civil manner.

“As a party we will continue to work hard not to lose anybody, but will work much harder to bring in more members to the party,” Makarfi stated.

Adeyeye ‎also disclosed that the United Nations (UN), the African Union (AU) and the Economic Community of West African States (ECOWAS) will monitor the convention.

According to him, over 3,000 delegates will attend the convention, which included former members of Senator Ali Modu Sheriff faction.


PDP regretted that the All Progressives Congress (APC) squandered a lot of goodwill given to it by Nigerians in 2015, and blamed the resurgence of Boko Haram in the country after the PDP, on the failure of the party to continue with the insurgency fight after it took over power.

The party described the charges against former Minister of Petroleum Resource, Mrs. Deziani Alison-Madueke as wild allegation, and challenged the Economic and Financial Crimes Commission (EFCC) to go to court if it has any case against her.

“This is not the way to prosecute anti-war, go to court if you have any charge against her. It is only the court that can pronounce her guilty.

“If you said you recovered N150 billion, why is Nigeria in recession? What are you doing with recovered loot? APC propaganda will not save you,” Adeyeye advised.

An Ekiti State High Court has sentenced a herdsman, Ali Haruna, to two years imprisonment for destroying crops worth N1.5 million in the farm.



The state Chief Judge, Justice Ayodeji Daramola, held that the prosecution had proved the case against the accused beyond reasonable doubt setting aside the appeal filed against the judgment of the Chief
Magistrate’s Court.

Haruna had earlier been sentenced to two years jail by an Ado-Ekiti Chief Magistrate’s Court presided over by Mr Idowu Ayenimo on a two-count charge of malicious damage preferred against him.

Ayenimo sentenced Haruna to two years imprisonment on count one and two years’ imprisonment for count two which are to run concurrently.

The herdsman took his cows to the farm owned by one Abdullahi Yaho destroying crops therein. The prosecution called five witnesses during the course of the trial at the lower court.

Dissatisfied with the verdict of the Chief Magistrate’s Court, Haruna through his counsel, Mr Chris Omokhafe, filed an appeal urging the High Court to set aside the conviction on grounds that it must be
consistent and that the appellant was not found with any destructive weapon.

Omokhafe and prosecution counsel, Gbemiga Adaramola, frontloaded all
records and adopted their written addresses.

Affirming the judgment of the Chief Magistrate’s Court, JusticeDaramola said: “There is no iota of doubt at all, the prosecution proved the charge against the appellant beyond reasonable doubt.

“I see no reason whatsoever to disturb the findings of the trial court; this appeal is totally devoid of merit and is hereby dismissed accordingly.”
