Justice Centus Nweze, however, disagrees with the other members of the panel as he reads a dissenting judgment upholding the application of the APC.

He held that the court ought to have reviewed the judgment by setting aside the consequential order which made the Peoples Democratic Party (PDP) the ultimate beneficiary of the intra-party crisis in the Zamfara APC.

He insists that it is better to admit an error instead of justifying an error that fails to represent justice. He adds that the Supreme Court can reverse itself.

Where are all these written in the press release. What you're doing is giving us news behind the news.
Let us assume what you're claiming is correct and I understand you well, you're talking about the test kits. What about the PPEs and other materials? Why are they being moved as well?
Abuja as we have seen is worse off in terms of preparedness when compared with Lagos. Movement of Abba Kyari points in that direction and the fact that only 2 or 3 ventilators are said to be available.
I don't know how they intend to certify the testing kits but if it's to check the dates of manufacture as you claim, then I don't know how come only the Abuja center can carry that out.
Besides, it's the Ministry of Health that received the items from the military not the NCDC which implies there'll still be a transfer to the NCDC which will lead to further delay if your assertion is correct.
Other nations are increasing their capacity in this time of emergency and decentralizing responses. In the US, the governors are the chief responders for their states with support of the Federal govt.
South Korea has even developed a means of testing in 45mins. We are still doing things in the business as usual mode.
All this upon not distributing it in Lagos.

Under what condition will they do that.

Let us learn to do things appropriately.

Lagos NCDC centre is busy at the moment.

All packages comes together.

NCDC are not even using those kits as they need to certify when they are manufactured.

Any kit manufactured before COVID-19 cannot give 100% Positive or negative.

NCDC are currently using analytical testing using lab REAGENTS.

Those kits certification are necessary, Lagos NCDC centre is overwhelmed already for those trials testing on the kits.

That can be done adequately in Abuja.

Even were this to be true - do you know what the Lagos isolation centre has at hand? Did you read the report on GT banks 100 bed equipped isolation centre? The author highlighted the report to look like everyone but Abujavwas being starved of materials. This is patently false.
The report was not a complete report as it does not give the NCDC side of the story, which I find enough reason.

Lagos is overwhelmed already for trials testing of those materials.

Certification is necessary on those materials before usage.

We cannot take anything for granted at his trying time.

Lagos NCDC centre is busy on Analytical testing.

They are not even using the test kits as they as not sure of its 100% accuracy hence the usage of analytical testing using REAGENTS

In one of their interviews yesterday, one of the official was saying most of the test kits available had been manufactured before covid-19 which may not be 100% result accurate as it may give false positive, false negative hence the need for ncdc to use analytical testing insteading of of using the test-kits available

Our attention has been drawn to an article by a cross section of the online media on Thursday. 19th March, 2020. alleging that the General Superintendent of Deeper Life Bible Church. Pastor W. F. Kumuyi held a crusade despite the ban against large gatherings by the government.

The publication was a complete misrepresentation of our special monthly church service tagged: 'Power Night, which was sheaved online to all Deeper Life Bible Church Locations worldwide.

Generally, it is not our practice to join issues with media outlets. but as a responsible and law-abiding church, we believe that vve need to set the record straight as the content of the articles which went viral online, was misleading, mischievous and totally untrue.

In line vvith the directives of the Lagos State Government on Wednesday. 3.8th March 2o2o. Limiting social and religious gatherings to a maximum of 50 persons. our church had. in compliance. held our monthly Povver Night Service at local districts where an old message of our General Superintendent was transmitted by satellite broadcast It bears restating that it was not a new service. but the message from an old programme that was broadcast vvorldwide. The grossly misleading report mis-representecl the actual situation. hence the need to set the records straight.

“Now, my lord, if we file under the ACJA that we need an order to keep him in SSS custody, it will mean filing at the registry. Between the registry and when it will be convenient for my lord to hear the application, the information is divulged.”

Justice Dimgba, why did the agency not exploit the Terrorism Prevention Act which would have made it easier for the agency to get a detention order.


Responding, the DSS lawyer said, “Well my lord, at the initial stage it was not clear whether it was terrorism or not. If it was terrorism, he would have gone for 90 days. Processes would have been put in place.”

The judge responded, “If it wasn’t clear that it was terrorism or something else, does it not mean you ought to have done more investigation before the arrest was made?”

Is this how investigations are done in other civilised climes.



Daubry said the DSS had world-class technology that could reveal the location of anyone using a phone.

“If my lord will look at the affidavit, I am proud to say the SSS can do what is called geo-location through geospatial intelligence and pick anyone at anytime and when we checked that line, the user of that number was found somewhere in Asaba and operations were deployed,” Daubry said.

He said in the case of Asari Dokubo vs the Federal Government, the Supreme Court had ruled that individual rights can be suspended in favour of national security

The Department of State Services has told a Federal High Court sitting in Asaba that some sensitive national security matters cannot be brought to court hence its decision to detain a trader, Anthony Okolie, for 10 weeks without a valid court order.

The Principal Staff Officer, Legal Services, DSS, Mr. E. E Daubry, said this while defending a suit instituted against the DSS by Okolie, who was detained for 10 weeks for using a SIM card previously owned by the President’s daughter, Hanan Buhari.


Okolie, had through his lawyer, Tope Akinyode, filed a fundamental human rights suit against the DSS, Hanan and telecoms firm, MTN. He is also seeking N500m to be paid as damages.

Addressing the court, the DSS lawyer said if the agency had applied to the court to let Okolie be detained, sensitive information could have leaked to third parties.

Daubry said Okolie used Hanan’s old line to misrepresent issues to members of the public, an act he described as a serious national security breach.


It said Okolie confessed in his statement that he used Hanan’s old line to solicit N5,000

He said, “The first family is being investigated and that is a national security issue and this representation and misrepresentation were made to people within and outside Nigeria. And that warranted a long investigation, his phone had to be analysed.

“And my lord, the DSS in performing its responsibility can meet with other agencies because there are other strategic government agencies. My lord, we have deposed to the fact that classified issues arose in the course of that investigation that made the DSS say no, we cannot go to court with this.”


Justice Dimgba, however, expressed surprise at Daubry’s claim, saying, “You cannot go to court with what?”

The House of Representatives has indefinitely suspended the consideration of the $22.79bn external loan request by the President, Major General Muhammadu Buhari (retd.).

The House had listed the report by its Committee on Aids, Loans and Debt Management on the 2016–2018 Federal Government External Borrowing (Rolling) Plan as the last item for consideration on the order paper for Wednesday’s proceeding.

The Speaker, Femi Gbajabiamila, however, asked that the consideration be stood down without giving a new date.

“We will step that down for today,” Gbajabiamila said, asking the Chairman, Rules and Business, Abubakar Fulata, to move for the standing down.

When asked to respond to the indefinite suspension of the loan request by the House, the Media Adviser to the Finance Minister, Mr Yunusa Abdullahi, said, “No comments please.”

The Speaker on Tuesday had announced that the loan would be considered on Wednesday.

He had made this known in reaction to a member of the House, Mr Henry Nwawuba, who presented a petition by a group of South-East elite, against the consideration and approval of the external loan.

The Senate last week approved the loan but not without protests from the opposition senators led by the Minority Leader, Enyinnaya Abaribe.

The funding agencies for the loan, according to the Senate panel, are the World Bank ($2,854,000,000), African Development Bank ($1,888,950,000), Islamic Development Bank ($110,000,000), Japan International Cooperation Agency ($200,000,000 ), German Development Bank ($200,000,000), China-Exim Bank ( $17,065,496,773), and the French Development Agency ($480,000,000).

Some of the projects to be funded with the loans are the Nigeria Electricity Transmission and Access Project ($364,000,000); Social Inclusion and Welfare Advancement project, renamed National Social Safety Net Project, ($500,000) and the Economic Reforms and Governance Project, renamed Fiscal Governance Project ($200,000,000).

Meanwhile, the Speaker on Wednesday named the committees that would interface with the Federal Government and other stakeholders on the falling prices of crude oil globally.

The House on Tuesday had raised the alarm over the sharp fall in the global oil prices, noting the adverse effect it would have on Nigeria’s economy especially the implementation of the 2020 Appropriation Act.

The House had mandated its committees on finance, petroleum, and budget and national planning to interface with the executive and report back within two weeks.

On Wednesday, Gbajabiamila said the House Committee on Appropriations chaired by Mr Aliyu Betara, should also be part of the interaction since the crude price would affect the national budget and the oil benchmark.

At the Tuesday plenary, Chairman of the House Committee on Finance, Mr James Faleke, moved a motion of urgent public importance, warning the coronavirus outbreak, causing oil prices to fall, would frustrate the 2020 budget.

Amid tumbling prices of crude oil, the Federal Government had announced plans to cut the country’s 2020 budget.

Buhari was billed to get a report on Tuesday on what his regime could do to salvage the N10.59tn budget.

The budget review committee has a primary duty to reassess the $57 oil benchmark for the budget and ultimately recommend an appropriate size.

In another development, the Speaker has set up a panel headed by Mr Abdulraheem Olawuyi to ensure proper implementation of the 2018 Appropriation Act concerning the National Assembly’s budget.

The House had on February 20 said the Federal Government owed the National Assembly and the judiciary over N22.5bn from the previous national budgets.

According to the House, the legislature and the judiciary were underpaid to the tune of N1.2bn and N833m, respectively, between January and November 2018.

The High Court of the Federal Capital Territory, Abuja has restrained the National Legal Adviser of the All Progressives Congress, Babatunde Ogala; the National Publicity Secretary, Lanre Issa-Onilu; and Waziri Bulama from taking any steps to disrupt the meeting of the APC National Executive Committee, convened by the party’s National Working Committee and scheduled for March 17.

The court, in a ruling by Justice S.U. Bature, made the restraining order on Wednesday following an ex parte application by one Mustapha Salihu.

The court also made an order “compelling the 4th defendant (APC) to give effect to the resolution of the National Working Committee convening the National Executive Committee meeting of the 4th defendant (APC) scheduled for 17th March 2020 or any subsequent date pending the hearing and determination of the Motion on Notice already filed.”

The judge granted leave to the applicant to serve originating summons on Ogala, Issa-Onilu, Bulama and the APC “by substituted means, to wit: by serving same on any adult at the office of the Deputy National Secretary of the 4th defendant at the APC National Secretariat and deem same as proper service.”

Justice Bature adjourned till March 20 to hear the Motion on Notice.

1. The issue isn't statute-barred. It was filed Sept 13, hence March 13 will make it 180 days.

2. On jurisdiction, it was first filed in Yenagoa....Alaibe asked for the case to be moved elsewhere. It went to Owerri. Alaibe also pleaded that he wasn't confident of Judge.
The CJN obliged him, and it was moved to FHC, Abuja, though the PDP didn't like it for obvious reasons.

3. He has a right to file as a candidate of that election but cases that depend on delegates list and intra-party elections are not easy to adjudicate especially when the SWC and NWC are in tandem.

It really does depend on their lawyers.

Unless I don't understand his case, the delegates list he is complaining about, is in order.
But what is surprising is that the delegates list was given to him before the primary and he said nothing about it.

why can't Kumuyi tell his people how to protect themselves by regular washing of hands and the likes instead of giving empty promises as if Coronavirus dey look face.
