A payment of 3 years allocation could do barely nothing in an area which lost 2 million people and whose infrastructure was reduced to nothing. If an area suffers war you don't give the area the same allocation you give to others. The huge tragedies and destruction requires that far more than the usual funds are accrued to the area. An example is the extra money pumped into the north-east by the government and international bodies because of the insurgency there which killed barely 20,000 people; yet the east got nothing extra, even the 3R's was a failure as the Federal government concentrated on building Lagos while the East recovered on their own with little assistance. If you want to guage the evil or good nature of Awo, you should ask why he gave the Igbo people with bank accounts only 20 Pounds after the war regardless of what they had before the war; you should ask why he indigenised the economy just after the war and the 20 Pounds policy diabolical policy ensuring that the Igbo could not participate. Till today nobody has been able to give a sufficient defence of Awo's actions. His defenders either put up weak defences or they refrain from commenting. All these point to the fact that Awo's motives were diabolical and that Chinua Achebes argument that Awo was aiming to demolish the Igbo as he saw them as his true rivals are true; He never believed that the Hausa-Fulani were superior in strategy to him and would humiliate him after the war.
