The banks in that country doesn't support bitcoin because I asked him to download bitcoin app but his card was unable to purchase the bitcoin.

Its even more than that. I paid for something of $1.99 on Xbox store just to test run the card and I was billed 1,879.69 naira. That's approximately 945 to the dollar. That's outrageous and not to mention egregious.
