CBN insisted that over the counter you can only withdraw with denomination of notes less than 200 naira. So there was scarcity of cash (both old and new) and ATM was crowed.

Those frustrated people, may be they wanted to travel or do something important but due to no money, they were 'finished'.

Access Bank problem is they like to follow trends (especially that COVID-19 nonsense). Some bank ignored CBN after a few hours.
