The reason is that most of them are known by the locals living in the area which they attack
You can see from the Photos attached that the other guy is even wearing a stock jean.these guys leave normal live like normal people and wen its tym for them to attack they pick up their arm and join their comrade. Once the fighting is over and is a success they go back to join the civilian populace
But this does not apply to all fighters in the bh rank
