1) it depends on a alot of things. It can be tuition cost, the province of preference etc. I.T courses are almost done in every school in Canada, so Is yours to decide based on your capacity to afford the tuition or the province you prefer.But know it that tuition of schools in provinces like Ontario, British Columbia will be far higher than tuition of schools in places like Newfoundland, Saskatchewan, PEI etc.

I personally wouldn't be okay with this even if they were siblings but these children are cousins so I don't think this is right. At this age they should be taught about modesty and how their body should be treated with respect. This is just my opinion though. It isn't done in our home.
