Vice-Chancellor of the National Open University of Nigeria NOUN), Professor Olufemi Peters, has described the death of the immediate past Director of Management Information Systems (MIS) at the university, Professor Muhtari Alhassan, as a monumental loss to the academic community.
Alhassan died in the early hours of Friday, March 21, 2024 after a brief illness.
In a condolence message that he personally signed, Peters described Alhassan as “a committed staff of the university,” adding, “His dedication to his role and trustworthiness was exemplary.”
The NOUN VC also said: “He was very simple and unassuming. A credible confidant indeed.”
Recalling the deceased academician’s pioneering work at the NOUN and his excellent character, Peters said, “It was one of the best decisions I took, at the very early stage on assumption of office as Vice-Chancellor, to appoint him the first Professor in our Department of Computer Science.
“Until his passing, Muhtari was the foundational director of MIS from 2016 - 2023 and was on leave of absence to pick up a VCship appointment elsewhere before his untimely passing.
“We cannot forget his work at NOUN. Muhtari single-handedly designed and implemented the NOU students portal that handles students application for admission, students’ admission, registration and the exam scripts management system, among others, during which period he saved the university out of a deepened crisis.
“Aside from his role as DMIS, Muhtari also served in several committees in the university and was even instrumental to the selection of his successor at the MIS.
“Muhtari was a good man, an almost perfect gentle and simple man. He died a simple man.
“May God grant Muhtari Alhassan, mercy and eternal rest and grant his family the fortitude to bear his loss also.
KYIV, March 22 — Russia fired more than 30 missiles at Kyiv early yesterday, the largest attack on the Ukrainian capital in weeks after Russian President Vladimir Putin vowed retribution for strikes and incursions into Russia’s border regions.
Ukrainian President Volodymyr Zelensky called on the West to deliver air defence systems after the attacks, which wounded 17 in Kyiv and the surrounding region.
A later missile strike on the southern city of Mykolaiv killed one woman and injured six when it hit an industrial site, Ukraine’s emergency services agency said.
“Such terror continues every day and night,” Zelensky said in a Telegram post.
“It is possible to put an end to it through global unity... Russian terrorists do not have missiles capable of bypassing Patriot and other leading world systems,” he said.
“This protection is required in Ukraine now. From Kyiv to Kharkiv, Sumy to Kherson, and Odesa to the Donetsk region. This is entirely possible if our partners demonstrate sufficient political will.”

Shot down all missiles’
Ukraine’s air force said it shot down 31 Russian missiles fired towards Kyiv.
Ukraine’s military intelligence unit said the missiles had been targeted at its facilities in the capital, local media reported, citing a spokesperson.
Local officials said falling debris from the missiles injured 17 people — 13 in Kyiv and four in the surrounding region.
The air force said Russia fired two Iskander ballistic missiles and 29 cruise missiles, launched from strategic bombers.
“Our defenders worked successfully and shot down all the missiles,” said Oleksiy Kuleba, the deputy head of Zelensky’s office.
Zelensky posted a video of windows blown out of a residential building and debris strewn across the street as firefighters used water hoses on the smoking building.
It was the first missile strike on the Ukrainian capital since early February, said Sergiy Popko, head of the Kyiv city military administration.
Russia’s defence ministry said yesterday that it had targeted Ukrainian military sites with “long-range high-precision weapons, including Kinzhal hypersonic missiles.”
“The objectives of the strike have been achieved. All targets were hit,” it said in a daily briefing.
Putin vows revenge
The attacks come after a sharp escalation in Ukrainian strikes on Russian border regions and oil refineries over the last two weeks.
Settlements close to the front lines also came under fresh attack. Two people were killed by Russian shelling on the southern Kherson and eastern Donetsk regions, Ukrainian officials said.
And five people were injured by a Ukrainian attack on Russia’s Belgorod region, close to the countries’ shared border.
And last week, Belgorod region and a neighbouring province were rocked by a series of brazen cross-border raids by pro-Ukrainian Russian militias.
A coalition of the Russian fighters told a press conference in Kyiv yesterday they would continue raiding Russian territory, and would “soon go to other cities”.

Moscow’s forces are seeking to press their advantage in manpower and ammunition on the frontlines, amid the delays to Western aid for Ukraine.
Russia’s defence ministry claimed yesterday to have captured the village of Tonenke in east Ukraine, around 10 kilometres (six miles) from the city of Avdiivka, which fell to Russian forces last month.

President Biden over the weekend drew a “red line” for Israel, warning against an attack on the city of Rafah in the Gaza Strip.
In a Saturday interview with MSNBC, the president offered his harshest criticism to date of Israeli Prime Minister Benjamin Netanyahu, saying the Israeli leader is “hurting Israel more than helping Israel” in how he has conducted the war against the Palestinian terrorist group Hamas in Gaza. Mr. Biden said Israel must take greater care to protect civilians in Gaza.
He also made clear that an Israeli attack on Rafah would be unacceptable.

Gaza health authorities said Israeli forces on Thursday (Feb 29) shot dead more than 100 Palestinians as they waited for an aid delivery, but Israel blamed the deaths on crowds that surrounded aid trucks, saying victims had been trampled or run over.
At least 112 people were killed and more than 280 wounded in the incident near Gaza City, Palestinian health officials said.
The loss of civilian lives was the biggest in weeks. Hamas said the incident could jeopardise talks in Qatar aimed at securing a ceasefire and the release of Israeli hostages it is holding. When asked if he thought it would complicate the talks, US President Joe Biden said: "I know it will."
Medics in Gaza said they could not cope with the flood of serious injuries, which came as the death toll in nearly five months of war passed 30,000, according to Palestinian health authorities.
Israel disputed the account provided by officials in Hamas-run Gaza, which has been bombarded by Israeli forces for months since the Palestinian militant group's deadly rampage in southern Israel on Oct 7.
The Israeli military said the trucks were operated by private contractors as part of an aid operation that it had been overseeing for the past four nights.
One Israeli official said there had been two incidents, hundreds of metres apart. In the first, dozens were killed or injured as they tried to take aid from the trucks and were trampled or run over.

"The IDF was there conducting a humanitarian operation to secure the humanitarian corridor and allow the aid convoy to reach its designated distribution point."

The White House said Biden discussed the "tragic and alarming incident" with the leaders of Egypt and Qatar, as well as ways to secure the release of Israeli hostages and a six-week ceasefire.
Palestinian President Mahmoud Abbas said it was an "ugly massacre" by Israel, and French foreign ministry spokesperson Christophe Lemoine said Israel was responsible under international law for protecting aid distribution to civilians.
One video shared on social media, whose location Reuters was able to verify, showed trucks loaded with many dead bodies as well as wounded people.

BUDAPEST, Hungary (AP) Hungary’s parliament voted Monday to ratify Sweden’s bid to join NATO, bringing an end to more than 18 months of delays that have frustrated the alliance as it seeks to expand in response to Russia’s war in Ukraine.
The vote, which passed with 188 votes for and six against, was the culmination of months of wrangling by Hungary’s allies to convince its nationalist government to lift its block on Sweden’s membership.
The government of Prime Minister Viktor Orbán submitted the protocols for approving Sweden’s entry into NATO in July 2022, but the matter stalled in parliament over opposition by governing party lawmakers.
“This has been a decision that has taken some time, and we look forward to the process concluding rapidly,” Pressman said.
A presidential signature, which is needed to formally endorse the approval of Sweden’s NATO bid, was expected within the next few days.
Kristersson, Sweden’s prime minister, met last week with Orbán in Hungary’s capital, where they appeared to reach a decisive reconciliation after months of diplomatic tensions.
Following their meeting, the leaders announced the conclusion of a defense industry agreement that will include Hungary’s purchase of four Swedish-made JAS 39 Gripen jets and the extension of a service contract for its existing Gripen fleet.
Orbán said the additional fighter jets “will significantly increase our military capabilities and further strengthen our role abroad” and will improve Hungary’s ability to participate in joint NATO operations.
“To be a member of NATO together with another country means we are ready to die for each other,” Orbán said. “A deal on defense and military capacities helps to reconstruct the trust between the two countries.”
Robert Dalsjö, a senior analyst with the Swedish Defense Research Agency, told The Associated Press on Friday that Hungary’s decision to finally lift its opposition came only after Turkey and its president, Recep Tayyip Erdogan, voted in January to ratify Stockholm’s bid.
After becoming the last NATO holdout with the Turkish vote, Orbán had to show some results for his government’s delays, Dalsjö said.
“In hiding behind Erdogan’s back, Orban could play, do some pirouettes,” he said. “Then when Erdogan shifted, Orban wasn’t really prepared for adjusting his position, and he needed something to show that could legitimize his turnaround. And that turned out to be the Gripen deal.”
Monday’s vote was just one matter on a busy agenda for lawmakers in the Hungarian parliament. A vote was also held on accepting the resignation of President Katalin Novák, who stepped down earlier this month in a scandal over her decision to pardon to a man convicted of covering up a string of child sexual abuses.
After accepting Novák’s resignation, lawmakers are expected to confirm Tamás Sulyok, the president of Hungary’s Constitutional Court, as the country’s new president. He is set to formally take office on March 5.
