Northern Elders Thursday spurned the benevolence of President Goodluck Jonathan in ordering the
release of terror suspects from prisons across the region, saying that he would one day made to account for the woman and children seized by security agents based on unverified terrorism charges.
The group also condemned the recent threat by ex-militant leader, Dokubo Asari to match
the opposition bullet by bullet if Jonathan was not re-elected in 2015.
The northern elders are miffed that the Federal Government under President Jonathan allowed innocent
women and children, who should be spared even in times of war, to be taken captive and incarcerated in dehumanising conditions for many months without trial.
The arrogance of Shekau and his group is unislamic. Which President if not Goodluck, will accept somebody to tell him to become a Muslim or resign?
The elders, who spoke to Vanguard through their spokesman, Prof Ango Abdullahi, noted with dismay that the administration had allowed innocent women and children to suffer untold hardship for offences they did not commit.
“Let me tell you that what the government did by ordering the release of suspected terrorists was
borne out of shame and guilt being suffered by it for clamping innocent women and children into detention camps or what you may call Nigeria’s ‘Guantanamo Bay’, which are scattered all over the place,” Adbullahi said.
“We note with delight that at last common sense has prevailed and the embattled families have
regained their freedom. But we hasten to add that this government must account for the women and children from the north, who they took into unwarranted detention. As far as we areconcerned, the release of the so-called terror suspects should have been done long ago.”
The NEF took very serious exception to the latest threat by militant leader, Dokubo Asari to match
the opposition bullet by bullet if Jonathan was not re-elected in 2015, saying that it was a threat to national security.
“From the antecedents of Asari Dokubo, we believe that he is making these empty boasts apparently
because of the filthy lucre he is getting from pipeline contracts and the promise of more. But we can bet Nigerians that he would be the first person to flee to the creeks if the war he is threatening breaks out”, the group note

The Action Congress of Nigeria (ACN) has accused President Goodluck Jonathan of engaging in total deceit by saying the democratic structure in the states where he has declared a state of emergency will be kept intact, when in fact he has grabbed power in the states and castrated democracy there.
In a statement issued in Kaduna today by its National Publicity Secretary, Alhaji Lai Mohammed, the party quoted from the President’s speech to the nation on May 14th, thus:”The details of this Proclamation will be transmitted to the National Assembly in accordance with the provisions of the Constitution. But in the meantime, let me make it clear that within the purview of this Proclamation, the Governors and other political office holders in the affected states will continue to discharge their constitutional responsibilities.”
It however said the gazette published by the Federal Government on the declaration showed that the President has virtually eviscerated the democratic structure and stripped the political office holders of their constitutional responsibilities, thereby reversing the assurance he gave in his speech on the declaration.
ACN also warned that unless this despotic tendency is checked, nothing prevents the President, in the name of the ongoing fight against Boko Haram, from extending this power grab to other states that catch his fancy.
”This is dangerous and must be checked, in the interest of our democracy,” the party said.
ACN said that in accordance with the gazette, the Governors and Local Government Chairmen in the states under the state of emergency can only rule under the control of the President or anyone he so designates; the President is allowed to hold state funds; while the House of Assembly is now only a rubber stamp, as any order made under the emergency is deemed to be a law enacted by House.
The party said it (ACN) has now been vindicated for not only rejecting the proclamation, but for asking the National Assembly to study the proclamation well before approving it.
”Here is what we said in our statement of May 16th: ‘Truly understanding the proclamation will enable them to make aninformed decision when the issue is brought before them.’
”We also said that the state of emergency, which is essentially martial law, ‘has castrated democracy in the affected states, even though the democratic structures have been left largely intact’.Our warnings have now turned out to be prescient, a departure from the mass hysteria that greeted the declaration, a departure from the failure of all those who should have seriously scrutinized the
declaration.
”A nation justifiably angry over the senseless Boko Haram killings, but inexplicably overly exuberant at a time that calls for sober reflection, simply failed to see the booby traps in the state of emergency declaration. Predictably ever-acquiescing Senate went ahead to approve the declaration even before reading its provisions!
”But the House of Representatives, whose members are always standing by the people of Nigeria, carefully scrutinized the gazette and acted in the best interest of the people. We salute this great chamber and its truly honorable members. We urge them not to relent until they have succeeded in protecting democracy, even as the country fights the insurgents who have turned parts of our country into a killing field,” the party said
Meanwhile, the ACN has said that contrary to insinuations in certain quarters, it has not back-tracked from its rejection of the declaration of emergency rule in the three states.
The party also said it remains convinced that only a combination of a responsible use of force and dialogue – which some have tagged a carrot-and-stick approach – can resolve the Boko Haram crisis, and that the use of brute forcehas never totally resolved any insurgency anywhere.
”We do not need any lesson in patriotism and responsible opposition, because every action we have taken has been guided by patriotism and responsible opposition. Our interventions have never been based on cheap popularity but on rare courage and patriotism, and we will not relent in toeing this path,” it said.

Gov. Adams Oshiomhole of Edo has described pilgrimage as a luxury, which the state’s tax payers money would not be used to subsidise.
Oshiomhole stated this on Thursday in Benin when the zonal Federal Commissioners and officials of the Nigerian Christian Pilgrims Commission paid him a courtesy visit.
He said that haven had a deeper insight into the challenges that confront the Nigerian nation and even Edo as a state, and that pilgrimage was a luxury.
``I have a deeper insight into the challenges that confront the Nigerian nation and even Edo as a state, and have come to the conclusion that pilgrimage is a luxury.
``Even from the point of view of the poor, a man who has no roof over his head cannot be spiritually uplifted if he goes to Israel and returns to a state of homelessness,’’ the governor said.
Oshiomhole said that the totality of the challenges faced by many were homelessness, lack of potable water, decayed infrastructure, unemployment and hunger.
He, therefore, said that pilgrimage was not a priority, but added that the state would not discourage those who want to go.
``But what I am not ready to do is to take tax payers’ money to subsidise someone who wishes to go and pray,’’ the governor said.
``I have issues with that because people who pay taxes work so hard to pay,’’ he said, adding that he felt very strong about subsidising pilgrimage.
The governor said that the state government would rather subsidise production, education and health care, adding that these were central to the survival of the people.
The governor further said that the Edo Government would not campaign for more people going on pilgrimage as it would put more pressure on the exchange rate.
``In any case, only clean heart rather than pilgrimage is what will decide our place hereafter,’’ he said.
Earlier, Mr John Kennedy Okpara, the Executive Secretary of the commission, said that they were in Edo on a sensitisation visit, adding that the visit was onthe need for government to partner with the commission in its transformation process.
Okpara noted that with the legacies of the Edo Government, there was the need to create human beings that were morally and spiritually transformed tobe able to sustain the legacies.
``Your love for the people of Edo is inspiring, your drive and determination to develop the state is encouraging, and your pursuance of justice and peaceis something that the poor man hopes to live on,’’ he said. (NAN)

Dangote Plans N200bn Sugar Factories In Sokoto, Kebbi States

Sokoto - The Chairman of the Dangote Group, Alhaji Aliko Dangote, says he will establish four sugar factories in Sokoto and Kebbi States at the cost of between N180 billion and N200billion.
Dangote made the statement in Sokoto on Wednesday when he paid a courtesy visit to Gov. Aliyu Wamakko.
According to Dangote, each of the two states will have two of the factories which will also provide 150,000 new jobs to the people of the two states.
“They will collectively produce one million tonnes of sugar per year and the plantations will be spread in the two states.
“The factories will also produce 150 megawatts of electricity which will boost electricity supply to the two states.
“Sugar is as good as oil and no government, except the Federal Government can provide such a huge number of jobs.”
Dangote said that the factories were expected to come on stream in the next four years.
” The gesture is aimed at further boosting the socio-economicdevelopment of the North West, North and Nigeria generally,” he added.
Wamakko expressed his happiness over the plan to establish the plants, saying, “this is one of my happiest days.
“Sokoto State is richly endowed with abundant land and a myriad of natural and mineral resources, ranging from limestone, gold and copper among others.”
Wamakko also appealed to Dangote to establish a cement factory in the state, saying: “we have provided the enabling environment for all industries to thrive.
“I must also appeal to other wealthy northerners and Nigerians to use their wealth positively to touch the lives of their fellow citizens who are less endowed,” the governor added.( NAN)

Inspector-General of Police, IGP, Mohammed Abubakar, yesterday said seven of the suspected killers of the former Commissioner of Police in Kwara State, Chinwike Asadu, have been arrested and arraigned before a competent court in Enugu.
He also said that the seven suspects arrested in connection with the murder have confessed to the crime and others, noting however, that some of the suspects in the Asadu murder are still at large.
The inspector-general gave the names of those arrested and arraigned in court as Ogechukwu Uzor; Ogechukwu Nnadi; Ugwoke Obiora; Okwosa Anthony; Chukwudi Enete; David Elvis Aja and Amobi Nnamuchi.
Abubakar, who was on a working visit to Enugu State yesterday, also declared the state as one of the safest in the country.
He said his rating is anchored on the indices that the state has the lowest crime rate in the country, adding that the feat was made possible by the collaboration of the Enugu State government, the police and other security stakeholders in the state.
The inspector-general said this when he took delivery of 100 patrol vehicles donated by the state government to the police for further enhancement of security in the state.
He said Enugu’s emergence as the safest state was largely a result of the tremendous support the administration of Governor Sullivan Chime has been giving to the police and other security agencies in the state.
Abubakar later inspected the police formation in the state command and commissioned a clinic built for the police.
He said the latest donation of vehicles by the government was unprecedented in the sense that it included both patrol vans and sedans (saloon cars), adding that it fell in line with the new policy objective of his administration to move away from vans as is the practice in advanced societies.
He also promised that with the vehicles “a new brand of policing would commence in Enugu State because police officers would beadequately trained in the use of the vehicles,” stressing that the gesture was a challenge to the police, he charged officers and men of the Enugu State command to use the vehicles only for their stated purposes to rid the state of criminals.
The police boss warned that any abuse or misuse of the vehicles by the officers will be sanctioned.
Earlier while presenting the vehicles consisting of 50 patrol vans and 50 cars, Governor Chime remarked that it had been the policyof his administration since inception to partner with the police to maintain security.

The AGF said he was hurt when Melaye described him as a dishonourable person who associates himself with criminals and economic saboteurs, and that even though he (Adoke) is a top government official, he is sabotaging the efforts of the federal government to tackle the menace of corruption.
Consequently, he has engaged eleven lawyers, which include four SANs, led by the chairman of the governing council of the Legal Aid Council, Chief Bolaji Atorinde, SAN, to argue the case on his behalf.

The lawmakers approved the State of Emergency in Borno, Yobe, Adamawa.
The House of Representatives backed the Senate on Tuesday to approve President Jonathan’s request for emergency rule in three northeast states, but steered away from the upper chamber to initiate stricter measures to check the president on funding and administration of the rule.
Unlike the Senate’s holistic passage of the president’s request, the House conducted detailed analysis of all clauses for hours behind closed-doors, and rejected Mr. Jonathan’s proposal that the federal government routinely apply the statutory funds belonging to the affected states for the emergency.
The House said the Emergency Act provides that such funding should altogether be provided by the federal government.
“The Emergency Act has provided for the funding from the consolidated revenue of the federal government,” said Ibrahim El Sudi, a lawmaker from Taraba State.
The senate had earlier advised the government to deploy only federal funds for the operations, with reports some states like Yobe have spent over N5 billion on the Joint Military Task force before the emergency rule began last week.
The House also asked the president to back away from assuming powers that may allow him take charge of full administrative powers of those states as contained in his proposal, insisting that such authority be limited to only security issues.
The president’s proposal would have allowed him powers to overrule the governors and the local government heads as he wishes on issues affecting the areas.
The House also inserted a wholly new clause to the president’s proposal, mandating the payment of “compensation to victims of terrorism on or before the emergency declaration” last week.
The variations with the senate are to be addressed by a conference committee headed by Sam Tsokwa, the chairman House committee on Business and Rules. A report is expected Wednesday.
But more than the differences, the two chambers made it clear their emphasis remain on ensuring the elected structures of Borno, Adamawa and Yobe states were not tampered with as with previous emergency rules.
In earlier remarks, Senate president David Mark said “that all democratic structures” at the local and state levels in the three states “must be in place, be allowed to fully operate and should not be tampered with.”
The speaker, Aminu Tambuwal, said the measures were in support of democracy.
“The essence of all we have done is to ensure the democratic structures are left intact,” Mr. Tambuwal said in remarks after the resolution got the unanimous support of 253 members.
The constitution requires the at least 240 members vote in support of the decision.
Mr. Tambuwal praised the military for their commitment to confronting the crisis, and rooting insurgents responsible for the deaths of about 3,000 people since 2009.
He however advised troops to respect the rights of the innocents, amid growing allegation of abuses by security forces in the area.
“May I caution our men and women in uniform to be mindful of the rights of those who are not in any way involved in the wanton destruction of lives and properties,” he said.
Mr. Jonathan’s letter to the National Assembly curiously bore Monday’s date-May 20; suggesting the letter either arrived late as speculated-which would question why the Senate announced its plan to consider it since Thursday if it had no letter; or the letter was updated after uproar over potential breach of the constitutional timelines on its passage.

Mr. Achebe’s body arrived at Abuja without much of the pageantry earlier envisaged.
Hundreds of people were at the Nnamdi Azikiwe International Airport, Abuja, to receive the body of late literary giant, Chinua Achebe; even as major burial plans scheduled to involve top Nigerian government officials were shelved.
The late Professors body which arrived in the early hours of Tuesday aboard a British Airways flight was received by the Governor of Anambra state, Peter Obi; the Secretary to the Government of the Federation, SGF, Anyim Pius Anyim; and the Minister of State for Abuja, Olajumoke Akinjide.
The programme of activities for the burial informed that the Achebe’s body “will be received upon arrival by a delegation of Nigerian Leaders. Diplomatic and Cultural representatives from African Nations shall be in attendance to pay their respects. Cultural troupes from different parts of the African continent shall perform at the airport reception”.
But at the Nnamdi Azikiwe International Airport, most government officials were not in attendance. The only cultural troupe that performed at the reception was from Mr. Achebe’s kinsmen, the Ogidi Union Nigeria, Abuja chapter.
The only notable programme that took place at the Airport was the prayers offered; while Mr. Anyim spoke briefly eulogising Mr. Achebe and what he stood for.
Thereafter, one of the sons of the late Professor, Ike Achebe, thanked all who attended the event and expressed the family’s gratitude for “the warm welcome and reception” since arriving the country earlier in the morning.
No reception at the National Assembly
The programme also stated that after the Airport reception, Mr. Achebe’s body will be conveyed to the National Assembly, Abuja for another reception. However, shortly after the performance by the Ogidi traditional group and a light refreshment for guests, no effort was made to convey the body to the Senate as scheduled. Instead, Anambra Governor, Peter Obi, was seen frantically trying to make arrangements for a flight to transport the body to Enugu.
The governor succeeded in getting the services of an Overland Airline and the body was flown to Enugu with no explanation from any quarters as to why the National Assembly reception was shelved.
However, sources close to the family informed PREMIUM TIMES that the family felt embarrassed and exposed by a PREMIUM TIMES report which showed displeasure by some family members and friends at a seeming government hijack of Mr. Achebe’s burial allegedly for pecuniary gains.
Mr. Achebe was a major critique of government’s ineptitude and failure at providing basic necessities of life. He also condemned the corruption in Nigerian governance. Friends and family had questioned why his family would allow the same government Achebe roundly criticised to take charge of his burial.
A family source said the family was so embarrassed that it decided to limit to the barest minimum, the federal government’s involvement in the burial.

WARRI – FOUNDER of the Niger-Delta People Volunteer Front, NPDVF, Alhaji Mujahid Dokubo-Asari, has declared that he was ready, bullet for bullet, for those who want to stop President Goodluck Jonathan in 2015.
He stated this in Warri, weekend, just as the founder of the OoduaPeople’s Congress, OPC, Dr. Frederick Fasehun , said nobody can stop President Goodluck Jonathan from contesting for a second term in 2015, assuring the South-West geo-political zone would support him.
Both men spoke at a memorial public event in Warri, Delta state, for the late Ijaw hero, Major Isaac Jasper Adaka-Boro.
According to Dokubo-Asari, “We have to demand what belongs tous, 2015 is not about Jonathan, but about our destiny, if you allow them, they will crush you when they come. I am ready for them bullet for bullet.”
He said the battle line for self- determination has been drawn, as the people of the region would no longer accept being second- class to the people of the North.
His words, “The battle line is drawn, if our representatives in Abuja are trading off our destinies we will not accept it. The enemies are at the doorstep waiting to pounce, having NDDC, ministerial and
ambassadorial positions are not enough, we want to control our resources.
“When the enemies come with their gun to shoot you down, I will also hold a gun to fight back, the day will come, they will come foryou, there is no sitting on the fence. When they come, they won’t
differentiate between Urhobo, Ijaw, Itsekiri, Isoko, Anioma, Edo, and other ethnic nations,” he asserted
Dokubo-Asari said he was not afraid or ashamed to support Jonathan who is from the Niger Delta, stressing that he supported Abacha government, so why not Jonathan who is a fellow Ijaw man.
“The oil belongs to us in the Niger Delta, don’t be ashamed to stand up for your right, I supported Abacha, so why won’t I support Jonathan, the North have that mentality of born to rule but we are
saying no it has changed.”
He warned those sending threatening bulk sms to him that, “Theyuse bulk sms to send me message that I will die but they don’t know that I am ‘Edi-abali’ (he who kills in the night). We celebrate Boro because he doesn’t believe that dialogue will give you freedom but freedom comes through the barrel of the gun.”
Dokubo-Asari took a swipe at the amnesty programme, saying, “There are those who went to the creek for other businesses, amnesty is a stigma, an enemy will never give you what is good, I challenged it by going to the court. You will be walking on the street and they brand you a criminal because amnesty is for criminals, we are freedom fighters, and so, we can’t be part of amnesty.”

“Every rich man that is from this region is a threat to them, which is why they use their man to crumble many of the banks owned by the southern people. Jonathan has given Nomadic and Almajirieducation to the North, which is amnesty for them, a lot of things are being taken for granted before now but we won’t take it,” he said.
Fasehun, OPC leader decried the call for the arrest of Niger-Deltaactivist, Alhaji Mujahid Dokubo-Asari, over his comments on Jonathan’s re-election, saying those calling for his arrest were misguided.
His words, “Since the constitution guarantees Goodluck Jonathan two terms, which Jupiter can deny him the privilege?”
“Those who condemn Dokubo for his statement, where were theywhen the likes of Atiku Abubakar, Adamu Ciroma and Muhammadu Buhari swore to make Nigeria ungovernable should Jonathan win the presidential election in 2011?
“Why are these commentators not pointing fingers correctly, nowthat the foot-soldiers of these evil and belligerent politicians havecaptured governance and turned public worship into suicide mission? He said.
He further queried, “Where are these armchair critics now that the whole North is burning with bomb blasts and shootings and the corpses of young Southerners and Christians are being shipped back home for burial?
He added. “It is in this spirit that we fully throw our weight behindthe State of Emergency that President Jonathan has declared in the three states. It was long overdue. Our only quarrel is with the
retaining of the Governors and Legislators in their positions.”
“However, the emergency rule leaves no one in doubt that Jonathan is not only the President but also the Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria.”

Owerri – Thirty one persons were killed when a tree at the Ukwu Uko evening market at Umuejinwaoke Umudagu village, Mbieri, Mbaitolu Local Government Area, Imo, fell on them.
16 others sustained degrees of injuries during the incident, which was caused by rainstorm on Thursday night.
A resident of the community, Mr Nnaemeka Emenyonu, said in Owerri that the tree fell on the affected persons around 8:00 p.m.
He said the tree also destroyed the village hall.
“The big tree fell suddenly on 31 people, who died at the spot and injured 16 others. Those injured were taken to hospital.
“The victims include two sisters, who sell tomatoes. Honestly, this is a saddest event in the history of our community,” he said.
The traditional ruler of the community, Eze Godwin Duru, lamented that such a tragic incident had never occurred in the community.
“I do not know what to say. God, what can we call this?, My people were destroyed within a twinkle of an eye. what a pity,” he said.
The Police Public Relations Officer, Mrs Joy Elemoko, declined comment on the incident after several efforts to get the command’s reaction to the issue. (NAN)

The National Universities Commission (NUC) has unveiled the identities of the illegal “universities” with known addresses operating in the country. The commission disclosed this yesterday at the Independent Corrupt Practices and other related Offences Commission (ICPC) headquarters during a joint press conference on the activities of the operators of the illegal “universities” across the country.

According to a release signed by the NUC deputy director (legal), Moses Awe, and made available to LEADERSHIP, 41 illegal universities have so far been identified with fixed addresses and have been published on NUC website.

Meanwhile, the ICPC also disclosed at the briefing that it had commenced a nationwide joint operation with security operatives, beginning yesterday, to close down the premises of the 41 identified illegal “universities”, with the aim of seizing their properties, making arrest of operators and prosecuting the culprits.
The culprits were allegedly either using a fake name or illegally operating a satellite campus in the name ofan approved and known institution.
