The police denied that its officers shot any civil defence officer.
The Lagos State Police Command has denied claims that its officers attacked officials of the Nigeria Security and Civil Defence Corps, NSCDC, on Wednesday.
In a press statement issued by Ngozi Braide, its spokesperson, the police said the civil defence officers disarmed police officers responding to a distress call over alleged petroleum pipeline vandalism at Mosimi.
“The Lagos State Command wishes to use this medium to put the record straight on what actually transpired at Isawo-Ikorodu at early hours of today 27/3/2013 between the NSCDC and the Police,” said the statement.
“At about 0145hrs of date, there was a distress call from DM security PPMC, Mosimi that they were experiencing drop in pressure on the pipeline. The Unit Commander in charge of Konu immediately pulled out his men on Konu axis under Inspr Sunday Gabriel to proceed to the scene.”
Ms. Braide said that as the police officers were approaching the scene, they heard sounds of “serious gun firing” near the pipeline area; and Mr. Gabriel instructed his men to head towards the direction.”
“Upon arrival, they saw a group of Civil Defence Corp Members coming out from the direction where the shooting was earlier heard,” Ms. Braid, a Deputy Superintendent of Police, said.
“The NSCDC men challenged the policemen who were about four in number on what their mission was in the area; ‘saying that it was their sole responsibility (Civil Defence) to guide and protect pipelines,” she added.
An argument ensued thereafter, according to the police statement, and the most senior NSCDC officer, DSC Olufemi, ordered his men, numbering 14, to disarm, arrest and handcuff the police team leader and three other members of his team.
“The NSCDC succeeded in disarming the police team leader, Inspr Sunday Gabriel, handcuffed him, collected his service pistol, walkie-talkie, and police I.D card,” the statement continued.
“As they were about dragging him into one of their standby hilux vehicles, a phone call was put to the Police Unit Commander reporting the situation. The three other officers resisted the arrest and this infuriated Civil Defence Officials who started shooting sporadically to intimidate and subdue the Police officers.
“Before the Police Commander could arrive the scene, the NSCDC officials had taken to their heels abandoning the handcuffed and leg chained Police Inspector with one NSCDC personnel.”
Ms. Braide further said that afterwards, the Police Commander at Mosimi received a “shocking” call from the NSCDC Commander that two of his men had been killed.
“Up till now, the pistol of Inspr Sunday Gabriel, who was badly beaten and stabbed by the NSCDC officials, including his other accoutrements are still with NSCDC,” said Ms. Braide.
The police account of the incident differs from the NSCDC version which stated that one of the policemen they encountered said that the NSCDC had no right to operate in the pipeline area.
An argument ensued and the NSCDC officers left the police only to encounter a hail of bullets from a second team of police officers, an NSCDC source said.
The NSCDC account also said that the arrested pipeline vandals made several phone calls to the police and escaped after the police attack.
The police spokesperson added that the incident led to NSCDC officers at Alausa, Ikeja, assaulting three police officers – Sergeant Charles Igiebor, Corporal Ekun Julius, and Corporal Okoro Charles – who went for National I.D Card registration exercise, on Wednesday morning.
“They also started attacking Policemen on sight in other parts of the State,” she added.
Ms. Braide advised Lagos residents to remain calm as “investigation into the matter has commenced.”

FORMER governor of the old Anambra State, Dr Chukwuemeka Ezeife, on Wednesday, called on the Federal Government to immediately equip the Igbo people with weapons to defend themselves against aggression and their wanton killings in the Northern part of the country.
Apparently referring to the recent bombings of buses carrying Igbo traders to Lagos allegedly by the Boko Haram sect in Kano, Ezeife said that the government should forget about the warning to the Igbo against carrying arms and other self defence equipment, but must now recognize the special needs of the Igbo in Northern Nigeria to defend themselves.
He said that the President, Police, Army and other security agencies should now clearly understand and fully accept the compelling need for the Igbo to be in a position to defend themselves anywhere they are in large numbers.
Should the Federal Government refuse to hearken to the urgent call, the ex-Governor admonished the Igbo to personally and/ or collectively acquire whatever they need for group self defence . “as it is better for the Igbo to be charged with carrying guns than to be killed with insult”.
Ezeife however cautioned that the weapons so acquired by the Igbo for self defence must not be put to offensive use and reiterated that nobody or group of persons should feel intimidatedthat the Igbo equip themselves for group self defence.
The practical way to implement this, according to him, was the creation of special vigilante or security groups which would be adequately equipped to prevent attacks and deal with attacks they cannot prevent so that the people could help themselves.

Gumi suggestion is not a bad Idea, because during the time of militancy in Niger-delta before the amnesty. a lot of JTF army lost their life in that region, because most of them were not familiar with the terrine(creek) where they are protecting.
Samething could be happening in north, an aboki(civilian) will easily pass information to a JTF army if he know that the JTF soldier is a muslim and hausa man like him. Similarly a JTF army(hausa/muslim) could easily know a BH member and deal with them since is also from that region.

As political calculations towards the 2015 elections heighten, it has emerged that at least eight Peoples Democratic Party governors are set to leave the party. It is not a question of "if" but of "when", said a senior political actor familiar with the developing strategy.
The governors are those of Rivers (Rotimi Amaechi), Adamawa (Murtala Nyako), Kano (Rabiu Kwankwaso), Jigawa (Sule Lamido) and Kebbi (Seidu Dakingari).
Others are Governors Mu’azu Babangida Aliyu of Niger State, Aliyu Wamakko of Sokoto and Abdulfatah Ahmed of Kwara.
To underscore the frustrations of the group with PDP, three of the Governors: Lamido, Kwankwaso and Wamakko boycotted the PDP peace parley in Kaduna yesterday, which had Vice-President Namadi Sambo in attendance.
THISDAY has learnt the eight governors are firmly resolved to work together politically, claiming that they have been"thoroughly marginalised in PDP" and have lost confidence in the party leadership, which they say has been totally"commandeered" by President Goodluck Jonathan and the Aso Rock political apparachik.
The governors, according to several sources, have come to the conclusion that their political fortunes can only dwindle in PDP and as such are weighing their strategic options and next political moves having reached some political "agreement-in-principle" with the Bola Tinubu and Muhammadu Buhari - led opposition merger group, All Progressives Congress (APC),after several meetings in Lagos and Abuja.
“The governors are, however, agreed on a number of decisions at present,” sources close to the state chief executives told THISDAY.
One of these is to approve the agreement with and move en-mass, with the Senators, House of Representatives members, state assembly members, local council chairmen and political structures at all levels in their states, into the opposition APC.
And in doing this, they will be keeping their political structuresin their states, at the local government and state levels, intact and alter the political landscape of Nigeria effectively making the PDP-led Federal Government a minority government as they will then have 21 state governors against the PDP'S 15.
PDP currently has 23 governors to the opposition’s 13. They will have absolute majority in the House of Representatives, given the numbers in the North-West, and share power in the Senate depending on which Senator follows them.
In their discussions with APC, they are also seeking guarantees and assurances of equality of membership, a level-playing field, internal democracy at the federal party as well as the adoption of their political leadership structures as the legitimate leadership of the merged APC in their states.
In the race for the presidency, they are demanding full internal democracy and total transparency and openness in the choice of the presidential candidate of the emergent coalition party.
According to sources, the eight governors have cited various reasons, ranging from marginalisation, moves to hijack the PDP structures from them and using the Economic and Financial Crimes Commission (EFCC) to persecute them, to other untoward moves against them, as reasons for their move to defect.
They also specifically complained that under Bamanga Tukur’s leadership, PDP had allegedly perfected the moves to dismantle their leadership of the party in their states, and weaken them through federal ministers and friends of Aso Rock.
These ministers, according to them, are being empowered to fund parallel political structures.
For instance, the Rivers State governor allegedly spoke of marginalisation within PDP, plans to prop up his former ally-turned–political-foe to hijack the PDP structure in the state from him and moves to oust him as chairman of the Nigerian Governors’ Forum and promote his arch-political rival, Akwa Ibom State Governor Godswill Akpabio in the process.
Jigawa Governor Lamido has also complained of persecution within PDP leadership because of the rumour that he has presidential ambition resulting in the use and unleashing of EFCC on him as exemplified in the arrest and prosecution of his son by the commission on flimsy grounds.
For Kwara Governor Ahmed, his political godfather, former governor of the state, Senator Bukola Saraki, has been marginalised within the party for allegedly daring to contest against President Jonathan in the build-up to the 2011 election and for moving the motion in Senate that paved the ground for the probe of oil subsidy fraud.
"Despite being proved right with the uncovering of huge subsidy fraud, Saraki should be praised and honoured as a whistle-blower, instead the Villa is using the police against him," said the sources.
Governors of Sokoto, Kebbi and Adamawa involved in the defection plan have also cried of marginalisation and persecution within PDP, while Babangida Aliyu is said to be facing the same charge as Lamido: "nursing a presidential ambition in 2015".
For Kwankwaso of Kano, the charge of marginalisation is evenworse: the sources say he has never been consulted in any federal appointments in Kano and no one in the Presidential Villa has ever called him to discuss his security challenges and find out how he is coping.
The sources insist that they are not sure if the Presidency called him with any support after the last dastardly Kano bombing, which claimed 25 lives, but point out it was Bola Tinubu and APC leaders that came in a symbolic gesture to see the Kano people "in their hour of need".
“The president does not call him to find out how the state has been coping in respect of the incessant bomb blast,” another source close to the governor lamented as all attempts by Kwankwaso to reach the president to discuss the security problems have proved abortive.
The defection would be a major blow to the PDP and is said to enjoy the moot support of former President Olusegun Obasanjo.
If that is true, Nigeria could witness a major alliance of the North-west where most of the defecting governors come from,and the South-west, controlled by the Action Congress of Nigeria.
Following the 2006 population census, the North-west comprising seven states and with a total population of 35,915,468 followed by the South-west with six states and a population of 27, 721, 832 have the highest of the six geo-political zones.
Other zones and their populations are as follows: South-south-21,034,081; North-central-18, 963, 717; South-east-16,395,545 and North-east-14, 331, 233.
When contacted, a senior presidency official said he was not aware of the development and that he would check.

The PDP defended the Akwa Ibom Governor.
The ruling Peoples Democratic Party has defended the high-spending Governor of Akwa Ibom State, Godswill Akpabio, saying he is not a spendthrift as accused by observers, but a ‘kind hearted’ person.
The Akwa Ibom Governor has been criticised by residents of his state and civil society groups for his seemingly extravagant donations largely to people who are already wealthy. Some of the spending of the governor that have been condemned include his decision to use state funds to sponsor 20 people to the wedding of Nigerian singer and multi-millionaire, 2face Idibia, in Dubai; and his decision to donate a brand new SUV to the couple. Others include the purchase of bullet proof customized cars at exorbitant rates and unsolicited donation to PDP leaders.
He also recently donated N230 million on behalf of PDP Governors at a program for Otuoke, President Goodluck Jonathan’s hometown in Bayelsa; while many of the governors, who are having problems paying their workers’ salaries, said they were not consulted before the donation was made.
Mr. Akpabio’s critics accuse him of extravagance despite being unable to promptly pay workers salaries and the level of poverty in Akwa Ibom.
The governor’s party, the PDP, however, said there is nothing g wrong in the way the governor spends money.
“These spin doctors have continued to portray Akpabio’s genuine benevolence and kind heartedness in bad light, all in a desperate attempt to disparage him and cause a division in the PDP Governors’ Forum,” the PDP spokesperson, Olisa Metuh, said in a statement on Saturday.
Mr. Metuh also said there is nothing wrong in Mr. Akpabio helping to mobilize PDP members who came for the party’s South South zonal rally.
“The N1 million Akpabio donated to each of the six state chapters of the PDP in the South South was not for an individual but to provide welfare for over 500 delegates from each of the chapters, who travelled all the way to Port Harcourt, River State capital for the rally,” he said.
The PDP said every single donation by Mr. Akpabio has been on issues, extolling the values of Akwa Ibom to care for humanity.
“However, in their desperation and traditional homage to deceit, propaganda, and lies, the opposition has become completely blinded to the truth,” he said.
The PDP spokesperson said instead of taking a cue from Mr. Akpabio, the opposition chieftains have become lapdogs to their godfather to whom they channel resources meant for the development of their states.
“While Akpabio is using his resources for the benefit of the people, other Nigerians who have made themselves tin gods and emperors are busy appropriating state funds while converting the property of the state to personal belongings in their gullibility and blind quest for material acquisition,” he added.
