Organisations have code of conduct and rules of engagement. ALSO stated in such documents are consequences or punishments for contravening the code.

Ignorance is what kills many and allow them to be trampled upon.

For example, in some policies by companies, you must give notice of 30 days before you leave the company. FAILURE TO DO SO means you'll forfeit 1 month of your salary. It is IN THE POLICY.

Every stated law has a corresponding stated repercussion if contravened.

If it is stated in the code of conduct that keeping long hair will warrant being publicly humiliated like this or hairs being cut off with pictures taken and uploaded online, it is very okay to have this befall the law breakers BUT IF NOT SO, then she can sue and win the case if she employs a competent lawyer.
