ONE YEAR REVIEW OF THIS ADMINISTRATION O-Compatriot, A year in government without any tangible performance is enough to give any sane person reason to lose hope in this present administration. From North to South, West to East the challenges of economic hardship in Nigeria for the past 365 days have inflicted quite number of Nigerians with serious MIGRANE. Looking back to one year in office of APC government, I'm very much optimistic that the lack of sense of URGENCY of this administration will collapse their efforts. They do things as if they have a Journey of 16 years ahead of them. They are not concerned with what concerns common man. Imagine how long it took before Minister could be appointed, as a result of "I & My Opinion". Reason also the drama that encapsulated the budget before finally passed and signed. The fiscal year of the government begins Jan 1st to Dec 31st and we are in May, almost half of the fiscal year. MAY to DECEMBER what does this government have to offer in the rest of the months? Most APC members are gesticulating all about, asserting 100% implementation. How realistic is this especially in the National Assembly where APC has the minority. In the NASS, APC only has Majority on paper but in the MINDS, PDP owns the Senate. This will also militate against any progressive development of this administration. Go and take note! However, We all know what it entails before a project could commence. Bidding, approval and so on. We are in may now, take LAGOS CALABAR RAIL for instance, When will tender be opened? When will the bidding commence? When will NASS approve? All these we know will take at least another two months before the commencement of any project. Same applicable to all other programmes and they are assuring us of 100% implementation. If Government is deceiving us we are not deceiving ourselves. One thing I know is that all liars shall go to hell. Any project that commences now is not the brain work of Buhari but Jonathan. Now Federal government is planning to remove subsidy. We know the effects on common man. Even as at today, a bag of rice is N15,000. Fuel is sold N120 per litre. Kerosine is sold N150 per litre. When are we going to experience the CHANGE promised Nigerians. In a ruling this afternoon, the tribunal headed by Justice Danladi Umar issued a bench warrant against Saraki following his refusal to appear in court to face a 13-count criminal charge that was preferred against him by the Federal Ministry of Justice. FG had through a deputy director in the office of the Attorney General of the Federation, Mr. M.S. Hassan, asked the tribunal to order Saraki's arrest. Saraki who was billed for arraignment this morning, sent his team of lawyers to serve the tribunal with a copy of the ruling of Justice Ahmed Mohammed of the Abuja Division of the Federal High Court, yesterday, which summoned the Ministry of Justice to appear on Monday to show cause why the trial should be allowed to proceed. Equally summoned by the court were the Chairman of the tribunal, Justice Danladi Umar and that of the Code of Conduct Bureau, CCB, Mr. Sam Saba, as well as Mr. Hassan who signed the charge against Saraki. Meanwhile, irked by Saraki's absence at the tribunal for the commencement of his prosecution over alleged false declaration of assets, the Ministry of Justice prayed the Justice Umar-led panel to order for his arrest, saying "he cannot sit in the comfort of his chamber and object to his trial in absentia". The prosecution further maintained that Justice Mohammed lacked the powers to summon the CCT and CCB chairmen, even as it accused Saraki of engaging in "forum shopping" in a desperate bid to scuttle his trial. Meanwhile, Saraki has through his lawyer, begged the tribunal to consider his position as the Senate President and stay the execution of the arrest warrant, saying he would be available for trial on Monday. His plea was refused by Justice Umar who maintained that the accused person, having sworn to protect the constitution, ought to have shown respect to the tribunal by appearing before it today. |

It was learnt that the mass resignation became necessary, because six months after President Muhammadu Buhari swore in his ministers, most of them have still not settled down in Abuja. The ministers are alleged to be groaning, because the N4 million approved by the president as their yearly accommodation allowance have not been able to rent any meaningful house in Abuja. The N4 million, according to findings can only rent flats and not homes, and giving the need for security, those flats which have many other tenants in the building, are not secure or fit for purpose. However, owing to the inadequacy of the funds approved for their accommodation by President Muhammadu Buhari, some ministers have been forced to stay in dingy hotels or squat with friends and relatives, it was gathered. The ministers, THISDAY learnt, are concerned that it would be next to impossible for them to get accommodation befitting their offices with N4 million in Abuja and have repeatedly appealed to Buhari to review it upwards to N20 million per annum, but their request has been turned down. This non-commitment of the President towards the ministers’ welfare is allegedly leading to mass resignation. According to a source in the presidency, “In a bid to make their case, all the ministers who had formed a committee on the issue of their accommodation met with Buhari last week Wednesday, but he rejected their request, because his hands are tied by the Remuneration Act, even though he empathises with their situation. However, the president was said to have declined at increasing the accommodation allowance to N20 million on the grounds that the administration could suffer a backlash from the public. The source also explained that the N4 million approved by the president was in line with the current remuneration package for public office holders. Under the current package, ministers are entitled to N4,052,800 as housing allowance per annum. However, Aides of the ministers conversant with the problem, said that some compromise would have to be reached so that the ministers could find decent accommodation in Abuja. He added, that the nature of their jobs also requires some ministers to host local and foreign dignitaries at their residences when they visit Abuja. Another aide, who preferred not to be named, blamed the problem on the monetisation programme of the Olusegun Obasanjo administration, resulting in the sale of official residences built for ministers and other top government functionaries in Abuja. Although, sources refused to divulge the names of the ministers who are considering resignation. “They were asking for N20 million per annum for their accommodation. But prior to last week’s meeting, several other options had been proposed, including buying an estate or the FCDA building one, but these were considered expensive and dropped. “The final option was the request for N20 million per annum, because some ministers are squatting in Abuja and the situation is impacting on their jobs.” “We hope there will be a meeting point over what the president has approved for the ministers and the special advisers who are on the same level, as the N4 million is not realistic at all. “Some of these public office holders were past governors and chief executives in private concerns before they were appointed, and it will be unfair to downgrade their living standards,” one ministerial aide stated. “By virtue of their office, some ministers such as those in charge of foreign affairs, budget and national planning, finance, trade and investment, health, and education, among others, often host foreign dignitaries from missions, embassies and international or multilateral donor agencies. Accordingly, they would need befitting accommodation. “It would not be in our interest for such dignitaries to be hosted in tiny flats or I far flung suburbs outside the metropolis, which is what the N4 million can afford at the moment. Besides, there might also be security concerns about allowing ministers to live in such suburbs or even hosting foreign dignitaries there. “Right now, the absence of accommodation also means that many of them have not been able to relocate their families and have been shuttling on a regular basis to cater to the home front. Realistically, that will be a distraction that the administration could do without,” the aide said. “In the past, former ministers lived in multi purpose-built spacious mansions in Maitama, the Ministers’ Hill, also in Maitama, and the Ministers’ Quarters in Mabushi, which were all within the Abuja metropolis,” he said. |

The National Orientation Agency (NOA) led by the newly appointed acting director general, Ngozi Ekeoba announced the move on microblogging website, Twitter on Thursday, March 24, 2016. The agency wrote: “The 2nd stanza of Nigeria National Anthem is being promoted by the NOA as opening prayer at events.” Although a handful of Nigerians kicked against the move but the agency insisted that it was a great step towards promoting the National Anthem. A source privy to the matter disclosed that the agency rule is yet to be enforced as the agency is still consulting with relevant stakeholders on the issue. “The new DG has been promoting it since she came on board, but she is also careful not to receive a backlash for the idea given the very religious nature of Nigerians,” the source said. “So at the moment it is not been enforced but they are pushing the idea to many people, agencies, government departments and parastatals and many are okay with the idea. In the fullness of time, he was also similarly killed by his half- brothers to bring to an end the bloodiest era in the history of his people. As king and warrior, Shaka was so ruthless he killed more of his own people than others did. A man who seemed to love the smell of blood, he killed men and women and children, sometimes in the most casual and cruel of ways. For instance, he killed men who were short because he thought they would be a liability in battle. Declaring a year-long mourning at his mother’s passing, he killed during that period any woman who was found to be pregnant, and for good measure, her husband. He even executed any cows which gave birth, so their calves could experience the pain of being without a mother. In 1985, soon after General Ibrahim Bademosi Babangida (IBB) became Nigeria’s leader, I was in a newspaper delegation which interviewed him in Lagos. At the end of the fairly routine visit, someone asked him who his military hero was. Replied the General: “Shaka Zulu!” That was 31 years ago, but I still remember how quickly my blood froze. The interview was a lie, I thought, reflecting on how different it could have been had that final question been much earlier. Nonetheless, you do not write off a man simply because he loves someone you loathe. I rationalized that the Nigeria leader could accomplish some of the things Shaka did, using methods that were humane and elevating. Babangida was in power for eight years, during which he positioned and advertised himself as a historic figure. He turned out to be one, but not in the sense he wants the world to believe. Today, he is remembered for two things. The first is that in 1993, when all of his talk would have produced a new, democratically-elected president in what was Nigeria’s best election up until then, he summarily nullified the process. By that action, he sent Nigeria down a path from which it has yet to recover, remorselessly placing himself first. Shaka. IBB was no stranger to shooting his own friends. During his reign, for instance, he sent to the firing squad General Mamman Vatsa; while the election he nullified was won by Moshood Abiola. Those were two men he dined and drank with: one was shot in the front, the other, in the back. Shaka. The second thing IBB is best remembered for is that his was by far the most corrupt government in Nigeria’s history. He became the gold standard if there is such a thing, of corruption in governance. It was so bad under him that the culture of “settlement” was established. Under IBB’s so-called National Economic and Reconstruction Fund, round-tripping was the order of the day: you obtained a huge “loan” with which you could buy foreign exchange at the cheap official rate, which you sold for an immense profit on the black market. [You could then pay off your loan, if you wished, the same day!] IBB himself was reputed to have amassed a lot of wealth. In 2005, the New York Daily News put him on a short list of former world leaders who stole billions of dollars but had yet to be brought to justice. Despite all of that, and reflecting the emptiness of our national values, he was rewarded with the Grand Commander of the Federal Republic award, the second time by the government of Olusegun Obasanjo in 2005. The irony is that in 1994, one year after Babangida scampered out of office, Obasanjo could see him very well, describing him during a conference in the following words, among others: “…After successfully undoing his military colleagues with the acquiescence of the non-military, General Babangida came out in his true colours, demonstrating again and again that he is a master of intrigues, mismanagement, corruption, manipulation, deceit, settlement, cover-up and self-promotion at the expense of almost everybody else and everything else…Babangida is the main architect of the state in which (Nigeria) finds itself today…” Nonetheless, with the Obasanjo Years winding down, and with no apologies for the grand sabotage of his leadership as a military leader, IBB declared he would be president again in 2007. His ‘Vision 2007’ National Secretary, Professor Abdullai Michael, quoted IBB as telling him: “Go [to] work. We shall occupy Aso Rock in 2007. All my past mistakes I have slept over them and will correct them in 2007.” Mercifully, IBB discovered in good time he did not stand a chance and gave up that goose chase. He has maintained a less boisterous profile since then, his wife dying in the United States a few years ago. Here we are in 2016, and IBB, in poor health, was last week widely rumored to have died. He gathered a group of reporters at his so-called Hilltop Mansion last weekend to dispel those rumors. He told them: “It doesn't shock me, neither does it bother me because I know I must go and meet God my Creator one day…” Knowing he would be quoted, he couldn’t resist the temptation to attempt one more of the dribbles that had him nicknamed “Maradona” after the Argentine star. "I strongly believe in this country, which is further demonstrated by the people of this great nation because they are very industrious people, hardworking. This gives me hope for Nigeria.” It is these kinds of platitudes that have made Nigeria the laughing stock she is. IBB’s “optimism” is 30 years late; he should have invested it in the country when he had charge of her. If a Nigerian leader believes his people to be industrious and hardworking, that is his clue to respect them, and to grant the fertilizers they need to bloom. Instead, we often have leaders who flourish in betrayal. That is why Nigeria lacks statesmen. Go to any country and you will find Nigerians scrambling for the crumbs of opportunities their homeland has denied them. Go anywhere in the country and you meet people of great capacity who have been diminished by compromising leadership. That includes you, IBB, perhaps particularly you. By appearing to be reconciling your account with God, however, perhaps you now understand how ephemeral power and wealth are when selfishly acquired and dubiously deployed. But all is not lost. If you truly believe in Nigeria, do something unprecedented and set an example for other former leaders. Give back half your wealth. Return what is not yours and encourage those who acquired so much under you to do the same. Build schools all over the North to enhance education. Build a first class hospital for women in every state in honour of your wife. Endow a chair in every public university for the best graduating students. Every culture, every religion, and every age celebrate penance. When you do go, General, leave Nigerians with strong memories of a truly contrite leader.
