The Northern house of Assembly in Kaduna and the Eastern house of assembly in Enugu voted for it, thus securing a 2 out of 3.

Whereas the visibly disgruntled people of the middlebelt were not given an opportunity to leave the Northern region even when they were so disgruntled to the point of forming a different political party called United Middle belt congress, the efik, ibibio,anang,ijaw etc were not given a chance to leave the eastern region even when they were so disgruntled to the point that Isaac Boro picked up arms to leave, to the point that Eyo Ita was displaced as leader for Azikiwe who was sent out of western region where he attempted to use ethnic division to rule through a party started by a yoruba man (Macauley) who handed it over to him with sincere intentions only for the party to be branded an igbo party
