AWKA — AUTHORITIES of the Federal Polytechnic, Oko, Anambra State, says arrangements had been concluded to invite the State Security Service, SSS, to investigate suspected forged certificates in the Institution.

It was gathered weekend, that forged certificates were recently dictated at the records department of the Institution, following a special mechanism put in place by the new administration headed by Prof. Godwin Onu.

Recently, about 88 students of the Institution were expelled for allegedly being in possession of forged results from other Institutions of higher learning in the country, with which they used in gaining admission to do Higher National Diploma, HND, programmes, while six lecturers were suspended in connection with their alleged involvement in questionable behaviour bordering on not following due process.

Rector of the Polytechnic, Prof Onu said weekend, that it was important to involve the SSS in the investigation of suspected certificates for some obvious reasons.

According to him, the Nigeria Security Printing and Minting Company had been engaged in the printing of certificates for the Institution to make it difficult for forgery and warned that his administration will not compromise its decision against corruption, insubordinations, extortion, among others.

“We are cleansing and sweeping any thing that will put us in a bad light so that every student from this institution will be able to defend any certificate he or she had acquired and this will make labour market yearn for our products.

“We have put in place effective machinery to check examination malpractice, certificate forgery and other forms of corrupt practices and I am happy because it is already yielding fruits,” he said

As Abia state battles to reform its civil service, accusations of certificate forgery by some senior government officials, threaten to erode the credibility of the process. Investigation by Ignatius Chukwu reveals some worrying cases.

Top officials of the Abia State civil service are now working round the clock to control outbursts over alleged suppression of bad cases of certificate forgery and falsification said to be rampant in the service. So far, several rounds of screening exercises have been instituted in the past seven years but insiders say only the little fish get caught. Abia State has about 7,764 civil servants (according to the state’s 2007 annual report), scattered across 19 ministries and 14 departments.

BusinessDay investigations which spanned over six months in Umuahia revealed that one particular case has dragged on for almost a decade. The case even led to enquiries at the US embassy in Abuja and the George Washington University (GWU) in the USA, yet buck-passing seems to have overshadowed real disciplinary actions on the matter. The permanent secretary, Establishment and Pension, Ogbonna I. Izima, admitted to journalists in the course of this investigation that a general screening was conducted as late as 2006 to set the records straight. The chairman of the Civil Service Commission, Ndeke Dimanochie, also admitted there were complaints over certificates but blamed past leaderships of the commission for “not knowing what to do” on some cases that seem to embarrass the state administration.

One of such cases now rocking the state civil service most involves a certificate from George Washington University (GWU) presented by Andy Ogbonnaya of the Ministry of Science and Technology, who was rather rewarded with promotion to deputy director in the seven-year period we scandal has been on. The case dragged on in the Ministry of Science and Technology through the tenures of several permanent secretaries believed to have suppressed the inquiry since 2003. The head of administration unit in the said ministry, who also has difficulty explaining her two sets of names, and who hails from the same town with Ogbonnaya, is believed to have acted the most to thwart investigations.

Investigations reveal that Ogbonnaya blew the hid on himself when he first wrote petitions questioning the qualifications of his bosses. This allegedly caused scandals and led to several screenings which resulted in the dismissal of some staff.

The Civil Service is now working to unravel how Ogbonnaya’s qualification changed from Higher National Diploma (HND) in Mechanical Engineering Technology from the Institute of Management and Technology (IMT, Enugu) to Bachelor of Mechanical Engineering (George Washington University, USA), and Master of Science in Information Technology (FUTO), with a Nigerian Society of Engineering (NSE, Sokoto Chapter) certification. Those close to the case file said a list of members of the NSE from all chapters published in Guardian, May 2, 2006, did not include Ogbonnaya’s name.

When the Head of Service managed to force action on the matter, the file was moved to the Establishment/Office of Head of Service in 2007 who allegedly contacted the American Embassy in Nigeria. The embassy latter contacted the George Washington University. The university replied in September, 2007, denying issuance of the certificate. The Civil Service is believed to be in possession of a mail of November 1, 2007, from one David F. Chichka, who said he was Assistant Professor, Mechanical and Aerospace Engineering, The George Washington University, United States.

In an e-mail to the American Embassy’s inquiry from Nigeria, the said Assistant Professor stated thus: “I can state that it (the certificate) does not appear to be genuine. There are several things wrong with it. First, we do not, and so far as I am aware never have, offered any degrees with “Honours second class in upper division”. We do not have such divisions. Secondly, I have never heard of a special summer program that might lead to a Bachelor of Science degree. Third, the center signature, of Prof. H. F. Bright, is supposed to be “Vice President (Accademics)”. The word ‘accademics’ is misspelled, which is not likely to happen on a university diploma. Also, I have never seen a diploma with a notation such as “No. For GW 089468972”. Finally, the university does not issue certificates to award Bachelor’s Degrees. We issue Diplomas. Please note that I am an assistant professor, and not an official spokesman for the George Washington University. I have spoken with others who have been at the university longer than I, and we all agree that this is not a valid diploma. I will attempt to get a more formal statement, but as I have twice made requests, I don’t know that I will be successful.”

Many who expected an interdiction may have been disappointed. Ogbonnaya rather got promoted from Chief Scientific Officer to Deputy Director, Bio Tech and Energy Research. The matter was, however, finally investigated and forwarded to Civil Service Commission, but it seemed forgotten there. When more pressure came, the Ministry of Education was asked to re-investigate the case. In response to questions from Ministry of Education, Andy was said to have submitted an affidavit to show that his credentials were burnt in a fire disaster in his previous residence. But the fact that the affidavit was obtained when judicial staff were on strike in December in Umuahia kicked off another round of controversies.

When contacted on this, Dimanochie had told journalists in December 2009 that definite action was about to be taken. He asked them to come after two weeks to know what exactly had been done. He expressed sadness that such a matter was lying in the Commission without his official notification. By January 12, 2010 when BusinessDay called again, he said Andy Ogbonnaya stood suspended on full salaries, and that only submission of the original copies of the said certificates would resolve the matter.

By March 10, 2010, however, when BusinessDay visited the Ministry of Science and Technology on Old Aba Road, Andy was seen working in his office. “He was never suspended, to the best of my knowledge”, a source close to him stated. The source rather traced Andy’s problems to a former colleague (Chukwudimma) in the office who has been transferred to the Ministry of Environment. The source said the man (Chukwudimma) “capitalized on a misfortune (fire incident which even left scars on his back and leg) where the certificates were lost to instigate probes on Andy Ogbonnaya’s profile. He really studied in GWU and they altered their programmes to suit him”.

The source does not trust the e-mail from the said assistant professor, fearing that Andy’s detractors could have planted it with the aid of modern technology. The source however wondered; “What will his detractors gain if they stopped him, will they take over his salaries?”(sic)

BusinessDay could however confirm that Ogbonnaya was suspended indefinitely on April 6, 2010, but for another case - a publication in the Nation of January 15, 2010 concerning governor’s failure to grant a N150,000 request for Andy to travel for a workshop which some insiders said would have been of benefit to the state. Enugu — Operatives of the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and other related Offences Commission (ICPC) yesterday uncovered forged certificates during the verification exercise of newly recruited officers of Nigeria Security and Civil Defence Corps (NSCDC) in Enugu State.

Though, the operatives refused to make public the persons, who were involved in the fake certificates, Mr. Aro Udensi, who led the team of the security agents said some forged certificates were discovered during the verification exercise.

While THISDAY checks revealed that those involved in the scandal had since been handed over to the police for possible prosecution, Udensi and government decided to involve the security agencies to ensure transparency in the recruitment of the officers.

Speaking on the development, the state commandant of NSCDC, Mr. Sikiru Raimi, described it as a welcome development assuring that the verification would be thorough to ensure that only qualified persons were employed.

He maintained that with the discovery of the fake certificates, it had become clear that his agency would no longer be taken as a dumping ground for all manner of people, especially the never do wells, stressing that "this is one of the early ways to fish out bad eggs."

The NSCDC commandant said the command had started releasing letters of employment to the successful candidates under the command, stressing that the increase in manpower would assist the command in beefing up surveillance along pipeline axis, Local government areas and other government infrastructures.

But one of the successful candidates, Miss Martha Edeh received the news about her recruitment with mixed feelings. "I am happy that I was recruited as an Inspector. I hold Higher National Diploma but am offered the job of a secondary school lever", she lamented.

Edeh called on the Federal Government to as quickly as possible streamline differences in the classifications of Degrees and HND certificates.
