Senators in Italy have voted in favour of sweeping reforms that could lead to a dramatic reduction in the size and power of the upper house of parliament. The reforms have been spearheaded by Prime Minister Matteo Renzi as part of a plan to lift Italy out of recession. They aim to make the Senate an unelected body, less able to challenge laws proposed in the lower house. However, the reforms will require more debate –and a possible referendum – before being passed into law. Friday’s move has been preceded by a lengthy battle in parliament. According to Reuters news agency, the run-up to the vote saw nearly 8,000 amendments tabled by opposition parties, amid furious shouting matches. The debate over the reforms has diverted the government’s attention, correspondents say, amid a prolonged economic crisis. Italy, the euro zone’s third-largest economy, slipped back into recession in the second quarter of this year, according to figures released this week. ... www.punchng.com/news/italian-senate-votes-to-cut-its-size-powers/ |
Security on red alert Speaking to PREMIUM TIMES, the Nasarawa State Police spokesperson, Numan Umar, said the command took proactive measures to ensure that there was no breakdown of law and order during the counter rallies in the capital city. Mr. Umar noted that the Police in collaboration with other security agencies in the state provided security for the two parties to organise their rallies in an atmosphere of peace and orderliness. He said, “If you go through Lafia, you will see the deployment of police and other security agencies manning strategic location in the city. When issues like this happen, we have a joint security committee comprising the Army, the Police, the SSS, the Civil Defence were we put heads together to try to resolve problems. That is why we have not had any major security breaches in the state. As you can see, Lafia is generally peaceful and by the grace of God, it will continue to be peaceful.” Asked whether the security agencies in the state are ready to take on any breach of security ahead of Monday’s resumption of the state assembly, he said, “We are prepared for any eventuality in the state.” |
Rallies and counter-rallies of rancour As tension continue to build in Lafia, the state capital, hundreds of APC supporters on Wednesday took to major streets to celebrate the failure of the assembly to remove Mr. Al-Makura. To drum their support for the governor, a major rally was held at the headquarters of the state chapter of the party located along Shendam Road, where top party brass addressed a mammoth crowd of supporters. While the rally, which attracted supporters from the 13 local government areas of the state lasted, the state capital was soaked in tension as supporters of the PDP watched the celebration with bottled anger. To avoid any breakdown of law and order, security agents comprising of the Army, the Nigeria Police, the State Security Services, SSS and the Nigeria Security and Civil Defence Corps, NSCDC, guarded strategic locations around the capital city. However, on Thursday morning, more security operatives were deployed to various locations in Lafia just as the PDP was set to hold a counter rally in support of its lawmakers in the state assembly. Several vans conveying fully-armed military, the police and personnel of the National Security and Civil Defence Corps patrolled major streets of the city while many residents watched from the windows of their houses. As early as 7a.m, bus-loads of supporters had started arriving at the party’s headquarters along Jos Expressway with party faithful adorning T- shirts with various inscriptions to show support for key leaders of the party. Some of the T-shirts carried the pictures of the Minister of Information, Labaran Maku, former Governor, Akwa Doma, among many others. By 9 a.m, Mr. Maku accompanied by Mr. Doma, Senators Solomon Ewuga and Suleiman Adokwe, arrived at the party secretariat to show solidarity with the 20 members of the party who are fighting hard to remove Mr. Al-Makura from office. A former National Assembly member, John Danboyi, former Deputy Governor, John Abdul and other top PDP leaders in the state were also at the rally. The PDP leaders were received and introduced by the state Chairman, Yunana Iliya, and members of his executive committee. After a brief ceremony, the rally moved in a long convoy to the House of Assembly. They were blocked from entering the premises by security operatives guarding the complex. However, after singing and dancing in front of the gates for close to 30 minutes, the crowd surged into the assembly grounds in defiance of the order of the armed security operatives. Not long after, the party’s leadership drove into the assembly complex and went straight to the entrance of the gallery. It was at the entrance to the gallery that Mr. Maku, Mr. Iliya and other bigwigs of the party stood on the back of a Toyota Hilux van to address supporters. Before addressing supporters, the state PDP chairman had handed a solidarity letter to the Clerk of the Assembly, Ego Mai-Keffi, to deliver to the members. Speaking amidst shouts of PDP slogans, the information minister warned the APC and the executive arm of government against acts of violence and or intimidation against members of the PDP in the state. Mr. Maku said, “The attack on PDP members must stop. The violence against members of the PDP in the state house of assembly must stop. We want peace but nobody should test our resolve. The PDP members must be strong. The PDP members must be united and must eschew violence.” Mr. Maku argued that but for the need to set a standard of good conduct, the PDP would have unleashed its supporters against troublemakers in Lafia. He said the action would have been taken to avenge the recent attack on a vehicle belonging to its lawmaker, as well as the burning of a house belonging to one of its leaders in the state. Mr. Maku argued that it was counter-productive for the APC to try to block the lawmakers from carrying out their constitutional duties, noting that by organizing a rally in their support, nobody in the state would be left in doubt about the position of the PDP in the ongoing crisis. He referred to the APC as a party of violence and thuggery, and warned it to remember that the PDP has majority of members in the state. “Let me make it very clear; if we blow a whistle today, nobody will work in Lafia. If we want tom do what they (APC) are doing, and we blow a whistle, our members will enter Lafia and nobody will be able to work because the majority of people in Lafia belong to PDP,” he said. On his part, Mr. Doma called on members of the party to close rank and support the state lawmakers to carry out their constitutional responsibilities to the people of the state. The former governor insisted that the attempt to stop the lawmakers from sitting was illegal, undemocratic and condemnable. Supporters of the party sang and danced round the assembly complex calling Mr. Al-Makura uncomplimentary names including referring to the governor as representing an endemic Ebola sweeping across the state. Barely two hours after the PDP moved its rally back to its secretariat along Jos Expressway, the APC brought out its members for a counter rally. Members of the APC poured water on the streets of Lafia and swept everywhere they went with brooms in a mock attempt to drive the scourge of the PDP away. While sweeping, the party faithful sang, “Ebola came to town, we must get rid of it. Ebola came to town; we must get rid of it immediately.” They said the visit of the PDP leaders and their supporters was like an Ebola virus, which they insisted must be washed and swept off the streets of Lafia.. The APC procession moved from Jos Road to the assembly complex and Shendam Road, where they were received by Othman Adam Boss, the House member representing Keffi-West on the platform of the APC. Mr. Boss oversaw the sweeping of the assembly complex as women and youths chanted loudly in Hausa, “Ebola came to town; we must get rid of it.” Reacting to allegations made by the PDP, the Senior Special Adviser to the governor on Media, Abdulhameed Kwarra said the executive arm of the government would not join issues with the opposition party. Mr. Kwarra noted that the executive does not interfere in the constitutional duties of other arms of the government, adding that Mr. Al-Makura had allowed the due process of law to prevail in the impeachment move. He said, “If they have a problem with the constitution of the panel by the state chief judge, they should go to the court and challenge him. if they have a problem with the verdict of the panel, they should still go to court. “That is what the law says. They should not try to drag us into any of these things. We will only join issues with them if we are served by a court of competent jurisdiction. If you beat me up, must you also stop me from crying,” he queried. |
Indications emerged on Friday that Nasarawa State might explode in an orgy of violence unless urgent steps are taken to rein in opposing political forces that are fighting to occupy the Government House, Lafia. This followed the dismissal of the allegations of misconduct brought against the state Governor, Tanko Al-Makura by an investigative panel set up the state Chief Judge, Suleiman Dikko. The state assembly on Thursday, July 17, filled 16 charges bordering on official misconduct against Mr. Al-Makura. On Monday, July 24, the assembly caused a notice of impeachment notice, which was signed by 20 out of the 24 members of the assembly, to be served on the governor. The 20 lawmakers, who signed the impeachment notice are members of the Peoples Democratic Party, PDP while the four, who refused to sign the document, belong to the All Progressives Congress, APC. However, Mr. Al-Makura was cleared of all the charges brought against him by the PDP-led legislature on August 5, a situation which angered the lawmakers and the PDP in the state. In acquitting Mr. Al-Makura, the panel held that the assembly failed to prove that the governor was guilty of any of the charges brought against him. But investigations by PREMIUM TIMES in Lafia revealed that the PDP-led assembly might still go ahead to remove Mr. Al-Makura on Monday against the verdict of the probe panel. The lawmakers, who are said to have relocated to Abuja for fear of being attacked by the governor’s supporters, are billed to return to Lafia during the weekend, PREMIUM TIMES understands. A source in Lafia, who pleaded not to be named because he was not authorised to speak on the matter, confirmed the lawmakers would reconvene on Monday or Tuesday to take a major decision that would change the political landscape in the state. Based on negative security reports, the source said the assembly, which was expected to resume from recess on Monday, could not hold plenary sitting. Particularly, the source said many of the PDP lawmakers who signed Mr. Al-Makura’s impeachment notice and who had moved to Abuja, could not return to the state. He said, “I can conveniently tell you that the lawmakers will return and continue their work as provided for in the 1999 Constitution. When they resume plenary on Monday, a major decision will be taken to show that the state legislature cannot be cowed by any arm of the government to abandon its constitutional responsibilities. “The law is clear on what the responsibilities of the assembly are and how such responsibilities should be carried out. The law is also clear on what the executive can do and what it cannot do. So when the chips are down, the lawmakers will do their job no matter whose ox is gored.” The source dismissed insinuations that the lawmakers fled the state to avoid repercussions from supporters of the governor, saying nobody could stop the assembly from sitting when members are ready to reconvene. .... .... https://www.premiumtimesng.com/news/166245-anarchy-looms-in-nasarawa-as-pdp-apc-clash-over-fresh-plot-to-remove-gov-al-makura.html |
The destruction of electricity facilities in Borno State by Boko Haram insurgents following a recent attack on Damboa town, south of the state, has thrown most parts of the state, including Maiduguri, into darkness, an electricity official said. A source at the Yola Electricity Distribution Company, which controls the Maiduguri Electricity Centre, told Daily Sun yesterday, that the 132 KV Damboa-Maiduguri electricity line was destroyed by Boko Haram in July during an attack on the area. The attack, he said, had plunged Maiduguri and its environs into darkness. “The cut-off of power that we are witnessing now, was caused by the destruction of our facility, the 132KV Damboa-Maiduguri line, by Boko Haram during the July 4 attack on Damboa,” the official, who did not want his name in print, said. He said electricity engineers could not go to the site to repair the facility due to the security situation in the area. It was also gathered that a windstorm that destroyed electricity polls and cables as partly responsible for power cut in the area and residents had been compelled to live without electricity from the national grid for the past one month. www.sunnewsonline.com/new/?p=75880 |

No. 12. Ekweremadu Senator Ike Ekweremadu is the Senate Deputy President. He is a governorship aspirant in Enugu State. He was tipped for the job in 2007, following the expiration of Governor Chimaroke Nnamani’s second term, but the political family, Ebano Group, opposed his candidature. What makes observers to believe that Ekweremadu still nurses the ambition is the array of projects he has commissioned in his constituency. Many people have benefitted from his Ikeoha Foundation. He has the financial muscle required for the contest. He is also close to Aso Rock. But it would seem that the zoning arrangement in the state has knocked him out of the race. Ekweremadu is from Enugu West, like Governor Chime. The governor has said that the slot would be zoned to the North. This has not deterred the senator whose campaign posters have continued to adorn Enugu and Nsukka. The posters are pointers to brewing feud between him and the governor. Though his aides have continued to dismiss rumours of his intention, political observers do not believe them.

No. 11. Ndoma-Ebga Senator Victor Ndoma-Egba (SAN), Senate Majority Leader and third term senator, was deputy majority leader in the sixth Senate. He represents Cross Rivers Central. Ndoma-Egba who came into the senate in 2003 has not been forthcoming regarding his ambition to contest the Cross Rivers State governorship next year. However, there has been a sustained media campaign by his supporters urging him to make public his desire to succeed Governor Liyel Imoke.

No. 10. Eze Senator Ayogu Eze represents Enugu North in the Senate. Many believe he stands a better chance in the Enugu governorship race because he hails from Nsukka, which is favoured by the zoning. The last governor from the zone was Dr. Okwesilieze Nwodo, who ruled between 1992 and 1993. The zone accounts for 40 per cent of the voting population, according to the last national census. Ayogu has never hidden his ambition to become the governor of Enugu State, especially among his fellow senators. Senate President, David Mark, refers to him as the “Enugu Government House” whenever he wants to gain his attention. Ayogu was Chairman, Senate Committee on Media and Information in the sixth Senate and currently Chairman Senate Committee on Works. However, the elite in the Nsukka axis perceive him as too ambitious. He appears not have mended fences with the Nwodo family who are his benefactors and mentors.

No. 9. Abe Before the crisis in the Rivers State PDP escalated, many members were rooting for Senator Magnus Abe as the likely successor to Amaechi. The Senator is from Ogoniland, a zone that has not produced any governor. In fact, Amaechi is supporting power shift to this zone to correct the imbalance in the power sharing. However, it has been alleged that Mrs. Patience Jonathan, the wife of the President, prefer her fellow Okrika man, Nyesom Wike, Minister of State for Education, for the job. Abe’s choice was premised on his loyalty to the governor. He remains an ally of the governor during this turbulent period. But his ambition may hit the rock because the governor does not have control over the state PDP executive committee that will conduct the primaries. Prior to his election into the Senate, Abe was a member of the Rivers State House of Assembly, Commissioner for Information and Secretary to the Government. He is perceived as a man of integrity in public life. In the Senate, he is Chairman, Senate Committee on Petroleum (Downstream). He was the Chairman of the Senate Joint Committees that probed the fuel subsidy scam.

No. 8. Ningi Senator Abdul Ningi, represents Bauchi Central in the Senate. Before his elevation to the Senate, he was the majority leader of the House of Representatives and was in that chamber for eight years. His brilliant contributions to House debates won him the respect of his fellow legislators. As the Senate Deputy Majority Leader, Ningi is very close to the Presidency and maintains a good working relationship with the seat of power. The senator is also in the good book of Governor Isa Yuguda. However, zoning may affect his chances of becoming the governor. The people of Bauchi North Senatorial District claim that it is their turn to produce the governor of Bauchi state, but it would seem that Ningi is not deterred from pursuing his ambition. The last time that Bauchi North produced the governor was in 1979 when the late Alhaji Tatari Ali was elected on the platform of the defunct National Party of Nigeria (NPN).

No.6. Okowa Senator Ifeanyi Okowa is from Delta North, a district that is mainly populated by Anioma people. The Anioma have been agitating for power shift because they have not filled the slot before now. Therefore, they are insisting that it is the turn of the district to produce the next governor. Power shift, Okowa has explained, will give the people of Anioma a sense of pride and belonging. Besides, he said that power shift will foster equity and justice in the state. If this sentiment gains the sympathy of the other ethnic groups, then Okowa has prospects as an aspirant. The senator is a former Secretary to the State Government. His constituents are impressed by his performance in the upper chamber, where he chairs the Senate Committee on Health.

No. 5. Nwagu A senator from Ebonyi State, Paulinus Igwe Nwagu is Chairman, Senate Committee on Police Affairs. He made public his intention to contest the governorship of the state under the platform of the Peoples Democratic Party (PDP) next year. Addressing a press conference in Abuja, Senator Nwagu said his ambition to govern Ebonyi State is in furtherance of his “selfless service to humanity,” adding that he wants to consolidate on the achievements of Governor Martin Elechi. He is a second term senator and was in the House of Representatives for eight years as deputy chairman, House committee on Police Affairs.

No. 4. Lanlehin Senator Olufemi Lanlehin, representing Oyo South in the upper chamber is a lawyer and seasoned politician. He reportedly inherited political skills from his illustrious father, the late Pa. S.O. Lanlehin, one of the pioneer members of the Western Regional House of Assembly from Ibadan, and treasurer of the defunct Action Group (AG), led by the late Chief Obafemi Awolowo. In the Third Republic, he was a member of the House of Representatives. Between 1999 and 2002, he was Special Adviser on Political and Legislative Matters in Lagos State. Until recently when the party leaders brokered peace between him and Governor Abiola Ajimobi, the senator was a serious contender for the governorship in Oyo APC. In 2011, he was an aspirant to the governorship of Oyo state but was prevailed upon by party leaders to step down for Ajimobi, who was endorsed as the consensus candidate by the party. However, Lanlehin has not renounced his governorship ambition. He just left APC and joined Labour Party.

No.3 Solomon Senator Ganiyu Solomon represents Lagos West District in the Senate. He declared his ambition to vie for the 2015 governorship election almost a year ago. He is former Chairman of Mushin Council and member of House of Representatives. In 2007, former Lagos State governor, Bola Tinubu, opted out of the senatorial race and the ticket landed in Solomon’s palm. His ambition has caused a stir. Other aspirants who have not come out openly may have been relating to him as the number one rival. Solomon is not a baby politician in Lagos State. He has the network. He is also rooted in the grassroots. Many perceive him as a political mobiliser and a close associate of Asiwaju Tinubu. It is not the first time Solomon will be eyeing the governorship. In 2007, he was among the 14 Alliance for Democracy (AD) aspirants itching to succeed Tinubu. His supporters have started canvassing for open primaries for the aspirants. In 2015, Solomon will slug it out with the House of Assembly Speaker, Adeyemi Ikuforiji, Dr. Obafemi Hamzat; Akin Akinbode, Leke Pitan; Femi Gbajabiamila, and Senator Gbenga Ashafa, if they join the race.

As 2015 election draws closer, a number of senators have indicated interest to contest the governorship position in their states. A survey carried by Daily Independent has revealed that some of these senators are either serving out their second term in the senate or are warming up to succeed governors that are completing their second term in office by May 29, 2015. Some of these senators, discussed below, have already openly expressed their intention. No.1. Abaribe Senator Harcourt Enyinnaya Abaribe, Chairman, Senate Committee on Media and Information, is a second term Senator representing Abia South. He came into the limelight in 1999, when he was elected Abia State deputy governor under the administration of governor Orji Uzo Kalu. Abaribe’s political marriage with Kalu was short-lived, as a result of some undisclosed acrimony that existed between the duo during his period as the deputy governor. He however enjoys tremendous support and sympathy from the political elite. Abaribe is a grassroots politician, which makes him popular among the youths and women, who constitute the bulk of voters in the state. He feels strongly that he has what it takes to clinch the governorship seat of Abia in the next political dispensation. His hopes are anchored on two major factors: his experience as deputy governor of the state, and the purported zoning of the governorship slot to candidates from Abia South. Abaribe is an Ngwa man.

Fugitive US whistleblower Edward Snowden has been granted permission to stay in Russia for three more years, his lawyer says. His year-long leave to stay in Russia had expired on July 31. Snowden fled the US in 2013 after leaking details of the National Security Agency’s surveillance and telephone-tapping operations. The US has charged him with theft of government property and communicating classified information. The Adamawa State House of Assembly on Monday approved a request by the Acting Governor of the state, Alhaji Ahmadu Fintiri, to appoint 50 Special Advisers that would assist him in running the affairs of the state. The request was granted at the plenary, after a letter on the issue was read by the acting Speaker, Mr Kwamoti Laori. Mr Jerry Kundisi (PDP-Gombi) had moved the motion for the approval of the request, and was seconded by Alhaji Juggal Abdulkarim (PDP- Shelleng). Kundisi had argued that since the acting governor would run the state without necessarily appointing commissioners, there was need to grant his request to appoint Special Advisers. Meanwhile, the Chairman, House Committee on Information, Mr Adamu Kamale (PDP-Michika), has said that the delay in communicating the removal of former Governor Murtala Nyako to Independent National Electoral Commission (INEC), was because members went on recess. He explained that members had gone on three weeks recess, to enable some of them, including the Acting Speaker, attend Commonwealth Parliamentarian Association (CPA) meeting in Tanzania. Kamale said that the House had just resumed and INEC would be communicated without further delay. The INEC said recently that it was yet to receive any formal communication from Adamawa Assembly on the removal of Nyako. In another development, the Acting Governor of Adamawa, Alhaji Ahmadu Fintiri, on Monday approved the constitution of a seven-man Judicial Panel of Enquiry to assess and investigate the administration of the impeached governor, Murtala Nyako, from June 2007, to June 2014. A statement to that effect, signed by the Secretary to the State Government, Prof. Tukur Liman, indicated that the panel had been given four weeks within which to complete its assignment. According to Liman, the terms of reference of the panel are to investigate financial accruals to the state from June 2007, to June 2014, as well as disbursement of funds to ministries, boards and agencies. The panel is also to identify those involved in inappropriate financial disbursements and application and also investigate staff recruitment, deployment and administration of human resources. The panel, to be chaired by Justice Bobbo Umar, has Rtd D.I.G Ibrahim Leh, Zura Maigadi, Engr. Sulaiman Naiwa, Mr Samuel Kyenson and Abubakar Abdullahi as members, while Mr Sedan Nyari would serve as Secreatry. Similarly, the acting governor has also constituted a five-man panel to investigate the operations of the Adamawa Homes and Saving Company, owned by the state government. The panel is expected to complete the assignment and submit its report within two weeks. .... www.dailypost.ng/2014/08/04/adamawa-assembly-approves-acting-governors-request-50-special-advisers/ |
