Photos showing hundreds of prisoners in a Philippine jail sitting naked while being searched for contraband have triggered accusations of further rights abuses in President Rodrigo Duterte’s deadly war on drugs.

The inmates of the Cebu provincial jail were woken before dawn on Tuesday, herded into the jail’s quadrangle and forced to strip while anti-drug agents, police and military searched their cells, prison officer Rafael Espina told AFP.

Photos released by the Philippine Drug Enforcement Agency and provincial police showed the inmates sitting naked and cross legged in neat rows on the concrete quadrangle, illuminated by spotlights, as armed police guarded them.


A statement released by the drug enforcement agency said the raid had netted “several packets” of methamphetamines and marijuana leaves, as well as knives and mobile phones.

With the photos gaining traction on social media, human rights groups voiced concern.

“This incident clearly amounts to cruel, inhumane and degrading treatment of prisoners,” Amnesty International said in a statement.

Amnesty cited United Nations’ standards and Philippine laws in highlighting the obligation of authorities to ensure prisoners were not subjected to torture or ill-treatment.

Human Rights Watch also said international standards prohibited searches that intimidated or unnecessarily intruded upon a prisoner’s privacy.

“The conduct of these searches — out in the open and permitting photographs to be taken — was inhuman and degrading and violated the prisoners’ rights to privacy,” Human Rights Watch said in a statement.

Philippine Drug Enforcement Agency spokesman Derrick Carreon said the stripping of the inmates was on the order of the provincial governor and the guards.

“We just provide technical expertise,” he said.

Provincial government information officer Jethro Bacolod told AFP the mass stripping was “an SOP”, or standard operating procedure for raids to detect contraband.

He said the prison warden had been sacked because of the contraband that was found during the raid.

The Cebu prison became famous in 2007 due to popular YouTube videos showing inmates performing choreographed dances to hits such as Michael Jackson’s “Thriller”.

Duterte has been waging a controversial war on drugs that has seen police and unidentified assailants kill thousands of people over the past eight months.


Amnesty has warned the killings may amount to a crime against humanity.

Duterte, who remains popular with many Filipinos, has said human rights must take a backseat to defeating the much greater menace of illegal drugs ravaging society.

The Police in a joint operation with the military and Department of State Services (DSS) arrested the Commandant of the Peace Corps of Nigeria Dickson Akor and 49 other members of the outfit, with a promise to arrest more operators of unathourised security outfits in the country.

Meanwhile, four nursing mothers, among the 49 others, have cried out that their babies and families were yet to be notified of their whereabouts since they were taken in by the police on Tuesday morning.

The police leadership had recently noted that activities of some illegal security outfits were constituting different kinds of threat to national security, hence it resolved to dismantle them nationwide.

Parading Akor and 49 others, Force Public Relations Officer, Jimoh Moshood said a joint operation with the military and operatives of the Department of State Services arrested the suspects on Tuesday in an operation that was intended to dismantle illegal and unlawful security outfits throughout the country “constituting national security threat and threat to the protection of lives and property”.


Moshood said the joint operation would be replicated nationwide to arrest other such illegal outfits proscribed by a Federal Government Gazette in 2013 such as the Nigeria Maritime Security Agency, Nigeria Merchant Navy Petroleum Security and Safety and Peace Corps of Nigeria and other quasi illegal security outfits.
He recalled that recruitment camps opened by the Peace Corps were closed down but other illegal activities of the corps have continued, leading to the operation to clamp down on them to forestall further security threat it poses to the nation.

Flanked by the representative of the Army Lt. Col. A Sani of the Army Garrison and a representative of the DSS, Moshood explained that Akor registered Peace Corp of Nigeria as a Non-Governmental Organisation by the Corporate Affairs Commission before brazenly diverting from the original mandate, “opened illegal training camps in some states of the country, where thousands of youths and other persons without proper background check and screening are receiving converts military training.

“During preliminary investigation, into the activities of the Peace Corps, it was discovered that they were extorting money from unwary youths throughout the country under the guise of recruitment”, Moshood said.

He maintained that the Peace Corps has turned itself into a security outfit without authorisation and establishment by the Federal Government of Nigeria.

The police further enumerated the offences of the corps to include wearing uniforms without the legal authority to do so; posting their personnel on guard duties, using ranks insignia, badges of ranks with semblance of that of the Police, Military and other paramilitary organisations.

But when given the opportunity to say something, the leader of the group, Akor wasted no time in explaining that the money received from the members of his NGO is used to process their uniforms and other paraphernalia of office, but they do not engage in security operations or guards.

Akor, who was visibly shaken by the arrest, said many of his members were tortured by the operatives who ransacked his office, carting away every available machine, including handsets and money.

Akor particularly said one of his ‘officers’ was badly brutalised and is almost dying in an Abuja hospital, saying the outfit is not illegal as it provides the platform for Nigerian youths to be useful to their society, noting that the corps has a mandate within which it operates.

The Guardian gathered that one of the corp members who resisted arrest was badly beaten and is currently receiving treatment at the National Hospital, with stitched injuries he sustained in the head.

Media mogul Oprah Winfrey did not say she was running for president, but she didn't rule it out either, raising the unlikely prospect of a titanic celebrity-on-celebrity duel with Donald Trump in 2020.

In an interview with Bloomberg TV that aired Wednesday, host David Rubenstein asked whether she had ever thought about her own White House campaign.

Winfrey replied, "I never considered the question even a possibility," before adding: "I just thought, 'Oh. Oh?'"

Reminded by her host that Trump's victory proved one did not need government experience to be elected president, Winfrey flirted with the prospect.

"That's what I thought," the former talk show icon said, in the interview taped in December about one month after Trump's election win.

"I thought, 'Oh gee, I don't have the experience, I don't know enough.' And now I'm thinking, 'Oh.'"

The extraordinarily influential Winfrey was a strong supporter of Democrat Hillary Clinton in 2016.

Eight years earlier her endorsement of Barack Obama proved a critical factor in his primary victory over rival Clinton.

Winfrey is no stranger to discussing presidential politics. In 1988, on the set of her talk show, she asked Trump, then 42, if he would ever run for president.

"Probably not," the real estate mogul replied, before adding that if he did run, "I would have a hell of a chance of winning."

In what has seemingly become a recurrent ritual, some disgruntled and ostensibly unemployed and impoverished South Africans have recently been venting their frustrations with their government`s inability to provide for them on expatriates of African descent whom they accused of guzzling up the measly job opportunities available in their country. The South Africans also accuse their guests of straining scant social services and importing crimes and other hideous vices into their country.

In waves of attacks, brigandage and pillory that has shaken diplomatic relations to its roots and alarmed the international community not as much as by its occurrence as with its recurrence, scores have been killed, properties worth mammoth amounts destroyed and a general cloud of insecurity and fear darkened even further in a country known for its history and gargantuan struggles against crimes and other social ills and vices.

As the world has increasingly gravitated towards becoming a global village, innumerable people have departed their countries of origin to sojourn in other countries driven by a plethora of factors largely bordering on the economic and the occupational, and ‘darkly’ by conflicts, violence and other global issues which assail from time to time humanity`s common fabric.


In this light of migrational mobility inspired by a slew of factors, South Africa not being a pariah country has received its own chunk of nationals from other countries coming in legally and illegally in search of opportunities for better lives in salubrious recognition of the economic hub and model South Africa has become, all inspired by a vibrant media, fiercely independent judiciary and a young but forcefully promising democracy.

Thus, in spite of the crime levels which make for particularly grim and grotesque observation, the Rainbow nation has come to occupy a central place in the economic, political and democratic discourse of Africa and its image as a country of hope, triumph and possibilities finds a compelling background in the eternally effulgent image of its universally loved former President and anti-apartheid hero, Nelson Mandela (of blessed memory).

This alluring image backed by such a towering persona has always cast South Africa in good international light and the country`s heart-wringing struggle against apartheid has always won it sympathy and admiration from neutrals.

In the light of all these, the recurrent xenophobic attacks by South Africans on fellow Africans living in their country betrays a disturbing paranoia and harks back to the painful chapters of apartheid. In lashing out at nationals of Zimbabwe, Nigeria et all in murderous rage and sanctimonious loathing, the criminals involved in these xenophobic attacks betray their narrow thought patterns and their desperately poor memories.

They have accused foreigners of taking up jobs that should go to them and importing grave crimes into their country, thus presupposing that indigenous South Africans are in no jobs in their own country and are altruistic angels incapable of even simple misdemenours. They also seem to wallow in the illusion that there are no South African citizens taking up jobs or holding business and economic interests in other countries.

The statistics recently came into public attention that about 116 Nigerians have been killed in Xenophobic attacks in South Africa. This is a huge figure by any measure and it is given particularly stark enormity by the sheer stupidity and shallowness of xenophobia and all its roots, stems and branches. However, in a country like Nigeria which has often vacillated in policy decisions when the lives of its citizens have been periled both within and outside Nigeria, the figure may not necessarily strike an alarming note. Besides, thousands within the country have perished under wholly avoidable circumstances. The regime in Zimbabwe as famished for ideas and vitality as it is would most likely care even less if its citizens in South Africa are hacked down by xenophobic hordes. Besides, many of the Zimbabweans living in South Africa in the first place are there in a bid to escape an aged and notoriously isolationist president back home.

The response from the South African government has been sickening in its lethargy to put it mildly. Where a country that was born of the horrors of apartheid, during which countries like Nigeria stood unflinchingly by her side, was supposed to denounce the criminals that some of her citizens have become and demonstrate a forceful hand for reasons of deterrence, statements coloured by obliqueness have issued aplenty from the mouths of government officials, while the law enforcement agencies have shown only half-hearted vigour as a historic menace prowls the rainbow nation like a spectre.

More introspectively, however, Xenophobia painfully mirrors the failure of governance in the country of the perpetrators and in the countries of their victims alike for at the root of xenophobia lies appalling discontent. As wrong as they seem and as grotesque as their means of voicing their frustrations appear, there is no denying the fact that at the roots of xenophobia is a painful failure of the South African government and its policies which have conduced to asphyxiating living conditions and an increasingly bleaker tomorrow for its most vibrant bodies and minds.

At the core of migration in most instances lie a thirst for better opportunities. It is common knowledge that the many struggles that have convulsed the Nigerian nation for decades now have seen many of its most vibrant minds and bodies lurching for the greener pastures of other lands.

South Africa has been one of their most alluring destinations.

Admittedly, foreigners have been involved in grave crimes there, but let it be left for the proper authorities to investigate and sanction same, not vagrants and street urchins with warped thinking and painfully short memories gyrating to the sanctimonious rhythm of xenophobia`s eerie xylophone.

Leadership of the ruling All Progressives Congress (APC) must have come to grasp with the reality that the party is gradually losing the goodwill, confidence and support of most Nigerians that gave it victory in the 2015 general elections.
This is coupled with the volume of hate speeches and political propaganda currently enveloping the nation through the social media and other online news portals.

In less than four months to the two years anniversary of the President Muhammadu Buhari-led administration, Nigerians have experienced the worst form of economic hardship, which include the galloping rate of inflation, economic recession, challenging state of insecurity, prevailing unemployment and inability of government and private sector to pay workers salaries.


The situation is made worse by the persistent fall in the value of the naira among others.Worried by the development and the nose-diving popularity of the ruling party and the Buhari administration, the party’s national publicity secretary, Mallam Bolaji Abdullahi pleaded with Nigerians not to despair “as they would not be disappointed, if they understand what the present government policies and programs are.”
Fielding questions from journalists yesterday, at the ‘Social Media Week’ organised by Bethphage LLC in Lagos, he pleaded for understanding from Nigerians.

Similarly, a Commissioner of the Global Commission on the Stability of Cyberspace, Mr. Abdul Ajilola, said the solution to hate speech is the people. “It is all about morality and there is no religion that teaches anyone to ‘backbite’ or fabricate stories. We grew up to know that pictures don’t lie but nowadays I don’t think it is so again.”

He warned Nigerians to be careful so that hate speech doe not lead the country to conflict, stressing that cyberspace provides terrorists with tools, medium and target and they use the tool to recruit their target.

Abdullahi said it is natural for people to complain when facing hardship situation as presently being experienced, but noted that with the understanding of government programmes, hope is inevitable.

He said: “I will always take cognizance of whatever I may receive as feedback from the people as a guide to the appropriate quarters”.Speaking on the theme: ‘The new Language of Technology: The Future of Communication in Africa’, the APC spokesperson described the last electioneering campaign as the most shameful in the history of the country where the two major parties engaged in statements that depicted hatred, hinting of effort to change the trend.

“The two major parties – Peoples Democratic Party (PDP) and APC are guilty of misused of words in the 2015 elections. At that time, they said things to themselves in an unbelievable manner of hatred as if we were fighting war. This was the first thing I complained about when I became the spokesperson. And I warned the party that we must desist from this trend as a ruling party”.

Abdullahi said ‘hate speech’ as statement of ‘hatred’ must be tackled. “Hate Speech’ is a very pertinent issue that needs to be addressed in our country. We also need to do this such that it will make our upcoming generation to imbibe the culture of the rule of engagement.“The society worry about hate speech in the context of what it can cause. And every conflict or war started with hate speech”.

He suggested education as the best way to engage one another in changing the trend of hate speech and urged Nigerians to guard against hate speech even when they appreciate the fact that “the oxygen of democracy is free speech.”

Former president Olusegun Obasanjo yesterday advised parents and community leaders to revive the culture of story telling among children to enable them imbibe good moral standards.

Obasanjo gave the advice yesterday at a programme tagged “Story time with baba,” at his ancestral home at Ibogun in Ifo council area of Ogun State as part of activities marking his 80th birthday anniversary which comes up on Sunday.

The former president sat among the pupils of Baptist Day School, Ibogun where he had his primary school education and told them folk stories.He recalled that while growing up in the community, his parents and other community leaders usually gathered young children, including him, under the moonlight to give riddles and tell them fables.


The elder statesman, however, expressed concern that such practice had been jettisoned by parents and thereby denied the children a good platform to build character.

He said that he had written 12 books containing several of such stories to sustain the culture.He distributed copies of the books to pupils of the school and other schools in the state.

Obasanjo who was accompanied by his wife, Mrs. Bola Obasanjo and some close associates enjoin the children to improve on their reading habits, saying “Only regular reading, hardwork and commitment to your studies can get you to greater heights.”

The Chairman of the Celebration Planning Committee and Director of the Centre for Human Security of the Olusegun Obasanjo Presidential Library (OOPL), Prof. Peter Okebukola had earlier in his address, described Obasanjo as a great writer and author with several books to his credit.

President Donald Trump on Monday teased a budget plan that includes a substantial increase in defense spending and cuts in foreign aid.

Previewing a plan that will attempt to translate campaign promises into dollars and cents, Trump promised a “public safety and national security budget.”

An administration official said that Trump’s plan would include a $54 billion increase in defense spending and a corresponding decrease in non-military programs.


“Most federal agencies will see a reduction as a result,” the official said.
There will also be a “large reduction in foreign aid,” he added, on condition of anonymity.

The proposal, which will be picked over and must ultimately be approved by Congress, would increase defense spending — already the largest in the world — by almost 10 percent.

Trump claimed that his budget “follows through on my promise on keeping Americans safe.”

“It will include a historic increase in defense spending.”

His comments come a day before he addresses a joint session of Congress, an important agenda setting event for new presidents.

The initial outline did not include proposals for mandatory spending or tax proposals, which make up the bulk of outlays and receipts.

The budget is a keystone statement of Trump’s priorities for the coming years.

The nearly four trillion dollar annual federal budget is a declaration of intent that puts the president’s policy goals down in black and white.

It also separates affordable campaign promises from the fanciful and is the final arbitrator after turf wars between departments and powerful interest groups.

Trump has promised to cut waste and duplication in federal spending.

US president after US president has made similar promises on coming to office, before delving into a text that runs in the thousands of pages and tossing the plan into the thicket of Congress.

Trump has oodles of campaign promises to pay for, but faces a national debt set to hit $20 trillion on his watch and a deficit at 3.1 percent of GDP and rising.

Trump’s promises — from building a wall on the Mexican border to stepping-up the deportation of undocumented immigrants — carry an estimated price tag of $5.3 trillion, according to the non-partisan Committee for a Responsible Federal Budget.

The Minister of Information and Culture, Alhaji Lai Mohammed, says President Muhammadu Buhari is neither critically ill nor in life threatening situation and there is no cause for alarm.

The minister reiterated this position on Monday in Umuahia at the second town hall meeting for the South East and the launch of national reorientation campaign, “Change Begins With Me’’ in Abia.

The minister, who was asked to tell the country about the health condition of the president and whether there was need for a regular briefing on his health stressed that there was no reason for such briefings.


Mohammed disclosed that the president spoke with him on Saturday in the afternoon and there was no reason for Nigerians to be worried. “ I can say here very boldly and confidently that there is absolutely no cause for alarm. “`Mr president called me at 2.43 p.m. on Saturday and we spoke.

“If Mr president is in the hospital or is critically ill, as minister of information, I will give daily bulletin on his health. “Mr president is neither critically ill nor in the hospital and there is nothing life threatening about the checks he is going through,’’ he said.

Speaking on the state of the economy, the minister said that it was corruption that made the prices of commodities to go up. He noted that no economy in the world could survive the blind and reckless looting perpetrated by the previous administration.

“If one person was found with almost 10 million dollar in an uncompleted house and another with 136 million dollar in fake account and other with N7 billion how can the economy survives the kind of looting. “Naturally the price of commodities will go up.

“These are funds meant for development of infrastructure and for provision of services. “That is why you cannot do anything with the economy without first facing corruption squarely.

“But the good news is that the government is doing both together, as we are fighting corruption, we are also making sure that we are ensuring we are out of recession by investing heavily on infrastructure. Mohammed also pacified the audience who lamented the spate of attacks on farmers by the herdsmen.


He said contrary to the position of some elements who want to destroy the unity of the country, the government was not supporting any section of the country against the other. He said it was purely security issue and it was being handled from both the federal and the state levels.

“I want to make the appeal that the strength of Nigeria is in its diversity and unity. “We have been living together peacefully before and we shall continue to live together peacefully,’’ he said.

Speaking in same vein, the Minister of Agriculture and Rural Development, Chief Audu Ogbeh, apologised on behalf of the Federal Government to the farmers who had suffered from the ugly trend.
“We in the Ministry of Agriculture are mostly affected in this crisis and frankly we feel deeply disturbed about it.

“Like the two traditional rulers had said, you asked people to go and farm and there is this problem of herdsmen tormenting them and their cattle eating up their crops.

“It is affecting not only the farmers but the food that they are supposed to produce and sell to the society. “As a farmer, nothing can be more upsetting to wake up and find out that my farm has been destroyed.

They have done it to me and I know how it badly affected me but we will bring the challenge to an end very soon,’’ he said. Ogbeh said the Federal Government is training 3000 agro rangers who will protect farms in different places.

Former President Olusegun Obasanjo says that the current Nigerian leader, Muhammadu Buhari, has not disappointed him since he assumed office in 2015. Obasanjo stated this in an interview with the News Agency of Nigeria (NAN) at his hilltop residence in Abeokuta.

While reflecting on the Buhari administration since 2015, Obasanjo said that the president had done his best to move the country forward. “Whatever anybody says, President Buhari has not disappointed me from what I know of him,’’ he said.

He said the president had delivered on his core areas of strength and ability, particularly in the anti-corruption crusade and the war against insurgency.


“In my book, I have said that Buhari is not strong on the economy and I did not write this to run him down.
“I also used to think that he is not strong in the area of foreign affairs, but I have realised that he has improved very well. “He has actually done his best in the areas where we know him to be strong,” he said.

The elder statesman urged Nigerians not to relent in their support for Buhari and not to give up on Nigeria. “Whatever you might see as bad in Nigeria, other societies have gone through the same at some period in their history.

“It is not for us to begin to condemn but to begin to join hands together and consider how we can make the best out of our present. ”Our present situation is a passing phase and we need to be resilient to ensure that we are not consumed by it.

“I will be the first to admit that we have not been where we should have been, but note that we have also been far from where we could have been because it could have been worse.

“It is the height of ingratitude for people to say Nigeria has not achieved anything or much as a nation. “The generation before mine fought for Nigeria’s independence, that is great.

“My own generation, which is the next, fought to sustain the unity of Nigeria. “Since 1999, Nigeria had enjoyed 18 years of unbroken democracy.

“We witnessed in 2007 a transition of power from one individual to another in the same party. “We witnessed in 2015 a transition of power from an individual in the ruling party to another individual in the opposition party.

“All these should not be taken for granted,” he said. Obasanjo also decried the call for national conferences or assemblies to negotiate the continued unity of Nigeria.

The former president who, described such conferences as distractions, said he did not bother to read the report of the last one organised by former President Goodluck Jonathan.

” We Nigerians need ourselves and if anyone thinks he does not need another person, good luck to him. “What I see in all those groups trying to break away is that they want more of the national cake.

“The fact that you want more of the cake means that it is good and you like it, else you will not be asking for more of it.

“I do understand the agitations of the youths in that the increased facilities that now exist as against our own time have not translated to adequate opportunities for them.

“But I think that rather than engage in violence, they should think of how to build on the sacrifices of the generations before them,” he said.

The elder statesman, who would turn 80 on March 5, said he had no regrets at such an age. He said that his hope that Nigeria would still be a great nation was still intact.

Ordinarily, the interception and seizure of a truckload of pump action rifles by operatives of the Nigeria Customs Service (NCS) should be a cause for cheers and commendation for the vigilance and alertness displayed by the officers at their duty post. However, amidst lingering terrorism, kidnapping, armed robbery and other criminal activities, impounding 661 smuggled dangerous weapons raises serious questions about the security of lives and property in the country.

According to reports, the consignment said to have originated from China through Turkey, was intercepted by a roving team of customs officers along the Mile 2 – Apapa Road, Lagos. Questions: Who is importing or smuggling in pump action rifles? What purpose did such a person seek to achieve by the importation? How did these rifles successfully find their way into the country without interception before now? Is it the case that there might have been some compromise with security operatives at the port of origin, ports of transit and port of destination? Instead of applause, this incident raises fear and apprehension.

Only six months ago, the United Nations raised alarm over the proliferation of illicit small arms and light weapons in West Africa. A report from one of its agencies, at the time, stated that Nigeria accounted for about 350 million of the 500 million small arms circulating in the region; that is, 70 per cent of illicit weapons circulating in the sub-region are domiciled in Nigeria.


Behind this startling statistics are facts drawn from the nation’s socio-economic and political experience. One of such is that movements of arms, whether they are made public or not, are known to occur before elections. And this procurement as well as movement of weapons is done by people who have means and influence. In this regard, it would be recalled that years ago some governors, in their bid to become the sole masters of the political machine of their states, raised private militia groups and equipped them with arms and light weapons to terrorise political opponents. It is argued that the prevalent militancy in the South-South region is attributed to the Frankesteinian consequence of raising militias without having the financial means of sustaining them. Again, that these arms get to their destination in the country owes its success to the porous nature of the nation’s borders. Whether it is up north, in the east or west, or from the Atlantic, Nigeria’s borders happen to be the most compromised in the world.

Despite the efforts of the Customs personnel, there is still need to query this latest mode of operation. How, despite pre-inspection at the port of origin, did this consignment pass? Would it have been the case that there was collusion between officials at the port of origin and representatives of the importer? Nigerians are aware of the amount of money spent in acquiring hi-tech scanners for the ports, and as such officers can observe goods when being loaded, track them, and then stop its movement. Why wasn’t this the case until the consignment hit the street before it was apprehended?

Complex and highly networked as the illegal arms industry is, its dangerous proliferation in developing countries could be addressed through diplomatic means. Although the arms industry is sophisticated and run by the elite, such a sophisticated industry cannot exist outside the watch of national regulatory bodies and organisations. Those who run the business and organise the market are very well known people to the political authorities or state actors. In the same vein, the legal procedures for importation of arms as well as the means of circumventing the law are common knowledge to law enforcement agencies.

Notwithstanding this latest modest outing, there is the complaint of low quality intelligence at the Customs Service, no thanks to the character of some of its personnel. In the minds of the average Nigerian there is the misconception that the NCS is a financially self-enriching profession, where all-comers recommended by some godfathers can make a living. This is an indictment of an agency that occupies the nation’s ‘front desk’ position.


Despite the brazen flaunting of assault weapons, and notwithstanding the fact that the people involved are known, nobody has called for a census of weapons in the hands of these murderous marauders. This goes to show that the root cause of violence and unjustified killings is far from being addressed. As always, pruning the fringes of social malaise may not be the solution to the problem of insecurity.

This unpleasant incident has exposed systemic gaps in our ports and border security system. That the interception became public knowledge might have well been a case of a deal gone awry. Whilst praises from Nigerians should encourage the officers of the NCS to be more relentless in tracking down illegal importation and smuggling of weapons and other contraband goods, and then handing culprits over to prosecuting authorities, there is also need to sanitise the Customs. The false idea that the NCS is an exclusive profession reserved for a section of the country, and the consequent politicking of the activities of the operatives should be adequately addressed. There is need for highly trained and competent officers to affect the quality of intelligence at the nation’s ports and borders.

With this, even though there may be leakages, such leakages would be drastically reduced.

Whilst this newspaper commends both the prompt detention of incriminated officers and other elements in the arms drama and the immediate commencement of a probe, relevant authorities should carry out a census of arms in circulation and recover illegal ones.

However, for lasting resolution, authorities must go beyond local measures and appeal to international forces. Being a signatory to the United Nations treaty on the non-proliferation of small arms, Nigeria has a moral duty to ensure that the distribution of small arms reduces to the barest minimum if not totally eradicated. Countries that share the same aspirations towards non-proliferation of small arms could also establish collaborative efforts to address this in the best possible ways.

When you’re blessed with twin babies, your foremost reaction will be tears in your eyes thanking god for his wonderful gift. Unless of course you already have a set of twin and this is the second one in which case you may go crazy and end up boners in the delivery room.

Well!! For Peggy and Jeff Kehoe, it was a dream comes true when this mom delivered identical twins. The couple became proud parents of two beautiful twin girls Hailey and Jenna. Both twins were identical all blonde and blue eyed and it seemed like that was a picture perfect moment for the couple and their bonny babies. It was a wonderful life for the family until one unfortunate day.

1 A cruel turn of events
Both Peggy and Jeff were proud of their twin daughters who shared an inseparable bond with each other. Both girls grew up to be healthy and beautiful until on eventful day on Feb. 9th 2013 when Peggy’s life was turned upside down. At the time the girls were 12 years old.

She was shocked out of her wits to see Hailey lying on the bathroom floor. The girl had her eyes closed and her words slurred, her actions and movement were epileptic and disabled. Peggy was horrified, what was happening to her daughter.

Doctors gave up hope
Hailey found the pain in her head excruciating and was crying too. Both Peggy and Jeff suspected something was very wrong but they weren’t geared up to realize how wrong it could turn out to be.

When Hailey was rushed to emergency, doctors diagnosed her with a large brain haemorrhage causing somewhat of a stroke. Doctors were inclined to give up hope and preacher was called in to console the couple and Hailey’s twin sister. Peggy was afraid her daughter would die.

Jenna was almost inconsolable. Hailey was her soulmate. How could she be taken away from her at such a young age? She needed her. She held Hailey’s hand imploring her to fight and pull through but Hailey had fallen into coma. According to Peggy, Jenna was constantly by Hailey’s side speaking to her, she needed her sister to recover because she just couldn’t live without her.

Despite the presence of the preacher, Peggy refused to give in. A critical care transport crew by the name Life Lion then flew Hailey to the Penn State Hershey Children’s hospital. Doctors requested the couples consent to perform a critical surgery on her brain. The pressure exerted on her brain by the haemorrhage needed to be relieved immediately.

In the United States, the Bugatti Chiron retails for around $2.7 million but easily soars above $3 million when some options are ticked. Nevertheless, this didn’t stop an apparent 2017 Chiron owner from listing his car up for sale for just $1.22 million on Craigslist.

While the advertisement has been flagged for removal, the person that ‘listed’ the car claimed to have purchased two Chirons from a Miami dealership and decided to part ways with one of them with just 8 miles on the clock.


Speaking with Jalopnik about the sale, the alleged owner said that he was selling the car after originally purchasing it for his wife. However, she didn’t want it and insisted that he raised the asking price to $2.55 million.

The Chiron in question is painted in two different shades of blue and from the outside, was specced identically to the Chiron that debuted in Geneva last year.

It doesn’t take a genius to realize that the entire listing is fake and the man claiming to own the Chiron doesn’t. In all likelihood, he was attempting to fool a wealthy businessman into sending him a deposit for the car before disappearing with the money.

What’s more, excluding the single Chiron that was delivered to a Saudi Prince last year alongside the Vision GT concept, no other examples are believed to have been delivered to customers. The pictures that accompanied the listing were therefore probably snapped when the car was being shown to potential customers in the U.S. last year.

Just weeks after Stefano Boeri announced plans for China’s first vertical forest, the Italian architect unveiled an even more ambitious vision: Forest Cities. Scaling up from his tree-clad Bosco Verticale skyscraper, Boeri created a blueprint for new cities in China that will be blanketed in greenery to fight air pollution. The first implementation of the nature-filled city will start in the city of Liuzhou, with construction expected to begin later this year.


Stefano Boeri’s Forest City masterplans are envisioned as models of sustainable growth in China, a country choked with smog and undergoing rapid urbanization as millions of farmers migrate to cities every year. “We have been asked to design an entire city where you don’t only have one tall building but you have 100 or 200 buildings of different sizes, all with trees and plants on the facades,” Boeri told the Guardian. “We are working very seriously on designing all the different buildings. I think they will start to build at the end of this year. By 2020 we could imagine having the first forest city in China.”


The Forest City was created as a scalable development following a petal formation. Each petal, which caters to a population of 20,000, can be scaled to include five petals in a single region, forming a flower-like formation centered on communal green space. All buildings would be covered in trees and greenery to help suck tons of carbon out of the atmosphere, pump oxygen into the air, and provide soothing habitat to both humans and native fauna.

A Reprisal attack against South Africa’s business interests in Nigeria could do huge damage to its economy, those who have been following the ongoing xenophobic attacks against other Africans in South Africa told The Guardian yesterday.

Most of the attacks in South Africa occur in areas occupied by black Africans. “Cape Town is governed by the opposition party and they are mainly whites and coloured. The problems are always within the areas dominated by blacks,” says Cape Town-based medical doctor, Mr. JohnMartins Chinedu Mbamalu.


During his last visit to Nigeria, President Jacob Zuma said there were 120 big South African companies in Nigeria, sparking off debate on obvious trade imbalance and lopsided economic ties between both countries.

While South African companies in Nigeria are believed to be experiencing growth and patronage, Nigerian companies in South Africa complain of socio-economic asphyxiation. Business leader and president of the more than one million Nigerian residents was quoted as saying that South Africans have in place “some laws to ensure that foreign businesses do not thrive in their country.”

South Africa’s leading companies in Nigeria include MTN, Power Giant, Eskom Nigeria, South African Airways, South African Breweries (SAB miller), Stanbic Merchant Bank of Nigeria, Multichoice and Umgeni Water.

Others include Refresh products, PEP Retail Stores, Shoprite, LTA Construction, Protea Hotels, Critical Rescue International, South African-Nigeria Communications, Global Outdoor Semces, Oracle and Airtime. Experts say entry and growth of Africa’s interests and businesses in the current democratic dispensation have been ‘phenomenal,” moving from just four, in 1999, to 120 in 2016.

“Reprisal attack is a possibility but I’m hoping it does not happen”, Abike Dabiri-Erewa, President Muhammadu Buhari’s Senior Special Assistant on Foreign Affairs and the Diaspora, told The Guardian. “ The South African government can do much better,” she said, stressing that a mayor in Pretoria made inciting statements that fuelled attacks on Nigerians and other Africans, especially Zimbabweans. “No responsible government will encourage reprisal because that will mean bringing yourself lower than them,” she cautioned.

Dabiri-Erewa said: “The Nigeria Mission in South Africa has met with the South African Police authorities and they have assured us they will (henceforth) provide protection for Nigerians.” Erewa-Dabiri, who on Monday urged the African Union (AU) to prevail on South African authorities to halt the attacks, however, noted that self-help or reciprocity could worsen the issue.

In a statement in Abuja Dabiri-Erewa had described the attacks as “unnecessary setback.”

Dabiri-Erewa said the AU was being called to intervene because information had it that there would be fresh xenophobic attacks against foreigners today and tomorrow.

In a telephone interview with The Guardian yesterday, Erewa-Dabiri said the latest attack was done by “just a small part of” South Africa’s population . Some time ago, we used the principle of reciprocity; when they (South Africa) turned back an Arik aircraft, we turned theirs back. But this is the time for the AU to intervene.”

Yusuf who runs the Lagos chamber of commerce dismissed the possibility of reprisal attacks on South African businesses in Nigeria, noting that, unlike small businesses predominantly owned by Nigerians in South Africa, most of the South African ventures are large enterprises.

“There may be a couple of protests but Nigerians are not violent and would not toe the line of South Africans. Moreover, Nigerians benefit largely from South African businesses in the country through employment, as many of the businesses have over 90 per cent of Nigerians as their employees. So there may not be the need for such an action.

“Nigerians have a lot to lose if such reprisal actions occur. However, I do not see that happening. Nigerians are not crude”, he added.

Meanwhile, the Nigerian government while strongly condemning the incident “urged the South African government to take the strongest measures to protect the lives and property of foreigners living in South Africa and also to quickly bring to justice the perpetrators of these heinous crimes”.

The government in a statement from the Ministry of Foreign Affairs observed that incidents of xenophobic attacks have continued unabated in South Africa since 2015, and that Nigerians are among the groups that have been mainly targeted for attack and looting of their property.

The Ministry, however, urged Nigerians in South Africa to remain calm and law-abiding, adding that high-level communications aimed at permanently resolving the crisis have commenced. It nonetheless advised Nigerians in South Africa to be vigilant.

In the same vein, the Senate has called on the Ministry of Foreign Affairs to immediately review Nigeria’s foreign policy following the attacks.

Besides, the government of South Africa has condemned the xenophobic violence describing it as not only despicable but demeaning of the African people.

South African High Commissioner to Nigeria, Lulu Mnguni, who disclosed the position of the South African government to newsmen yesterday in Abuja, assured that culprits would not go unpunished.
He stated that irrespective of the level of grievances people feel, they are not allowed to take the laws into their hands.

Mnguni assured Nigerians of the preparedness of his country to protect the lives of all foreigners, stating that South Africans are peace-loving people who would do everything possible to sustain the smooth relationships that exist between them and their visitors.

He said: “It should be stated that the government of South Africa strongly condemns the violent attacks on foreign nationals in South Africa. We stand against racism and xenophobia and will never condone such in our land”.

According to him, following the outbreak of violence, his government took all necessary steps to curtail the spread as well as protect foreigners from being attacked.

“As a government we instructed a security cluster to ensure that the matter is resolved to the satisfaction of all”, he said.


The ambassador however appealed to foreign nationals in South Africa or those proposing a visit to ensure that they travel with genuine documents and endeavour to respect the laws of their host country.
He stressed that the issue of drugs and prostitution, which he claimed was largely responsible for the recent crisis, would require a collective efforts by all to be eradicated from the continent.

He also advocated the need for foreigners to enter into partnership with South Africans to drive development just like the one that gave birth to MTN.

President Muhammadu Buhari yesterday said that results of medical tests showed he needed more time to rest, a development which has necessitated his stay in the United Kingdom (UK) longer than originally planned.

Buhari who said “there is no cause for worry” in a statement yesterday, expressed gratitude to Nigerians for their “show of love and concern.”

The presidency’s failure to say when Buhari would return to the country has continued to fuel rumours and agitations with many Nigerians demanding a regular bulletin on the president’s health status.


According to the statement issued by his Special Adviser on Media and Publicity, Femi Adesina, the president thanked millions of Nigerians who have been sending good wishes and praying for his health and wellbeing in mosques and churches throughout the country.
Buhari left the country since January 19, 2017 on a medical vacation to the United Kingdom. But there has been no definite answer from the presidency regarding the exact date of his expected return to the country after the expiration of the initial 10 days he sought to stay away.

Adesina had, in a statement on the expiration of the 10 days, confirmed ‎that the president would be extending his stay in the U.K. to “complete the test circle before returning.”

President Buhari was expected to resume from his vacation on Monday, February 6, 2017 but he wrote to the National Assembly informing it of his desire to extend his leave in order to receive the results of a series of tests recommended by his doctors.

Meanwhile, the presidency yesterday said that the treatment meted out to a journalist of The Guardian in his bid to interview Buhari in the U.K. could not be considered as harassment.

Adesina, who played down the report while fielding questions from the State House correspondents in Abuja yesterday, declared that any where in the world, “presidents are not hijacked and interviewed.”

The Guardian’s reporter had made several attempts to see President Buhari at the Abuja House, the official residence of the Nigerian High commissioner to the U.K., but met a brick wall as London police operatives were invited to arrest him.

Adesina insisted yesterday that interviewing the president should be on schedule and not by a hijack. “I do not consider that as harassment. Presidents are not hijacked and interviewed. Those things are scheduled. So I do not consider that as harassment,” he said.

The media aide, who urged Nigerians to learn how to believe their leaders, said he was not speaking for himself. “I speak for somebody, I do not speak for myself. So it is what he tells me to say that I say and the statement transmitted to me is that the president needs to rest for some further time,” he said.

On what is wrong with the president, he said: “Don’t you know that the Hippocratic Oath even forbids a doctor from speaking about the condition of his patient except the patient authorises it? It is only the patient himself who can speak about what he is going through.

“This is the person going through this series of tests and rest and he says no cause to worry, let us believe that. He is the one who owns the body and there is nobody who will know his body more than him,” he stated.

On reports that Buhari may remain in the U.K. for months, Adesina said: “What we have just said is what I will want us to believe. The president said he needed to rest further. The same president that communicated that to us, when it is time for him to come, he will also communicate to us.

“It makes sense to say that maybe from the results of the tests, further rest has been recommended. The statement did not say how long the rest will last.”

The presidential spokesman debunked a rumour that Buhari has lost his voice.

His words: “Those people need to prove it. He spoke with President Trump. Did Trump say he did not speak with Nigerian President? Anybody can allege anything.”

He said President Buhari wants Nigerians to know that he appreciates their prayers, he concerns and goodwill.

On his message to Nigerians, Adesina said: “My message is that let us learn to believe our leaders. This is a man we elected into office and he says no cause to worry, let us believe him.”

The silence over Buhari continued on Monday evening as staff at the Abuja House, London barked out orders at The Guardian reporter, asking him to “leave that place” when they saw him in front of the Kensington residence for the second consecutive day.


The drama began around 5:31p.m. as soon as the two male occupants of one of the official vehicles at the house arrived. On being dropped off inside the house, both conferred with each other briefly in front of the main entrance, with their back to the gate, where the reporter was stationed.

When they turned round and stared at him annoyingly, the reporter motioned to them, “excuse me sirs, l am a reporter from The Guardian, I have come to interview the president.” The taller of the two shouted, “leave that place, I said leave that place.” Both of them moved towards the gate and when the reporter repeated the same words, the other man looked at the reporter and used his hand to indicate that perhaps something was wrong with the journalist mentally, before both of them went through the side door. None came out till The Guardian left at 6:45p.m.

Before the duo arrived, the reporter introduced himself to another insider as he walked across the premises. The smartly dressed man also asked The Guardian to “go away.” In the conversation that lasted about three minutes, he asked: “Why are you doing this?’’ When told it was simply to get the president to speak directly to Nigerians, he walked away.

Despite increasing agitations over President Muhammadu Buhari’s absence since January 19, 2017, when he left the country on a medical vacation to the United Kingdom (UK), there is no definite answer from the presidency on when he is expected back
President Buhari was expected back on the February 6, 2017 after an initial 10-day medical vacation, but that was not to be.

His Special Adviser on Media and Publicity, Femi Adesina, had in a statement at the expiration of the 10 days confirmed ‎that the President would be extending his stay in the UK to “complete the test circle before returning.”


When The Guardian contacted Mr Adesina yesterday for update, he briefly said “when the President is coming will be made known.”
Recall that President Buhari was expected to resume from his vacation on Monday, February 6, 2017.

However, he wrote to the National Assembly informing the parliament of his desire to extend his leave in order to complete and receive the results of a series of tests recommended by his doctors.

With the Presidency failing to come up with a categorical statement on when President Buhari would return to the country, the development has continued to fuel agitations, with many Nigerians demanding hourly bulletin on President Buhari’s status, as was the case when former President Umaru Musa Yar’Adua was indisposed.
