The United States government on Friday indicted the President Goodluck Jonathan led Federal Government of massive and widespread corruption.

According to the United States Department of State, government officials and agencies frequently engage in corrupt practices with impunity.


This was contained in the Bureau of Democracy, Human Rights and Labor Country Reports on Human Rights Practices for 2012, which was released on Friday evening.

In the report, the judiciary and security agencies, especially the police, were said be lacking in transparency.

It read in part,“The law provides criminal penalties for official corruption; however, the government did not implement the law effectively, and officials frequently engaged in corrupt practices with impunity. Massive, widespread, and pervasive corruption affected all levels of government and the security forces. The constitution provides immunity from civil and criminal prosecution for the president, vice president, governors, and deputy governors while in office.

“There was a widespread perception judges were easily bribed and litigants could not rely on the courts to render impartial judgments. Citizens encountered long delays and alleged requests from judicial officials for bribes to expedite cases or obtain favourable rulings.

“Police corruption remained rampant. Reports of checkpoint bribery and shooting incidents decreased in February after newly appointed Inspector General of Police Mohammed Abubakar announced the closure of all police checkpoints across the country; however, illegal checkpoints remained common in some regions. Police routinely stopped drivers who did not commit traffic infractions, refusing to allow them to continue until they paid bribes,” it stated.

Highlighting events that occurred in the country in last year that portrayed lack of transparency and probity, the US government listed the escape of the suspected mastermind of the Boko Haram 2011 Christmas Day bombing from custody, noting how the police commissioner, who aided the suspect went unpunished; the conviction of former Delta State governor James Ibori in the Southwark Crown Court in London of charges of money laundering and other financial crimes totaling N12.4bn, after he was acquitted by a Nigerian court; and the N1.067trn fuel subsidy fund lost to “endemic corruption and entrenched inefficiency” as examples.

It stated that, “In July, the government released a list of those who had benefited illegally from the subsidy program, which included relatives and colleagues of key government officials. In late July, the EFCC began arraigning suspects, first with a group of 20 indictments, including six oil companies and 11 individuals. By year’s end, the EFCC initiated prosecutions of approximately 50 cases related to the subsidy scam. The majority of these cases involved companies and individuals who had fraudulently received subsidy revenue. Investigations and trials had not produced any convictions by year’s end.”

The US document also faulted the refusal of public officials to declare their assets as stipulated by law.

It stated that in June 2012, the Socio-Economic Rights and Accountability Project and other groups demanded that President Jonathan should disclose his assets from 2007 to 2012 but that Jonathan refused.

The report also rated the anticorruption efforts of the Independent Corrupt Practises and other related offences Commission and the Economic and Financial Crimes Commission as “largely ineffectual,” adding that despite ICPC’s wide mandate, it had only achieved 60 convictions since its inauguration in 2000.

It also listed a number of cases being handled by the EFCC that have remained inconclusive, including the case of alleged misappropriation of one N1bn against former Speaker of the House of Representatives, Dimeji Bankole, and N40bn against his deputy Usman Nafada; and the cases against four former governors Gbenga Daniel, Adebayo Alao-Akala, Aliyu Akwe Doma, and Muhammed Danjuma Goje, for allegedly misappropriating N58bn, N25bn, N18bn, and N12.8bn, respectively.

Apart from corruption, the US accused the Federal Government of numerous unlawful killings.

It decried frequent abduction of civilians and lack of press freedom, highlighting cases, where journalists were harassed and beaten up.

It also noted widespread discrimination against persons with disability.

The Presidency, however, described the report as an incorrect assessment of the situation in the country.

Special Adviser to the President on Media and Publicity, Dr. Reuben Abati, warned Nigerians to be wary of such assessments which he described as “parachute researches.”

He said contrary to the picture the report painted, the present administration has remained the most transparent government since the return of democracy to Nigeria.

He said it was in the spirit of transparency that the present administration exposed the scam in the downstream sector of the petroleum industry and passed the Freedom of Information Bill.

He said, “In 2012 that the report is talking about, the EFCC alone got more than 200 convictions. This is in public domain.

“This government did an audit to eliminate waste and leakages in the system.

“On the checkpoints they talked about, it is important that they identify the difference between checkpoints and stop-and-search operation which is required especially in tackling security challenges.

“Nigerians should be wary of these external assessors that jump into conclusion. What are the parameters used in arriving at their conclusion? How scientific are the analysis?

“They assess Nigeria based on the instinct of a parachuter who jumps put of an aircraft without a fair knowledge of where he is landing.”

To be honest, we all clown around on Nairaland but it should be obvious to even children that Nigerians will eventually attain the political sophistication that obtains elsewhere which would mean the PDP will have to change and meet the aspirations of Nigerians better or simply cease to exist as it does right now. I.e a totally self-serving entity that takes so much from Nigeria, by virtue of controlling the centre, while giving very little back to the Nigerian people.

In an age when Africans are becoming more demanding, the PDP will not be able to exist in a vacuum. It either has to change drastically for the better or implode because the 'throwback' selfish elements like GEJ/OBJ/Yar Adua/Mark , reminiscent of sit-tight and die-in-power African leadership of the past with nothing to offer, fail to accept inevitable and evolutionary changes.

This is a Party that changes representatives (National Chairman, spokesman, BOT Chairman et al) more frequently than is healthy and totally at the whim of the ambitions of certain influential individuals - like whoever becomes President.

There is no semblance of institutional sanctity at any level within the PDP. Everything the Party does just reveals raw greed, lack of decorum and Machiavellian desperation. The PDP is a disgrace to be honest.

sincerenigerian: Imagine the moderator has changed this topic four times since I first posted it yesterday. I don't know why this has happened. There is a pattern here and it must stop once and for all. What is the justifiable reason to keep changing the topic for God sake? Is it to suit the PDP agenda going on nairaland? It is disheartening to see what PDP agents called moderators are doing here.
On this occasion, I really don't know what the mods are up to and this sort of partisanship is worrying. Is it not true that Jonathan was among those who led Bayelsa, with the State having nothing tangible to show for GEJ's time in charge? Abeg, how can GEJ be dissociated from the title as Oronto Douglas confirms below:

The National Publicity Secretary of the Peoples Democratic Party (PDP), Olisa Metuh, appears to have come to the reality that the huge task of managing “Africa’s largest party” is no easy job, as he declared on Thursday that he was ready to leave the position.

In a chat with reporters, Metuh stated that although he had always done well in his previous assignments, the present one was different.

The spokesman who is usually kept on his toes by the ever-charging duo of Lai Mohammed and Rotimi Fashakin (spokesmen of Action Congress of Nigeria and Congress for Progressive Change), blamed his predicament on reporters covering the PDP.



He accused them of refusing to cooperate with him in his role, adding that rather than go down, he would resign and return to either law or estate management.

In his words,“I am ready to leave this job and go and practice law or estate management, or even ask the party to make me Deputy national secretary or even Deputy woman leader. Please help me stop this problem,” he pleaded.

A reporter immediately fired back, informing the embattled PDP image-maker that he was always in the habit of being rude to reporters.

Most of the newsmen in attendance nodded in affirmation.

Metuh had on Wednesday met with Bureau heads in Abuja to assist him shut down stories perceived as unfavourable to his party.

He assumed office in March 2012 and is scheduled to meet with editors on Friday evening in Lagos

He's not pro-development. He's one of the fat cats gaming the system for their own personal gain and ambitions.

It is amusing to note how the "evil" men of PDP suddenly become "progressive", and "pro-development" and "good" when they become perceived as one of the incumbent president's rivals.
This is why I avoid people like you. You are always making assumption and reasoning sentimentally. I don't rate Tambuwal high merely because he is a "rival" of the incumbent as you posit wrongly and bellicosely. Tambuwal went to Osun and, as the fourth most powerful Nigerian, helped peace reign when the PDP was trying to heat up the polity dangerously and rope Aregbesola into some 'Islamisation' plot.

The man shunned partisanship to say he did not see any Islamisation going on. Instead he stated unequivocally that all was peaceful and that Aregbesola was busy with his core duty and delivering for the people. The PDP troublemakers like Omisore had no choice but to shut up after that because Tambuwal would not join them in 'dirty politics'. This is, by all accounts, a man who appears to want to side with what is just and equitable. In fact, Tambuwal reminds me of Ken Nnamani who is another PDP politician I like and respect.

There are other instances where Tambuwal has acted similarly when he could have joined the politics of enmity most Nigerian politicians uphold. Next time, abeg avoid quoting me if you will only make wrong assumption against what I write. You could have asked why I rate the man and I would have told you. Yet, like others here you appear to be into trying to taint others negatively.

It is instructive Rawlings spoke after the pathetic GEJ government came out lamely to blame the judiciary for the present status-quo in relation to corruption.

Tambuwal's ideological leanings has always being with the opposition. There are no saints in Nigerian politics but I personally like Tambuwal because the guy is brave, sophisticated, silently resolute and classy. He will go to Osun and tell the truth about the good work Aregbesola is doing. Ditto for Imo, Ondo or any State with performing leaders.

Tambuwal seems to be about development overall and it will be interested to note what his role will be towards 2015. He is definitely a suave and charismatic operator.

Don't mind those sort. They have no capacity for facing the truth and looking at themselves honestly. All they know to do is play victim and blame others entirely for their woes while shouting "secession" and "balkanisation" every second and in response to every damn issue under discussion. This is despite being led by evil men who loot them dry and arm them to kill each other. Will these evil leaders not be even more brazen when they are accountable to no one in a new nation where they are alpha and omega?

What I want to know is how these myopic Ostrich-types think they will fare in their own nation when they will still be under the same highly wicked leaders who take everything and give them nothing in return.

Is it not self-destructive that it is those who show the least capacity for tackling and banishing evil and wicked leaders who are always shouting "secession" the most? Imaging a nation controlled by GEJ, Uduaghan, Tompolo, General Boyloaf, John Togo, Odili, Ibori, Dickson, Sylva, Orubebe, Alamayiesighba et al without the umbrella, diversity and might of Nigeria providing any protection against tyranny and oppression? How are some people faring currently, vis-a-vis relegating evil leaders to the background, for them to be the loudest agitators of secession? To be honest,some folks, such as the poster you responded to, are better working on innate lack of sophistication rather than naively seeking something that may see them living in Somalia faster than they can pronounce "secession".

It is human nature to to seek to blame others for our woes. Yet, the most developed human beings are those able to look at themselves, their children and their brothers and sisters honestly. Those are the people who make and maintain progress. Never those who run away from their own problem to take flights of fantasy that sees them blaming others and anchoring utopia on the foolish notion of "going our separate ways". You will go your separate ways but the wicked devils oppressing and under-developing you currently will follow too and pick up where they left off. Difference is that you will not have others to fight for you. You will be on your own facing the good and bad. Leave them. Let them remove the name of GEJ who is perhaps even more callously corrupt than all others. They can continue to lie and defend him blindly also. They only harm themselves doing such. Intelligent individuals know that the man who is not ready to overcome his problem is one who is not willing to admit he has a problem. Oronto Douglas , as far back as 2006, told the world what GEJ was. His worshippers can continue to fool themselves trying to convince the world.

On December 18 , 2006, just after the then Bayelsa State 
Governor, Goodluck Jonathan, had been named PDP presidential running mate to Umaru Yar'Adua, human rights activist and Jonathan confidante Oronto Douglas described in glowing terms.

Among them, Jonathan was well respected among Ijaw leaders, had built a successful development program in Bayelsa, and had been a good Governor.

A new WikiLeaks cable shows, however, that only the day before, Mr. Douglas’ true feelings about Jonathan had been different. In a conversation with an American official, Douglas described Jonathan as “part of the system of corruption that had impoverished the Niger 
Delta for decades.”

And that “successful development programme in Bayelsa”? "Even his development initiative is viewed with skepticism by the populace," Douglas said.

He said that the outstanding corruption charges against Jonathan and his wife were troubling, and that while Jonathan enjoyed the support of the "Ijaw leaders," the "restive youth" had little respect for the "so-called leaders."

Douglas, who is now a Special Presidential Adviser to Jonathan, disclosed how close the corrupt governor of Rivers State, Mr. Peter Odili, came close to being named ahead of Jonathan as Yar'Adua's running mate.

“It wasn't until Yar'Adua was at the podium and publicly announced Goodluck Jonathan to be his running mate that [Odili] realized he was not the PDP's vice presidential candidate,” the writer learned from Douglas.

According to the story, a friend of Douglas’ who had had access to Yar'Adua's speech told him that Odili's name was mentioned as the running mate, but just before the convention, it was excised.

Douglas was of the view that Odili had fallen victim of an EFCC which claimed “significant malfeasance” on his part, including an instance where Naira 60 billion was earmarked for a gas plant project that actually cost only naira 20 billion.”

Mr. Douglas also commented on the PDP gubernatorial candidate for Bayelsa State, whom he thought would be Timi Alaibe, who was then the Executive Director of Finance for the Niger Delta 
Development Commission (NDDC).

Alaibe, Douglas asserted, would be “the worst possible choice."

My folks in Bayelsa missed taking the right turn in the journey of life to the pathway to the rejuvenation of their state in 2011 when not one single soul queued up behind a 'good man' as Mr. Ben Murray Bruce so as to give support to his quest to offer every 'Bayelsan' qualitative service. Just as we all did to Prof Pat Utomi. Its just too bad to comprehend why things are the way they seem in Nigeria transfixed in the web of the spiral of our ever~never ending vicious poverty striken cycle
The problem for Bayelsa is that it is one of the States where it remains too easy for conmen and crooks without any positive record to become leaders. Things are changing gradually in Nigeria and sophistication is improving for the better but Bayelsa is singularly unlucky. Even worse for Bayelsa is that fate has conspired to make GEJ perhaps the most influential godfather of the State.

Nothing could be worse for any Nigerian State than gaining an OBJ-like godfather who is intimidated by men of ideas and only ever interested in empowering criminals, warlords and empty barrel yes-men like Dickson. If the pro-people leaders and 'good guys' in Bayelsa don't stand up to take on the GEJ,ALamco and Dickson triumvirate then the State will be in bondage for the next 10 - 15 years at least under this malevolent and clueless oligarchy.

Nigerian States, for now, cannot escape godfathers. What they must not be are the might-is-right and criminal empowering sort who want to take everything and give the people nothing like GEJ, Alamco et al. My brother, how many people know that the Presidential air fleet Jonathan insist on having and augmenting is the third largest air fleet of all that exist in Nigeria behind the biggest commercial airline operators? There is nothing for the fans of GEJ on this thread at all. The man and others like him are corruption personified. The pictures we all see of malnourished children and deprived adults are, in the majority, the fault of GEJ, Sylva, Alamco, Odili, Ibori and many other looters who live in garish opulence at the expense of the well-being and future of their own people. Imagine a single individual insisting on ten planes for him and his minions while aerocontractors has 14 planes to carry out it's activities of transporting many, many Nigerians from A to B daily, weekly, monthly and yearly? Is this not, as OP put it, "how to defraud a nation and enslave the next generation"?

Countries like Ghana, Algeria and a host of others in Europe maintain only one aircraft in their PAF.

You made some good point but the part in bold is just uncharitable and I have read many proffer similar arguments here. We have to be careful, for whatever reason, encroaching on the rights of others. My Cousin and his wife chose to have their wedding in Barbados. He invited us and we attended and had a good time. I went with my wife and it cost us £5,000.00. I could have decided not to go but I did because I could afford it. I am no politician but I love my cousin and wanted to be there for him at a very historical point in his life.

If the couple want to marry in Dubai, it is their choice entirely. The fact that they are affiliated with Nigerian politicians does not make their desire to marry in Dubai wrong or open to the judgement of any of us. They will send out invitations accordingly. Those who can attend should attend. We have really got to be careful not to let the corrupt antics of our politicians turn us into judgementally unfair elements with no respect for the human rights of others. Nigerians, even if politicians, do not have to get married in Nigeria to prove anything to anyone since they are still entitled to private lives guided by private choices.

The sad truth is that Nigerians don't want good leadership. Most will cry about our leaders but when presented with good candidates will make excuses to not vote for them. Most people don't mind corruption. They want someone who can magically develop a place while settling everybody. We are a country of lost souls.

I don't support the idea of electing a leader who once truncated a democracy but if we call a spade a spade, Obasanjo was also a military head of state, and Buharis tough stance on corruption is better than Jonathans free for all chopping jamboree.

In an ideal world, we would have a younger, resolute anti-corruption champion as President (a la Ribadu) but this is Nigeria. Anyone who thinks Jonathan is going to lose is decieving themselves. 2011 was the best chance to rid ourselves of PDP but since people are not ready for change,mumu Nigerians voted for Jonathan Badluck :/
Absolutely correct. You forget to add also that they love GEJ to death and will support him even into the pits of hell because he is a President who genuinely does not "give a damn" at the looting going on. In fact, he is a very active part of it.

Corruption and its disciples have never had it better than now in the "free for all" looters paradise GEJ has created. They are all absolutely petrified Buhari will put an end to that.
