The lower election tribunal nullified some of those elections (though the appeal court later reversed some of the decisions based on TECHNICALITIES). Amosun should desist from going down this road. This behaviour is what Gbenga Daniel was roundly condemned for by everyone to include the ACN. He shames the Party showing the same level of desperation as OGD. Without any doubt, Amosun must be called to order. He is a performing governor yet his interpersonal skills must improve. He must learn to submit himself wholly to the tenets of democracy. All that talk of Nigeria needing a "benevolent dictator" is bullsh1te because it won't work in practice with the criticism that will come the minute administrators are seen to be using official strength partisanly.

Smart, modern Nigerian administrator must learn to get their way through winning support and not demanding it. If Amosun is desperate to raise funds for the right reasons then he should get the legislators on his side for this as Aregbesola and others have been able to do. Highly condemnable development that must be resolved quickly so that citizens of Ogun can have full confidence in their legislators. I hope Amosun learns from this and refrain from ever doing this in future. Once the house is irrevocably divided, it becomes impossible to deliver for the people. Remember that governor Amosun. I know Ogun 'news hounds' are here. A word is enough for the wise. Drop the ego or become another governor fighting everyone to the detriment of State development.

That you have always defended your Country and people cannot be in doubt here especially if folks know how to see the previous post of others. I read that news as well and was totally deflated. Why murder the woman after literally bankrupting her? This was a woman, despite advise to the contrary, clung to the hope of love and the belief in the genuineness of her Nigerian suitor despite everyone telling her not to pursue things further.

Correct Seanet. Amosun means well but his approach should entail getting assured majority support for his actions privately so that this type of situation does not play out damagingly in public.

Public power-play situations like this undermine the ultimate goal of everyone working in the best interest of Ogun State. All I will say is that Amosun should try and learn from others like Aregbesola and Fayemi. Those guys face the same issues but realise that letting frustration boil over is counter-productive. Amosun cannot alienate everyone with overtly dictatorial actions. Difficult elements must be defeated strategically. At the bottom of all this is an administrator's zeal to develop this State as quickly as possible. Nonetheless, Amosun has to learn to be a better politician.

Amosun should desist from going down this road. This behaviour is what Gbenga Daniel was roundly condemned for by everyone to include the ACN. He shames the Party showing the same level of desperation as OGD. Without any doubt, Amosun must be called to order. He is a performing governor yet his interpersonal skills must improve. He must learn to submit himself wholly to the tenets of democracy. All that talk of Nigeria needing a "benevolent dictator" is bullsh1te because it won't work in practice with the criticism that will come the minute administrators are seen to be using official strength partisanly.

Smart, modern Nigerian administrator must learn to get their way through winning support and not demanding it. If Amosun is desperate to raise funds for the right reasons then he should get the legislators on his side for this as Aregbesola and others have been able to do. Highly condemnable development that must be resolved quickly so that citizens of Ogun can have full confidence in their legislators. I hope Amosun learns from this and refrain from ever doing this in future. Once the house is irrevocably divided, it becomes impossible to deliver for the people. Remember that governor Amosun. I know Ogun 'news hounds' are here. A word is enough for the wise. Drop the ego or become another governor fighting everyone to the detriment of State development.

Too many of you have a very unhealthy predilection for focusing on personalities here while pretending to be exposing some perceived and phantom bias you claim others show yet, in reality and according to your conduct/writing here, you are most guilty of.

Deal with the issues raised, if you have the capacity to, and stop obsessing over the poster. What easier way to prove whatever it is you are claiming than meritoriously tackling the issues I have raised thus exposing bias you frivolously accuse others of showing? My brother, Standing5 is an intelligent chap yet he must learn to avoid the bigoted 'one-trick-Pony whose unintelligent and fraudulent automatic response to everything is "it is the fault of Yorubas/Hausas" or "the Yorubas/Hausas are preventing GEJ from working". Even a child, as long as he is not blinded by bigotry, knows that GEJ is simply one of the crooks propping up a system that abets the looting of Nigeria's wealth by men and women from every ethnic group in the Nation. Yet intelligent discussions are truncated by inane and paranoid gibberish real events on the ground defeats flatly.

Shall I give a few examples of what is being seen under GEJ that surely illustrates , without any doubt, the complicity of the President to anyone who is not paranoid-delusional?

Has it not been many months the Ribadu committee insisted we must stop, as the only major exporter doing so, selling our crude through traders? What has GEJ done about that till today?

Did Otedola, a member of GEJ's economic team we assume has the ear of the President, not suggest Nigeria simply negotiate directly with foreign refineries to defeat subsidy scams?

Only the FG and the NNPC have the authority to issue Marketers license. GEJ heads the FG and Allison-Madueke the NNPC. WHich Hausa or Yoruba spirit entered those two to begin 'forcing' them to issue licence to those without the capacity, history or capability to operate in the fuel importation sector?

Did we all not see Allison-Madueke openly sabotage the Ribadu petroleum task force with the procedurally unacceptable antics she initiated with the open compromising of Orasanye and Otti?

When the NNPC is the home of corruption only capable of delivering failure, why did GEJ, shortly after being sworn in, direct that our refineries be handed over to the NNPC for 24 months ? That inane action took Industry experts by surprise because it was one least expected and certainly perceived as a deliberate and cynical exercise in futility.

Why has GEJ and Allison-Madueke not convened a total overhaul of the NNPC recommended by industry expert yet they find it expedient to ignore researched findings relating to what will improve our petroleum sector? The place remains the grand home of corruption, lack of transparency and archaic practices deliberately initiated to abet graft. Yet GEJ ignores several committee submissions he himself asked for.

Oil theft is now at an alarming high under GEJ. Do the Hausas and Yorubas just walk into the Niger Delta to loot oil while Dokubo Asari cheers them on or is it more plausible GEJ is deliberately supervising this deplorable situation? This turn of events, like the subsidy scam, is one that could not have happened without the complicity of the Presidency and NNPC.

Look, I could go on all day but the message is obvious to Nigerians who are not bigoted. The message is obvious to Nigerians who see that the ruling PDP elite, in charge of the FG, are crooks from all ethnic groups who collude to corner the wealth of the Nation and give Nigerians absolutely nothing in return.


As for the PIB, that is not even worth discussing. This is because those who know everything about the bill, and not JJC bigots who only began to talk under GEJ, will know the PIB has always been resisted by the elite, from all corners of Nigeria, whose interest will be compromised by the passage of the bill in its purist form. Baton of Government change, from OBJ through Yar Adua and then on to GEJ, but the determination to frustrate the bill is a dance Major political players take part in.

With this current Government, Mark, Ekweremadu, Allison-Madueke are amongst those constantly implicated as working underground to thwart the bill in tandem after with major oil players like SHELL (Allison-Madueke's former employer) who have induced Nigerian politicians from all walks of life massively. Yet those who bigoted beyond redemption will never see this when they come with the unintelligent and factually fraudulent postulations simplistically seeking to blame Nigeria's problem on one ethnic group or another.

Anyone still capable of seeing what matter will know that ethnicising issues will not solve anything. It even looks distinctly foolish in the face of the real state of affairs on the ground that shows poor, corrupt and compromised leadership, which every ethnic group is guilty of, is the bane of Nigeria.

Brother, it is your opinion and you are entitled to it. Personally, I don't fool or delude myself. I know my children are not going to just blossom into the productive citizens I would be foolish to think is their "god-given" right to become if I am not up and doing to ensure this happens. Likewise, keep fooling yourself GEJ will remain President in 2015 come what may and especially if he continues to fail as spectacularly as he is doing.

Nigeria behind in contract approvals among oil peers

Nigeria’s oil and gas sector is being choked by an unusually lengthy contracting cycle which can take as long as thirty six months, while competing African nations conclude the same process in a mere three months, worsening Nigeria’s place in the ease of doing business index.

Nigeria’s slow and winding contract processes leave a sour taste in the mouth of would-be Investors interested in the country, causing them to reroute billions of dollars in foreign direct investment to competing nations, to Nigeria’s loss which is today mirrored in the fact that Nigeria’s attracts the least in investment dollars among her peers.

An industry analysis seen by BusinessDay, which outlined the average contract cycle time of eight oil producing countries, including Australia, Kazakhstan, Indonesia, Venezuela, Argentina, Saudi Arabia, Angola and Nigeria, underscored the deep difference on how the country’s oil resources are managed.

Saudi Arabia, the world’s largest producer and exporter of oil, according to the analysis, has the shortest average contract cycle time, which is three months.

It is followed by Argentina and Kazakhstan, both of which have five months as the latest time for contract approval.

Angola, Africa’s second largest oil producer, outperforms Nigeria, the Continent’s largest producer of oil and the sixth largest oil producing country in the world. Average contract cycle time for Angola is six months. Australia and Venezuela, contract approvals take seven months, while for Indonesia the cycle time is a mere eight months.


Like Nigeria, Venezuela’s oil revenues account for roughly 90 per cent of export earnings, and around 30 per cent of gross domestic product. But unlike Nigeria, it has recorded significant success in its oil and gas industry.

The investment arm of the NNPC, NAPIMs is charged with contract approvals in the oil sector but analysts say whereas officials of the NNPC spend virtually all their time meddling in the contract process, the result does not compare with the effort they put.

Said one analyst, “what you have is a mismatch between effort and result and this may well be a factor of the contrasting personal interest of those involved rather than the national interest. Because when it is the national interest, this is clear and unmistakable and can then be pursued single mindedly if this is the goal.”

Take for instance the case of Brass LNG. In the time since Nigeria began to deliberate on the matter, it has yet not reached a final investment decision whereas Angola went ahead to build her LNG plant which is due to begin gas exports in matter of weeks.

Another major example is the case of the non passage of the Petroleum Industry Bill (PIB) which was first mooted in 2000. It took Algeria barely two weeks in February to pass her own new oil law which seeks to provide better incentives to investors in the face of a massive shift in the oil world.

Consequently, analysts say, actual and potential investors in the past three years have been turning to countries like Angola and Ghana, with easier modes and shorter cycles, further compounding the investment gap the Nigerian sector has been witnessing with the delay in the passage of the PIB.

Emmanuel Usanga, controller, subsurface, Peak Petroleum Industries Nigeria Limited, suggests that sometimes the NNPC’s lack of expertise in a virgin project helps prolong the contract approval cycle.

“If it is a project that has not been done before, say, LNG project, the components may require technology that may not be routinely available in Nigeria, and therefore it takes some time to have them properly evaluated.

Also, we have the Nigerian content provision, and so to ensure that there is compliance with the provisions, NNPC may throw back a proposed contract because it does not have sufficient local content,” Usanga told BusinessDay.

Biodun Adesanya, managing director, Degeneck Nigeria Limited, also suggested that the delay is caused by the NNPC.

“The short time a contract should have taken is unduly prolonged by NNPC through legalistic and bureaucratic process,” Adesanya told BusinessDay.

He said this distorts work programmes of companies as they are not able to meet their targets.


Analysts say that if contract approval challenges are not resolved in Nigeria, the stagnation in the industry would linger.

“It would add to the cost of any project concerned. Consequently the country would have to pay more because inflation would have set in,” says Eddy Wikina, managing director, Treasury Energy Resources and former external affairs manager, Shell Nigeria Exploration.

Analyst agree unanimously that the consequences, besides loss of possible investments, include deferred production/revenues, cost escalation due to inflation and cost of funds, inefficient resource utilisation, abandoned projects, lack of competitiveness, loss of opportunities in a fast-shifting global oil and gas environment.

The Nigerian Content Development Act 2010 opened vistas of opportunity for indigenous participants in the industry, but the long contract approval cycle time has been a key challenge which the much-anticipated Petroleum Industry Bill (PIB) is expected to resolve.

Last week, at the Nigerian Oil and Gas Conference in Abuja, Samuel Egube, director, Corporate Banking, Diamond Bank Plc had said that the passage of the much-anticipated Petroleum Industry Bill (PIB) was expected to engender reduced contract processing and approval cycles through an industry wide adoption and deployment of contracting and bidding vehicles, such as the Nigerian Petroleum Exchange (NIPEX).

According to him, other benefits of the PIB are increased contract tenures from the current 2+1 contract cycles to 5 and 10 years cycles, to encourage long-term projects and contract financing, as well as simplified tax regime and fiscal structure.

In a bid to fast-track contract processes in the industry, online bid tendering was introduced in 2010 by the NNPC to do away with the analogue era noted for poor transparency, accountability and a lengthy contracting cycle.
